Objetivos del viaje:
Viaje a Hamburgo para participar la reunión general anual del
World Future Council, del 5 al 7 de marzo de 2016, con la finalidad
de promocionar el trabajo del Grupo de Trabajo Intergubernamental
de Composición Abierta para la Elaboración de un Instrumento
Legalmente Vinculante sobre Empresas y Derechos Humanos, en el
marco del Consejo de Derechos Humanos de Naciones Unidas.
Resultado esperado del
viaje:
⢠Se hará una presentación el estado, la aplicación y los límites del
régimen internacional sobre inversiones y derechos humanos, que
hasta el momento solo cuenta con mecanismos de soft law como los
Principios Rectores sobre Empresas y Derechos Humanos,
adoptados en 2011 por el Consejo de Derechos Humanos. ⢠Se
expondrán las limitaciones de los mecanismos de aplicación
voluntaria de estándares internacionales de derechos humanos,
como los Principios Rectores, y los vacíos que existen a nivel
internacional en términos de mecanismos de acceso a la justicia y a
remediaciones para víctimas de violaciones de derechos humanos
por causa de las operaciones de empresas transnacionales. ⢠Se
difundirá la iniciativa del instrumento vinculante sobre empresas y
derechos humanos y se realizarán acercamientos con intelectuales y
miembros de la sociedad civil organizada que acudirán al evento,
con miras a ampliar nuestra red de apoyo al instrumento vinculante
en Europa y otros países del mundo. De esta forma, se busca
integrar a nuestra iniciativa el mayor número de expertos y
generadores de opinión pública de pensamiento afín, que sirvan de
comunicadores e impulsadores del instrumento vinculante en sus
respectivos espacios de acción. ⢠Se presentará un proyecto de
resolución de apoyo político a la iniciativa liderada por Ecuador y
Sudáfrica de la necesidad de avanzar en un instrumento vinculante
sobre empresas y derechos humanos, para que sea adoptada por el
World Future Council. ⢠Se hará una presentación del futuro del
multilateralismo frente a las múltiples crisis que enfrenta el Sistema
Internacional, con particular énfasis en los temas de desarrollo
sustentable, justicia social y ambiental, equidad y solidaridad, y
cambio climático. ⢠Se posicionará la próxima cumbre de ONU
Hábitat III, que se celebrará en Quito, Ecuador, en octubre de 2016
y en la que se abordarán las principales directrices para la
gobernanza y el desarrollo urbano para los próximos diez años. â¢
Se co-presidirá la sesión de la Comisión para la Erradicación de la
Violencia contra las Mujeres y las Niñas del World Future Council.

Justificación por Ingreso
Extemporáneo:
Las razones por las cuales este trámite no pudo ser ingresado dentro
de los tiempos que establece el reglamento del Sistema de Viajes
radica en que me encontraba finalizando los trámites de dos
comisiones de servicios realizadas con anterioridad, por lo que el
Sistema no me permitió hacer el nuevo ingreso de solicitud.

En relación a mi Memorando Nro. MREMH-ONUGNB-2016-0395-M de 23 de marzo,
me permito reiterar mi solicitud de que se sirva autorizarme realizar el ingreso
extemporáneo del trámite de la comisión de servicios que realicé en Hamburgo,
Alemania, entre el 5 y el 7 de marzo pasado.
2. Las razones por las cuales este trámite no pudo ser ingresado dentro de los tiempos que
establece el reglamento del Sistema de Viajes radica en que me encontraba finalizando
los trámites de dos comisiones de servicios realizadas con anterioridad; y, como usted
conoce, cuando hay trámites abiertos por finalizar, el sistema no permite ingresar una
nueva solicitud.

ASUNTO:
RESPUESTA A SOLICITUD DE AUTORIZACIÓN DE INGRESO EXTEMPORÁNEO DE
VIAJES
De mi consideración.
Con relación a los memoranda No. MREMH-ONUGNB-2016-0494-M y 0600-M, mediante los cuales solicita
la autorización de ingreso extemporáneo de viaje, cumplo con informar que su requerimiento ha sido analizado
por la Dirección de Administración de Recursos Humanos y una vez revisado el informe favorable No.
DARH-ADM-0243-M del 25 de mayo del 2016 se procede a Autorizar el ingreso extemporáneo de su viaje,
de conformidad a la normativa Art. 12:
“Emergencia o fuerza mayor.- Si por casos de emergencia o fuerza mayor el ingreso de la solicitud no es
posible con la anticipación requerida en el presente Reglamento (tres días de antelación al viaje), la entidad
deberá generar una solicitud a través del Sistema de Viajes al Exterior y en el Exterior, solicitando el ingreso
extemporáneo del viaje con la debida justificación de la emergencia o fuerza mayor, previo el análisis de los
justificativos presentados a la máxima autoridad institucional, o su delegado.”(Acuerdo Ministerial No. 00998,
Secretaria Nacional de la Administración Pública)
Finalmente, me permito recordarle que es única y exclusivamente responsabilidad del funcionario finalizar el
viaje, por lo que agradeceré hacerlo dentro del tiempo establecido en la normativa vigente
