Holtville’s Alamo River Trail Expands With Additional Pair Of Bridges

The Alamo River Trail project took a major step forward
this week as the two bridges
that cross over the river were
installed. It was a very delicate
process, as a large earth mover
with forks attached managed to
balance the 40 foot and over
8,000 pound bridge down to the
river to an awaiting crane. The
earth mover had to move very
slowly down a cut path, raising
and lowering the bridge to make
sure that it cleared the obstacles
on its way to the river.
Once the bridge reached the
river, a huge crane dropped
down a steel bar with nylon
strips that were attached to the
bridge. The bridge was then lifted and pulled into place by an
attached rope and slowly
dropped down onto the bolts
that were placed in the concrete
footings. After some slight
adjustments, the bridge dropped
into place.
The process was repeated
for the second bridge.
With the bridges now in
place, people who would like to
use the trail can enter the park
from the north side of Hwy. 115
near the old trestle bridge and
make their way under the trestle
and the 115 bridge into Earl
Walker Park, continue down the
path and cross over the river
twice, go under Orchard Road,
and make their way down to the
skate park and 4th Street.
The City of Holtville will
continue to seek out grants to
further enhance the Alamo
River and the trail looking to
move the trail south of the city
and all of the way to the
Holtville wetlands.

Boys & Girls Clubs of Imperial Valley
Presents”Holtville Derby Days”
The Boys & Girls Clubs of
Imperial Valley
will
host
“Holtville Derby Days” on
Saturday, April 18, 2015. The
event will be held at the Swiss
Club in Holtville with a cocktail
hour from 6:00pm - 7:00pm and
the races kicking off at 7:00pm.
The night will feature 8 races
with 10 horses in each race.
Horses will be auctioned off and
prizes given to each winner.
Guests can also bid on the races
by purchasing tickets at $1 There
will be plenty of food, door prizes
and lots of fun!
All proceeds from the event will
support the Holtville Boys &
Girls Club site located at St.
Paul’s Lutheran Church in
Holtville. The Club operates
Monday through Friday from
2:30pm until 5:30pm and is open
to all youth ages 5-18. The annual
membership fee is $25 per child.
The Boys & Girls Clubs of
Imperial Valley currently serve
approximately 70 youth annually.
There are Clubs in Brawley,
Holtville and El Centro. All
Clubs focus on three priority outcomes: Academic Success, Good
Character and Citizenship, and
Healthy Lifestyles.
The mission of the Boys & Girls
Clubs of Imperial Valley is to
enable all young people, especially those who need us most, to
reach their full potential as productive, caring, responsible citizens.
The cost is $20 per person or

Holtville Pop Warner Hosts Inaugural 5K, Walk, Run, Mini Mile

Holtville Pop Warner held a
5K Run/Walk and a Mini Mile on
Saturday, March 28th at the
Holtville High School. The Mini
Mile, for grades K-5, consisted of
four laps around the HHS football field. The 5K participants
made three laps of the outer
perimeter of the high school,
along with a final lap around the
football field.
The participants were divided
into male and female categories.
Winning the Mini Mile for the
girls was Lizbeth Predmore with
a time of 9:48. Giada Fusi
placed 2nd with a time of 11:15,
and Cadence Toten was third
with a time of 11:36.
For the boys, Cade Turner's
time of 7:57 earned him the top
spot, followed by an 8:24 time
for Bryan Predmore. Third place,
with a time of 8:49, went to
Braylon Williams.
In the 5K women's category,
Clarissa Montes placed in the top
spot with her time of 24:56.
Kylie Toten was second with
28:58. With a time of 30:28,
Carly Schaffner finished 3rd.
Emil Schaffner was the top
finisher in the men's category.
His time was 24:58. Placing 2nd
was Mason Toten, whose time
was 30:12.
Pop Warner parents would
like to thank the board members
of Holtville Pop Warner, and to
Holtville High School for the use
of the facility. Gratitude goes

Outzkirts Book Signing At Brawley’s Rock Cafe

In the morning hours at
Brawley’s Rock Cafe, you could
get some kicks in these sticks
when Dave and Doreen Dotson
arrived to sign and sell copies of
their first collection of Outzkirts
comics.
The Dotsons spent a few
hours at the Brawley coffee shop
and eatery with copies of their
book, “Get Psalm Kicks In The
Sticks,” along with stickers,
postcards and other merchandise
related to their rural comic strip.
Outzkirts, which is printed in
newspapers from California to
Georgia, is the work of the
Dotsons, a couple who currently live in the suburbs of San
Diego. Dave also spent time in
El Centro and has family in
Imperial County.
“Everyone is so nice here,”
said Doreen about Brawley prior
to the signing. “We’ve never
seen so many people wave to us
while we’re walking around.”
Outzkirts centers around the
adventures of Bud and Edna, a
couple living in the “sticks” with
their dog, “Rusty.”
The Dotsons also had two
similar events the prior weekend
in Temecula and Lake Elsinore.
The 62-page book is available through Tate Publishing in
paperback for $14.99 or via a
$10.99 digital download that
works with most eReaders.

Weekend Calexico March Celebrates Life Of Cesar Chavez

People from Calexico and all
over the Imperial Valley gathered
early Saturday morning to march
in honor of the legacy of Cesar
Chavez.
About 100 people gathered at
the old United Farm Worker
office in Calexico early Saturday
and proudly marched and chanted the name of the late Cesar
Chavez and his well known
phrase "Si Se Puede!"
The Calexico event was
organized by the Calexico
Neighborhood House who put
together this event for the first
time in many years. Local unions

Union leader and labor organizer Cesar Chavez was born
March 31, 1927, in Yuma,
Arizona. Chavez dedicated his
life to improving the treatment,
pay and working conditions for
farm workers.
The march in Calexico started
at the UFW building, walked all
of Second Street, and ended up at
Rockwood Park where there was
a ceremony in memory of
Chavez. One of the speakers was
Juan Manuel Moran who is internal coordinator for the United
Farms Workers and came all the
way from Salinas, California for
this event. Moran worked with
Chavez and traveled with him
during his work in defense of the
farm labobrers.
"I'm glad to see that after
many years of his death he's still
remembered, especially here in
the Imperial Valley where he
fought for the rights of many
farm workers." Moran said.
Salvador Cuevas, member of
the Cesar Chavez organizing
committee mentioned that the
legacy of Cesar Chavez is an
example of what people can
achieve when they know what
their mission in life is.
"The fight continues, however it's been difficult to organize
ourselves to continue with the
work that needs to be done." he
said. "By keeping his presence
alive we can follow the footsteps
he left to become a strong community."
Activist Lupe Quintero mentioned that among the accomplishments Chavez had was giving unemployment benefits, better wages, and safer working conditions.
"Not only did he help Latinos
but his work helped everyone. He
was the spark that motivated people that they can do it and that
why we are here celebrating and
thanking Cesar for his contribution." Quintero said.

REFUSING TO LEAVE:
It was reported that the caller’s
boy friend is refusing to leave
the
area, the male is lingering
around the residence wanting to
stay, when contacted the caller
was found to be uncooperative,
both were contacted.
CAN’T WE ALL JUST GET
ALONG?:
It was reported that the caller’s
brother is causing a disturbance
in the home, though it is
believed that he is under the
influence of alcohol, he is
becoming irate, the young man
left to stay at a friends home for
the night.
BEER BOTTLE THROWING:
It was reported that a subject
threw a few beer bottles at the
caller’s home, the subject then
began to make a big ruckus just
out front of the caller’s home,
the caller was advised to call
back should he return.
CAN’T
SMOKE
THAT
STUFF HERE:
It was reported that a group of
four to five males were smoking
around the area, the caller can
smell the odor, the area was
inspected but no signs were
found nor the group, the caller
was asked to call back should
they return.

It was reported that the caller’s
ex-boyfriend threatened to kill
her and burn her home, the caller
stated that she left him recently
and is afraid of him, a report
was taken and she was advised
of her options.
BROKEN WINDOW:
It was reported that the caller’s
residence window was broken
by an unknown subject, the projectile in this case was the classic rock, a report was taken, the
caller was advised of his
options.
EX-BOYFRIEND:
It was reported that the caller’s
ex-boyfriend is causing a bunch
of ruckus, it turned out that the
subject was there trying to talk
to his daughter, the young man
was sent on his way, the caller
was advised on how to handle
the situation.
BRO AND SIS:
It was reported that a brother and
sister couple were having a big
argument which was disrupting
the peace in the neighborhood,
the couple was counseled, both
complied to get along, the caller
was advised to call back should
they start up again.

was warned to keep it in the

WATERING THE PLANTS IS
DANGEROUS:
It was reported that the caller’s
front door neighbor has assaulted
her with a water hose, the caller
managed to get away and stated
that the neighbor is still watering
her plants, the situation was handled.
OBSTRUCTING:
It was reported that a pick up
truck was obstructing the drive
way, the caller is upset because
he needs to leave for an appointment, the owner of the vehicle
was contacted and asked to
move his vehicle, the subject
was counseled and warned to not
do it again.
DIRT BIKE TROUBLES:
It was reported that a dirt bike of
unknown color was in the area
picking up dust and making a lot
of noise, the subject was contacted, his dirt bike was parked
MAKE A HOLE:
It was reported that a ply wood
makeshift door was burned off
of a vacant building, the door
was used to keep the building
vacant, but now people are
sleeping in it at night, the problem was handled.
SOME PARTY:
It was reported that a female
subject was caught sleeping on
the bed of the caller’s pick up
truck, when an officer arrived,
she had left while he went to call
the police, it was suspected that
she was from the party they had
last night,the caller was asked to
call back, should she return.

It was reported that there is an
argument going on between a
mother and son couple, the two
did not seem to slow down any
time soon, they were both contacted and counseled, the matter
of the incident was not known.
FOUND BROKEN:
It was reported that the caller
found his sliding door broken
out,when inspected the caller
was missing a box of shells and
a double barreled shot gun, the
caller was counseled and
advised of his options.
MAD KIDS:
It was reported that a mother
was seen hitting her child, when
contacted the young man was
mad and had broken a window
in the residence, both the mother
and her son were having a big
argument, both subjects were
separated and counseled.

County officials celebrated
the ground breaking of the new
phase of the Imperial Center project last week.
In a ceremony held on
Wednesday, March 25th, a Kite
event was held at the Imperial
Center where children of all ages
were able to build their own kites
and participate in fun competitions.
The
World's
Kite
Metropolis, was presented by
Weifang City, China, as part of
the groundbreaking ceremony
and cultural exchange.
The first phase of the
Imperial Center has been completed with a gas station, Club
Lohoo, and restaurants. The second phase will consist of a distribution center that will start con-
struction in the near future.
Future development in the area
will consist of a hotel and convention center as well as outlet
stores.
For Supervisor Jack Terrazas,
the best for the Imperial Center
project is about to come.
"This is the main part of the
project where the commercial
part will be built and we hope it
brings a lot of foreign visitors to
purchase the products. That is
the idea of having this commercial center." Terrazas said.
Esperanza Colio, County
Director
of
Economic
Development, said this project is
a long time coming and needs a
lot of work since there wasn’t the
sufficient infrastructure to start it.
It was thanks to an EDA grant the
county was able to start creating
the infrastructure for the Imperial
Center.
"The idea of having this exhibition today is because the
investors are looking at Imperial
Valley as a place where they can
distribute their products and were
a looking at working on the
incentives in order to minimize
the costs of bringing their products to the United Sates." Colio
said.

Tax Time Grumblings
LET’S SEE IT’S THE SECOND WEEK OF APRIL THAT
MEANS TAX TIME
Isn’t this as good a time as to
become a Libertarian? Our government has decided to become
non-functional at the national
level and they’ve gouged the
public to the tune of trillions -yes,
trillions -of dollars.
And here they are back wanting
more! Please! As my father used
to say “you’ll have to make do
with what you have!”
Or my mother, “You’ll eat it and
like it because there won’t be
anything else!”
Somebody needs to tell the government that. And it doesn’t matter which party is in power either.
Both have made pigs of themselves at the public trough. In
fact, they’re in danger of consuming the whole trough!
So, when you slip that income
tax form into the mail and think
wistfully of those days when you
used to get a refund, remember
all those campaign promises you
were made and send the whole
bunch packing.
I know some folks who should
have retired several years ago
who are still working. Why?
Because they need the money.
Uncle Sam is curing the unemployment problem by forcing
more people to work longer into
their lives and keep the amount of
Social Security payments down
as long as possible.
That’s OK though, because we
are all living a lot longer. As a
result, what seemed old during
our father’s generation isn’t old
anymore. It’s more like middle
age.
And there is plenty of hair coloring available to disguise the
grey.
Which means you can pay your
taxes, get out the hair dye and
then get back to work, because
your Rich Uncle in Washington,
D.C. has several more projects
he wants to fund - at your
expense.
April 15th has always been a
taxing day for me.

Don't you love it when politicians make decisions based on
wrong information?
I know your answer will be
"No" but I felt that I should start
with a very sarcastic question. I
direct this question to the politicians in Washington D.C. who
think they know it all but ends up
hurting their constituents. As you
are aware two banks decided to
close in Calexico and a third one
announced its closure in June.
The loss of these financial
institutions will create a hardship
to citizens and business people in
Calexico that will find it more
difficult for some to drive all the
way to El Centro to make their
personal and business transactions. All this is happening
because of a new regulation
called Operation Chokepoint in
which banks need to monitor
accounts to prevent money laundering near the border. Some of
the banks have decided to close
accounts from clients from
Mexico or close their branches
near the border.
This is not only a Calexico
problem; this is something that is
affecting all the border communities on the U.S. side. This is
something that will hit our border
economy very hard in 2015.
Business people in Mexico
have seen their accounts closed
by U.S. banks in order for them
to prevent possible money laundering activity. The Bank of
America in Calexico will close

It has been over two weeks
since my last column and there is
quite a bit to report. I will first
report on my trip to Washington,
D.C. Meetings were held at the
behest of the Border Trade
Alliance a pro business border
group that has existed over twenty years. Although the BTA is
driven by mostly the States of
Texas and Arizona, I feel a strong
imperative that California should
be more active, namely Imperial
and San Diego counties thru delegations. The meetings are held
biannually in Mexico City and
Washington,D.C. I met with
Senator Ed Johnson, Chairman of
the Senate Homeland Security
Committee. The meeting was
very productive and the outcome
was the push for the remaining
funding for the new Calexico
Port of Entry during the Fiscal
year 2017 funding. The first
phase is funded and will begin
construction during the fourth
quarter of 2015 hopefully by
September with a completion
date of March 2018.
Similar meetings were held
with Congressmember Loretta
Sanchez and member Susan
Davis both from Southern
California. Sanchez is a ranking
member of the House Homeland
Security Committee and understands the importance of full
funding for the new Port of Entry.
She is a good personal friend and
promises to visit our area within
the next few months to visit and
hear our concerns and suggestions. She fully supports our ask
for the complete funding of Phase
2. The project construction will
employ over 400 individuals.
I also attended a meeting with
Rene Hanna, Deputy Chief of
me.
That’s when I get the most interested in getting out the clubs and
playing a few rounds. It must be
the green green grass and azaleas
of Augusta that do it.
Or probably because I’m ready
for some nice spring weather. In
this part of the country Spring
doesn’t last too long.
We go from mildly cool right
into blazing hot. And this year is
no exception. The temperatures
are climbing so I will get out
early, though.
I made a quick trip to the driving range to shake out the dust of
a winter of sloth. Only I discovered I’m not middle aged anymore.
Those old muscles felt really old
when I tried to swing a club back
and forth, never mind trying to
hit a golf ball.
Creak.. Creak. Creak. That’s not
the sound of a playground swing.
It’s the sound of my shoulder
muscles performing a task they
simply do don't want to do.
And don’t forget the sore ankles,
sore feet and sore legs. All that is
from standing in a tee box and
hitting a little ball. Think of what
will happen if I have to get out
and actually move around.
Maybe the warm weather will
sooth my sore arms. More than
likely, it will be something like
Tylenol that will do it. Then its
Plants and ladies are asked to
bring a plant or flowers from
their homes to show.
This month's chairman is
Rosie Fernandez and her committee consists of Nancy
Castillo, Kathleen Perez,
Gloria Brown, and Frances
do happen. Now if they could just
find a way of doing that without
paying any taxes.....
Or perhaps they could tear down
all those old buildings and start
over. But if they tore down the
worst ones, there wouldn’t be
anything left would there?
EASTER WEEK IS ON ITS
WAY and that definitely means
the Snowbird season is over.
Those folks in their motor
homes and RVs have all headed
for the hills of far-off Oregon,
Washington
and
British
Columbia. Those appear to be
the most popular homes of winter
visitors here, judging by the
license plates I encounter on the
highway.
But its also time to feel renewed
and re-energized for the spring
and Summer seasons. That’s
what makes this time so uplifting.

Bank Closing Crisis In Calexico
May Spread To Entire Valley
because corporate officials think
that people use the ATM's rather
than using the traditional method
of going to a bank teller. We
know that is a lie and just an
excuse for BOA to exit Calexico.
Go to the Bank of America any
morning and you will see it full
of people doing transactions
inside and outside the bank.
Chase and Rabobank could not
keep up with the list of compliance requirements.
Thank you, Washington, for
making our border business and
trade more difficult. Your lack of
vision and knowledge of the border will affect the business people, unemployed and regular
clients that will have to look for
new options to make their banking transactions. Your "legislation" will take business away
from Calexico and move it to
other cities in the Imperial Valley.
Your lack of knowledge will
force Bank of America to leave
downtown Calexico which is a
part of downtown that is already,
having a tough time doing business. The border economy will
suffer but something needs to be
done at the local level and at the
county level.
Senator John McCain has
been a critic of these compliance
measures and is looking for a
way to stop the bank closures at
the borderin Arizona. The Border
Trade Alliance will hear the
Calexico
Chamber
of
Commerce's position on the bank
closures and will be asking the
support of Congressman Juan
Vargas, State Senator Ben Hueso,
and Assemblyman Eduardo
Garcia that already met with
them.
City of Calexico also needs to
have an active role in this and
possibly pass a resolution to unite
the support of the border congressmen from here all the way
to Texas. A strong government
coalition must unite at the border
to tell our federal representatives
that closing banks is not good for
the local economy.
The regulation states that
banks 25 miles from the border
need to comply with the new regulations. Last time I checked 25
miles goes from the border to
Brawley. So why is this only in
Calexico? Will money laundering
stop at Highway 111?
Calexico is the first to suffer
these effects but this might affect
the rest of the valley in the near
future. Meanwhile, local banks
need resources and support to be
in compliance and policy should
be made to support the banks at
the border in order to help those
that we have and possibly pave
the way for the banks to come
back. The federal government
shouldn’t unload its problems on
a buisnesses because it can’t do it
themselves.

old friend Mara Luisa Boyce, an
important advisor to CBP
Commissioner Kerikowski. They
both offered assistance for full
staffing of both the current Port
of Entry and the new Port of
Entry just west of the railroad
tracks at 2nd St. and Cesar
Chavez Boulevard.
The other hot button issue
addressed was the bank closures
in Calexico. This was brought up
in the meetings with Senator
Johnson,
Congressmember
Sanchez and Davis. They directed staff to coordinate with
Congressman Juan Vargas to contact the appropriate authorities to
do what they can to protect our
border town from this unfair
decision by local banks. Isn't is
ironic that these banks have not
announced closures in other
Imperial Valley cities. Out aim is
to fight these closures and
demand some sort of action. I
will report on this later.

THE BRIDGES WERE slowly moved using a large tractor with
forks attached to it. The construction took it very slow and made
sure that the bridge was attached to the tractor securely.
AFTER TWO HOURS the bridge finally reaches the crane, the
bridge was strapped to the crane and then moved into place.

Finley Kinder Class Chants “ We Want Eggs, We Want Eggs”
WAITING FOR that signal to start the egg hunt the children await in anticipation.
EACH CHILD GOT to take home 12 eggs filled with goodies.
SOME OF THE eggs where hidden and some in plain sight, didn't seem to matter as they were all found in a matter of minutes.
“READY SET GO” they were off scrambling to fine as many eggs as they can.

The Finley Elementary
School Kinder classes were able
to take part in an early Easter Egg
Hunt at Holt Park in Holtville on
Tuesday morning. The little ones
were able to walk from their class
rooms with their teachers down
to Holt Park, where hundreds of
eggs awaited them.
As the children arrived, they
all lined up and sat on the sidewalk along Holt Avenue and
waited anxiously for the signal.
As they waited, they stood and
started chanting "We want eggs,
we want eggs." Then one of the
teachers shouted "Ready, Set,
Go" and they were off, running
franticly, trying to gather as many
eggs as they could. Within minutes, all of the eggs were gone.
The fun for the children continued as they were able to play
for a while on the parks play
equipment before heading back
to the school grounds to continue
their day of learning.
This will be a short week for
the students as they will be getting out of school at noon on
Thursday and no classes on
Friday for Good Friday and then
the children will enjoy a week off
for spring break that will go from
April 6 through the 10th.
There will be another chance
for the kids to go Easter Egg
Hunting as the Holtville
Chamber of Commerce will hold
their egg hunt on Saturday, April
4th.

Holtville Middle School Celebrates 50th Anniversary
1965 was quite the year for
Holtville as it was the first year of
the Holtville Unified School
District. Walter Williams, Doris
Butler, Robert Hawk, Roy
Schaffner and George Worker
were Holtville's very first School
Board Trustees. In the same year,
the Holtville Junior High School
opened its doors for the first time
to some 300 students that had
been attending school at either
Pine or Finley Elementary
schools.
In an article that was published in the Holtville Tribune on
April 2, 1965, the Holtville
Tribune headline announced
"Valley's Most Modern School
Opens For Holtville Students
Next Monday".
The article went on to say,
"The most envied students in
Holtville, among the 1800 or so,
are the 300 enrolled at the new
Junior High. Quite the most modern school plant in the Valley, the
new junior high was built at a
cost of $750,000 - mainly in state
aid money.
It has everything a teacher
and student could wish for: completely equipped shop facilities
for teaching crafts of all kinds;
band room with individual practice cubicles; art room complete
to lapidary equipment and individually adjustable drawing
boards; shower facilities with
temperature controlled showers
for 64 with a master valve operated by the PE instructor; library;
cafeteria; 2 tennis courts, 6 basketball courts and 6 combination
badminton-volley ball courts.
And best of all, there is room
for expansion.
The Finley Elementary
school and the junior high will
open Monday with grades 1 & 2
beginning at 8:45 and grades 3 -8
beginning at 8:30, according to
Elmer Magin, principal of both
schools."
