Introduction
Submission of Proposals
The Ministry of Education (MOE) has given a mandate to the
Education Facilities Company Limited (EFCL) to construct Six
Hundred and One (601) Early Childhood Care and Education
(ECCE) Centres throughout Trinidad and Tobago by the end of fiscal
year 2012. Education Facilities Company Limited (EFCL) hereby
invites suitably qualified and experienced local, regional and
international contractors, firms and joint ventures to submit
completed Pre-qualification Documents for the Construction of
Early Childhood Care and Education (ECCE) Centres. Invitations to
tender will be invited in packages of two (2) three (3) and five (5)
centres.
The completed Pre-qualification Document must be submitted in a
sealed envelope and addressed to:

Submission of applications is open to all local, regional and
international contractors, firms and/or joint ventures. Evaluation
will be based on historical contract non-performance, financial
capacity, experience, labour requirement, plant and equipment
requirement and client references. All Applicants who have satisfied
the pre-qualification criteria will be invited to tender.
Completed Prequalification Documents are to be submitted in sealed
envelopes during normal working hours, but no later than 2:00 p.m.
on Wednesday, December 2nd 2009. Late submissions will not be
considered.
Viewing and/or Purchase of Documents
The Education Facilities Company Limited will not be responsible
for any cost incurred by any Applicant in the preparation and
submission of the Pre-qualification Document and reserves the right
to cancel the present Invitation to Pre-qualify in its entirety or even
partially, without defraying any cost incurred by any Applicant.
The Pre-qualification Document will be available for viewing and or
purchase from Friday November 13th 2009 at the Education
Facilities Company Limited, Second Floor, Long Circular Place, #74
Long Circular Road, Maraval, between the hours of 10:00 a.m. and
3.00 p.m. Mondays to Fridays, except on public holidays.
Applicants may purchase the Document upon payment of a
non-refundable fee of Three Hundred Trinidad and Tobago Dollars
(TT$300.00) or Fifty United States Dollars (US$50.00) by
CERTIFIED CHEQUE ONLY, in favour of EDUCATION
FACILITIES COMPANY LIMITED.
Pre-Tender Meeting
Applicants are invited to attend a Pre-Tender Meeting, facilitated by
the Education Facilities Company Limited on Tuesday November
17th 2009 at 10.00 a.m., at its Office located at Second Floor, Long
Circular Place, #74 Long Circular Road, Maraval, Trinidad, W.I. At
this Pre-Tender Meeting, Applicants will be guided through the
process for completion of the Pre-qualification Document.

Limitations/Reservations
Applicants are totally responsible for preparation and submission of
their Pre-qualification Document.
Clarification of the Document
Enquiries regarding this Invitation to Pre-qualify should be
