What is Asset Management?
MAP 21:
A strategic and systematic process of operating,
maintaining, and improving physical assets, with a focus
on engineering and economic analysis based upon quality
information, to identify a structured sequence of
maintenance, preservation, repair, rehabilitation, and
replacement actions that will achieve and sustain a
desired state of good repair over the lifecycle of the
assets at minimum practicable cost.

FHWA - 6 Essential Components of an Asset
Management Plan:
1. A summary listing of the pavement and bridge assets,
including a description of the condition of those assets;
2. Asset management objectives and measures;
3. Performance gap identification,
4. Lifecycle cost and risk management analysis,
5. A financial plan, and
6. Investment strategies

Benefits to an Asset Management System/Plan
1. Provides/Creates a centralized location for Asset Inventory
(quantities); condition information; construction,
maintenance, and rehabilitation records.
2. Providing a method to analyze the consequences of various
funding levels on assets.
3. Improving scheduling work items to reduce excessive costs.
4. Assisting as a decision making tool in optimizing
rehabilitation, maintenance, and trade off options.

5. Providing the information needed to analyze the costeffectiveness of different treatment repairs.
6. Allowing an agency to answer “What-if” type of questions
regarding pavement/bridge repair programs and funding

8. Provides the ability to report to elected officials and public
on the overall condition of roads, bridges, other assets.

Submit the excel version to LTAP.
LTAP created an excel tool that will convert the data into
database tables: Roads, Bridges, Materials, and
Equipment.
• Creating a web interface that will allow for searching,
querying, and producing reports.

• 51 counties have LOHUT
• 55% of Indiana Counties
have LOHUT in place
• 4.2 Million Hoosiers pay
LOHUT = 66% of population
• LOHUT revenues
o CY 2009 = $67.5 Million
o CY2010 = $69 Million
o CY 2011 = $71.8 Million
o CY 2012 = $74.3 Million
o CY 2013 = $73.4 Million

Indiana Soybean Alliance Study
In conjunction with the Indiana University Public Policy Institute
• Study period – July 15 – May 16
• Scope of Work
• Local county road and bridge funding needs for the next 10
years, in the agricultural section
• Gap between current and needed funding
• Potential funding mechanisms
• Methods to spend limited local resources more efficiently
and effectively
• Illustration of local funding needs
• Next steps to move to desired outcome

• LTAP promotes the use of a PASER rating system.
• Is a surface condition rating system based on defined
criteria.
• Used in multiple states to evaluate pavement condition.

• 0-4 - poor – needs structural rehab
• 5-7 – average – needs preservation
• 8-9 – Good - needs surface treatment, e.g. crack

• 10 – New road surface

• Average weighted score(By road miles) = 5.9
• Approximately 40% of the roads are rated 5 or below.
• This is over 30,000 miles of roadway.
• Approximately 16% of roads are gravel.
• One county reported 55% of road miles as gravel.
• To get roadways up to a minimum PASER rating of 6,
Estimated cost is $1.3 Billion. Based on cost figures from
LTAP report SP-28-2013, April 2013.

• All bridges in the state over 20 ft. are inspected every 2
years.
• Stored in the National Bridge Inventory database
• County Owned and Maintained Bridges:
– ~13,100 Bridges
– ~31,500,000 sft Bridge Deck
– Average Sufficiency Rating (2014) – 81.1

• Structural Deficient and Functionally Obsolete Bridges
– 2,904 County Bridges (22%)
– 6,037,925 sqft Bridge Deck Area
– Cost to Decrease from 22% to 8-10%
• ~$3.0 Billion or $300 million/year next 10 years

• 2296 total bridges
• 191 rated structurally deficient
• Either the substructure, superstructure, or
deck is rated poor.
• 229 rated functionally obsolete
• Geometry is inadequate for the traffic, e.g.
too narrow for the traffic flow.
• This represents 18% of bridges in these counties
• Ranges from a low of 2% to 36% in a county
