UTCA Infrastructure Bank
Legislation Is Re-Introduced
Briant Scholarship
Application Available
Legislation establishing a State Transportation & Energy
Infrastructure Bank, a UTCA initiative and landmark measure,
was pocket vetoed last month by Governor Christie. The
bill was not approved before the Constitutional deadline of
noon on Jan. 21st, causing the measure to die. As a result,
New Jersey will not be prepared to receive new federal
funds, nor can the state accept private investment, for the
financing of new road, bridge, and energy related projects
as was made possible under this legislation.
Association members are alerted that
applications for this year’s Robert A.
Briant, Sr. Memorial Scholarship are
now available from the UTCA office
and website. This annual $14,000.00
award is presented to a graduating
high school senior who is a dependent
of a member employee. The deadline
for submitting completed applications
is April 25.
The Governor is not required to provide a veto message
explaining this decision since it falls within the “lame duck”
session of an expiring Legislature. Association representatives
have reached out to the Administration for an explanation,
but so far the reasoning behind the decision to allow such
an important industry bill to die is unclear. Both legislative
sponsors, Assemblyman John Wisniewski and Senator Bob
Gordon, have reintroduced their respective bills. Several
stakeholder meetings are scheduled to address criticism of
the legislation and to build a larger coalition of supporters.

scholarship. Please make a copy of
this Announcement available to your
employees as soon as possible.
However, in the Governor’s budget address, infrastructure
investment was not mentioned. Your association leadership
will continue to push for a sustained and stable source of
funding for our industry.
UTCA also provides two scholarships
annually at the New Jersey Institute
of Technology and an additional
Scholarship
in
the
Construction
Management Graduate Program at
Stevens Institute of Technology.
PEC/NJ To Honor
Gerard Burdi
This year on May 2nd the Professional
Engineers In Construction will honor
Gerard Burdi at its Annual Bonhag
Dinner which will be held at IL Villaggio
in Carlstadt, New Jersey. The award
designates Burdi as the Constructor
of the Year for the group. Last year’s
winner of the Constructor of the Year
Award was Jack Murphy.

UTCA Conducts Numerous
Safety & Professional
Seminars
The last two months have been
particularly active for UTCA as it
conducted 16 safety and business
development seminars during this
timeframe. Safety sessions included
Traffic Control Coordinator, Flagging,
Trenching, Excavation & Competent
Person, Crane Standard Signaling &
Rigging, OSHA 10 Hour and Confined
Space Safety.
The professional
development
seminars
included
Improving Construction Productivity,
Productivity Essentials For Foremen,
Advanced Leadership Development,
Equipment Manager Training and
Project Execution Training. In addition,
the association held a seminar which
focused on NJDOT Specification
Challenges & Changes.
On February 27, UTCA also conducted
its Annual Comprehensive Safety
Seminar which featured an address
by Kris Hoffman, OSHA Parsippany
Area Director. A nationally recognized
safety and motivational speaker, Eric
Giguere, was the principal speaker at
the seminar.
UTCA has an extensive DVD and video
safety library that is available to all
members.

completed 90 years in construction
while WithumSmith+Brown is celebrating 40 years in business.

Engineer’s Group To Honor
The Late Robert Briant, Sr.
The American Council of Engineering Companies will
present a Special Recognition Award to the family of
Robert A. Briant, Sr. at the group’s 43rd Engineering
Excellence Awards Banquet which will be held on March
12, 2014 at Forsgate Country Club. Briant was chosen
for his outstanding accomplishments to the engineering
profession, construction industry and community.
Robert Briant, Sr. served the UTCA and the construction
industry for 40 years before his passing in February of 2013.
Silvi Concrete Promotes Zach Rich
To Director Of Concrete Sales
The Silvi Group of Companies announced that Zach Rich has
been promoted to Director of Concrete Promotion/Sales.
Zach Rich joined Silvi Concrete in May of 2006 as a Territory
Sales Manager and quickly progressed to the position of NJ
Regional Sales Manager. In this role, Zach maintained his
own territory while developing a strong sales team for Silvi
Concrete’s NJ operations.
In his new role as Director of Concrete Promotion/Sales, he will
be allocating more of his time to expanding the Silvi Concrete
Parking Lot/Paving Promotion Program, while continuing to
manage the NJ concrete sales team.

NJ Construction Lien Law Seminar
A seminar on the NJ Construction Lien Law will
take place on March 28, 2014 at the Holiday Inn
in Somerset, NJ. The seminar will be conducted by
Peter Liloia, III. Mr. Liloia is a licensed attorney and a
graduate civil engineer with 30 years of experience
in heavy, highway and building construction.

An annual $14,000.00 grant available to graduating high school
seniors who will attend college in September 2014.
The grant will be presented to an academically successful senior
who has been judged to have contributed the most to the success of
their school, fellow students and/or community.
Service on behalf of others is one of the criteria for consideration
by the Scholarship Selection Committee.
** Please note this scholarship is available to students of Collingswood High School,
Wildwood Catholic High School as well as dependents of employees of dues paying UTCA
members.
