Each year, Family and Community Support Services (FCSS) and the County of
Vermilion River provide funds to community organizations and programs that
are preventative in nature to promote and enhance well-being among
individuals, families and communities. For 2015, $193,596 has been allocated

After our first year with our new Heavy Traffic Permit system, we
have issued 59 Industry Company Permits; 146 Commercial
Permits and 573 Agriculture Permits to drive on designated CVR
roads - greatly improving traffic patterns, safety and protecting
infrastructure!
To those who have not renewed your permits , a
reminder that permits expired at the end of 2014
and it is now time to renew by contacting our office.

GETTING THINGS DONE! KEY HIGHLIGHTS FROM THE
PAST QUARTER (DECEMBER - FEBRUARY)







Council reviewed or approved several Bylaws this past quarter including
Area Structure Plan (14-32); Road Closure (14-33, 15-03); Grazing Leases
Councillor Hryciuk presents funds to
(15-04); Redesignation (15-05); Subdivision (15-08)
Vermilion Museum roof project
Council and Administration reviewed potential plan for Aerial
Photography in 2015; approved moving forward to develop RFP for Rural
Addressing; approved to implement a voluntary Business Registration
program; approved FCSS funding for a total of $193,596; approved
Recreation Board Allotments and will be undergoing a process review
prior to the next round of funding; gave support to Northern Lights Library
Levy increase to .1944 per capita; approved a tax recovery auction for
properties on tax arrears list; approve support to STARS Air Ambulance
services
Council was able to meet with ratepayers, community and industry partners including
Dewberry Ag Society, Tanmar Consulting, Altex Energy, STARS, Alberta Rat Control.
Worked closely with the Public Works team to review several road closures, road
construction, traffic control, water upgrades for Blackfoot, development of a master
transportation plan standard of principles and weighting categories for project evaluation,
and equipment purchases. As well as supporting speed limit reduction on Hwy 16 to 300 m
west of RR14 to 80 km/hr based on Alberta Transportation recommendation.
Along with Planning & Development, Council reviewed some drainage issues, and continue
to work with Village of Kitscoty and City of Lloydminster on annexation processes.
For the Natural Gas Utility, the 10 Year Project Plan, Annual Budget and Service Levels were
reviewed and approved.
Agriculture and Environment shared reports on Insect Survey, Seed Analysis and ASB
Resolutions with Council, as well as review of ALUS program

DUST CONTROL
We are offering the Residential Dust Control Program, utilizing MG30, a
Magnesium based product, as dust suppressant. MG30 is applied by a
spray truck directly onto the road surface and worked into the gravel.

BRIDGE PROGRAM:
The provincial government
removed the funding for the
Bridge Program in 2013. CVR
continues to do ongoing major
bridge repairs on a priority basis.
If your road has less than 10 vehicles per day, you may apply for
residential dust control at a cost of $1,000 for 200 meters or $1,500 for
300 meters. A minimum of 200 meters is required.
High traffic roads (11 – 25 trucks/day and up) will be sprayed with
MG30 on a priority basis. Your road may qualify for CVR or Industry
funded dust control based on traffic counts.
Applications will begin May 1 and will continue throughout the
summer. Dust Control applications are now being received at the
County Office until June 30, 2015. Please call the Public Works
Department at (780)846-3309 for further info.

BYLAW 14-04 HEAVY TRAFFIC PERMITS
Annual permits are required for all vehicles registered for 22,500 kgs or more that are travelling on County roads
(exemption is farm equipment used for farming operations -other than truck/trailer/semi; emergency response
vehicles, school buses, snow removal vehicles operating on behalf of the County)
WHAT IS INVOLVED IN THE PERMITTING PROCESS?
Operators can apply for a permit directly with the County or through the organization that controls their
movement on highways (defined as all roadways)
Road Bans and Restricted Road Use must be adhered to unless otherwise exempted by permit

Meter Readings!
AUTOMATED METER READING (AMR) UPDATE $U¢¢E$$
We are pleased to inform our customers that since the completion of our AMR project
back in May of 2014, over 3,200 AMR devices have been installed. We are consistently
acquiring a meter read accuracy of over 99%. This is a significant increase of approximately 30%. These
timely and accurate meter reads on the first day of each month have increased our ability to find and
repair pipeline leaks and metering issues. Labour previously directed to acquire and process meter reads
can now be utilized towards other tasks of construction and maintenance.
Our gas utility department continues to seek these types of endeavours that not only increase savings
but also enhance our ability to provide reliable supply and service for today and tomorrow.
How YOU, Our Customers are Benefiting:

OUR GAS IS GREAT GAS!
In 2014, the Gas Utility had a very successful year with an excellent gas loss
balance throughout our 4,377 km pipelines system and 3200+ customers.
Parts of the system are over 35 years old and continue functioning well due
to the operations and maintenance programs established by the Alberta
Federation of Gas Coops, the endorsement by Council, and executed by staff
and management.
County Council remains committed to the environment, and endorses the
efforts of the Natural Gas Utility working with Oil Companies to develop new
strategies for gathering Green House Gas emissions. Presently, the
emissions from local heavy oil well sites are gathered, cleaned and
transported to other well sites for running motors and heating tanks. Excess
clean scented natural gas is utilized to heat homes where the piping systems
will allow. The Natural Gas Utility continues seeking ways to enhance the
pipeline system allowing the gathering of larger volumes of casing vent gas.
These efforts can make a significant difference in aiding the environment
and help to maintain lower gas rates for our consumers. Because we are a
County Gas Utility we are able to offer our customers generally lower rates
compared to other gas supplies in the area (in general, a $150/year savings).

MONTHLY BUDGET PLAN (EQUAL BILLING)
Looking for convenience? A better way to manage your finances month to month and season to season? The good
news is that you can sign up for MONTHLY BUDGET PLAN - a convenient way to pay your natural gas bill in equal
monthly amounts (based on your 2014 consumption). This will help you build up a credit during the summer
months, which will then cover some of the higher consumption during the winter months. June is the only month
during the year that you are given the opportunity to join the PLAN. Applications will be sent out
with the May gas bills, and need to be returned to the County Gas Utility office before the June 5,
2015 deadline. Call us if you misplace your application at 780-846-2222. If you are already on the
Plan, please take a look at your account balance to ensure that you have a credit amount remaining
so that you do not fall behind on your account and accumulate a large bill.

As the Government of Alberta has increased the grant threshold for installation of new gas services in
2015, a motion was passed at the Feb 24, 2015 Council meeting setting the County’s rates for installation
of new services as follows:

WHY DO I HAVE TO GET A BURN PERMIT?

Keeps fire departments notified of authorized burning so they are not called
out needlessly

Could face a fine of $300 for burning without a permit…REMEMBER! In order for your permit to be valid, it has to be countersigned by a Fire Guardian
AND the 911 call answer centre needs to be notified of the burn.

It is VERY important to contact the 911 call answer centre
(1-877-842-9911) BEFORE every burn…they will be able to notify you if a fire
ban was placed after the date your permit became effective. Burning during a fire ban will result in a $500 fine.
If you don’t have a fire permit and the fire is out of your control you could
be liable for the cost for fire fighting. Some costs are:
$300 per hour for the first 2 hours or $200 per hour thereafter
for EVERY fire apparatus responding.
$100 per hour for command unit
The fee for the cost of fire fighting will be charged up to the
maximum allowable amount per insurance claim.

WHAT DO OUR COMMUNITY
PEACE OFFICERS (CPO’S) DO?
Enforcement Services’ primary focus is on the County of
Vermilion River Traffic Bylaw. This Bylaw was implemented
in 2014 with a focus on Heavy Traffic on County roads. All
vehicles registered for 22,500 kgs or more require a permit
to travel on County roads. This permitting system was
implemented to protect County road infrastructure and
keep Heavy Traffic on designated routes.
In addition to the Traffic Bylaw, Peace Officers also enforce
the following bylaws:

Traffic concerns can be directed to the Enforcement Services
Office at 780.846.3314 or via the Contact Us page of the County
Website. If no one is available to take your call please leave a
detailed message with a contact name and number and we will
respond as soon as possible to your concerns (messages without
contact information will not be responded to).

The County of Vermilion River also employs a dog control
officer on a contract basis. The dog control officer is
responsible for monitoring and investigating dog
complaints from County residents, as well as enforcing
action, if necessary, in accordance with the Dog Control
Bylaw.
Don’t forget to get your Dog License!
Any dog 3 months or older is required
to have one in the County. The license
is a one-time requirement. This will be
a big help in recovering your dog if he/
she runs/gets away on you and is
picked up by our Dog Control Officer or
is taken to the SPCA.
If you move, change contact
information or no longer have the animal, please contact our
office so we can update the license information.

Q. Good Day! I am Carol the Canada Goose and every year I fly back and
forth across the County and am amazed at how much growth and
development has been going on in the County. I have a great view from
up here, but how do you see all that I see?
A. Every 4 years, we fly new aerial photographs that provide us the overhead
“birds eye” view of the County. The good news is this summer, we will be taking
new photos across the County and hamlets. There are several uses for these
images. First, they become our general base map. They are also used for pipeline routing, construction project
planning, land assessment, unsightly premises and land use planning purposes. Above image is Kenilworth Lake.
Q. This is Sam the Squirrel, and I am pretty worried about all the things that could happen to my nest
and my store of nuts with all of the wild things going on in the world. What can I possibly do to
keep my family and my nest safe?
A. The good news is that you can be prepared! The first thing you will want to consider is “Are You Prepared
for 72 Hours”? Could you and your fellow squirrels manage on your own for 72 hours (3 days)? You will want to
Know the Risks - sure, lots of wild and crazy things could happen in the world,
but what could realistically be a risk for you? We will never encounter a hurricane here at CVR, but we could have a tornado. Then, Make A Plan for your
family so everyone knows where to go, what to do and how to contact each
other in the case of an emergency. Finally, Create a Kit that has emergency
supplies, water, battery-operated flashlight, first aid kit, prescriptions, special
supplies for babies etc. Emergency Preparedness Week is coming up the first
week of May 2015 - set aside time between now and then to get your family

Q. Road Runner here...beep beep...the old Coyote has been chasing me across Alberta and CVR roads
for years and I’d have to say they are safer than ever before. What’s your secret?
A. The good news is that our Enforcement Services follow the Alberta Traffic Safety Plan calendar. Each year this
calendar is created, which provides a province-wide coordinated approach that highlights priority traffic safety topics each
month. The Alberta Traffic Safety Plan was introduced in 2007 and was the first of its kind in Canada. It was designed to reduce
traffic-related deaths and injuries by:

Helping prevent motor vehicle collisions; Build safer roads; Establishing and enforcing effective traffic laws; Better educating Albertans about traffic safety; and Mobilizing communities to take local action.
Since the introduction of Alberta’s first Traffic Safety Plan: Traffic Fatalities are down 32%; Intersection Fatalities are down
more than 43%; Unbelted Fatalities are down almost 40%; Speed Fatalities are down 22%

see what types of developments are allowed under your zoning? Unsure
where to place your new home on your parcel? Come meet with our
development staff. They can provide you with all the necessary
application forms and assist in mapping out your proposed development.
Please remember that the Development Authority has forty (40) days to
issue a decision on a completed application, so we recommend that you
allow for this during your planning process.
SUBDIVIDING? Want to subdivide your land? Not sure what the different
parcel sizes would look like? Don’t want to step out the proposed parcel
for sizing? We can help with that too. Instead of drawing out your
proposed parcel on the application form, stop into the County Office and
our staff can assist with mapping out your proposed parcel. The
appropriate application forms and maps can be provided to you that will
assist with your submission to the Subdivision Authority.
CITY OF LLOYDMINSTER PROPOSED ANNEXATION
June 2014, the City of Lloydminster began the annexation process. Lloydminster’s current total land mass
is 64 quarter sections (4.338 hectares). They are proposing to annex 24 quarter sections (1,568 hectares /
3,875 acres) from the County of Vermilion River municipal boundary.
Annexation does not involve a change in ownership, only a change in municipal boundary. The annexation
process involves several phases of consultations and negotiations. Negotiation meetings are confidential
and not open to members of the public, but updates will be provided as the process continues.
Both parties are working collaboratively to find a solution to growth pressures in the region. The focus is to
establish an agreement that will serve the growth in our region and ensure optimal results for ratepayers
within both municipalities.

WAGING WAR ON BUGS
Farmers wage a seemingly endless battle against insects that
attack, damage and often destroy valuable crops. Here are some
updated details on insect surveys completed in 2014 in CVR.
BERTHA ARMY WORM
Feasts on canola, rapeseed, mustard, alfalfa,
lamb’s quarter, flax, peas and potatos.
The 6 week long Larval stage is where they
will cause crop damage by eating leaves, seed
pods and seeds.
Trap averages June –July 2014 show a range of 17 to 88
counts per trap
LYGUS BUGS (the tarnished plant bug)
Feeds on the sap of new growth and
reproductive tissues of alfalfa, canola, lentils,
potatos, strawberries, flax, hemp and tree
fruits. During their lifespans they may travel
to a variety of hosts
Completing 25 sweeps in 2014 showed 13 counts of adult
