Welcome
Kappas
On behalf of the 2012–2014 Fraternity Council and the Foundation Board of Trustees, it is our pleasure
to welcome you to the Fraternity’s 70th Biennial Convention in Houston, Texas. General Convention is an
intergenerational experience that provides unique opportunities to meet Kappa sisters from across the United
States, Canada and England.
This program and the mobile Guidebook app are your guides during Convention so you won’t miss any of the
fantastic educational sessions, award presentations, inspirational speakers, business meetings or the Foundation’s
special breakfast event—where we’ll celebrate the Foundation’s 25th anniversary!
During the biennium, Fraternity Council developed the Strategic Plan for 2013–2018 outlining four overarching
goals:
• Kappa Kappa Gamma will implement a flexible volunteer and staff structure that recognizes
intergenerational needs, shifts appropriate responsibility to well-trained Headquarters staff and allows
leadership to set the vision, while inspiring a focus on our members.
• The Fraternity will utilize adaptable training to prepare chapter and alumnae association officers and
volunteers to be successful in their Kappa roles.
• Kappa’s philanthropic affiliations will be easily recognized by all members and by public audiences, positively
impacting membership engagement.
• Kappa will educate all members about the lifelong opportunities of membership to more successfully
connect them with our vision and values.
These goals align with the Fraternity’s and Foundation’s vision statements:
Kappa Kappa Gamma will empower women to pursue a lifetime of excellence
and
The Kappa Kappa Gamma Foundation will be at the forefront of advancing inspired women leaders.
We look forward to embracing the changes recommended by the Fraternity’s Long Range Planning Task
Force, which was charged with studying the volunteer structure and distribution of responsibilities within our
organization, including review of the Fraternity’s Standing and Special Committees. As we prepare for our 150th
anniversary in 2020, Kappa Kappa Gamma must continue to remain relevant to our members and be on the
leading edge within our vibrant Panhellenic community.
The gratitude and admiration we feel for the volunteers and staff who keep Kappa “up and running” so well is
endless. Thank you, thank you, thank you! As we celebrate our accomplishments this week and rejoice all that is
deep in the heart of Kappa, let us all aspire to be One Heart. One Kappa.

General Information
• In case of emergency, please call the hotel operator (dial 0 or 55). In case of a fire in the meeting
areas, an alarm will sound and the hotel staff will direct you to the appropriate location. If an
alarm sounds while you are in your sleeping room, follow the evacuation procedures on the back
of each guest room door.
• Visit the Kappa Koncierge Desk to read posted changes to the program, learn more about
the Guidebook app, check the lost and found, find local pharmacies or ask general information
questions.
• Guests may attend all events of this Convention, except business meetings and the closing ritual
following Candlelight Banquet, Saturday, June 28.
• White attire is required at the opening and closing business meetings and for the Memorial
Service.
• Gratuities for meals are included in your hotel bill, which you paid at the time of registration. You
are expected to personally take care of any gratuities to hotel staff members for special services
you may require.
• All hotel guests must check out of the hotel before departure and all personal expenses must be
paid at this time.
• There will be special interest alumnae association gatherings on Friday, June 27 from
4:15 p.m.–5:15 p.m.

CEO of Phired Up Productions
Jessica Gendron Williams
Jessica Gendron Williams is CEO of Phired Up Productions,
LLC—a company specializing in helping fraternities and sororities
grow. In her almost seven years working for Phired Up and more
than 10 years working with fraternities and sororities, she has
led a movement to make Recruitment more values-based and
relationship-focused. Jessica has shared her messages with tens of
thousands of fraternity and sorority members from across
the country, and she is pushing Greek organizations to be better
every day.
Jessica has authored two books, I Heart Recruitment: The Eight Steps
to Limitless Possibility for Sororities and Social Excellence: We Dare You.
She has a Bachelor of Arts from Eastern Illinois University and a
Master of Higher Education from Indiana University-Bloomington.
Jessica is a member of Alpha Sigma Tau sorority. She volunteers her
time with St. Jude Children’s Research Hospital. Jessica loves to run, drink lots of coffee and cuddle
with her dogs. She lives in Noblesville, Ind., with her husband Ben.
Smart, bold and passionate about teaching groups how to grow are a few ways to describe Jessica.
Her energy is contagious, but most importantly she believes that fraternities and sororities change
the world for the better every day.
Commissioner of the EEOC
Victoria A. Lipnic, Allegheny
Vicki was nominated to serve as a Commissioner of the Equal
Employment Opportunity Commission by President Barack
Obama, and was confirmed by the Senate, for a term ending on
July 1, 2015. Immediately before coming to the EEOC, Vicki was
of counsel to the law firm of Seyfarth Shaw LLP in its D.C. office.
Commissioner Lipnic brings to the EEOC a breadth of experience
working with federal labor and employment laws, most recently as
the U.S. Assistant Secretary of Labor for Employment Standards
(2002–2009). In addition to her work with the Department of
Labor, Vicki’s government experience includes service as Workforce
Policy Counsel to the Committee on Education and the Workforce
in the U.S. House of Representatives, six years as in-house counsel
for labor and employment matters to the U.S. Postal Service and
special assistant for business liaison to the then U.S. Secretary of
Commerce. A native of Carrolltown, Pa., Vicki earned a B.A. degree in political science and history
from Allegheny College and a J.D. degree from George Mason School of Law.

President and CEO of Reading Is Fundamental
Carol H. Rasco
Carol H. Rasco joined Reading Is Fundamental in 2001 as President
and CEO. Throughout her life, Carol has been a devoted advocate
for children, youth and families as a professional and as a volunteer.
Prior to joining RIF, Carol was the executive director for
government relations at the College Board, senior adviser to U.S.
Secretary of Education, Richard W. Riley, director of the America
Reads Challenge, and domestic policy adviser to President Bill
Clinton, where she directed the Domestic Policy Council.
Originally from Arkansas, Carol worked as the chief policy
adviser in the Arkansas governor’s office for 10 years and also
served as the liaison to the National Governors Association.
Additionally, Carol has extensive experience as a volunteer for arts
organizations and disability advocacy groups.
Carol received her bachelor’s degree from the University of Arkansas and earned a master’s degree
from the University of Central Arkansas. She has taught in the public school system and worked as
a middle school counselor. Carol currently serves on the Board of Trustees of Columbia College
in Columbia, S.C. She is the mother of Hamp and Mary-Margaret and the proud grandmother of
William and Charlie Marks.
Carol’s favorite book from childhood is Heidi written by Johanna Spyri.

Foundation Tribute Table

The Tribute Table is a special opportunity
to honor Kappa sisters and to support the
important work of the Foundation. Be a part of
the One Heart. One Kappa. campaign to raise
$125,000 in celebration of the Foundation’s
25th anniversary. With your gift, you will receive
tribute cards, which are a wonderful way to tell
a friend or mentor “you mean a lot to me” or
“thank you.” If your recipient is at Convention,
we will hand deliver her tribute card for you!

Heritage Exhibit

Explore Kappa Kappa Gamma’s heritage, view
objects from our past and experience the future
that eventually will be a part of our history. Step
into the aftermath of the 1965 fire that nearly
destroyed Headquarters and see its beautiful
transition into a stately and modern office and
home to all Kappas. Members of the Museums
Committee and the Archivist/Curator will greet
visitors, answer questions and share items from
The Stewart House, The Heritage Museum and
Kappa Kappa Gamma’s archives. The exhibit will
be open during the following hours:

Tradition of Leadership®
Exhibits
(Board Room 331 Prefunction)
The Foundation Museums Committee presents
the exciting continuation of the Tradition of
Leadership® exhibit series with Enfranchisement
to Employment, 1920-1970. Journey through
time from the passage of the 19th Amendment,
when women achieved the right to vote, to the
entrance of women into the workplace. The first
exhibit, Education to Enfranchisement, 1870-1920,
will also be on display. Smithsonian Curator
Emerita and Foundation Museums Committee
member Edith P. Mayo, George Washington, brings
to life the leaders of Kappa Kappa Gamma who
were also on the forefront of pivotal social
issues. The exhibits will be on view for the entire
Convention, with original objects on display
during the following hours:

2014 General
Convention Rules
1. Registration: All members shall be registered before being admitted to the business meetings
and educational sessions.
2. Credentials:
a. The Credentials and Registration Committees shall provide identification badges for
delegates, alternates, non-voting members and guests upon registration.
b. Identification badges shall be worn for admission to Convention Hall, all meetings, meals
and educational sessions.
c. The Credentials Committee shall report at the first business meeting, after the opening
ceremonies, the number of delegates registered and entitled to vote and shall make
supplementary reports as needed.
3. Meetings: All meetings shall be open to all members of the Fraternity.
4. Delegate Responsibility:
a. Each delegate and representative of a chapter Advisory Board shall remain for the
entire period of General Convention and shall be present at all business meetings. In
case it becomes impossible for her to do so, an accredited alternate shall take her place
(Fraternity Standing Rules, Rule V.). The delegate shall report to the Registration Desk to
make this request.
b. Delegates shall report to their chapters and associations after Convention.
5. Motions:
a. The privilege of presenting motions shall be limited to those members entitled to vote, as
provided in the Fraternity Bylaws, Article V., Section 3., A.
b. Main motions or resolutions proposed by Fraternity Council or Standing Committees shall
be presented directly to the Convention.
c. Original main motions or resolutions proposed by an individual member shall be in
writing, signed by the maker and seconder, each of whom shall be a voting member of the
Convention, and shall be submitted directly to the Resolutions Committee.
d. All amendments shall be submitted in writing on the official motion form and forwarded to
the Chair by Pages immediately after being proposed. The signature of the maker and the
seconder presenting the amendment and her Convention status must be included on the
form.
e. Official motion forms may be obtained from the Kappa Koncierge Desk or from the Pages.
6. Resolutions Committee:
a. The Resolutions Committee shall prepare suitable resolutions to carry into effect motions
or resolutions referred to it and shall submit to the Convention, with the Committee’s
own recommendation as to appropriate action, these and all other resolutions referred
to the Committee, except questions that the Committee by a three-fourths vote may
decide not to report.

b. The voting members of the Convention by a two-thirds vote may overrule a Committee
decision not to report.
c. Each member who proposes a main motion or resolution shall be given an opportunity
to explain it to the Resolutions Committee.
d. All motions or resolutions must be submitted to the Resolutions Committee no later
than 4:00 p.m. on Friday, June 27.
e. Official resolution forms may be obtained from the Kappa Koncierge Desk.
7. Debate:
a. A voting member wishing to speak shall approach the microphone, address the Chair, and
when recognized by the Chair, give her name and Convention status.
b. Debates shall be limited to three minutes for each speaker. No member shall speak more
than once on the same question until all have spoken who wish to do so.
c. Non-voting members of the Convention may have the privilege of speaking at the
discretion of the Chair, but have no power to make motions or to vote.
8. Voting: Voting shall be as provided for in Fraternity Bylaws, Article V., Section 3., A. through C.
a. Fraternity Council members, the National Panhellenic Conference Delegate, Regional
Directors, Province Directors, chairmen of Fraternity Standing Committees, retiring
Leadership Consultants and delegates from chapters shall each be entitled to one vote.
b. Delegates from alumnae associations shall each be entitled to one vote, except that the
total value of their vote shall not exceed the number of chapter delegates registered. The
value of each alumnae association delegate’s vote shall be established with each report of
the Credentials Committee.
c. All voting shall be in person.
d. An individual shall cast only one vote.
e. Each delegate shall be free to vote according to her best judgment on any questions
presented at Convention.
f. A majority of votes of those members present at a meeting and voting shall control in all
cases, except where otherwise specifically provided.
9. Nominations: After the report of the Nominating Committee, nominations from the floor
may be made provided that written consent of the nominees has been obtained.
10. Communications: All messages within the Convention Hall shall be delivered by Pages.
11. Cameras: Cameras are prohibited during the use of ritual.

12. Electronic Equipment: Audio and visual recording equipment, other than that sanctioned
for official use, shall be prohibited in all meetings and educational sessions. The use of cell
phones and other devices during formal meetings and educational sessions is limited to official
Fraternity business needs. All attendees are asked to keep devices on silent during all meetings
and educational sessions.
13. Food/Drink: There shall be no food or drink in business meetings and educational sessions.
14. Smoking: The usage of e-cigarettes or tobacco products is prohibited during meetings,
educational sessions and meals.
15. Minutes: The minutes of General Convention shall be approved by Fraternity Council at the
January Council meeting following Convention.
16. Parliamentary Authority: The rules contained in the current edition of Robert’s Rules of Order
Newly Revised shall govern the Convention in all cases to which they are applicable and in which
they are not inconsistent with the Fraternity Bylaws and Standing Rules and the 2014 General
Convention Standing Rules.

Ann is both a Professional Registered Parliamentarian and a
Certified Professional Parliamentarian-Teacher. She has served
the National Association of Parliamentarians as a district director,
member of various standing committees, national parliamentarian,
editor of NAP’s official magazine, and chairman of the 2009 special
committee on NAP governance structure.
