Resolve to Improve
your Health in 2016
Here is a 2016 resolution you can
keep, plus it will improve your health.
Taking advantage of the preventive
health benefits you receive through
Medicare is the perfect New Year
resolution! Seeing a health care
provider for screenings and a routine
check-up is an important step to
ensure good health in the coming year.
Medicare Part B pays for many
preventive health services and
screenings which can be the key to
good health as you begin 2016. An
important appointment to schedule is
the Annual Wellness Visit. This visit
provides an opportunity to talk with the
doctor about specific health and risk
factors and set up a plan for preventive
health screenings.
Screenings such as Mammograms,
Colonoscopies, Pap tests and
PSA tests are important to have
done regularly to ensure signs of
abnormalities are discovered early,
when treatment is most effective.
The flu shot and Pneumonia shot are
also important tools for good health.
These screenings and vaccinations
are covered without a deductible and
co-payment charge.
4
ADRC-CW MONTHLY GUIDE JANUARY 2016
In addition, screenings such as
cardiovascular screenings, bone mass
measurement, diabetes screening and
lung cancer screening are covered at
no charge for those who meet certain
criteria. Your health care provider will
let you know which screenings, tests
and vaccinations are right for you.
More information about the preventive
tests/screenings covered by Medicare
can be found in the Medicare and You
2016 handbook or on the Medicare
website (www.medicare.gov).
For local assistance with Medicare
questions or other benefits contact the:
Aging and Disability Resource Center
of Central Wisconsin 888-486-9545.
So, as you start the New Year, resolve
to reward yourself with good health.

Bouncing Back
After the Holidays
It’s hard to believe how quickly the year passes and
the holidays rush by. We hurry around to get all the
decorating and baking done, clean the house and
cook the meals, and attend a variety of services and
social gatherings. After the hustle and bustle of the
holiday season, we are sometimes left with a flurry
of emotions. We are usually tired and often sad as
family members leave and life gets back to “normal”.
Our routines have been turned upside down and
our sleep schedules may be off. The house may be
quieter with less company and perhaps less help.
The added activity may have increased confusion
in our loved one as well. Feelings of sadness are
normal as we re-adjust to our usual routines.
One way to help get back into a positive frame of
mind is to focus on the good things in life. Take some
6
ADRC-CW MONTHLY GUIDE JANUARY 2016
time each day to reflect on something pleasant that
happened over the holiday season. It’s often hard to
set aside time just for relaxing so incorporate things
that are enjoyable into your daily routine. Listen to
music while you are cooking. Light a candle while
cleaning. Practice deep breathing while driving to
appointments or running errands. These little things
can help our minds relax and help us feel more at
peace and less stressed.
Consider starting the new year with some easy to
follow resolutions for you. Remember that resolutions
are best if they are attainable.
Here are a few examples of some resolutions that
not only benefit you, but also the person you are
caring for.
• Resolve to accept help (Have some ideas in mind
so that when someone offers you can give them an
idea of what can really help).
• Resolve to stay connected (or reconnect) with
friends (Spending even a few minutes talking with
a friend can lift your spirits and give you energy to
keep going).
• Resolve to take one hour each week just for you
(Do something that is purely for you. Whether it’s
a visit to the hair salon, meeting friends for coffee,
walking the dog, or looking through magazines – do
something you enjoy).
care, you need to be healthy – both physically and
emotionally. Taking some time for you helps to keep
you healthy and energized. Your loved one will
benefit from this as well. You will have more energy
and patience and you’ll find it easier to laugh at
things that once bothered you.
If you find you need additional help or are wondering
what options are out there, we’re here to help. There
are many options and the Aging and Disability
Resource Center can help you identify what works
best for you and your situation. We’re happy to meet
with you and discuss your situation – whether it’s in
your home, on the phone or in our office –whatever
is most convenient for you. We can be reached at
888-486-9545.
• Resolve to laugh (Look up funny animal videos on
the internet, watch a silly sitcom or play with your
grandkids).
We wish you and your family a very Happy New Year!
Taking care of you is one of the best things you can
do as a caregiver. In order to continue providing

WIOA Young Adult Program
Did you know that there are an estimated 5.8 million
"disconnected" young adults in the U.S? That means
there are 5.8 million young adults who need help
finding a job, getting a GED, and/or enrolling in some
type of post-secondary training. Do you know one of
these young people? Are you one? The WIOA Youth
Program can help! We know what it takes to get our
young people connected again, working, and finding
a rewarding career pathway.
Our Career Service Specialists in Lincoln,
Langlade, Wood, and Marathon Counties provide
Comprehensive assessments including math and
reading levels plus career interest and aptitude
assessments. They also provide career exploration
including job shadowing opportunities, employability
skills training, application, resume and interview
preparation, leadership opportunities including
volunteering events in the community, funding for
GED, help connecting to post-secondary training
and short-term training, and paid work experience
opportunities, paid internships, and on the job
trainings (OJTs).
Becoming a participant in the WIOA Program is
easy! Our eligibility includes young adults ages
18-24 that are currently not enrolled in education.
They also need to have a barrier to employment.
These barriers include but are not limited to: mental
or physical disabilities, pregnant or parenting,
offender status, homelessness, high school dropout,
or have low basic skills.
Co-enrollment with other programs such as DVR is
encouraged. Please call one of our Career Service
Specialists to schedule an appointment.

and appreciate the communities’ support. Thank you
to the following donors:
• Packaging Corporation of America
• Mary Strasser of Antigo
• Hermine Thauer
Thank you!

HSAS, FSAS, MSAS — OMG!
By the GWAAR Legal Services Team
The government offers many different programs
that provide tax breaks for persons paying medical
expenses. There are, however, requirements that
must be met in order to receive the tax benefits.
This article provides only basic information about
the different programs available and should not be
construed as tax advice.
Health Savings Account (HSA)
HSAs are “portable,” meaning the account stays with
you if you change employers or leave the workforce.
Anyone (employer, employee family member) can
contribute to this account. Funds remain in the
account until you spend them.
Requirements for HSAs:
• Must be covered by a high-deductible health plan
(HDHP)
• Cannot have any other general health coverage
other than the HDHP
• May not be enrolled in Medicare
• Must not be claimed as a dependent on someone’s
tax return
Tip: Each eligible spouse who wants an HSA must
open a separate HSA. You cannot have a joint HSA.
Archer Medical Savings Account (MSA)
The requirements of this account are similar
to an HSA, except this program was designed
for employees of small businesses (50 or fewer
employees).
14
ADRC-CW MONTHLY GUIDE JANUARY 2016
Requirements for Archer MSAs:
• Cannot be established after 2007 and have largely
been replaced by health savings accounts (HSA)
• Archer MSAs already established can accept new
contributions or be rolled over into an HSA
• No new contributions can be made once a person
is Medicare-eligible
Medicare Advantage MSA
This is an Archer Medical Savings Account.
Contributions can only be made by Medicare.
Distributions that are not used for qualified medical
expenses are included in income and also
may be subject to a penalty.
Requirements for Medicare Advantage MSAs:
• Must be enrolled in Medicare
• Have a HDHP that meets the Medicare guidelines
Flexible Spending Account (FSA)
This account can only be established by your
employer and contributions are withheld from your
paycheck. Money remaining at the end of the year
is forfeited, although there may be a grace period
of 2½ months to spend the remaining money in the
account the following year.
Health Reimbursement Agreement (HRA)
This is an employer-sponsored plan and must be
funded solely
by the employer.
Medicare eligibility has implications for many of
these accounts.
If a person is on Medicare, what are the rules?
• Cannot contribute to an HSA but can withdraw
funds to help pay medical expenses
• Cannot contribute to an Archer MSA, but can
withdraw funds to help pay for medical expenses
• May enroll in Medicare Advantage MSA if plans are
offered in service area
• FSA and HRA are established by employers;
Medicare beneficiaries may utilize such accounts if
offered by their employer

GENERAL
WHEAP assistance is a one-time payment during
the heating season (October 1-May 15). The funding
pays a portion of the heating costs, but the payment
is not intended to cover the entire cost of heating
a residence. The amount of the energy assistance
benefit varies depending on a variety of factors,
including the household’s size, income, and energy
costs. In most cases the energy assistance benefit is
paid directly to the household energy supplier.
