LEGAL EDUCATION A NEED OF TIME
Spiritually it is believed that the life on the earth is regulated by the laws of the lord or the divinity. It is
the ' rule of law' that draws the essential difference between human society and animal world. It is the legal education
that plays an important role in promoting social justice. Education or awareness of laws, characterize the lawyers
as "Social
Engineers".
"..... a man is inwardly a soul and a conscious power of the divine and that the evolution of this real man
within is the right object of education and indeed of all human life".... Sri Aurobindo.
Imparting legal education has always been as one of the noblest profession. Today legal education derives
its impetus from the economic, social and political set up of the society. Legal profession is objectively in the
position of producing statesmen. They are not subordinate to the government or to anyone else and they are
directly in contact with the society in its entirety as they have to deal with all kinds of problems of people from all
sections of the society, unlike doctors, who are confined to technical problems. Hence lawyers are the people who
are most conversant with the problems of society as a whole.
Legal education is a good investment which if wisely made will produce most beneficial result for the
nation and catalyze the speed of development. Of late the role of lawyer in a common law system is more than a
skilled legal mechanic; he acts as a social engineer, social reformer, harmonizer and a reconciler. The legal education
provided at the law colleges and schools must be transformed to the conventional and contemporary needs of the
legal profession and society.

Principal's Message
It was a very eventful year wherein the college has started & conducted many activities such as extensive lecture series, national level
moot court competition, training program, sports activities, Supreme Court
visit etc. The college has tried and is trying to set up high standards of
academic excellence, research & innovation, In the past years, the college is established as an ideal institution for legal education under the
guidance of former principal Dr B N Chavan sir. This academic year
started with a great beginning as the students gave overwhelming response for hot year admission to LL.B. three year as well as five year degree course, In this
academic year, the college has got record
breaking admissions of 1292 students which is highest strength of Law College under Swami
Ramanand Teerth Marathwada University.
The college has continued its proud tradition of academic excellence, in summer
2013 university examination. 22 students from our college stood in the University Merit list,
Also, there is considerable increase in student's performance as passing percent of every
class is more than 75 percent and, up to 90 percent.
In this academic year, we have started teaching learning process through PPT
presentation. We have started conducting extensive lecture series in memory of Late Shri
Shankarraoji Chavan, We have also car nixed a training program in "Clinical Legal Education & advocacy skills" which is an innovative practical based skills development program.
This program was organized by the college in collaboration with "Institute of Clinical Legal
Education & Research" Mumbai which is a unit of Global Vision India Foundation, The
tradition of moot court competitions is an outcome of great vision of Dr. B N Chavan sir to
encourage students for practicing skills, This year was 35th year of moot court
competition. Therefore, the college has decided to organize the competition at National level and
in collaboration with Bar Council of Maharashtra & Goa, This year the students from the
college have successfully participated in various moot court competitions. So also, the
students have shown remarkable performance in sports and grabbed various trophies,
The college has also decided to organize a study tour of Supreme Court visit. The purpose
of this tour was to let the students to know and observe proceedings in the Apex Court of
India, Accordingly, the permission was obtained and the tour was organized for the final
year students.
I congratulate all the students for their success in various activities and for adding
more feathers to our hat. I take this opportunity to thanks all students and my colleagues for
their cooperation and whole hearted participation in the college activities.










The College at a Glance
The college is Situated in the prime location of the city. It has its own seperate
Building with spaciaus & technologically well equipped class room with digital Board
& projectors.
The college has an independent building for library & reading. There is
separate reading room for girls. The college is having a big & beautiful library with
more than 34,000 law books including text books, commentaries, law journals,
periodicals, reports of law commissions. The college is also providing computer
lab with internet facility in library for the students so as to access required & latest
/ updated information.
The college is recognized as Research Centre in Law affiliated to Swami
Ramanand Teerth Marathwada University, Nanded. Special facilities of library,
extension lecturers, assistance & information etc. are provided to research
students.
The college conducts & also participate in social activities to retain moral
values as well as to practically learn law & its working. The college regularly
organizes legal aid camps to provide free legal advice to the poor & needy people.
The college associate with Dist. Legal services authority Nanded to organize legal
literacy campaign. The college has signed MOU's with diffrent organisations-namely
1) S.P. Office, 2) Mumbai University, 3) Institute of Clinical Legal Education &
Research. We are also initiating to sign MOU's with National law School of India
University, Bangalore.
The college periodically organizes seminars & guest lectures of renowned
personalities from legal fraternity. It also organizes Blood Donation camp every
year on 11 th March, while celebrating birthday of former principal & the real founder
of this college Dr. B.N. Chavan Sir.
The college also organizes JMFC coaching classes without charging any
cost. It helps the students to prepare & achieve good success in university &
competitive exams.
Teacher -guardian scheme is also introduced through which the parents are given
regular feedback about their word's performance in the class tests, attendance
etc. Parents Meetings are organized regularly.
The college has different games and sports facilities such as Table Tennis, Badminton, Lawn Tennis, Basketball, Volley ball, Cricket, Net Ball etc. and a
well equipped Gymnasium.
Hostel facility is provided to Girls students in the Girl's Hostel of Yeshwant
Mahavidyalaya, Nanded. (The students desirous of staying in the hostel may
approach the warden personally, after taking admission in the college.)
The college is the study centre of Yeshwantrao Chavan Maharashtra Open
University, Nashik for M.Lib. & Information Science programme.
The qualified & experienced teaching staff members are striving hard to
give their best.

The clinical Paper of Moot-Court and internship
The clinical Paper of Moot-Court and internship shall be spread over in all
semester (Six Semesters). The Scheme of completion of said paper will be
as follows.

Each student shall have to complete the 12-week internship during
the course.
Each Semester the internship shall be for a period of two week.
Students shall submit their report of internship to the college in every
semesters. If report is not submitted, the progress of such students
will not be considered.
80 : 20 pattern in the theory papers
There shall be 80 : 20 pattern in the theory papers includingcompulsory
and optional papers.
The scheme for 80 : 20 pattern will be as follows1)
Theory paper will carry 80 marks for external examination and
20 marks will be for internal Evaluation.

The scheme of Internal Evaluation shall be as follows.
a. There shall be two monthly tests, each test carry 05 marks.
b. There shall be a Seminar for 05 marks.
c. 05 Marks will be for active participation in class room.

The students shall obtain 40% of the total marks in external and internal

Scheme of syllabus of LL.B. (3 years) course will be mutatis mutandis
applicable in the integrated LL.B. course (BSL III year, First & Second

ELIGIBILITY
A candidate applying for the LL.M. Programme should be a graduate in
Law from the recognised University.
STRUCTURE OF THE COURSE
The LL.M. Course shall be semester course, consisting of four semesters
spread over two years. The course is regular and not part time or external.
The LL.M. Course shall consist of foundation course of five papers
(5 x 100=500) and any one optional group of six papers(6 x 100=600), practical of 100
marks and dissertation of 200 marks. The topic of dissertation will be assigned to the
students at the time of admission of third semester.

Passing Standards :To pass LL.M. examination, a student must obtain a minimum of 45% of
marks in each paper and 50% in aggregate in each of the semesters. A Candidate
securing minimum aggregate of 60% would be declared to have passed the examination
in First Class and above 75% will obtain a distiction.
No class will be awarded to the students in the first, second and third semester
examination. Class will be awarded on the basis of the total performance of the student
in all the four semesters.

ELIGIBILITY
Eligibility for admission requires the candidate to be a graduate with minimum of
40% marks of any faculty of any University whose degree is recognised to be
equivalent to the corresponding degree of S.R.T.M. University, Nanded.
DURATION :
The duration of this course shall be one academic year.
EXAMINATION :
The examination is held at the end of the academic year on dates announced
by the University. The course consists of Four papers, each of 100 marks.

Income Tax Procedure Pleading, Book Keeping and Accountancy
3.
Other Tax Laws and wealth Tax
4.
M.V.A.T. Act.and Other Indirect Tax Laws with procedure.
PASSING STANDARDS:
The candidate has to secure a minimum of 45% marks in each subject and
an aggregate of 50% to pass in second class. A Candidate securing 60% or above
aggregate would be declared to have passed in First class, and one securing 75%
or above shall be declared to have obtained a distinction.

The course of study leading to Diploma in Labour Laws consists of the
following compulsory papers : each carrying 80 marks & 20 marks will be for internal
evaluation.

1)
All the admission procedures are as per the rules framed by the Swami
Ramanand Teerth Marathwada University, Nanded, Govt. of Maharashtra,
U.G.C. and Bar Council of India from time to time.
2)
The admission for the five years course and three years course will be
purely based on the merit as per the rules of admission given by S.R.T.M.
University, Nanded; Govt. of Maharashtra and Bar Council of India.
3)
All admissions are provisional and subject to sanction of eligibility by the
S. R.T. M. University, Nanded.
4)
Foreign students will be given admission only after obtaining provisional
eligibility certificate from S.R.T.M. University, Nanded and final eligibility Cer
tificate should be submitted on or before 31st Oct.
5)
All students seeking admission shall apply in the prescribed form issued

RULES OF COLLEGE DISCIPLINE:(1)
Every student of this College shall abide by the rules of College discipline.
(2)
Every student, seeking admission to this College, shall be required to fill
personally in his own handwriting an application for admission, which will contain
the following undertaking:
“ I hereby agree, if admitted, to confirm to the rules and regulations at present
in force, or that may be made for the good governance of the College,
undertake that so long as I am a student of the College, I will do nothing either
inside or outside the College, that will interfere with its orderly government
and discipline. I further declare that, I shall not take part in any movement
likely to be subversive of law and order.
(3)
A student shall also make a declaration to the following effect.
“I hereby submit to the disciplinary jurisdiction of the Vice-Chancellor and the
other officers and authorities of the University/and the authorities of the College,
and shall observe and abide by the rules made by the Vice-Chancellor in that
behalf, and also by the rules made by the Principal of the College.”
(4)
Students must observe complete silence in the College premises. They
must not loiter in the passage and corridors, during the class time. They
must read quietly in the Library and spend their spare time in such a way,
as not to cause any interference with the work of others. Absolute silence
must be observed in the Library, as well as in the class-rooms.
(5)
The students must be punctual in attendance, and must be on their seats at
the commencement of lectures.
(6)
No society or association of the students will be started without the permission
of the Principal.
(7)
No person shall be invited to address or entertain the students of the College,
without the previous permission of the Principal.
(8)
Subjects of debates or items of entertainment by the students in the Col
lege, shall first be approved by the Principal. A responsible person,
approved or nominated by the Principal, shall be in the chair at all College
debates, and social functions.

Every student should attend the college in prescribed Uniform, otherwise they will
not be allowed to attend the classes.

It is Obligatory for the students to wear uniform on all week days except on
Wednesday and Thursday.
Students must keep their terms strictly in accordance with the rules of the
University authorities for grant of term.
Grant of Term
Admission to each term is a fresh one. The question of grant of term will be
decided on the basis of the following factors.
1. Attendance at lectures, (not less than 75%.) Attendance of students
at the lectures will be watched very strictly. If a student remains absent even for
a single lecture, he will be treated as absent for the whole day. According
to the rules prescribed by the Swami Ramanand Teerth Marathwada University,
Nanded; the minimum attendance, required to be kept by the student, is 75%
of the total number of working days, it means the days on which lectures are
held. Attendance at practicals /tutorials/ monthly tests/term examinations is
compulsory.
* Absentees without prior permission will be charged the fine of Rs.10 per
day.
* Every student should appear for monthly test/term examination otherwise
fine of Rs.20 / Rs. 50 respectively, will be charged to the absente, per
subject.
2. General behavior of the student in the class and outside the class.
3. Full payment of all fees.
If the progress of the student is found unsatisfactory, he will not be admitted to
the College for the second term. In case, a student joins the College for the
second term, and fails to fulfill the above mentioned conditions, his/her
examination form will not be accepted/sent to the University.

11)
Every student of the College must have an Identity card. He should always
carry it with him in the College and should produce it whenever called upon to
do so by the relevant authorities.

The payment of any scholarships will be made As per Govt. Rules.
13)
Students are hereby instructed to switch off their Mobile Phones within the
college campus, otherwise Mobile Phone will be seized and fine may be
imposed.
14)
Smoking, chewing-tobacco, consumption of intoxicating Liquors, narcotic
drugs, psychotropic substances or any prohibited substances in the college
premises are strictly prohibited.
15)
If any incident of ragging comes to the notice of the authority, the concerned
student would be expelled from the institution. Ragging is Strictly prohibited.
16)
Damage to the property of the college is also severely dealt with and cost of
repair and fine will be recovered from the students concerned OR if concerned
are not traceable common fine will be imposed. Thus, the college expects the
students to take care of the properties of the college as their own goods.
17)
The students are expected to attend only those classes to which he/ she is
admitted, otherwise fine will be imposed.
18)
The students are not expected to keep any dangerous or harmful weapons or
material, etc. with them.
19)
The students are expected to take atmost care of the library books. Fine will be
imposed if the books are damaged. If the books are lost students have to pay 1.5
(One and half time) of the existing price (Market Value) of books as penalty.
20)
Every student has to return the library books within time limit specified.
Failure to return the books in time will invite fine or any other appropriate
punishment.
21)
‘Every student has to return the books before the commencement of the
University Examinations except the University rank holders.
22)
Every student has to follow rules and regulations of the Library from
time to time, otherwise severe punishment will be imposed.

Students in their own interest, should read all the notices, including notice
containing rules placed on the Notice Boards from time to time. It shall be
the duty of each student to see all the Notice Boards daily.
24)
Student should use the parking space provided for parking their vehicles
otherwise punishment (including fine) will be imposed.
25)
Violation of the discipline of the college or any abovementioned rule /rules of
discipline for the students or irregularity in the college will be severely treated
and their admission will be cancelled.

LIBRARY
The Library is an “asset” to the college and plays an important role in all
academic activities of the educational institution. This college has been keenly
interested and de-voted to develop its library.
Keeping in view, the aims and objectives of the law college, the library has
been planned and is being developed. It has a collection of over 32,000 volumes of
books covering a wide range of general and special subjects consisting of Text
books, Refer-ence books and other legislative materials. It subscribes to about 22
Indian and foreign legal journals. Therefore Current and back Volumes of Journals
and reports, Indian Bar Review, All India Reporter, Criminal Law Journal, Labour
and Industrial cases, Supreme Court Cases, etc. are the glamorizing features of
our library.
There are two issuing counter for the students. In library use D.D.C.
classification system and books arrangement is broken order system. All sections
of the library are fully computerized. The library functions between 7.15 a.m. to
3.45 p.m. meritorious and enthusiastic students are supplied with additional library
facilities on the recom-mendation of the Library Advisory Committee and Principal
of the college.

Degree course of” Yeshvantrao Chavan Maharashtra Open University, Nasik
from 2003.
SPORT’S ACTIVITY
This college has been providing very good sports environment to enhance
sports-manship in students, which is very important to build confidence and leadership to maintain good physical strength and over all personality development.
The college has created very good sportive atmosphere by providing facilities for
Cricket, Football, Badminton, Table Tennis, Lawn Tennis, Basket Ball, Volley Ball,
Net Ball, etc.
It is notable that during the past years seventeen students of this college
were selected to represent S.R.T.M. University in various events. Table Tennis
(men) team stood winner in ICT Inter-Zonal tournament. Athlectics (men & women)
teams partici-pated and got ‘General Championship’ in ICT ‘B’ Zone. Basketball
(men) team partici-pated and stood winner consecutive third year and make a winning
Hattrick in ICT tour-nament. Basketball (women) team participated and stood runnerup in ICT tournament. Cricket (women) team participated and stood runner-up in
ICT tournament.
On behalf of Swami Ramanand Teerth Marathwada University, Nanded our
Col-lege organized Intercollegiate Basketball (men & women) Tournament.
Organized cricket (women) coaching camp of SRTMU Nanded. Celebrate ‘National
Sports Day’ on 29 August 2013.
CULTURAL ACTIVITIES
Students are motivated to participate in all types of competitions at college,
Uni-versity, state and national level in debating, Essay Writing, Story Writing, Dance,
Music etc. The college publishes annual Magazine “NYAYADEEP” which motivates
the stu-dents to develop writing skills like writing article, stories, poems etc

WORKSHOPS, SEMINARS AND CONFERENCES
Workshops, Seminars and Conferences are organized from time to time for the up
gradation of knowledge for the faculty members of colleges.
MOOT COURTS
Moot courts are simulated court competitions which involve the arguing of
points of law by student ‘advocates’ before a bench of ‘judges’ usually comprised of
members of the faculty and practicing advocates. Synonymous with the tradition of
Law College, moot courts were introduced by the Former Principal Dr. B.N. Chavan.
The Bar Council of India has now included them in the curriculum. Mooting allows
the students to practice the art of advocacy and the College lays emphasis on this
activity to equip students for their future profession. To imbibe the ‘mooting culture’ in
all the students, the College has one Late. Kusumtai Chavan State Level Moot Court
Competition is held every year in the month of February, in which teams from
various leading Law Colleges in Maharashtra take part.
This competition has become very popular with students and professors
alike, as it has helped to discover the latent talent of the students.
Among the National Moot Court competition, the college has been a regular
participant at competitions held by the Bar Council of India Trust.
STUDENTS AID FUND
Financial aid under the Students Aid Fund is given to deserving students on
the basis of their regular attendance, tutorial work, good behavior and progress
during the term. This is available for payment of tuition fees, examination fees, hos-tel
rent, mess bill or purchase of books or clothing. Interested students may apply to the
college for aid from the Fund.

Facilities for Economically Backward Students:
i.
If the population of residential place of the student is less than or equal to ten
thousand, the income certificate issued by sarpanch is valid, but if an administrator
is appointed to look after the work of a sarpanch, the income certificate issued by
him will not be valid. In such a case students will have to get an income certificate
from a Gazetted Officer. If the population is above ten thousand, students should
get income certificate from Gazetted officer or executive magistrate. Students
can fill up their EBC forms in the name of brothers or guardians if their parents
are not alive, after submitting their death certificate.
ii. If one of the parent’s mother or father is alive, they can fill up EBC form in the name
of the alive parent. In such cases they cannot fill up EBC form in the name of
brother or guardian.
iii. If the parents (mother or father) are pensioners he/she will have to attach
pension certificate along with the form issued by the treasury officer.
iv. If parents or a member in family is merchant/trader/businessman, students are
required to attach income certificates issued by sales tax officer.
v. If parents are alive but a student lives separately from father/mother and fills up
EBC form, he will have to get income certificate of the guardian/father/ mother
and attach it along with the form.
vi. If a student gets thumb impression of his mother/guardian on EBC forms, to a
certain the reality of thumb impression, it is to be countersigned by the Principal or
Gazetted officer.
vii. After the submission of the EBC form in the college, if the student fails to attend the
classes regularly or fails to appear for the examination, the EBC facility will be
withdrawn. In such case, before leaving the college they will have to pay full fees
as per rule.
viii. Students of this category are exempted from the payment of Admission fees,
Tuition fees, Laboratory fees and Library fees.
Facilities to the wards of Primary and Secondary Teachers:
To get this facility the students mother or father should be a primary, secondary or
higher secondary teacher as per the norms.
Those who work as part time or full time teachers but do not get pay-scale of
teacher, their wards will not be given this facility. Similarly the student should have
secured at least 45% marks in the last examination to avail this facility
