Business Manager’s Letter to the
Membership
Firstly, I would like to thank the entire
membership for the opportunity
you have given me to represent UA
Local 325 as your Business Manager/
Financial Secretary. The great amount
of support I have received throughout the past few years has been very
encouraging. I appreciate all of your
letters and emails, and I am continuing
to be focused on the betterment of UA
Local 325.
As you may be aware, the local has
been positively progressing over the
past few years with valuable upgrades
such as the dispatching program,
voice broadcast system, out of work
lists, updated by-laws, and our website
(www.ualocal325.ca) We have also
seen beneficial changes to our health
and welfare plan including:
ƒƒ New Prescription Drug Card implemented
ƒƒ Basic Dental increased to 100%
ƒƒ Major Dental increased to 70%
ƒƒ Dental Deductible of $25 has been

ƒƒ Spouse/Dependant Life Insurance
Increased to $10,000
ƒƒ New Employee Assistance Program

ƒƒ Eye Exams covered at $100 every

Effective January 1, 2013, the NB Pipe
Trades pension plan changed to a
shared risk plan. The primary purpose of the plan is to provide secure
pensions to eligible members at their
normal retirement date, for their

lifetime, in respect to their service as
a member. A shared risk plan is a riskfocused management approach, which
delivers a high degree of certainty that
base benefits can be met in the vast
majority of potential future economic
scenarios.
Currently, the board of trustees has
seven money managers; each manager
specializes in different kinds of funds
including bonds, Canadian equity,
foreign equity, fixed income, infrastructure, etc., which provides this pension
plan with a well-balanced portfolio.
Due to the diversity of the portfolios, of
our current money managers, the rate
of return for the NB Pipe Trades shared
risk plan for 2013 was 6.55%, and the
current year-to-date rate of return for
2014 is 7.98%, each of which are in line
with the rate of return specified in the
funding policy that is required to meet
the primary risk management goals.
Throughout the year, we host several
informative pension seminars across
New Brunswick. If you have not had the
chance to attend one of these seminars
or would like to attend another, please
phone our office for further information and upcoming dates.
An important event happened August
19, 2014 when the Minister of Post-Secondary Education, Training and Labour
announced that the steamfitter/pipefitter is now a compulsory trade. This
means that you will have to either be a
journeyman with a certificate of qualification, or an indentured apprentice to
work at the steamfitter/pipefitter trade;
this is great news for the UA in New
Brunswick.
The United Association and Trans
Canada have created a partnership to
start training for the Energy East Pipeline. On August 19, 2014, Trans Canada
delivered three sections of large bore
42” and 48” pipe to our training centre
in Miramichi. We will be announcing
some training courses for welding and
cutting in the near future.
Recently, we have completed the HVAC
negotiations; our ratification vote was
held June 5 with an approval rate of
90%. The new collective agreement
has been signed by all parties as of
the end of August 2014, and will be
retroactive to May 1, 2014. The agreements have been sent to print, and the
membership will be notified when they
become available.
Lastly, I would like to recognize the
Brothers and Sisters of UA Local 325 for
the high level of professionalism and
dedication you display while representing the UA on our job sites. This
continues to prove to our contractors
and clients that the UA is the definitive choice when needing to complete
work in the piping industry.

REPORTS
The Moncton and surrounding area
has had a solid commercial market for
many years now, and the future looks
very promising. There are three major
projects that have been announced
and should be off the ground by early
2015. The first is the expansion to the
George Dumont Hospital; the ground
work for the first phase has already
begun.
The second project is the convention
center with an NHL size arena. The arena
will be located in downtown Moncton
on the Highfield Square property
where demolition has already begun.
A funding announcement was made
in August to help progress the start
date of this project.
The third project is an upgrade to the
sewage treatment plant in Riverview.
The project is to put clean water back
into the Petitcodiac River so that it can
be, once again, used for recreational
use.
Several projects in the area near the
end of construction, if not already
completed, are the new Moncton High
School, Villa Maria, the Moncton hospital oncology expansion, and the Mount
Allison University arts building. We are
looking forward to the start of the Villa
de Repos senior home expansion; the
original home was also completed by
UA contractors in 2005.
Upcoming projects include a new
commercial kitchen at the Dorchester
Penitentiary by Moncton Plumbing,
as well as a new addition by George’s
Plumbing and Heating to expand
the Moncton airport. The airport was

also completed by UA contractors in
2003. Moncton Plumbing will also be
a part of the new Cabela’s store being
constructed in Moncton. Bass Pro
Shops, also new construction, will be
taking over the Crystal Palace complex
in Dieppe. Princess Auto also has a new
building under construction, and the
mechanical work is being completed
by Ermen Plumbing and Heating.

This has been a very busy year for the
UA/MCA JATC. In the fall of 2013, the
Standard for Excellence (SFE) working
group created a three hour presentation focused on the UA’s Standard for
Excellence Policy. The presentation
explains the roles and responsibilities
of the employer as well as the roles and
responsibilities of the key players on
the contractor’s team. Also spotlighted,
is the important role played by UA
supervision on our job sites across
New Brunswick along with the UA
rank and file member who are critical
to our success in New Brunswick.
The government recently announced
the Steamfitter/Pipefitter trade as a
compulsory occupation in the province
of NB. This announcement will see the
JATC working with the province to
organize a red seal preparation course
to assist members in challenging the
Red Seal exam.
THe JATC
Please take a minute to review the
dates in your NBCSA Safety Passport to
ensure your safety courses are current;
you are responsible in maintaining
current safety training in order to be
eligible for dispatch in New Brunswick.
Course registration policies are set
by the New Brunswick Construction
Safety Association (NBCSA). You can
renew your Confined Space course
online if you renew within 90 days of
the expiry date. If you miss the date,
you are required to repeat the two
day course. If you have completed an
online refresher for Fall Protection, you
are required to take the in-class course
when your ticket expires. Please do not
wait until the last minute to try and
renew your ticket as there may not be
a course scheduled or seats may not
be available. Finally, NBCSA requires
two full business days notice to remove
a participant from a class without
charge. If monies are outstanding for a
are currently pricing a piping modular
unit(s) project for Western Canada,
which would bring in a significant
amount of work for fabricators and
metal trade support.

The Sunny Corner Fabrication Shop has
been very busy with various projects
such as those being completed for the
Hebron Gravity Base oil rig at Bull Arm,
in NFLD, the Lower Churchhill hydro
project, TATA Mine in Labrador, Mann
Diesel, and JC McElroy/General Electric. Sunny Corner has been actively
continuing to pursue piping jobs; they

We have had and continue to have
much success with commercial work
in the area. Upcoming work includes
Beaulieu Plumbing and Mechanical
Inc., who will be completing work
on the new seniors’ home in Neguac,
which will commence shortly. The
new Blackville Fire Department has
been awarded to Ermen Plumbing and
Heating. The Mount St. Joseph’s Senior
Home retrofit Phase 1 was secured by
Godin’s Electric, Phase 2 by Moncton
Plumbing, and the sprinkler portion
was captured by Vipond.
Current projects winding down or
recently completed include: The Atlantic Institution in Renous by George’s
Plumbing, and the NBCC Miramichi
no-show, the JATC is unable to register
you for any further training.

Future projects awaiting tender or
awards include the Federal Payroll
Center, a new school to replace Croft
Elementary School, and a special care
home for patients suffering from dementia or Alzheimers in Miramichi.
A pending project still in the early
stages of planning for the old UPM site
would consist of a partnership of investors falling under the parent company
“Miramichi Fibre Processing” with four
subsidiaries being a new sawmill, an
attached pellet plant, an engineered
beam manufacturer utilizing low grade
pulpwood, and a hog fueled power
generating plant supplying cheap
powder to the other three. The first
stage was just announced whereby a
feasibility study will be carried out on
the proposed pellet plant that would
utilize the sawmill by-product(s).

Northern New Brunswick
Work in the northern part of New
Brunswick has been fairly steady over
the past year beginning with the new
Restigouche Regional Hospital in
Campbellton. Since the beginning of
August 2012, Life Safety Systems has
been working on the sprinkler portion
of this project, while Beaulieu Plumbing has been working toward completing the plumbing side of the job.
Together, this project has employed
approximately seventy-two UA Local

We are moving along with the process
of getting welding procedures registered to Local 325. Once the procedure
is registered, our welders can complete
up to a total of three performance
tests which will cover a wide range of
procedures our employers currently
utilize but would not have to test our
members for. Local 325 will be able to
issue an ASME 484A document, which
would state the welder’s performance
qualifications (WPQ). This document
would be stamped by the government
department, Welding Inspector/Safety
Code Services, verifying the welder
tested successfully under the supervision of the government inspector. NB
Safety Code Services would allow the
employer to use our 484A form versus
testing the welder. A nominal fee
would be paid by the contractor and a

River Crossing power transfer station,
which has employed more than thirty
UA Local 325 members including
pipefitters, plumbers, apprentices,
and welders. Black and McDonald and
Sunny Corner Enterprises began this
project late April 2014, and are expecting it to be completed early fall 2014.
Atlantica Mechanical began renovations to the intensive care unit at the
Bathurst Chaleur Regional Hospital
early March 2014 and has employed
approximately twelve UA Local 325
members of various trades. The renovations are expected to conclude in
September.
There have been a few other jobs
throughout the year including Maritime Boiler Repair completing work in
multiple fisheries plants and Black and
McDonald at the Belledune Smelter.
Future work in this part of the province
looks promising with upcoming larger
projects such as the Caribou Mine in
Bathurst, the medical marijuana facility in Atholville, a new tank farm in
Belledune, another renovation at the
Bathurst Hospital, and the Oxford Blueberry Farm in Acadian Peninsula.
I would like to thank everyone I have
had the pleasure of working with
throughout the past year, whether it
was in a classroom, while I was teaching multiple training courses for our
training centre, JATC, or on any one
of our union job sites. Our members
have demonstrated and continue to
demonstrate what hard work and determination looks like, so keep up the
good work.

Work has been steady in the Fredericton/Edmundston area with ongoing
projects such as the 180-room seniors’
home in Edmundston being completed by George’s Plumbing and Heating.
There is another seniors’ home going
up in Perth Andover with work done
by Black and McDonald. Beaulieu
Plumbing and Mechanical Inc. also has
The Edmundston Detox Center underway. Maritime Fiberglass is currently at
full employment.
REPORT
Atlantica Mechanical is working at the
Howistzer Maintenance Building on
Base Gagetown, and Beaulieu Plumbing has been awarded the underground work at the Hampton Inn and
Suites in Fredericton. We are hoping
they are successful in being awarded
the remainder of the contract.
There have been many school projects taking place including two new
schools in Woodstock with work being
completed by Beaulieu Plumbing and
Master Mechanical, a new school on
Fredericton’s north side being done by
Beaulieu Plumbing, and the construction of the new Geary school outside
of Fredericton by Moncton Plumbing.
The Nackawic shutdown with North
York Industries is tentatively scheduled
for October 14, 2014. This will last approximately seven to eight days. Construction on The Sisson Brook Tungsten Mine, which is 60 km northwest
of Fredericton, is anticipated to begin
mid-2015. It is expected to create 500
jobs while under construction, and
employ 300 full-time employees once
fully operational. The construction
phase will last approximately 18-24
months.
More work in this area includes Direct
Mechanical completing work at The
Fredericton Woodlands Division,
Local 325 has sprinkler fitting jurisdiction for the entire province of New
Brunswick and PEI. A few of the recent

Members of the Quality Control Council of Canada ( QCCC ) Atlantic Region
have experienced a good work picture
over the past few years. The work of
our non-destructive technicians and
heat treaters (comprised of the UA and
Boilermakers) working in this specialized area are highly skilled and trained
as such. The QCCC membership of
UA Local 325 has a number of approximately 145. Many of these union
members have certifications in the
major disciplines of non destructive
testing, such as liquid penetrant, magnetic particle, radiography, CWB visual,
ultra-sonics, etc. The QCCC contractors
have also hired on new trainees/helpers to hopefully gain the experience
and skills to obtain certifications in
the future, and move up the pay grid
negotiated by the QCCC.
Bruce Myles, business manager of Local 325, staff, and members are always
a wealth of information and help us
problem solve any issues or concerns
that may arise in the Atlantic region.
We are currently preparing our QCCC
membership meetings throughout the
regions for upcoming negotiations.
Our current collective agreement
expires at the end of April 2015. We are
looking forward to a good round of
negotiations for the QCCC nationally
and all regions for our members. With
the amount of proposed shutdown,
maintenance, nuclear, oil-refinery and
others, we are looking forward to adding good technicians to our membership in the future. With the Energy
East Pipeline and all its components
being talked about, and hopefully
constructed in New Brunswick, this will
also employ many NDT technicians.
We are keeping a close eye on these
announcements for our members and
contractors.

to ask them for union credentials. We

Congratulations to Eric LeClerc of Upper Kingsclear and
Josh Canning of Riverview for making the top marks in
their respective classes this year. They were both awarded
with a $500 bursary. Eric is now a journeyman plumber and
pipefitter, and Josh is a journeyman plumber.
Congratulations to one of the recipients of
the 2014 Matt Bakker Scholarship Award,
Sheldon Clowater, son of UA 325 QCCC member Evan Clowater of Minto. We wish Sheldon
the best of luck with his studies.
