Introduction
Why invest in Azerbaijan?
Azerbaijan is a rich country, with abundant mineral and climatic resources, a
favourable geographical location, on the most convenient route from North-Eastern
Europe to Central Asia and the Middle East.
Its rapidly improving business environment, offering FDI friendly legislation and
favourable tax system and a competitive production base, with a strong industrial
tradition, a skilled and low-cost labour force and growing R&D capacity contribute
to the country’s attractiveness as much as its attractive domestic market. The
latter is generated by the huge oil and gas sector, the wealthy State, the growing
demand of local firms for Western expertise and the increasing purchasing power.
The present brochure provides foreign enterprises interested in the Azeri market
with an overview of 60 investment projects in a series of strategic sectors:
Agribusiness, Alternative Energy, ICT, Sustainable Construction, Textiles, Tourism
and Public Investment.
The Republic of Azerbaijan has in place a “welcoming policy” for foreign
businesses, offering a non-discriminatory investment regime, guarantees
against adverse legislative changes, nationalisations and requisitions, damage
compensation and repatriation of profits.
This brochure has been prepared in the frame of the East Invest project with
the active contribution of the AHK Azerbaijan (German-Azerbaijani Chamber of
Commerce), AZPROMO, the National Confederation of Entrepreneurs ASK, The
Azerbaijan Republic Chamber of Commerce and Industry.
East Invest is a regional investment and trade facilitation project for the economic
development of the Eastern Neighbourhood region, launched in the framework
of the European Eastern Partnership initiative. It targets business support
organisations and SMEs from the 6 Eastern Partnership countries (Armenia,
Azerbaijan, Belarus, Georgia, Republic of Moldova, Ukraine), who have potential
for developing mutual cooperation and investment relations with the European

Agro Informasiya Merkezi-AIM (Agro Information Centre) is a non-political, non-for-profit and
non-religious National Non-Governmental Organisation registered at the Ministry of Justice of
the Republic of Azerbaijan on 16 November, 1999. AIM’s mission is to improve the rural
livelihoods in the central part of Azerbaijan via supporting the efficient use of natural resources
and implementation of site-specific, suitable and self-sustaining innovations. AIM works
predominantly in the domain of agricultural extension, information provision, training, community
mobilization, value chain development, climate change adaptation, conservation agriculture,
organic farming, social/agro forestation and advocacy/lobbying for the rural dwellers.
Currently AIM implements the following
projects:
 “Improving the adaptation and mitigation potential of the rural population via sustainable
farming systems, phase 2, 2013-2015” funded by ‘Bread for World’ (Germany), in the regions
 “Facilitating access to animal resou rces and markets, 2011-2013” funded by Heks-Eper
(Switzerland) / Swiss Development Service (SDC) in Agjabedi and Beylegan regions
 “Building awareness and developing innovative concepts for agrobiodiversity sustaining,
2012-2013” funded by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ),
Germany in Ismayilli region.
Cooperation proposal
For the project “Improving the adaptation and mitigation potential of the rural population via
sustainable farming systems” in the regions of Agjabedi, Beylegan, Zardab, Barda, Tartar of
AzerbaijanAIM looks for cooperation in the following fields:
 Climate change adaptation and mitigation
 Reduce the vulnerability of small-scale farmers via improved farming practices with positive
environmental effects on climate, soils and water
 Efficient use of natural resources
 Reinforce women´ s and youth participation in the rural and public ife
 Increase public and political awareness about the devastating impact of land
degradation and poverty
 Diversify income sources of vulnerable small-scale farming families
 Rendering high quality training services based on its substantial experiences on agricultural
extension, monitoring and evaluation, value chain analyses.
Innovative aspects and/or main advantages of the proposal
AIM is a successful implementor of a unique fee-based agricultural extension services at village
level suitable for the situation in post soviet country and therefore holder of a Certificate of
Excellence in Innovation Category at Internatiolanl e-Conference on Agricultural Biosciences.

The company is implementing research works in the geological sector and investigation of fields
for non-oil raw materials since 2007. And since 2012 we started our business in Agriculture
sector.
The territory for the project is Neftchala district of Azerbaijan, the area is 170 km away from the
center of Baku. The land area by cadaster land plan is 59 hectare but after making canals
around the area there is useful area 53 hectares. The land plot is in 50 meter from river Kur and
all years there is a chance to watering the land area. I have a big motor pump and transformator
but they are not montaged in the area, they can be used during watering. The area is not very
plate and there is a need to make some correction land works. In 60-th year of 20-th century the
area was used for vineyard but in 80-th of last century it was destroyed. The area is under the
renting for 99 years for agriculture purpose. There is not the processing wine plant very near,
only in distance of 50 km in Salyan district in direction of Baku (it is 120 km from Baku). There is
some equipment (2 bulldozers and 2 tractors Belarus and other technic) and working group with
9 people in the area. The people work in fish farm very near to the mentioned 53 hectare land
plot.
I would like to arrange the vineyard in the land plot part by part. There is a need to bring some
good vineyard plant which can be very stable against different disease.
The local climate is perfect for foundation of different kinds of vineyards. The land plot is in 50
meter from river Kur and all years there is a chance to watering the land area.

The company is implementing research works in the geological sector and investigation of fields

Project aim - arranging the pivot watering system in the area of a provided land plot and
production of wheat, barley, corn and etc.
The land plot area is located in Haji-Qabul district of Azerbaijan, around 160 km from Baku. The
land area was used before for pasture but the purpose of using of the land area changed into
planting. There is 1.526 hectares. There is the water canal direct on the side of land area,
Shirvan Canal. The area is still free and not taken by any company. The land area will be given
to one local company if it will have a good partner from Europe, the company which has some
experience in agriculture mostly in planting of wheat, barley, corn and etc. The one of the most
demand is to arrange the pivot watering system in the area to use more useful the land plot.
Also there will be presented a big credit line from the National Fond for Entrepreneurship
Support of the Ministry of Economic Development http://anfes.gov.az/en/ The land area will be
given for rent for a long period. The tender for using of land plot expecting in September 2013.
At the moment we are using planting of wheat in different districts (Neftchala, Sheki, Siyazan,
Shabran), around 1.000 hectares totally, for barley planting.
My working group and tractors and etc can be used for new agriculture works. We are looking
for a business partner that can show its power in finance minimum in size of 1 or 1.5 million
Euros and is experienced in planting of wheat, barley, corn etc.

Thecnical cooperation and exchange of know-how in the following sectors: -high yielding cows
and calves; -livestock & veterinary; -dairy cattle; -beef cattle; -production of BIO feed.
In order to ensure the high quality of the sold milk and meat, it was decided to purchase cows
and calves from European suppliers. Selection of high yielding breeds of European breeds of
cows and calves, as well as proper care of them, as new technologies and new standards by
which to operate our company requires a lot of knowledge and experience in livestock
specialists and veterinarians, which is not enough in Azerbaijan. Therefore, advice and training
in this field from experts with the applications of new technologies would help us very much.
For dairy cattle built detached barn for 300 cows that requires the latest European quality
requirements, also built a special area for fattening calves for beef cattle.
Also important element is quality and BIO feed for the cows to produce BIO products (milk,
meat). To do this, at this point in the same area on the territory of 400 hectares, we plan sowing
forage crops (corn and alfalfa). We also need professional agronomists. Milk which will come
from dairy farms will be processed in a dairy mini-factory. Range of dairy products will consist of
about 50 items (cheese, yogurt, cottage cheese, gatyg, ayran, ice cream, sour cream, butter,
etc.)
Meat and meat on the farm will be built as a mini-plant for processing of meat products
(smoked, boiled, raw-smoked sausages, deli meats and simple)
To equip these plants, buildings, selection of exact capacities for equipment highly skilled
technicians, engineers, technologists on each field.
We are to successfully launch and promote business, which requires highly qualified specialists
who will work with us and also train our local young professionals. We also need stable
relationships with companies that will ensure we have the necessary equipment and
ingredients, consulting company that will introduce new technologies, as well as learning
opportunities of our personnel abroad.

Cahidoglu MMC is a multi-sectoral located in Agjabadi in the Southern part of Azerbaijan. We
produce flour and flour products, which are also followed by bakery. Despite of this we provide
our customers with furniture and PVC doors and windows. Our market is mainly Agjabadi and

NGO EkoSfera has established the first ecological-ethnographic centre in Azerbaijan at the
territory of historical settlement of Gala (Absheron peninsula) and ethnographic-archeological
reserve (Archelogical-Ethnographic Museum-Complex). This centre includes ecological organic
demonstration farm (traditional types of activity for Gala in the sphere of sheep breeding,

It is more than 7 years that EkoSfera is building the educational demonstrative innovative
environmentally friendly base for development and conservation of green rural tourism and ecofarm in Gala village of Absheron peninsula. It obviously demonstrates existing traditional
methodologies in agriculture, conservation of biodiversity, obtaining of naturally pure products,
support and renewal of forgotten handcrafts, involvement of women potential to the local trade
and business. It also plays huge role in scientific-environmental awareness and education of
children and youths via conduction of special trainings, summer camps, environmental event
and festivals etc. We also cooperate with the ecological faculty of the Baku State University and
National Academy of Sciences of AR.

The project aims at development and enhancement of existing hazelnut processing. It considers

drinks. “Fahrali” enterprise started business activity in 1999.The enterprise is producing
competitive sparkling and still water and juices under “NURUD” brand. Its production capacity is
500 tonnes monthly. The enterprise uses natural spring water for
production.
The characteristics of the product: very high importance as cure (diuretic, cleans stone and salts
from kidneys, eliminates gases in gastroenteric system, cleans bile).

in a year. The cocoa butter and powder are intended to be the new Azerbaijani product for
export.

Construction and development.
The aim of the project is to develop one of the greatest urban districts in the region and make
the most efficient use of land through optmising development densities.
At the current time, a unique opportunity for the restoration and rationalized use of the Black
City area has arisen on an industrial site, which is located directly at the centre of Baku Bay. A
site with an area of 221 ha has a chance to be reborn for a new purpose.
As lead consultant the world-renowned engineering and architectural design firm Atkins (UK)
performed master planning for the project. Along with specialists from Azer-baijan, Fosters and
Partners (UK), and American architectural bureau F+A Architects, were also involved. BWC will
accommodate 50 000 residents in 10 disrticts. BWC will have one of the largest per capita
(40000) parking place. Largest mall of the region will be located in BWC. Waterfront line will
accommodate 65 meter high observation wheel - twice the current and higher than Roue de
Paris.

The main purpose of the project is development of seaside resort area in Khizi region.
Construction of resort and tourism center, establishment of recreation area, organization of
beach resort and other types of tourism are considered to implement in 4 development zones:
 Development zone 1: “Beach tourism”. Acceptable beaches, fair water quality. New
autonomous development for international tourism.
 Development zone 2: “Nature tourism”. Proximity to the bird resort area. Starting point
 for exploring the natural beauties of northern Azerbaijan.

At the moment THE TOUR as an agency has its own niche at the market, providing services to
other travel agencies in Azerbaijan. Our major sales are hotels in Moscow, Saint-Petersbourg
and other CIS cities. At the same time we have constantly increasing segment of corporate
clients where we sale mainly custom tailored tours. THE TOUR has put a lot of efforts to
increase on-line sales of hotels in Baku via major on-line reservation systems. And we see a
great potential in this area. At the same time For two years THE TOUR is representing one of
the world-wide on-line hotel reservations system in Azerbaijan and we have reached 100%
increase every year and the system is becoming more and more popular in Baku among the
travel agencies.
One of the key points of the PROJECT is to give to these employees / departments a very
simple and cost effective tool for booking the hotel and flights via our site. This will also give
them the opportunity to process the payment ( or select the payment option) and to get all
necessary travel and accounting documentation ( including visa letters, payment confirmation
and documents for tax and accounting department).
PROJECT: ONLINE TOOL FOR BOOKING OF FLIGHTS AND HOTEL
1) Finalizing the launch of the site with online reservation system
2) Development and implementation of the promotion program for the site reaching the targeted
number of corporate clients and sales volume targets
3) Hiring 2-3 new experienced employees
4) Finalizing the management reporting system developed on the base of 1C
5) Development the travel product for VIP travelers, and pushing its sales via internet site
6) Increasing the brand awareness by different means of advertising
7) Development of legal basis for franchising packages thus enlarging THE TOUR’s sales
network
8) New office premises corresponding to the image of top agency.
Payback period : 3 years - Considerations: 20-40% of shares in the company. We are looking
for portfolio investor to reach a drastical increase in sales and finalize the started projects
In three years period to become one of the top popular tourism agencies in Azerbaijan, to create
a unique management reporting system within the company, to reach a 5 mil. Euro annual sales
turnover, to create a number one on-line booking internet site in Azerbaijan and start the
process of expansion of its activity to neighbor countries. To start sales of the franchising
packages for newly opened travel agencies which will contribute up to 30% of sales turnover. To
