ELIGIBILITY
Registration is open to all current MTOA members and pre-registration IS MANDATORY for participation at
the Conference. The MTOA Annual Conference is NOT just for SWAT Officers! You DO NOT have to be
assigned to a tactical/SWAT unit to receive the full benefit of the Conference. If you are not a current member
of the MTOA, but wish to participate at the Conference, you must make application prior to the commencement date of the Conference. If you are not already an MTOA member, a 1 year free membership comes with
the 2015 registration fee. The MTOA will expedite your paperwork and process your MTOA membership as
quickly as possible.
REGISTRATION FEE
The registration fee for attendance at the Conference is only $175.00. Registrations must be completed and
submitted by mail, or via paypal on the MTOA.org website:

Acceptable forms of payment will include check, money order, agency purchase order, DOJ voucher, or credit

The registration fee will include: attendance at the Conference, Vendor Show (Tuesday), and the Conference
banquet (Tuesday Evening). Each attendee must submit a registration form. Walk-in registrations WILL NOT
be accepted during the Conference. If for some reason a pre-registered attendee is unable to attend, substitutions

All firearm training blocks will require each attendee to wear a ballistic vest, wrap around eye protection and
hearing protection. Soft insertable ear protection can be used in conjunction with the ear muffs, but NOT in lieu

CONTINUING EDUCATION
All attendees will receive credit for continuing education through MCOLES - Michigan Commission of Law
Enforcement Standards, if applicable. The MTOA will provide a Conference Certificate for each attendee.

1-day Carbine is a fast paced course
designed to give students not
only the technical but the practical
understanding
of
the
effective
techniques currently used by the
highest level of special operations and
specialized law enforcement.
The CTT-Solutions rifle program of
instruction is designed to give shooter
specific answers based on operational
experience of multiple vetted military/
LE sources, testing and historical
data. All techniques taught are highly
efficient and effective in the use of a
rifle for combative engagements as
opposed to sport shooting. The course
requires the extensive use of steel
targetry to accomplish rapid gains in
skills with instant feedback as well
as approximately 250 rounds of rifle
ammunition per officer. The high round
count and the use of steel give the
shooter time and apparatus to refine
his/her shooting technique based on
the principles taught.

civilian contractor.

of AR-15/M-16 armorer – it covers the
AR-15/M-16 platforms and provides
instruction on how to diagnose and
repair malfunctions, return firearms to

more. Armorer training classes are a
mixture of classroom instruction and
hands-on exercises, enabling each
student to achieve a high degree of
proficiency with the topics covered.

This block of instruction will consist of
armored vehicle live fire maneuvers,
with suppressive fire and target
specific platforms, rescue operations,
weapon system considerations, legal
and liability considerations and tactical
strategy applications. Exercises are
designed to build operator confidence
while conducting live fire exercises and
rescue operations while riding in, as
well as dismounting from an armored
vehicle while deploying on a scene or
performing a rescue.
EQUIPMENT NECESSARY:
Full duty or call out gear, duty rifle and
pistol, 3 magazine for each weapon
system, proper clothing for all weather
conditions, approximately 200 rnds
handgun, 300 rnds Rifle ammunition for
each firearm, eye and ear protection,
baseball style hat.
INSTRUCTOR BIOS:
Steve Mescan is a twenty-one year
veteran of the Pittsburgh Police
Department and is currently assigned
to the SWAT Team. He has been
assigned to the SWAT Team since 1999
and was assigned as the lead trainer
in 2000. His instructional background
includes defensive tactics, firearms,
law and liability, use of force and all
facets of SWAT operations. Steve has
testified as an expert in SWAT related
cases and has worked with other
officers in his department regarding the
evaluation of officer involved shooting
and use of force. Steve is one of three
assigned training team members and is
responsible for monthly SWAT training

as the Eastern Regional Director for

Sam Todd has 25 years government
LEO, military, and private sector
instructional training for the end user
through Train the Trainer level in tactics

Contract Trainer for numerous training
groups and state tactical associations
during this time frame and remain
current with the tactical evolution during
this time period. As the past state tactical
association leader, the organizational
operation and planning and conducting
training conferences and events during
the thirteen years in the position. As the
Editor of group’s periodical reviewing
and collecting material and advertising
as well as the distribution mission was
one of the many roles with the era.

INSTRUCTOR BIO:
Jared has been a law enforcement
officer with the Jacksonville Sheriff’s
Office since 2001 and has been an active
member of S.W.A.T. since 2004. Jared
is currently assigned as a Detective in
the Department of Homeland Security/
Gang Investigations Unit, and he is the
lead firearms instructor for the SWAT
team. Jared has been involved in the
successful resolution of over three
hundred S.W.A.T. missions, including
several lethal force incidents.
For his actions in a January 2008
shooting, he was awarded The
President of the United States “Medal
of Valor”, American Police and Hall
of Fame’s “National Police Officer of
the Year”, Fraternal Order of Police’s
“Florida Police Officer of the Year”, and

Chris Periatt is a 6+ year veteran
of the United States Marine Corps,
(Special Operations Capable), and
served during Operation Desert Shield
/ Storm. Chris was an Assault Section
Squad Leader within a Weapons
Platoon. Chris was an expert shooter
receiving his 4th award expert rifle
and pistol badges while serving. Chris
has been a full time certified Police
Officer for over 21 years. Chris began
his career as a member of the Detroit
Police Department Tactical Services
Section. After only 18 months he was

actively instructs in the Oakland County
Corrections Academy. As an instructor,
he has been involved in the interdepartment training of Active Shooter
Response and Subject Control while
maintaining certifications in operations
of Distraction Devices and Pepperball
application.
Deputy Matthew Thick has been
employed with the Oakland County
Sheriff Office since July 19, 2004. Prior
to that he was employed with the Lapeer
County Sheriff Office where, amongst
other defense classes, was trained
in Jiu-jitsu style defense techniques.
He has been a member of the Cell
Extraction Team for over nine years,
five of those years as a Team Leader.
He went on to become a Corrections
Training Officer for new recruits as
well as an instructor in PPCT’s Ground
Avoidance/Ground Escape system. His
ground defense techniques have made
him an integral part of the Oakland
County Corrections Academy’s Police
Endurance Survival Training and his
prior training in building clearing, active
shooter response and Pepperball
operations demonstrate his overall
diversity to the profession.

Principles of Urban Conflict (Team
Tactics)
In this block of instruction we will discuss
the assault philosophy as it pertains to
hostage rescue, active threat, and the
deliberate assault. We will also cover
tactics for each of your different mission
profiles.
I will cover the different
tactics that can be utilized based on
your team’s missions and the reasons
for choosing a specific method or a
combination of said tactics. The tactics
in the block of instruction have been
battle proven by Special Operations
forces within Tier One organizations.
Other subjects that I will discuss
includes the use of the tactical callout,
handling potential suicide bombers,
and team and individual actions when
encountering an Improvised Explosive
Device (IED).
INSTRUCTOR BIO:
Robert Trivino is retired from a long
career in the US Army. During his
time on active duty he was assigned
to various units including the 18th
Airborne Corps Headquarters and the
75th Ranger Regiment; he spent most
of his time assigned as an operational
member of the United States Army
Top-Tier Unit. Rob has extensive war
and peacetime leadership and tactical
experience, leading small teams up
to platoon and larger elements in
combat at the ground tactical level.
His final assignment before retirement
afforded him the opportunity to work
at higher levels, including interaction
with Pentagon staff members. Upon
retirement Rob spent two years
working for Viking Tactics Inc. as a
primary instructor teaching firearms,
tactics, and leadership primarily to law
enforcement and military personnel.
In January of 2012 Rob created
Evergreen Mountain, LLC, a training
entity specializing in all aspects of
conflict andleadership.

Steven R. Watt (Randy) is the President
of SRW, Inc., (www.srwsplops.com),
a training and consulting business he
started in 2008. SRW, Inc. provides
Leadership, Business Development,
Safety/Security,
and
Special
Operations training and services to
select client organizations. Clients of
SRW, Inc. include the Swanson Tactical
Training Center, Presidio Group, Akirix
L.L.C., Northern Wasatch Association
of Realtors, OSS Suppressors,
Accushape Armor, L.L.C., Morgan and
Weber School Districts, numerous
U.S. military and law enforcement
organizations, and other local and
national organizations. Randy holds
a Master of Strategic Studies Degree
from the U.S. Army War College, a
M.B.A. from the University of Phoenix,
a Bachelor of Police Science degree
from Weber State College, and is a
graduate of Session 191 of the F.B.I.
National Academy.
Randy retired from the Ogden Police
Department, Ogden, Utah, in October
of 2011. At the time of retirement he
was serving as Assistant Chief of
Police, with thirty-two years of service
in a multitude of assignments and at all
levels of supervision and leadership.
Chief Watt is a recipient of various
medals and commendations, including
the department’s Medal of Valor (twice
awarded). A long-time member of the
Ogden/Metro S.W.A.T. Team, Chief
Watt has extensive experience in
tactical operations, ranging from highrisk warrant service to hostage rescues.
Chief Watt is a nationally recognized
expert in the field of law enforcement
special operations and counterterrorism.
He is involved with
projects supporting the Department
of Homeland Security (DHS) and the
National Institute of Justice (NIJ). He is
an expert witness on Law Enforcement
use of force and counter-terrorism.
He is a lead instructor for the National
Tactical Officers Association (N.T.O.A.)
in a variety of S.W.A.T. Leadership and
Terrorism courses, and is a regular
presenter at the N.T.O.A. Conference,
as well as at various state S.W.A.T.
Association conferences and training
events. He is the past author of
the “On Leadership” column for the
N.T.O.A’s Tactical Edge magazine.
Prior to the 2002 Winter Olympics in
Salt Lake City, Utah, then-Lieutenant
Watt, was co-chair of the Tactical
Response Sub-Committee and spent
three years studying terrorism, writing
the tactical response plan for protection
of the Olympic Games, and conducting
security assessments for Olympic
venues. Chief Watt has taught hostage
rescue tactics and techniques to
foreign military and police units and is
a consultant to myriad local, state and
federal tactical units. He is an instructor
at Gunsite Academy in Paulden, AZ.
Randy is also a Colonel in the Utah Army
National Guard, currently assigned
to the Joint Forces HQ. From June,
2011, to December, 2013, he was the
Commander of the 19th Special Forces
Group (Airborne), commanding 2200
Special Forces soldiers located across
9 states. With 32-years of active duty
and reserve Special Forces experience,
he is a graduate of numerous Special
Operations courses and schools, and
is a Master Parachutist and Military
Free-Fall Parachutist.
Leadership
schools include the Infantry Officer’s
Basic/Advanced Courses, Combined
Arms Service and Support School,
Command and General Staff Officer’s
Course, and the resident U.S. Army
War College.
Colonel Watt’s combat service includes
year-long tours of Afghanistan, 20012002, Iraq, 2006-2007, and Iraq again
in 2010 through 2011. All assignments
were at leadership levels of counterterrorism units. As a result of his service,
he received the Bronze Star Medal with
“V” device for valor in combat, three
Bronze Star Medals for meritorious
service in combat, the Combat
Infantryman’s Badge, the G.W.O.T.
Expeditionary and Service Medals, the
Afghanistan Campaign Medal with two
stars, the Iraq Campaign Medal with
three stars, and the Joint Meritorious
Unit Award. He was featured in the
March, 2003, ABC television special
Profiles From the Front Lines, and the
August, 2003, issue of Men’s Health
magazine. He is the author of “One
Warrior’s Creed.”

John is a police officer with the
Orland Hills Police Dept. (IL.) and has
over 24 years of experience in Law
Enforcement. He has previously served
as a patrol officer, FTO and firearms
instructor with Chicago PD. He is a
recipient of the Award of Valor, Silver
Star for Bravery, Distinguished Service
Award and numerous department
commendations and awards for his
actions in the line of duty, including the
1998 and 2005 Police Officer of the
Year Award. John is founder and CEO
of Spartan Tactical Training Group, LLC
and serves as a Board Member with
the Indiana SWAT Officers Association
(ISOA). He has also presented as
a guest instructor with the following
organizations; ASLET, GTOA, IALEFI,

the shields in an operation with great
mobility, flexibility and accuracy without
risk of malfunctions to the weapon
system. Operators will learn to adjust
and deploy the shield in any environment

hands and fight in an offensive mode
with both weapon systems (RIFLE and
