The United Fund of Warren County has been bringing
smiles to residents throughout our county since 1924.
Originally founded as the Community Chest with eight
member agencies, our membership has now grown to
twenty-two human service organizations. Some needs have
changed over the years, but the mission of the United Fund
partner agencies remains the same… to provide the many
worthwhile services and programs that assist the elderly…
build character in our youth… provide basic human service
needs... offer assistance and comfort in times of disasters…
to bring smiles to those who need them.
Thanks to endowments through the Community
Foundation of Warren County that cover all campaign and all
administrative expenses, the United Fund can make a boast
that very few fund raising organizations can make… 100% of
all tax deductible donations received are distributed to our
partner agencies. The contributions received during the
Annual Torchlight Campaign from generous businesses and
residents enable the dedicated United Fund partners to
provide the many worthwhile services and programs that
provide those smiles, everywhere, and every day, throughout
Warren County.

WARREN CITY
The City of Warren, Pennsylvania, is situated on the Allegheny River in the northwest section of the state. The
county seat, Warren is home to more than 10,000 residents
and is the center of the countyʼs business, tourist, and
recreational endeavors.
Warren was founded on the Allegheny River in 1795.
The town, named for a distinguished patriot, General
Joseph Warren, killed in the battle of Bunker Hill, was incorporated as a borough in 1832 and became a Home Rule
Municipality on January 1, 1978.
The City contains 21 parks with 180 acres and is the
gateway to the Allegheny National Forest. As the county
seat and the industrial and commercial center of the county, Warren effectively serves a population of approximately
25,000. A diversified economic base, containing 106 manufacturers, employing 6,900 people, has provided the City
with financial stability and growth.
Supported in the 19th and 20th centuries by timber and
oil industries, Warrenʼs distinctive architecture encompasses 25 different styles and includes one of the largest and
most unique collections of historic properties in the state.

Warrenʼs Municipal Building, located at 318 W. Third
Ave., is home to the majority of Warrenʼs administrative
functions. The Colonial Revival architecture of the building
is modeled after Independence Hall in Philadelphia and the
structure was built with Federal Public Works Administration funds. Dedicated on May 3, 1937, the building reflects
the pride in Warrenʼs architectural heritage. In 2000, 28
blocks of downtown Warren were added to the National
Historic Registry, the largest area to be added in a single effort in the Registryʼs history. The district features more than
600 historic structures.
The City of Warren offices are located at 318 W. Third
Ave., and can be reached by calling 723-6300. Department
hours are 8 a.m. to 4:30 p.m. Monday through Friday.
Warren City Council meetings are held on the third Monday of every month in the municipal building on the second
floor, beginning at 7:30 p.m. The public is welcome.

Community Resources for Independence (CRI)/ Center for
Independent Living is a community based nonprofit, nonresidential
organization that offers services and assistance to enable people with
disabilities to expand their options, pursue their goals, and achieve
and maintain self-sufficient and productive lives in our community.
CRI provides Attendant Care Program Services for individuals age
18 - 59 with physical disabilities as well as the over 60 population of
Warren and Forest Counties. Other services provided include
Information and Referral Services, Peer Support, Advocacy, and
Independent Living Skills Training.

Mead Township, the village of Clarendon has
had a hard fought struggle to maintain status
throughout their history.
Thought by many early
settlers to be a mere
product of the oil operations and excitement
sweeping through the
area at that time, life in
Clarendon was expected
to falter along with the oil
industry.
Proving
everyone
wrong, Clarendon maintained its stronghold in
the township and flourished into a growing borough community.
First noted in 1871, the
wealthy and prominent
businessmen F.H. Rockwell of Honesdale, Pennsylvania and Thomas Clarendon of New York, under the
firm name of Rockwell & Clarendon, developed both a sawmill and a tannery in the small location, first known as Pattonia.
Originally named for Thomas Patton, a contractor credited with the construction of roads in and throughout the
area, the village of Clarendon came to be known as such in
1872 in honor of Thomas Clarendon.
Established as a borough in 1882, much of the early land
in Clarendon was leased by only three to four land owners.
As a primary lease owner, Cornelius Elston found himself
in control of the majority of the land in Clarendonʼs early history.
The first enterprise of importance to the village was enacted by the Brown Brothers & Co. firm of North Clarendon.
Erecting a planing mill in April of 1876, over two million
feet of lumber was planed and worked up until supplies ran
short. In 1878, a prominent sawmill was built in a neighboring location.
Also in 1878, the excitement over oil came to a head as
brothers John and Edward Eagan, along with R.B. Jones of
New York, dug a “wildcat” well on the Eaganʼs property.
Their venture proved to be a success and they constructed
a second well before selling out to the Anchor Petroleum
Company some years later.
By the mid 1880s, over 500 wells were in operation within and surrounding the village of Clarendon, thus establishing their stronghold as an oil producing village.
In the summer of 1882, the Farnsworth Valley Railroad,
which ran from Clarendon to Garland, was completed and
began running regular train schedules along the route.
Devastating the village, what is now known as the “great
fire” sparked on the eve of July 4, 1887.

efforts, the volunteer fire department,
which was first established in 1882
and known as the
Brown Hose Company, managed to
contain the blaze after several businesses and roughly
150 homes were
engulfed by the furious blaze.

than 1,000 people
homeless, the fire
cost the village
more than a quarter
million dollars in
damages.

and repair the damages, life in Clarendon once again returned to normal and the village continued to flourish.
Almost 120 years since “great fire,” the Clarendon Volunteer Fire Department, both past and present, remains a
strong source of pride within the Clarendon community.

Two centuries
of history

Almost 200 years ago, Robert Russell built a sawmill
775 along a creek in the middle of a forest of tall, straight
080 pines.
Today, the town that grew up around that mill bears his
271 name.
European settlers started arriving in what is now Pine
Grove Township in the late 1700s.
The first settlers picked a location that “had been used
59 by Indians for centuries as a spot where they could beach
their canoes,” according to “A History of Pine Grove Townonth ship: 1795 to 1995.”
The writer described the exact spot as “where Willow
Lane drops to Conewango Creek.”
According to the history, the John and Betsy Houghy
family was probably the first to settle in the township. They
lived in a log cabin near the original location of the Russell
Roller Rink.
Revolutionary War veteran John Russell was given 100
acres for his service and brought his family, including son
Robert, to live in Pennsylvania near the New York state
line.
Robert Russell built a saw mill in 1807, the second in
what became Russell, and his family moved into the first
brick house there in 1826 or 1827. That house is known
as the Weatherby House today.
The town needed a cemetery by 1813, a school in
1815 and a general store in 1825.
The first Post Office was built in 1828, a doctor opened
his practice in 1829 and the townʼs first church, Methodist,
went up in 1854.
At the time of the 2000 census, there were 2,712 people living in Pine Grove Township, making it the second
most populous township in the county.
The town wasnʼt always named for Russell, although
more than half of its names over the years have included
his name. According to the history, Pine Grove and The
Dam preceded Russellsburg, Russellburg and finally Russell.
Although the Holland Land Company owned and sold
off millions of acres of land in New York and Pennsylvania,
including most of Pine Grove Township, they never owned
the area that is now Russell. The government reserved
lands adjacent to major waterways, like Conewango
Creek.
Those lands, which inspired the townshipʼs name, have
changed in appearance over the years. “The virgin green
pine forests have given way to acres and acres of cleared
farmland. Much of that is now used as residential subdivisions. The rest is reverting back to brushy wetlands,” the
book said.

They call it “The Sweetest Little
Town on the Map.”
But until 1821, what is now Sugar Grove Borough was actually
known as Brownsville, named after
one of the earliest settlers, David
Brown.
On March 8, 1821, Sugar Grove
Township was formed and officially
named for the remarkable predominance of maple trees in the area.
By most accounts, the first settlers of Sugar Grove Borough were
Revolutionary War veterans who
arrived in the area in 1802.
The area around Sugar Grove
was a hotbed of abolitionist activity
during the 19th Century and became an important stop on the “Underground Railroad.”
For two days in June of 1854,
Frederick Douglass, the escaped
slave who served as an advisor to
President Abraham Lincoln during
the Civil War and led the national
anti-slavery movement, visited
Sugar Grove.
Douglass was among those who
attended an anti-slavery convention which he later referred to as the
“crowning convention of them all.”
The annual “Juneteenth” celebration in Sugar Grove commemorated the event for several years.

Tidioute (est. population 764) celebrated its bicentennial
in 2006. Thomas Arters is credited with founding the community after arriving in the area by canoe on the Allegheny
River. The townʼs name is derived from Native American
and has been translated as meaning, “there is a trap set
(habitually),” “straight water,” “seeing far” and “cluster of islands.”
In the 1850s, Tidioute consisted of two villages, Upper
Tidioute and Lower Tidioute. Both villages were on the
northern bank of the Allegheny River about 1 mile apart.
Tidioute developed into a lumber town with eight steam
powered sawmills in the community. A mill dam was built
from the north bank of the river to the middle of the three
Courson Islands. The early town contained a number of
stores, taverns, mechanic shops and boarding houses.
Samuel Hunterʼs family became prominent members of
the community in the early 1800s. The family founded the
Hunter Lumber Company. Jahu Hunter constructed a magnificent mansion along Main Street that still stands today.
By the 1850s, the town had a population of around 400

The Irvines owned a large tract of land near the
mouth of the Brokenstraw Creek.
Deciding the area was to his liking, Young traveled up
the Brokenstraw by canoe and built a cabin at a bend in
the creek, approximately two and a half miles from
mouth.
Young was soon joined by other settlers, including
the Davis, Mead and Siggins families. He constructed a
sawmill in 1807 and went on to teach the first school in
Youngsville. Business sprung up on the west side of the
creek and a wooden bridge was erected near the site of
the present day bridge on Main St. A post office was
constructed and the Pony Express began making mail
deliveries from Erie. The growing settlement was given
the name “Youngval.”
The town was incorporated into a borough in 1849,
the year of Youngʼs death. It remains a borough today.
By the outbreak of the Civil War, the town had become a thriving lumber community, shipping long rafts
of lumber down the Brokenstraw Creek to the Allegheny
River. The hardwood industry remains today, along with
a growing wood pellet industry. Ellwood National Forge,
one of the countyʼs largest employers, is on Rt. 6, east
of town.
The 2000 census placed Youngsvilleʼs population at
around 1,800 people with 767 households. Median income for each household was estimated at $32,778.

Whether for recreation, power generation, water quality impact, flood control or making sure downriver locations have
enough water, there are plenty of reasons to appreciate Kinzua
Dam.
Millions of visitors have come to the dam and Allegheny
Reservoir since the structure was finished in 1965.
“With the reservoir here, you’re creating a lot of recreational
opportunities in the lake and in the river,” Supervisory Park
Ranger for the U.S. Army Corps of Engineers Bob Hoskin said.
“Boating, fishing, sightseeing, water skiing, camping, ice fishing.”
At summer levels, the lake is more than 24 miles long and
covers 12,000 acres. At its maximum pool level, the reservoir
covers more than 21,000 acres. The water can reach a depth of
130 feet.
“There are a lot of recreational opportunities upstream,” he
said. “Downstream, there’s a very good trout and walleye fishery,
canoeing, kayaking.”
“By having the dam here, we pretty much ensure a steady
flow downstream for the summer recreation season,” Hoskin
said. “We have consistent flows for canoeing. It’s a popular activity.”
Although the dam and reservoir create the location and conditions for many types of recreation, like boating and swimming,
overlooks and walking onto the dam to look around are also fun
activities. “The overlooks are popular,” Hoskin said.
But recreation was not the goal of the dam.
The legislation that authorized the creation of the dam was the

Flood Control Acts of 1936 and 1938.
“It was authorized primarily as flood control,” Hoskin said.
Before the creation of a series of dams on the tributaries of the
Allegheny River, flooding was a frequent and serious problem in
the Pittsburgh area.
The anti-flooding benefit isn’t reserved for Pittsburgh, the
whole course of the river downstream from the dam is regulated,
greatly reducing the times when the river overflows its banks in
other areas.
In the opposite case, in drought conditions, the reservoir allows the Corps of Engineers to maintain water levels for recreational, residential and industrial use.
The corps will regulate outflow from the dam’s gates for other
reasons, too.
“There are so many things that influence outflow,” Hoskin
said.
Bridge construction, major events like the United States Canoe Association National Championships, and the needs of river
barges used to transport goods in the Pittsburgh area all impact
the needs. “There’s a lot of coordination that goes on that people
don’t know about,” Hoskin said.
Hydro-electric power is another authorized use of the dam.
The FirstEnergy Seneca Station can generate 435,000 kilowatts, enough energy to power the needs of 580,000 homes.
The dam itself was made of 500,000 cubic yards of concrete
and 3 million cubic yards of earth fill. The cost of the construction was $108 million.
With the construction of a watchable wildlife trail by the Allegheny Outdoor Club, more people are getting better chances to
see the bald eagles that make the area around the dam their home.
An estimated 250,000 people visited the dam during 2006,
and efforts to improve the dam as a tourist stop are ongoing.
“Half of the displays in the visitor center were updated this year,”

Facilities
The Warren County School District serves students across a
788 square mile area, which makes the district the second largest
in the state in terms of geography. The district operates four attendance areas to accommodate the educational needs of the
communities across the county: North, Central, East, and West.
Schools in each attendance area are:
North: Russell Elementary, Sugar Grove Elementary, and
Eisenhower Middle/High.
Central: South Street Early Learning Center, Warren Area Elementary, Beaty-Warren Middle, and Warren Area High.
East: Allegheny Valley Elementary, Sheffield Elementary,
and Sheffield Area Middle/High.
West: Youngsville Elementary/Middle, and Youngsville
High.
The district also operates the Learning Enrichment Center,
which provides gifted and enrichment programs to qualified students during the school day.
Finally, there is the Warren County Career Center. As an area
vocational-technical school (AVTS), the Career Center provides
training in a number of vocational fields to district students in
grades 10 through 12.

duced in 1991 and fishers were reintroduced in 1997.
The forestʼs 106 miles of ATV trails are considered premier and attract users from a nine-state area to experience
the well constructed trails. ATV use remains high. Two connector trails provide private services to the Timberline and
Marienville ATV trails.
The beautiful Allegheny Reservoir, created by the
Kinzua Dam in 1965, is 27 miles long with 90 miles of
shoreline and is the centerpiece of developed recreation.
The underdeveloped shoreline is unique for reservoirs in
Pennsylvania.
The forest has 674 campsites in 20 campgrounds, six
boat launches and a full service marina on the Allegheny
Reservoir, six canoe access sites to river, 11 picnic areas,
four beaches and three scenic overlooks.
Hikers can chose from 219 miles of hiking trails. Skiers
can select from 53 miles of cross-country ski trails; and
snowmobilers can ride 366 miles of trail when snow conditions permit. The forest also contains special areas such
as two national scenic areas, a national recreation area,
two wilderness areas, a research natural area, two national
wild and scenic rivers, an experimental forest, a national
scenic byway, a national scenic trail and two national
recreation trails, in addition to forest recreation areas.

The 513,325 acre Allegheny National Forest (ANF), the
only national forest in Pennsylvania, was established in
1923 by presidential proclamation.
The ANF is one of 155 national forests and 20 national
grasslands covering 193 million acres and is managed by
the U.S. Department of Agriculture-Forest Service. National forests are required to be managed to provide for multiple benefits in a sustainable way so that future generations
will enjoy these lands. These multiple benefits encompass
wood, water, wildlife, recreation, minerals and grazing.
Forest Reserves were first established in 1891. The Organic Administration Act of 1897 defined its mission to “improve and protect the forest within the boundaries, or for
the purpose of securing favorable conditions of water
flows, and to furnish a continuous supply of timber.” In
1907, the Forest Reserves were renamed national forests.
From 1987 through 2005, gross receipts from the ANF
totaled more than $330 million. Roughly 99 percent of the
money was generated by harvesting trees, a renewable
resource, while the other percent was primarily from special uses.
Either through the 25 Percent Fund Act or the Secure
Rural Schools Act, the four counties around the ANF receive funds annually based on the receipts to the forest.
Black cherry and oak produce high values for the wood
harvested on the ANF. The all-time high price for black
cherry saw timber was $4,850 per thousand board feet in
2003. Black cherry veneer is extremely desirable for fine
furniture and the black cherry on the forest is especially
high quality with excellent color characteristics. The ANF
has roughly one third of the worldʼsʼs supply of veneer
quality black cherry and 25 percent of the United Statesʼ
black cherry sawtimber.
Ninety-three percent of the mineral rights on the forest
are owned by someone other than the federal government.
The oil that comes off the forest is known world-wide for its
high lubricating qualities.
The forest has 770 miles of cold water streams and 43
miles of warm water steams. Two national wild and scenic
rivers, the Allegheny and the Clarion Rivers, form the western and southern boundaries of the forest. Hunters and anglers view the forest as a premier place to hunt or trap
wildlife, fish the streams or reservoir, and view wildlife.
