Northern Virginia Veterans Care Center Site Selection
On June 1, 2016, Virginia Governor Terry McAuliffe announced that the Commonwealth has
chosen a site in Fauquier County as the location for a new Veterans Care Facility. The facility
will be located in Vint Hill, the former U.S. Army installation that is transitioning to a multipurpose commercial and residential center. Fauquier County, the Vint Hill Economic
Development Authority (VHEDA) and Vint Hill Village, LLC, are collaborating to donate a 30acre site for the project. The Commonwealth chose Fauquier County based on a proposal
submitted by the Fauquier County Department of Economic Development in July 2015.

In May 2016, Vint Hill Village, LLC marked its two-year anniversary as Vint Hill’s Master
Developer and steward. Since acquiring the majority of Vint Hill’s remaining undeveloped land
from VHEDA in 2014, Vint Hill Village has advanced the authority’s mission to create a thriving,
mixed-use business and residential hub in eastern Fauquier County. Working with county
leaders, the VHEDA (which continues to play a role in shaping Vint Hill), and the community,
Vint Hill Village continues to lead the effort to transform Vint Hill into a regional hub and job
creation center. A variety of businesses and organizations have put down roots at Vint Hill in the
last several years, including a farm-to-table grocery store, community college, beauty salon,
custom cabinet-maker, brewery, and winery. Dozens of others have offices in Vint Hill, and more
businesses have made plans to locate in the growing community.
Early History of Vint Hill
The first recorded deed listing Vint Hill is dated 1772. The property got its name from the
vineyards that grew on it during its early years. During the civil war, when the property was a
sheep and cattle farm owned by Andrew Low, several civil war battles took place on or around
Vint Hill. Low, a British citizen, flew a Union Jack flag over the farm throughout the war to signal
his neutrality. In 1911, Mitchell Harrison bought the property and transformed it into a country
estate, doubling the existing house that is now the Inn at Vint Hill, a popular special events and
wedding venue. In 1942, the Harrisons sold the property to the U.S. Army, setting Vint Hill up for
its next chapter.

The U.S. Army’s Signal Intelligence Service (SIS) established Vint Hill Farms Station as a
cryptography school and intelligence-gathering station. In June 1942, the first soldiers of the 2nd
Service Battalion arrived. A large barn on the property—now the Vint Hill Craft Winery—served
as SIS’s first listening post. Vint Hill served a key intelligence-gathering asset for decades,
undergoing a significant expansion during and after the Korean War. In 1973, the installations’
focus shifted to research, development, and support of intelligence and electronic warfare. The
1993 Base Realignment and Closure Commission recommended that Vint Hill be closed as part
of Department of Defense’s broad, post-Cold War streamlining effort. At the time, it employed
2,700 military personnel, civilians, and contractors. Vint Hill Farms Station was Fauquier
County’s largest employer and functioned as a de facto thriving small town. Vint Hill Farms
Station officially closed on September 30, 1997.
The post-Army Years Under VHEDA
The Vint Hill Economic Development Authority (VHEDA) was established through
Commonwealth of Virginia legislation. VHEDA took title to the former Vint Hill Farms Station in
1998 with the legislative mandate to redevelop the property to create new jobs, tax revenue, and
a sense of place in eastern Fauquier County. VHEDA reached a consensus with the County on
a redevelopment plan and rezoned the property in late 1999. The rezoning allowed for a
planned commercial/industrial district and planned residential development. As the Master
Developer, VHEDA made strides to accomplish its mission set forth under the rezoning by
installing new infrastructure facilities and selling various portions of the property for residential,
commercial and industrial uses. Throughout 14 years, the EDA invested over $24 million in
infrastructure and building rehabilitation at Vint Hill without the support of federal, state, or local
funding. Under VHEDA’s leadership, Vint Hill attracted several high-profile organizations,
including the Federal Aviation Administration, which opened a major air traffic control facility at
Vint Hill in 2011. In May 2014, VHEDA sold the majority of its remaining property in Vint Hill to
Vint Hill Village, LLC.

Events, Business Growth Creating Community Feel At Vint Hill
Fall Festival, Block Parties, New Shops Help Add To Community’s Evolution
Vint Hill, Virginia – The sight of several thousand people congregating around over 100
vendors and a stage full of local musicians, singers, and dancers last September was, in many
ways, a major milestone for Vint Hill. The scene that played out at the inaugural Vint Hill Fall
Festival underscored that the former U.S Army Base is becoming the focal point of a
community--a gathering place for locals and a destination for people looking for a place to spend
the day.
Establishing Vint Hill as a community hub was the primary focus of Vint Hill Village, LLC’s
second year of stewardship at the property. The ownership group bought more than 200 acres
at Vint Hill on May 22, 2014, and immediately set out to create a sense of place and purpose
amid the historical property.
“The past year has seen a series of significant steps as we work toward our goal of creating a
Main Street community in the heart of Vint Hill,” says Ed Moore, Vint Hill Village, LLC president.
“Our events, including the fall festival and this year’s block parties, are great examples of how
Vint Hill can be a community gathering place, while the progress of shops and retail outlets
continue to draw visitors and customers. We’re very encouraged by what’s happening here
every day.”
The inaugural Vint Hill Fall Festival, held Sept. 26, 2015, surpassed all expectations, with an
estimated 4,000 people attending the free, public street festival along Aiken Drive. The event’s
success set the stage for a much-anticipated annual event; this year’s festival takes place on
Sept. 24.
Leading into this year’s festival are monthly block parties, which started in April. The Friday
evening events bring food trucks and local entertainment to Vint Hill for an outdoor party, giving
the community a family-friendly entertainment option one Friday per month. More information on

property’s businesses are playing leading roles in creating a Main Street feel. Old Bust Head,
arguably Vint Hill’s de facto town hall, continues to draw customers and add options to its everexpanding menu of beers and sodas. At the end of 2015, Vint Hill Village, LLC, in partnership
with the county’s Department of Economic Development and Lord Fairfax Community College,
donated space to the Fauquier Enterprise Center, the county’s third incubator. Green Maple
Market, among many others, just celebrated its first anniversary, while the Vint Hill Craft Winery
announced extended summer hours. Iva Bella Salon, also in its second year at Vint Hill, recently
acquired its neighbor, Simply Pure, adding the all-natural skin care products to its portfolio. Vint
Hill Coffee, a café-style coffee shop, will be open within weeks, bringing one of the most
requested destinations to the community. UVA Community Credit Union is another new Vint Hill
business, having merged with Northern Piedmont Community Credit Union and consolidated its
branding under the UVA Community Credit Union umbrella.
“Seeing businesses establish themselves is a promising sign that we’re headed in the right
direction,” Moore says. “Successful businesses mean more options for local residents, and they
also contribute valuable tax revenue that can be used to expand public services. This is the
fabric that is part of any thriving community.”
As businesses continue to establish roots at Vint Hill, infrastructure improvements continue. In
mid-April, the latest phase of road improvements started. Specific steps include completion of
Vint Hill Parkway and Farm Station Rd (formerly Watson Dr.) plus the complete rehabilitation of
Kennedy Rd. and Finch La. within the borders of Vint Hill.
The $11 million project will mean better traffic flow within and around Vint Hill, improving access
to such popular destinations as the Vint Hill Dog Park, the Vint Hill Theater on the Green, and

Next Phase of Road Construction Ready to Move Forward at Vint Hill
Vint Hill, Va. — The next phase of an ongoing series of road improvements in Vint Hill is set to
get underway this month following approval of an agreement between the Fauquier County Board of
Supervisors, Vint Hill Economic Development Authority (EDA), and Virginia Department of
Transportation (VDOT) to approve and fund the project.
The latest phase is an $11 million project, including design, utility relocation, and road
construction. The Board of Supervisors on March 10 voted unanimously to authorize the latest round
of construction contracts to begin the next phase of road construction at Vint Hill.
The Board authorized just over $9 million in contracts to manage, build, and inspect the next
phase of roads, which includes the completion of Vint Hill Parkway and Farm Station Rd (formerly
Watson Dr.) plus the complete rehabilitation of Kennedy Rd. and Finch La. within the borders of Vint
Hill. The project will bring Kennedy Rd. and Finch La. up to VDOT standards, meaning it will join Vint
Hill Parkway and Farm Station Rd. as roads maintained by VDOT.
“These road improvements are a significant boost to one of Scott District’s key areas for
attracting new businesses,” said Scott District Supervisor Holder Trumbo. “Enhancing our service
district infrastructure fits with our county-wide plan to preserve open space while still planning
prudently for demand.”
The project is funded by a State Revenue Share Grant, which provides 50% of the funding.
and the Vint Hill EDA, which will provide the 50% local match funding. Fauquier County will
administer the project and act as the conduit for the funding.
The project, which is slated to be wrapped up by 2018, will greatly improve traffic flow within
and around Vint Hill, improving access to such popular destinations as the Vint Hill Dog Park, Green
Maple Market, Old Bust Head Brewery, Vint Hill Craft Winery, and the Fauquier Community Theatre.
The upgraded roads will also help stimulate growth at Vint Hill, attracting businesses that will benefit
from the improved infrastructure.
Other roads projects planned for Vint Hill include improving Aiken Drive, Vint Hill’s future “Main
Street.” These investments in infrastructure will position Vint Hill to help bolster the much needed
commercial tax revenue base in Fauquier County.
“Investments like this are key to stimulating economic growth, especially within Fauquier
County’s designated service districts,” said Fauquier County Board of Supervisors Chairman Chris
Granger. “These infrastructure improvements will bring Vint Hill one step closer to a long-established
vision of transforming the former U.S. Army base into a carefully planned mixed-use community that
serves the New Baltimore Service District and the surrounding areas."
This is the second phase of road construction funded by a 50% state grant and 50% by the
Vint Hill EDA. Once this project has been completed, the Vint Hill EDA will have invested over $7
million in road design and construction at Vint Hill over the last four years as part of this program.
The Vint Hill EDA recently sold much of the property it owned at Vint Hill to Vint Hill Village,
LLC which will donate the right-of-way for the new and rehabilitated roads.
The Vint Hill EDA has also committed to invest an additional $2 million towards the
construction of a waste water pump station at Vint Hill which will provide public sewer to the
previously undeveloped northern area of Vint Hill.

Leadership Fauquier Receives Community Development Grant,
Selects Vint Hill as Site Location
Vint Hill, Virginia – Participants in Leadership Fauquier’s experiential community awareness
program visited Vint Hill on March 8 to work with New York-based nonprofit Projects for Public
Spaces (PPS) on envisioning a community with a strong sense of place. The collaboration with
PPS was funded by the PATH Foundation (formerly the Fauquier Health Foundation), a grantmaking nonprofit organization in Warrenton.
PPS is a planning, design and educational organization devoted to helping people create and
sustain public spaces that build stronger communities. Its “Placemaking” approach helps
citizens transform and rejuvenate their public spaces to highlight local assets and serve
common needs.
Kirsten Dueck, senior program officer of the PATH Foundation and a member of the
Placemaking Leadership Council, helped bring PPS to Vint Hill. Dueck was selected to
participate in Leadership Fauquier’s 10-month leadership program, and through her connection
with PPS, coordinated the educational opportunity for her class.
Daphne Latimore, executive director of Leadership Fauquier, explained how the program
bolsters ongoing efforts to educate and grow strong leaders in Fauquier.
“The Leadership Fauquier framework is designed to build community awareness,” said
Latimore. “Our focus is to connect and engage our participants so that they will go back into the
community and advocate for its healthy growth. The PPS model is a perfect complement to what
we’re trying to achieve.”
Vint Hill was chosen by program participants as the venue for the PPS Placemaking exercise,
and will soon join the list of 3,000 communities served worldwide by the organization.
“PPS leads participants through a series of exercises to help them consider what creates a
sense of place and community,” said Dueck. “Vint Hill is the perfect setting for this exercise
because it has the framework of a traditional community. It has charm, but it’s not completely
fleshed out yet. It presents an interesting opportunity to start a creative train of thought.”

Vint Hill Fall Festival Sees Excellent Turnout
Vint Hill, Virginia – The first annual Vint Hill Fall Festival drew approximately 4,000 people
together in a new seasonal tradition celebrating local businesses and the historic chapters of the
Vint Hill property in a community-unifying event. All proceeds from the event, held September
26, benefit Leadership Fauquier, a local nonprofit organization that builds leaders in the
community.
Thanks to the event’s 15 sponsors, the historic property and former Army base was transformed
into a walkable street festival complete with 100 vendors and food trucks and 14 live performers.
The Fall Festival’s goal was to showcase Vint Hill both as a vibrant business district and cozy,
family-friendly community. Organizers had initially planned for 50 vendors and 2,000 attendees;
the event doubled those expectations.
“We are beyond impressed with the dedication and excitement of everyone who came out to the
festival,” said Ed Moore, president of Vint Hill Village, LLC. “It was more successful than
anything we had dreamed of. It’s clear that this is something the community is interested in, so
we’re going to work hard to make it an unforgettable annual tradition.”
Businesses in the master-planned, mixed-use community capitalized on the festival’s popularity.
Vint Hill Craft Winery experienced more than double their regular sales.
“I know several of us had a blockbuster day,” said Jennifer Goldman, general manager of the
winery. “We had feedback all weekend long from people who had such a great time at the
event.”
Kathy Holster, owner of Green Maple Market, agreed. “It was really fun and exciting to welcome
so many people to our community. What an extraordinary day for my little place!”
Event organizers stayed true to their commitment to a family-friendly experience: children of all
ages enjoyed a honeybee demonstration by Sweet Virginia, an educational nonprofit based in
Reston. A variety of animals from Ponies Plus and Half Moon Petting Zoo also joined the scene.
Throughout the day, 14 entertainment groups performed from two stages. Guests appreciated
acts like the Fauquier Community Band and a short performance from Fauquier Community

Theater’s cast of Mary Poppins, which opened at the theater on October 2. Colleen Shumaker,
emcee for the Main Stage on Aiken Drive, was impressed by the various local performers.
“Our community is bursting with talent! A festival like this is the perfect way for neighbors to see
and support the local arts,” said Shumaker. “The day was a celebration of all the fantastic
offerings in Fauquier County.”
Plans are already underway for next year’s Vint Hill Fall Festival, which will be held on
September 24, 2016. Families can expect even more vendors, food trucks and entertainment
selections.
“More than anything, we are happy to give our proceeds to Leadership Fauquier, which is doing
amazing things for our community,” Moore said. “Good things are happening, and I’m humbled
to be a part of it.”

First Year of New Vint Hill Ownership Delivers Results
Vint Hill, Va. -- The blossoming hub of Vint Hill, Virginia, has come a long way in the last year,
but the work to reshape the property into the focal point of a balanced yet thriving work-life
community has only just begun, the property’s owners and caretakers say.
On May 22, 2014, a team led by Ed Moore purchased the majority of Vint Hill from the Vint Hill
Economic Development Authority, which was set up to transform the former U.S. Army base into
a privatized community asset. The new ownership, working under the Vint Hill Village, LLC
(VHV) banner, pledged to continue Vint Hill’s transformation into the centerpiece of a vibrant,
sustainable community that builds on what is already there. One year into the project, they are
making good on that pledge.
“We’ve had an outpouring of support from the community, offering their suggestions on how the
project should evolve,” said Moore, president of VHV. “Many businesses have backed their
support with commitments, from leases to outright land and building purchases. These steps are
helping create the vibrant community that we envision for Vint Hill—one that weaves together
the best of small-town living and commercial opportunities to create both a destination for
visitors and a comfortable place that its residents can call home.”
Changes at Vint Hill during the last year range from small to significant. Residents and business
owners asked to clean up the property, and for better signage and a more thorough landscaping
program, and the Vint Hill team delivered. More reliable telecommunications service was
secured through a deal with a major service provider. Renovations of existing properties,
including building demolitions, and the road system began before the purchase, and continue
today.
Such seemingly tiny details helped lay the groundwork for larger ones, including the first official
land sale under the new ownership, to the Triumph Baptist Church. Lord Fairfax Community
College selected Vint Hill as its third location and second satellite campus, launching its first

community meetings during the year, and solicits constant feedback both directly and via
VintHillVision.com, which was set up to help foster discussion about the property’s evolution.
Perhaps the most notable change of all: adding the “Vint Hill” designation as a recognized
postal address. The move, approved by necessary authorities including the U.S. Postal Service
and Fauquier County officials, establishes the 700-acre area once known as Vint Hill Farms
Station as “Vint Hill, Virginia,” and gave businesses and residents the option of using the new
name in their official postal addresses.
“While we take great pride in Vint Hill’s progress during the last year, we’re also excited at the

Vint Hill Set to Emerge as Vibrant Hub of New Baltimore Community
The progression of Vint Hill into the vibrant center of the New Baltimore area took a significant
leap forward this year as a team with deep local roots, and extensive experience creating
communities with a sense of place, purchased the majority of the picturesque property from the
Vint Hill Economic Development Authority (VHEDA).
Vint Hill's new ownership is committed to transforming the historic property into a charming
locale anchored by a small town main street complete with shops, eateries and services that
support the surrounding community. Vint Hill will become the focal point of New Baltimore,
offering everything a small community needs to thrive: office space for local job creation, a
growing commercial tax base, retail stores, restaurants, cultural attractions and a variety of
homes. Most importantly, the new elements will fit in seamlessly with the existing community,
allowing for progress without altering the historical area's character and rural aesthetics.
