Jack A. Callahan

“Don’t Lose Your Shirt on Bid Day: Why Contractors Fail”
With more than 25 years of experience, Jack Callahan leads CohnReznick’s Construction Industry
Practice. He has significant knowledge and experience in accounting, corporate taxation and business
consulting matters within the construction community. Jack serves clients in most construction sectors
including: heavy highway, general contractors, construction management, specialty contractors,
building trades, and building supply and equipment companies. He has worked extensively with public
agencies and major construction owners to develop successful fiscal and integrity monitoring programs
that enable contractors to improve the profitability, safety, and integrity of construction programs. He
was a lead partner for CohnReznick on the monitoring and investigative work performed at Ground
Zero and at the new World Trade Center Transportation Hub.
Jack joined CohnReznick in August 2005 after serving as the managing shareholder of a leading
private New Jersey accounting firm. He began his career with a national accounting firm and founded
his own firm in 1996. As the managing shareholder for that firm, Jack built the company into a 16person accounting and consulting firm focused on serving the needs of the construction industry.
Jack is an active member of many industry associations and has written a variety of construction
related accounting, tax, and business articles.
Ray Peroutka
Invotex
Managing Director and Chief Executive Officer for Invotex, Raymond Peroutka has more than 30
years of consulting and management experience in the public accounting, banking, and professional
services industries. He has focused on the delivery of quantitative and analytical support services to the
legal community in the areas of receivership, bankruptcy, construction and surety claims, and general
litigation. He has acted as receiver for and consultant to numerous insolvent entities, including
securities brokerage firms, insurance and surety companies, private foundations and real estate
development ventures. In each of these situations it has been necessary to control the assets of the
insolvent entity, manage physical and human assets, investigate prior business and investment
practices, evaluate and pursue potential recoveries against responsible entities, manage the distribution
of assets to victims and provide expert witness testimony. In addition, Mr. Peroutka has provided
expert witness testimony and forensic accounting services to the Department of Justice and state and
local governmental agencies, including the Maryland Attorney General’s Office. He has also served as
accountant to Chapter 11 Bankruptcy creditor committees and United States Bankruptcy Trustees and
consultant to debtors in possession and others in need of debt restructuring.
Philip Ermer
Invotex
Philip Ermer, a director with Invotex, has 17 years of consulting and management experience in surety
claims, insurance claims, forensic accounting, fraud investigation, receivership management and other
areas of distressed business evaluation and dispute resolution. Mr. Ermer supports the firm’s
consulting services to the legal community in the areas of receivership, bankruptcy, construction and
surety claims, and general litigation. Examples of Mr. Ermer’s consulting services with Invotex
include managing the claims examination and resolution of $60,000,000 in surety claims filed against
the Eastern Indemnity Company of Maryland in Liquidation. Fraud investigations, in both the civil and
criminal arenas, have included services to lenders, state agencies, and their counsel and federal
prosecutors. He has managed the bankruptcy examination of the largest credit counseling agent in the
United States. In addition, Mr. Ermer continues to provide claims and financial analysis to the surety
and fidelity industry. His prior experience includes 15 years of corporate surety claim and underwriting
experience with major insurance companies. He was a Surety Underwriter with Chubb & Son and
Seaboard Surety Company, where he was responsible for evaluating contract and commercial surety
risks of a variety of firms seeking surety credit. Such evaluations included analysis of financial
capacity, organizational structure and the underlying contract or obligation being bonded. His
underwriting skills also extended to D&O, Railroad Protective, Libel & Slander, Mail Coverage and
other specialty lines.

Directions:
Northbound:
1. From BWI Airport – From airport ramp take I-195 to the Baltimore/Washington Parkway (MD-295
North). Continue to the West Nursery Road exit. At the end of exit, bear right onto Nursery Road. Go to
first traffic light and turn left onto International Drive. Go to first street and turn left onto Aero Drive.
Proceed two blocks and through gate onto CCMIT property.
2. From BWI Amtrak- At light turn left onto Route 170 (Camp Meade Rd). Continue on Rt 170 to I-195.
Follow this to Baltimore/Washington Parkway (MD-295 North). Follow MD-295 North to the West
Nursery Road exit. At the end of exit, bear right onto West Nursery Road. Go to first street and turn left
onto Aero Drive. Proceed two blocks and through gate onto CCMIT property.
3. From South via Baltimore/Washington Parkway MD-295 – Go North to the West Nursery Road exit (just
after the BWI exit). Bear right at end of ramp onto Nursery Road. Go to first accessible light and turn left
onto International Drive. Go to first street and turn left onto Aero Drive. Proceed two blocks and through
gate into CCMIT property.
4. From South via I-95 – Go North to I-195 East. Take I-195 East to MD-295 North.
Proceed as in # 3 above.
5. From South via Rt/3/301. I-97, Rte 2 – (Preferred) Go North to MD-100. Go West to MD-295 North, then
proceed as in # 3 above. (Alternative) Go North to Baltimore Beltway (I-695). Take I-695 West towards
Baltimore/Towson (not Key Bridge). Take exit 7 (Baltimore/Washington Parkway South), then proceed as
in Southbound directions.
Southbound:
1. From MD-295 – Go South on Baltimore/Washington Parkway, (MD-295) to the West Nursery Road exit
(first exit south of the I-695 Baltimore Beltway). At the end of the ramp, turn left at the light onto West
Nursery Road. At third light (International Blvd.) turn left. Go to first street and turn left onto Aero Drive.
Proceed two blocks and through gate onto CCMIT property.
2. From North via I-95 using Ft. McHenry Tunnel- Head South through Ft. McHenry Tunnel, stay on I-95
South to third exit after tunnel. Take MD-295 Baltimore/Washington Parkway South. Proceed as in # 1
above.
3. From North via Beltway – I-695 (South), I-83, I-70, I-95- Take Baltimore Beltway (I-695 South toward
Glen Burnie). Take exit 7 South, Baltimore/Washington Parkway (MD-295). Proceed as in # 1 above.
4. From Downtown Baltimore via I-395- Take I-395 South to I-95 South. Exit left onto I-695 East (Glen
Burnie). Take exit 7 South, Baltimore/Washington Parkway (MD-295). Proceed as in # 1 above.
Once on the Maritime Institute Grounds – Follow blue lines to visitor parking lots A, B, C, or D.
Further directions may be obtained at the front Desk, located in the South Residence Building (Building # 2)
