BACKGROUND:
Introduction
This draft Scope has been prepared in accordance with and pursuant to the
requirements of Article 8 of the New York State Environmental Conversation
Law, the State Environmental Quality Review Act (“SEQRA”), and the
implementing regulations found in 6 NYCRR Part 617. This Scope is intended
for use by the Project Sponsor, Sullivan Farms II, LLC for preparing a Draft
Environmental Impact Statement (“DEIS”) on the proposed Village of Chestnut
Ridge in the Village of Bloomingburg.
The draft Scope identifies the information and analysis the Village of
Bloomingburg Village Board (“Village Board”), acting as the Lead Agency, had
determined the Project Sponsor shall include in the DEIS for the proposed
Villages of Chestnut Ridge Project.
The first part of this draft Scope provides the narrative information as required
under 6 NYCRR Part 617.8(f). This is followed by an outline detailing the
proposed DEIS organization.
Brief Description of Proposed Action
The proposed Action is the construction and operation of mixed use complex
consisting of a several clusters of single family residences, patio homes and
townhomes and recreational amenities on a 198.3 acre site. The project may
include construction of a nine hole golf course with clubhouse, pool, tennis
courts, meeting rooms and restaurant. The site will be served by an extension of
the public sewer and a new water system will be developed to serve the site.
A Planned Unit Development (PUD) approval is required from the Village of
Bloomingburg.
The proposed action was classified as a Type I Action by the Village of
Bloomingburg during it August 14, 2008 meeting.

Initial Identification of Mitigation Measures
Initial mitigation measures identified as part of the project proposal include:
Highway access improvements to facilitate vehicular access including
improvements to existing Village Roads.
Stormwater management facilities specifically designed to address water quality
and quantity; limiting impervious areas on the site to maintain vegetative cover.
Erosion Control facilities specifically designed to address water quality treatment
during construction activities; phasing and limiting disturbance to minimal areas.
Landscaping, berms, setbacks and buffering to reduce and visual impacts from
public highways and reduce impacts to neighboring properties.
Open Space Recreational Facilities for Use by the Public.
Wetland Replacement to mitigate impact of stream and wetlands crossings and
stream crossing design to minimize impacts.
Additional mitigative measure will be required to be address any new potential adverse
environmental impacts identified during the public scoping process.

Alternatives analysis shall include a site plan with limits of disturbance for each
alternative. A summary table for each alternative will include acres of vegetation
clearing, acres of wetlands disturbance, number of stream crossings, estimated water

The Villages of ChestnutRidge Developmentwill be servedby a proposedcentralsewercollection and conveyancesystem. Sewage
from the projectwill flow by gravity to one of the fwo onsitesewagepump stations. The pump stationswill pump the sewagein a
forcemainalong Winterton Road to a new sanitarymanholeat the intersectionwith Market Street. The sewagewould then flow by
gravity along Market StreetacrossMain Streetand to the Village of BloomingburgWWTP.
