PROJECT BACKGROUND
DESIGN TEAM
Located in Edmonton’s river valley, the Whitemud Equine Centre features 48 acres of land and offers our
city a variety of equine experiences. These experiences include lesson programs for all ages, the Little Bits
Therapeutic Riding Association (LBTRA) programs for persons with disabilities, equestrian competitions
and events, and City of Edmonton River Valley day camps.
Situated between Fox Drive and the south bank of the North Saskatchewan River, the property was
originally a farmstead owned by Frederick Keillor and is now city owned and leased to the Whitemud
Equine Learning Centre Association (WELCA).
The existing building that accommodates the indoor riding arena, stables, and offices is in poor condition
and has exceeded it’s life span. The arena and stables are uninsulated and only partially heated. The
offices are located in modular trailers that have deteriorated to a condition in which they are becoming
unfit for occupancy.
In 2011, WELCA developed a Detailed Business Plan based on a new facility valued at $16M. Due to
funding realities and the urgency associated with replacing the existing facility, the business plan has been
re-evaluated and a phased approach has been developed. As outlined in the 2014 Business Case Update,
the first phase involves essentially replacement of the existing indoor riding arena, attached stables, and
administrative area. A replacement building that features insulation, heating, and plumbing will provide
WELCA and LBTRA with the ability to extend their programs into colder months of the year. The proposed
size of the Indoor Riding Arena is also larger than the existing facility to provide the organizations with the
ability to run concurrent programs.
The proposed design will provide WELCA and LBTRA with a modernized facility that offers riders a safer,
more accessible and more comfortable experience and allows the organizations to expand their programs
and number of riders.

SITE INFORMATION
In August, 2014 Dub Architects was engaged to design phase one of the new facility. Following a start-up
meeting, we visited the site and toured the existing facility to gain a better understanding of the building
requirements and parameters. We also toured three similar indoor riding arenas in the Edmonton area
that were recently built to review and compare structures, materials, systems, and details.
The Whitemud Equine Centre is situated within a prominent site in Edmonton’s River Valley. Surrounded
by trees on all four sides, the site is relatively concealed from neighbouring residential areas and other
developments. Fox Drive forms a boundary on the south side of the site, while Keillor Road and the North
Saskatchewan River form a boundary on the north side. Fox Drive receives a large volume of traffic and
any new development will be highly visible from the road. As the Equine Centre lies at the bottom of the
valley, the roof of any new development will also be visible to traffic traveling west on Fox Drive.

PARKING

-An existing gravel parking lot serves the existing Equine Centre. The intent is to replace the existing Indoor
Riding Arena, attached stables and office space with a new building. The parking requirement for the new
building is not anticipated to increase.

A concept plan was developed by IBI Group in March 2014. Upon project start-up, Dub Architects reviewed
the conceptual work and developed four configuration options. These variations examined relationships
between the major program elements, such as placement of the administrative area and circulation within
the stables. After reviewing with the Project Team, Option D was selected to move forward with.
Option D offers the following benefits:
-The stables are served by a single corridor, thus minimizing circulation area
-As the footprint of the stables is narrow compared to Options A and B, the horse stalls will have improved
access to daylight
-The administrative area is located such that it can be expanded to in a future phase, rather than
repurposed and rebuilt elsewhere as noted in the Business Case Update (2014)

The proposed building location is to the west of
the existing gravel parking lot and existing indoor
riding arena. The site is currently being used as
pasture land, is relatively flat, and free from existing
trees. The intent is for the new facility to utilize the
existing gravel parking lot. The lot will be revised
to add a drop-off at the entrance to the building.
A paved concrete apron will be situated adjacent
to the building entrance to improve wheelchair
access.
The existing building will remain in use during
construction of the new building. Once the new
building is completed and occupied, the old
building will be demolished and the site regraded
and seeded.
New shrubs and trees will be concentrated on
the south of the building near the parking lot.
Landscaping around the north and west sides of the
building will be minimal with the intent for these
areas to remain as pasture.

MATERIAL PALETTE
The proposed interior and exterior material palette for the project consists of
durable and cost-effective materials that are commonly used in agricultural
settings but can also be detailed in a more contemporary manner and fit within
the context of the River Valley location.
The intent is to employ a minimal material palette with an emphasis on using
natural materials and finishes such as clear stained wood and sealed concrete.
The laminated wood deck panel will be left as the exposed ceiling surface,
bringing the warmth and richness of wood throughout the facility. Exposing the
wood deck also minimizes construction materials and labour, as opposed to
adding a dropped ceiling.
In addition to a cost effective metal panel, we propose a wood grain aluminum
siding on the exterior that will introduce the warm aesthetic of wood without
requiring the maintenance. This will ensure the exterior of the building is
differentiated from typical low-cost pre-engineered structures and responds to
its context in the River Valley in a more sensitive way.

STRUCTURAL
General
The proposed building for the Whitemud Equine Centre will be a single-storey structure housing a riding
arena and associated support spaces. The structural design aims to develop economical solutions with
steel frames and solid timber roof elements. Careful attention to detail will be given to exposed locations
of the structure in order to provide a clean and modern aesthetic.

Foundations
Thurber Engineering Ltd. conducted a soils investigation and issued a report on February 7, 2014. Their
report is based on information gathered from six bore holes spread across the site. The subsurface is
primarily clay material to depths of approximately 8 meters, with a sand layer below the clay. The soils are
susceptible to frost action and seasonal swelling and shrinking.

Although the structural column loads are expected to be modest, pile foundations are recommended
on this particular site to minimize the potential for settlement and seasonal movements. Cast-in-place
concrete friction piles with factored friction resistance of 12 kPa are feasible; these piles should be
minimum 400mm in diameter and extend at least 7.5 meters below existing grade per the geotechnical
engineer’s recommendations. At the edges of the arena, where the longest span is required and loads will
be highest, columns will be supported by groups of piles to keep the piles at a reasonable size and length.
Piles will be connected by cast-in-place concrete pile caps and grade beams. See attached drawing S201
for a preliminary foundation plan.
Superstructure
Floor:
The floor area will consist of a 125mm slab on grade constructed on compacted structural fill with
a perimeter grade beam. To avoid having to cast the grade beam down to the 50-year frost depth
penetration of 2.4 meters, shallower beams will be cast on void form. Partitions and other secondary
items supported on the slab should be designed to accommodate slab movements on the order of 25 - 30
mm.
Roof:
The roof structure will consist of solid glued-laminated timber panels spanning between steel frames
regularly spaced at 6 meters in the east-west direction. See attached drawing S202 for a preliminary roof
plan.
The glulam panels will typically be 130mm deep and are prefabricated in widths of 610mm and lengths of
up to 20 meters. At the north side of the building, on the low side of the clerestory, the panel depth will be
increased to 175mm to support potential snow buildup at the roof step. The panels can be fabricated with
either a flat or a fluted soffit.
At the main span over the arena, the steel structure will be designed as moment frames, providing lateral
stability in the north-south direction. At the smaller side spans, steel will be “stick-framed” with simple
shear connections.
Lateral Force Resisting Structure
Lateral loads generated by earthquake and wind forces will be resisted by a combination of moment frame
action in the north-south direction (described above) and vertical steel bracing in the east-west direction.

GENERAL MECHANICAL PROVISIONS

optimum energy consumption and economical operation. This shall be achieved using modern mechanical
systems and equipment utilizing energy conservation techniques and energy management control
systems.

FIRE PROTECTION
The building will be provided with a new, complete hydraulically designed sprinkler system throughout, in
accordance with NFPA 13 codes.
E.
HEATING SYSTEMS
A new gas service will be provided to the building with the meter located outside the building. The gas
pressure will be as recommended by the utility provided and regulators will be provided as required to
ensure proper operation of the gas fired appliances.
The riding arena will be heated with gas fired, infrared tube heaters located around the perimeter of the
building. The heaters will be sized to ensure that the temperature in the arena is kept at a minimum of
10°C year round.
The heating for the horse stable area will be provided by infloor heating in all areas except for the stables
themselves. The heating for the infloor system will be through a high efficient hydronic heating boiler
located in the main mechanical room on the South side of the building.
Pumps, controlled by variable frequency drives, will be utilized to maintain positive circulation and flow
to terminal units including the infloor heating headers. The terminal units will have isolation valves at the
supply and return connection of the terminal units, along with a balancing valve on the return side.
Cabinet heaters will be utilized for heating entrance vestibules.
F.
AIR DISTRIBUTION
The HVAC (Heating, Ventilation and Air Conditioning) requirements for the office area will be provided
by a furnace located in the main mechanical room. The condensing unit will be located on grade at the
perimeter of the building.
Ductwork mains will be located in the hallways with diffusers and grilles to supply the air into the
individual spaces.

The air for the Riding Arena will be drawn into the space through a motorized damper located along the
East wall of the building.
From there, the air will be drawn across the arena to the wall mounted exhaust fans located above the low
roof.
There will be a wall mounted switch that will turn off the riding arena fans and engage the fans in the
horse stall area allowing for that area to be ventilated by the warmer air being transferred in from the
riding arena. The relief air from the units will be discharged to the exterior.
Exhaust fans will be provided to positively exhaust to the outdoors the washrooms, storage rooms, janitor
closets, etc. These will be exhausted directly to the outdoors and will be smaller, dedicated exhaust fans
provided within the space that is being exhausted.
Transfer air fans will be provided for the staff room and multipurpose room to provide additional
ventilation when those spaces are occupied. The fans will be controlled by a variable speed switch located
on the wall next to the light switch.
G.
CONTROLS
.1
All conduits, wires, motor starters, disconnects and line voltage interlocks (unless specified
as part of the equipment), shall be provided and installed by the Electrical Contractor. The Mechanical
Contractor shall coordinate the exact electrical requirements of the mechanical equipment with the
Electrical Contractor during construction.

A complete system of automatic controls, as required, as shown on the plans, and as indicated in
the equipment list will be provided.

The thermostats shall be 7-day Programmable, heat/cool/electronic on/off/cool, for the furnace.
All other thermostats to be 7-day Programmable, heating only.

ELECTRICAL
1.
Introduction
This report has been prepared by Arrow Engineering Inc. and describes the electrical systems proposed
for the City of Edmonton – New Whitemud Equine Centre Arena and is essentially a preliminary outline of
proposed electrical equipment, materials and systems.
The electrical systems designs shall comply with the latest enforced edition of the Alberta Building Code
(ABC), Canadian Electrical Code (CEC), all Provincial Municipal codes, applicable Canadian Standards
Association (CSA) rulings and the City of Edmonton Consultant Manual: Design Process and Technical
Guidelines.
The electrical design shall focus on strategies to maximize optimum energy performance and economic
operation. Electrical systems shall be selected with consideration to capital costs, operating costs,
reliability, maintenance and good engineering practices. Attention to future customer service and
availability of replacement parts and/or service calls will be taken into consideration. Overall building
design LEED mandate has not yet been finalized, but regardless electrical design shall be cognizant of
exterior light pollution, overall lighting power densities (W/m2) and light control utilizing automated switch
control.
New Equine Arena shall consist of Office Administrative space, Stable area, Wash areas, Feed areas and a
Riding Arena, for an overall footprint of 3,527m2.
2.
Safety and Security
The electrical systems for the facility will meet the latest applicable Canadian Electrical Code (CSA C22.1).
The life safety systems for the facility (including Fire Alarm Systems and Emergency Lighting Systems) will
meet the latest applicable CAN/ULC standards, Alberta Building Code requirements as well as NFPA codes.
Accessibility
All electrical installations will be designed such that all equipment and system components are fully
accessible for maintenance purposes. Proposed equipment layouts will allow for suitable clearance
around equipment for maintenance and replacement.
Sustainability
Sustainable design approaches will be utilized wherever possible in the design of systems and selection of
equipment. All systems will meet or exceed parameters for energy utilization as defined under the model
national energy building code.
Design Principles
General
Manageability
All electrical systems will be designed and installed in accordance with the requirements of the latest
adopted edition and revisions of applicable codes and standards in effect for building construction in
Alberta, and to any specific owner requirements. Such standards include those published by the following
organizations:
• Alberta Building Code (ABC) including all recent Standata. - 2006
In selecting systems and related equipment, the design will specify quality production proven equipment
and materials with a minimum projected life span of 25 years. Selection of manufacturers and suppliers
for various systems, equipment and components will be based upon qualified local representation to
ensure availability of trained service and technical support during the warranty period and beyond.

Service capacities will be designed to ensure flexibility and expected variations in facility usage over the

All final project record documentation will reflect installed condition upon completion. Project record
documentation will include as-built drawings in both full size hard copy format as well as in digital format
on CD or solid state flash drive for archive purposes. Operating and maintenance manuals will be provided

in hard copy format in expandable post style piano hinge binders and will include system descriptions,
shop drawings, maintenance data and testing records for all electrical systems.
3. Electrical Services and Distribution
Existing Electrical Conditions
Utility electrical power will be provided by EPCOR Electric which currently utilizes both an aerial pole
mounted overhead system installed along Fox Drive running adjacent to the existing site and recent
developed underground services. EPCOR has stated there may be a couple of options to feed the new
Arena, which could be a new individual service from an existing switching cubicle located west of the site
The main electrical distribution switchgear shall be located in the main electrical room, south side of the
building. Additional branch circuit distribution equipment shall also be located in this room. All floor
mounted electrical equipment to be installed on 100mm high concrete housekeeping pad which offsets
100mm from the edge of the enclosures.
The main distribution switchgear (MDP) shall consist of a 120/240V 300A (preliminary), 100% rated circuit
breaker with ground fault protection and an integral solid state trip unit, metering cabinet to accommodate
EPCOR CT’s and PT’s, an integral Surge Protection Device (SPD) and distribution feeder panel board section
complete with circuit breakers. All feeder breakers, if required, with frame size of 400A or larger shall
be equipped with solid state adjustable electronic trip units. The requirement of a protective device
coordination study can be determined during detailed design ensure the safe operation of protective
electrical equipment under a fault condition. The coordination study would then be performed by the
distribution gear vendor and consist of the following:

Main Distribution Panel
A new 120/240V 300A 3-Wire Single Phase secondary power service will be provided by EPCOR Electric
Utility, exact service size to be determined during detailed design load calculations, preliminary estimate
has been calculated as 300A.

The distribution equipment shall be specified to comply with CSA Z462 to achieve low incident energy
levels of 8 cal/cm2. All distribution equipment is to meet a maximum Hazard Risk Category of HRC 2 (Cotton
underwear plus fire retardant shirt and pants, 1 or 2 layers). An arc flash is the result of a rapid release of
energy due to an arcing fault between a bus bar and another bus, neutral or ground bar. Circuit breakers
shall be selected to withstand the arc fault condition and trip in the event of a fault.
Power factor correction systems may be considered during the design phase to correct the electrical
installation operating power factor to 0.95 or greater. If required, power factor correction equipment
shall be located at the motor. Utilization of high efficiency mechanical equipment loads will decrease the
requirement for power factor correction equipment.
If VFD controllers on mechanical equipment loads are used, they will contribute to the introduction of

analysis study could be performed upon City request to determine the magnitude of each harmonic current
present in the electrical system to ensure compliance with IEEE 519 standards for acceptable harmonic
contributions are being met. The acquired data will then be used to fine tune the design of harmonic
mitigating filter(s) specifically for the application.
Panelboards and Sub-distribution
Panelboards will be incorporated into the design to service local load requirements. Where possible,
panels will be located centrally to loads serviced to minimize the length of branch circuit wiring. All branch
circuit panels and CDP style panels will utilize bolt in place breakers and copper bussing. All panels will
have suitable spare capacity with respect to both service ampacity as well as circuit spaces. All panels
will be color coded to identify voltage, provided with lamacoid labels for identification and incorporate
typewritten directories.
Metering
A utility meter shall be located in the main electrical room, an owner’s digital meter could also be
provided for if requested by the City.
Conduit & Conductors
Exterior underground wiring will be installed in rigid PVC conduit or DB2 rated conduit, with multiple
runs aligned to create ductbanks. Concrete shall then be poured on top of ductbanks prior to backfill for
protection depending on the application.
Interior wiring will be installed as a combination of insulated wiring in rigid steel conduit or electrical
metallic tubing; depending on the application. Rigid PVC conduit will be utilized under concrete floors.
Rigid steel conduit will be used in all non-corrosive atmosphere locations where mechanical damage
may occur, in all process and mechanical room areas to a height of one meter above floor level. Rigid
aluminum conduit will be used in all wet or corrosive atmosphere areas where exposed conduit is required
(epoxy polyester coated rigid steel conduit may also be used for this application). Electrical metallic
tubing (EMT) will be used as a raceway in dry areas for surface or concealed wiring. Use of EMT will not
be permitted in damp locations, corrosive or hazardous classified areas, underground installations, or
exterior applications. Minimum size of conduit is 19mm, maximum conduit fill shall be 60%.

A complete new grounding system will be designed and installed in accordance with Canadian Electrical
Code – 2012 (CEC) guidelines. New ground grid will be buried exterior to the building adjacent to the
main electrical room. All new metallic piping systems will be bonded to new building ground as per the
requirements of the CEC. The general arrangement of the system will be:

Minimum of three copper clad grounding electrodes compression clamped to #2/0 bare copper
conductors to form ground grid and routed to the main breaker MDP copper ground bus located in the main
electrical room, to form the AC system ground.

Grounding of all building equipment and facilities to be run back to the master ground bar located
in main electrical room via ground bus provisions within local panels.
•
Ground buses, copper conductors, connectors, etc., to bond to ground all conductive mechanical
piping systems, electrical equipment, all telecommunication systems and rooms, fire alarm, and exterior
lighting.

Grounding and bonding of all internal building electrical systems will be provided in accordance
with code requirements and IEEE Green Book recommendations.
•
A separate grounding conductor will be installed in all EMT conduits including special purpose
branch circuits and feeders to sub-panels (with the exception of low voltage wiring, 50 volts or less).
4. Wiring Devices
Wiring devices will be located within all areas to suit usage. Wiring devices will be specification grade
for all areas utilizing standard NEMA configurations. Stainless steel cover plates will be utilized for all
installations for durability. Identification labeling will be provided on all wiring device cover plates to
identify circuit number.
Wiring for the facility will utilize a combination of RW90 600V cross link insulated copper wire (minimum

7. Other Electrical Systems
Mechanical Equipment Wiring
Motors 1/2 HP (0.373kW) or less to be 120 Volts, single phase, 60 Hz. All motors 3/4 HP (0.56kW) and
greater to be 240 Volts, single phase, 60 Hz. Motors will be supplied and installed by the mechanical
contractor. Power feed, unit mounted disconnect and all terminations will be done by the electrical
contractor.
The mechanical contractor will provide variable frequency drives if required for HVAC loads. All VFD’s shall
be equipped with harmonic distortion line filters to limit THDc (Total Harmonic Distortion – current) to less
than 12%.

CIVIL
INTRODUCTION
SURFACE DRAINAGE
This report has been prepared by Arrow Engineering Inc. and describes the civil systems proposed for the
new Whitemud Equine Centre redevelopment and is essentially a preliminary outline of the proposed
grading and underground piping systems.
Final drainage patterns shall attempt to direct the majority of surface drainage to the north of the site. Around
the perimeter of the building, the grading shall be between 2-5% away from the foundation structure.
The civil design shall focus on strategies to minimize impact to the existing site while providing the required
services for the new building. An emphasis on low-cost efficient alternatives shall be utilized to ensure the
project budget is met.
DESIGN CRITERIA

SITE SERVICING
There are no available municipal storm sewer services to the site. The existing arena utilizes a gravel soaker
pit style drainage system for a portion of their roof drainage. A similar system is being proposed for this
site, with geofabric separated washed rock soaker trench and pit being utilized as part of the low impact
development stormwater system. At the time of this report, City of Edmonton Drainage services had not
provided the stormwater management requirements for the site. A 1:5 year storm has been utilized to size
the soaker trench and pit system.
GRAVEL DRIVE STRUCTURES
Gravel yard areas shall be sloped between 1.5% and 4%. A geotechnical recommendation is required to
provide the gravel structures.
Refer to Civil Drawing C01 in Appendix A.
The following outlines the proposed underground collection systems for Whitemud Equine Centre
redevelopment:
There are no available municipal sanitary services for the site. The existing site utilizes a sanitary holding
tank that they pump out on a regular basis. It is assumed the new building will utilize a similar system.
For pricing, a 1,000 gallon tank is the initial size of the tank. Further calculations and decisions on the
maintenance and usage pattern of the facility are required to confirm sizing.
The site has an existing 150mm AC water line that runs through the footprint of the proposed building. The
existing line will have to be replaced with a new 150mm PVC line around the proposed footprint. A new
150mm PVC line will also be required to service the building.
It is assumed a new on-site fire hydrant will be required for the sprinklered building.

Addendum to the Schematic Design Report
INTRODUCTION
This addendum describes the modified Schematic Design that has been subsequently developed during
the funding request phase of the project.
The design presented in the Schematic Design Report was based on the original program requirements
and had a gross area of 3,533 m2. The cost estimate established the construction cost to be $7,502,000 +
GST.
At a meeting on November 20, 2014, Community Services established a total project budget of
$6,500,000, with a construction budget of $4,175,000. The modified design presented within this
addendum falls within this revised construction budget range.
In order to reduce the estimated cost, a significant amount of area was deleted from the program. The
revised program is as follows:
- 20 x 60m Indoor Riding Arena
- Approx. 20 Horse Stables
- Two Tack Storage Rooms
- 12 Open Tack Stalls
- One Feed Storage Room
- Spectator Seating for 75 persons
- Classroom space
- Public Washrooms
The gross floor area of the modified design is 2,338 m2. Based on the unit cost from the Schematic Design
Report cost estimate and realizing cost savings from replacing the wood roof deck with a metal deck, the
construction cost associated with the reduced area is $4,600,000. It is anticipated that during the Design
Development phase the estimated cost will be refined and we are optimistic it can be reduced to achieve
the budget.
The structural, mechanical and electrical systems presented in the Schematic Design Report remain
unchanged, with the exception of the change to a metal roof deck. The material palette for the building
also remains unchanged, and will be refined during the Design Development phase.
The following pages contain a site plan and floor plan showing the revised design, an area summary chart,
and an updated project schedule. The area summary chart compares areas from the Functional Program
as well as the original Schematic Design.
