Mira Mesa Community Planning Group Canyonlands Recommendation Approved by unanimous motion January 17, 2012 The Mira Mesa Community Planning Group makes the following recommendations regarding the Canyonlands proposal for conversion of open space to dedicated parkland for open space areas in Mira Mesa: 1. Canyon Hills Park (I507RS) and Canyon Hills Open Space (I507RU) should be converted to dedicated parkland, and the Canyon Hills Open Space should be incorporated into the Canyon Hills Park. We regard this as an important change to ensure that this area is treated as parkland for our community. 2. Any open space contiguous to Los Penasquitos Canyon Preserve should be converted to dedicated parkland and incorporated into the preserve. Within the Mira Mesa Community Plan, this only applies to the small parcel I503GM. 3. The parcel J411RU at the south end of Parkdale is adjacent to a fenced vernal pool area which is currently dedicated parkland, and adjacent to a future 5 acre neighborhood park. It is appropriate therefore that this parcel be converted to dedicated parkland. We add one caveat, however. The adjacent vernal pool area is in the process of being used by the school district as mitigation for construction of Salk elementary school which should proceed with or without park dedication. 4. Several small parcels are in Rattlesnake Canyon and adjacent to Hanson’s property which has an aging, but approved redevelopment master plan. These parcels are canyon slopes that are more appropriate as open space than parkland, but they could be considered for parks or other uses as part of Hanson’s redevelopment project. It is premature to consider converting them to parkland at this time. 5. The slopes along the railroad track (K401RU and K403RU) are not suitable for park uses or adjacent to parkland and so are more appropriate to remain as open space. 6. The remaining parcel, J307PM, is flat‐topped area adjacent to an area of undeveloped open space that has already been converted to dedicated parkland. It is not currently designated open space, so could be developed by the City. However, a park could be developed on this property, so this parcel should be considered for conversion to dedicated parkland, and a plan should be developed for a park on this site.
