SENSITIZATION PROGRAMME CUM WORKSHOP ON E-GOVERNANCE FOR GARO
HILLS DISTRICTS, MEGHALAYA
Tura, June 10 2013: NIC, Meghalaya State Centre organized Series of Workshops on various eGovernance Programme where a Team of Officers from NIC Meghalaya State Centre headed by SIO
camped at Tura for two days.
A Sensitization Programme was organized by National Informatics Centre (NIC), Meghalaya
State Unit in collaboration with the West Garo Hills District Administration at DRDA Conference
Hall Tura. The Programme was inaugurated by the Hon’ble Chief Minister of Meghalaya Dr. Mukul
M Sangma, in the presences of many dignitaries, the Parliamentary Secretary, PHE Noverfield Marak,
Parliamentary Secretary, Water Resources, Ashahel D Shira, former Chairman, Tura Municipal
Board, K C Momin, former CEM GHADC, P K Sangma, West Garo Hills Deputy Commissioner,
Pravin Bakshi, IAS, State Informatics Officer NIC Meghalaya, Shri. T Dkhar STD, NIC officers of
Meghalaya, heads of different line departments, senior citizens, and members of NGOs. The welcome
and opening address was made by the Deputy Commissioner, Pravin Bakshi, IAS. During the
inaugural address the Chief Minister Dr. Mukul M Sangma, said that Meghalaya is one of the first few
states in the country to put in place the core infrastructure for the initiative of e-governance, and today
we are one of the few states to have established the SWAN, the SDC, the CSC and the SSDG, and
what is required to be done now is to optimally utilize and pass on these benefits to the citizens, to
serve the people more effectively and in a much more transparent manner, to ensure that
implementation is not just at the district level but to extend beyond the block to the village level as
well. Emphasizing on the importance of bringing governance to the people, Dr Sangma said the
government has cleared the draft agreement to wire all villages with internet connectivity and ensure
that the state is not left behind in Information Technology. He also enumerated some of the egovernance reforms that were introduced and lauded the efforts made by NIC in actively being
involved in all the e-governance activities of the state. Dr Sangma further impressed upon the
different line departments to ensure that the ultimate beneficiaries are acclimatized to use the services
provided by e-Governance and that the assets and resources of NIC are leveraged. Later during the
function the Chief Minister launched the Missing Childrens Tracking Portlet for Meghalaya
(http://trackthemissingchild.gov.in/trackchild/meghalaya). Earlier, giving a Key note address on the
workshop, State Informatics Officer, Timothy Dkhar said the National Informatics Centre is there to
provide all the necessary support required for e-governance, and the various line departments must
take ownership of their respective projects, he also apprised the house that the main objective of eGovernance is to enhance public delivery system in order to provide better services to the citizen.
Also the CSC should played an important role in delivery of services to the common man and to
create a general awareness various government services, so that they can avail from their own locality.

Report on one day Workshop on E-Services (Taxation Department) held on 11th June
2013 at Tura

A one day workshop was
conducted on the 11th June 2013 at the
Offices of the Superintendent of
Taxes, Tura Circle I and Tura Circle
II.
Officers and staff from three
functional units in Garo Hills i.e. Tura
Circle I, New Tura Circle and
Williamnagar Circle attended the
workshop in good strength. The
purpose of conducting the workshop
is to sensitise the officials of the
department on the online services (eservices) which have been developed
by NIC with a workflow concept and the need to use the electronic data at various level.
The e-services that was demonstrated to the officials are (i) e-Registration (ii) e-Waybill (iii)
e-Return (iv) Dealer Profile (v) TreasuryNET Challan entry.
The entire workflow of the e-Registration System was demonstrated with live data. A real
application data was entered and
simulated the workflow and move the
data electronically from the desk of the
Dealing Asst. to the Desk to the
Superintendent of Taxes, Inspector,
DEOs etc will the final level where the
Registration Certificate is generated
and printed. At every level, the SMS
alert is sent to the applicant (dealer)
informing him about the progress and
status of the application. At the end of
the processing, the Registration
Certificate was generated and the hard
copy was printed and hand over to the applicant.
e-Waybill was also demonstrated to the officers – the steps how to monitor the request for
waybills by various dealers and how to approve the same after scrutinised the profile of the applicant.
Other online systems showcased to the official includes the e-Payment System and the eReturns. These online applications help the ST to monitor the Tax Payment received through ePayment System and also to examine the Return Statement filed by the dealer.
As has been done for Shillong, Jowai and Nongpoh, steps for extension of the TreasuryNET
counter was discussed and the TreasuryNET module for capturing the Challan data was demonstrated
to the officials. Steps how to view and print the daily collection reports for individual circles was
demonstrated to the participants.
Report on one day e-governance workshop on AGRISNET, AGMARKNET and
MEGAMB on the 10th June 2013 at West Garo Hills District, Tura
One day workshop on Soil Health Card Application, AGMARKNET software and megamb
portal was conducted on the 10th June 2013 at the District Training Hall, District Research Stations &
Lab, Sansanggre, Tura. The workshop was organised by the Office of the Research Officer, District
Research Stations & Lab, Sansanggre in collaboration with the NIC Meghalaya State Centre,
Shillong. The workshop and visit to District Research Stations and Laboratory ,Tura, West Garo Hills
District was successful in terms of member participation and interaction. About 32 officials from
different blocks and district participated in the
workshop.
A workshop on Soil Health Card
application which is one of the service under
AGRISNET MMP was conducted in the first
half of the session after the technical inspection
of the Laboratory and its officials. The second
half of the session was the workshop on
AGMARKNET and Meghalaya Agricultural
Marketing Board (megamb) portal.
An overview of the AGRISNET and NeGP programme was given by Shri. Aiborlang
Wanswett, Principal System Analyst, followed with the presentation on the Workflow of Soil Health
Card application. The laptop demonstration on the SHC application was provided by Shri.Ariket
Dutta, Scientific Officer.
In the second half of the session, the AGMARKNET presentation on the objectives and
installation was provided by Shri.A.Wanswett. The feedback on the status of each market node was
taken and noted. The laptop demonstration of the revamped application of megamb was demonstrated
by Shri.A.Dutta.
Later, before winding the workshop, issues and problems were discussed with the
participants.

Report on two day e-governance workshop on Missing Childrens Tracking Portal,
Trackchild 1.0 on the 10th and 11 Th June 2013 at West Garo Hills District, Tura

http://trackthemissingchild.gov.in/ Trackchild 1.0 was conducted for the on the 10th and 11th June
2013. On the Same Day the Meghalaya Portlet of the trackchild portal was inaugurated by the
Hon’ble Chief Minister Dr. Mukul M. Sangma.
The workshop on the 10th June was organised for the benefit of the Child Care institutes
(CCI), Child Welfare Committees(CWC), Juvenile Justice Boards(JJB) of the Garo Hills Districts.
The first day’s workshop was held at the Computer Training Centre of P A Sangma Foundation
Higher secondary School, Dakopgre, Tura. It was jointly organised by the District Child Protection
Unit, Tura, in collaboration with the NIC Meghalaya State
Centre, Shillong.
The workshop was attended by the Joint Director,
Social Welfare Department, Govt of Meghalaya, Shri. L. M.
Momin, CWC Members from the Five Garo Hills districts,
and NGOs of various CCIs in the Garo Hills. While
addressing the participants, the State Informatics Officer,
Shri. T. Dkhar, urged upon those present to fully utilise the Addressing the gathering, Shri. T. Dkhar, STD and portal, so as to enable the missing children to be reconciled State Informatics Officer, NIC Meghalaya with their family at the earliest. The Child Protection Officer
West Garo Hills gave a brief introduction in the local
language on the ICPS scheme in relation to the tracking
portal.
NGOs from the Child Care Institutes Fill up
forms for registration into the portal
A thorough training was conducted by
Smti. C. Shadap, Senior System Analyst NIC
Meghalaya on the Child Care Institutes Module
as well as the Child Welfare Committee
module, of the Missing childrens Tracking
Portal. The Child Care Institutes that were
present for the workshop were registered into
the portal, that very same day, and user ids
were provided to them. With the user ids
provided to them the Child Care Institutes were
able to complete the task of updating their
profiles onto the portal. The members of the
Child Welfare Committees were also provided
with userids and passwords for accessing the
portal.
The workshop on the 11th June was held in the Superintendents of Police Conference Hall,
Tura. The participants of the workshop were the officers from the District Crime Records Bureaus and
the Police Stations around the Garo Hills. Speaking during the workshop the IGP(Western Range),
Shri. H Nongpluh, emphasised the need of the police force to utilise the portal, he directed the officers
to pay close attention to the training so that they can follow up with the implementation and be master
trainers for its implementation at all police stations in Garo Hills. The training was conducted by
Smti. C. Shadap, Senior System Analyst NIC Meghalaya.

Shillong to Tura Journey was undertaken by the Team on Sunday, the 9th July, 2013
10th June 2013:
a. The training was inaugurated by the Addl. Chief Engineer, PWD, Meghalaya in the
presence of the State Informatics Officer, NIC and Superintending Engineer, PWD.
b. Training to PWD Officials of East Garo Hills, West Garo Hills, North Garo Hills, South
Garo Hills and South West Garo Hills was held on this day.
c. On this day the Training centered on giving an overview of the entire e-Procurement
System and showing the PWD officials how to use the e-Procurement Modules relating to
Tender Creation, Tender Publishing, Publishing of Corrigendum, Tender Opening both
Technical and Financial Opening, Tender Evaluation and Award of Contract which are
relevant to Department Users.
d. The Training was well attended and the response was positive.
11th June 2013:
a. Training to PWD Contractors of East Garo Hills, West Garo Hills, North Garo Hills,
South Garo Hills and South West Garo Hills was held on this day.
b. The Training centered on explaining the e-Procurement System with specific emphasis on
the modules required by Bidders like Digital Signature Certificate, Bidder Registration
and Online Bidding.
c. There was a good turnout of Contractors.
d. As most of the Contractors were Locals from Garo Hills, the Training Session was
conducted both in English and Garo, with the help of the PWD SDO, Shri John Shira, to
remove communication gaps between the Trainers and the Target Audience.
e. A question and answer session was also included so as to remove doubts and also ensure
that the objective of sensitizing as well as disseminating information about e-Procurement
to the Target Audience are achieved.
Note :
If the project is undertaken on a large scale, support for the Bidding Contractors from
Procurement of DSC Certificates to Uploading of Bids could be required. This might be
achieved by setting up a temporary help desk in the PWD Dept.

Workshop on MeghEIS (Meghalaya
Employees Information System / Employee
Database) was conducted on the 10th June
2013 for all the Treasuries/Sub Treasuries
in Garo Hills. Representatives from all the
treasuries and sub treasuries of Garo hills
were present, with an attendance of more
than 50 officers and staff were present in
the above mention workshop.
The purpose of the workshop is to sensitize the officials about the initiative taken by the
Government to create a database of the all Government Employee and use the data to automate
the preparation of the salaries and maintaining the service record of the government employee in
electronic format. All the modules of the application was briefly demonstrated to the officials.

his keynote address, the Director stressed
on the importance of creation of
Employee database as through the use of
ICT, Government will be able to
effectively monitor the expenditure
incurred towards payment of the salaries
and Pension to the Government
employees. After the inauguration, the
MeghEIS was demonstrated to the

Various financial reports format that are required by the DDO in submitting the salary bills to the
Treasuries were showcase to the audience. We had a very lively interaction with all the officials. All
the feedbacks and suggestion given by the officials have been noted and will incorporate in the
application.
A REPORT ON THE WORKSHOP OF E-SERVICES IN TURA CONDUCTED AT THE
CONFERENCE HALL OF DRDA, OFFICE OF THE DEPUTY COMMISSIONER, WEST
GARO HILLS, MEGHALAYA.
The workshop on e-services was conducted at the Conference Hall of DRDA, Office of the
Deputy Commissioner, West Garo Hills, Meghalaya on the 10th of June 2013, to demonstrate the
eServices applications that are implemented at the DC/SDOs offices in the state of Meghalaya as well
as other offices such as the Department of Agriculture, Meghalaya Public Service Commission, Sales
Tax etc.
The participants of the Workshop comprises mainly of the Village Level Entrepreneurs
(VLEs) as well as the NIC officers of the districts of Garo Hills.
The services that were demonstrated during the workshop are Online Applications for
Caste/Tribe certificate, Permanent Residential Certificate, Registration and Application for jobs in
MPSC.
The participants were also shown real-time processing of various applications that are being
processed at the DC Office, EKH , from application entry to the generation of certificates so as to
ensure the VLEs that applications received online are processed as is done with offline applications as
well. This was done since the VLEs were afraid of applying online fearing that their applications may
not reach the office or may not be processed at all.
A REPORT ON THE ONLINE SERVICES WORKSHOP FOR THE TRANSPORT DEPARTMENT AT
GARO HILLS
A two day workshop on online services for the Transport Department officials of Garo Hills was held
on the 10th and 11th June 2013 at DC’s Video Conferencing Room and Conference Hall, DRDA, Tura,
West Garo Hills respectively.
The workshop was attended by the District Transport Officers, MVI’s and staffs of all the three
districts (viz; West Garo Hills, East Garo Hills and South Garo Hills).
Smti S.N Marak, Commissioner of Transport presided over the workshop in the presence of Shri.
Timothy Dkhar, SIO, NIC, Meghalaya and the NIC officials on the above mentioned districts.
The workshop commenced at 10:30 AM on the 10th June with a welcome speech from the
Commissioner of Transport and speech from SIO- NIC and DTO Tura.
On the first day of the workshop, the following online services were demonstrated.
1) Dealer Point Registration a Web Module which facilitates Entry of Vehicle Information by
the Dealer during the New Registration Process.
2) Online collection of Road tax enabling a a vehicle owner to pay the road tax of his/her vehicle
through the internet by using his ATM-cum-Debit card or SBI Internet banking.
3) SMS query based service to check tax/fitness validity of a vehicle

On the second day of the workshop, the following services were demonstrated.
1) Online Issuing of Temporary Registration by the Car dealers.
2) Online Renewal of Trade certificates of the Car Dealers.
3) Computerization of Regional Transport Authority Permit.
All the participants were very attentive and took keen interest on the services that were demonstrated.
There is a good interaction among the participants of the workshops.
The workshop was ended on the afternoon of the 11th June 2013 with a vote of thanks from the
District Transport Officer, Tura.

A REPORT ON THE HOSPITAL MANAGEMENT INFORMATION SYSTEM (E-HOSPITAL) AT
TURA CIVIL HOSPITAL, TURA MCH HOSPITAL AND WILLIAMNAGAR CIVIL HOSPITAL AT
GARO HILLS
A tour programme was organized to visit Tura, West Garo Hills and Willamnagar, East Garo Hills in
relation with the workshop and implementation of Hospital Management Information System (Ehospital) at Tura Civil Hospital, Tura MCH Hospital and Williamnagar Civil Hospital along with the
officials of National Rural Health Mission (NRHM), Shillong. The following were the members of
the team:
1. Shri. S. Warjri, Scientific Officer, NIC, Shillong, Meghalaya
2. Shri. Kmenbhalang Khongwir, Demographer, NRHM, Meghalaya, Shillong.
3. Shri. Wankhraw Kupar Kharbuli, System Analyst, NRHM, Meghalaya, Shillong.
Who inaugurated by Medical Superintendent, Dr. Huroo.
On the 10th June a workshop on e-hospital was conducted at the Tura Civil Hospital. The workshop
was inaugurated by the Medical Superintendent, Dr. Huroo, Tura Civil Hospital, in the presence of the
Medical Superintendent (Tura MCH), the doctors and staffs of Tura Civil Hospital, Tura MCH and
Williamnagar Civil Hospital and also the District Program Management Unit of National Rural Health
Mission (NRHM). While addressing the gathering during the key note address Dr. Huroo narrated her
experiences of having used the e-hospital software at Ganesh Das Hospital Shillong, and informed
them of the benefits of using the software, she urged upon the participants to ensure the success of its
implementation in the Tura and Williamnagar Civil Hospital.
Shri. S. Warjri, Scientific Officer-SB of NIC, Shillong, gave a demonstration of the software during
the first half of the day. Practical session and question round dominated the second half of the day,
where test Log in Id were given to the staffs, so as to enable them to use the software practically at
their own respective wards/ rooms etc.
The Medical Officers and the Staffs present were quite receptive about the software and were keen on
trying to improve on its functioning.
