M

gathered on a “Day of Action” at the Harriet
Tubman Charter School this past Thurs., Mar.
3rd to insist that schools should be given equal
resources to succeed.
The day’s program included remarks from
elected officials, parents and students as well
as a voter registration drive.
With budget season underway in Albany,
parents, students and educators gathered to
call on state lawmakers to provide equitable
facilities funding for all of New York City’s
charter schools.
Currently, two of every five charter
school students in the city are affected by
the facilities funding disparity, said John
Sánchez, Advocacy Manager for Northeast
Charter Schools Network, a pro-charter group
representing more than 250 independent
charter schools in New York and Connecticut.
Before 2014, charter schools were
funded for operational expenses, but not for
facilities. That year, the law was changed

“We want a uniform process where all

said. “We’re all public schools, and we should
all get funded the same way.”

into a school building that’s going to give

While district school per-student funding
has increased by $2,113 since 2010 in New
York City, charter schools have seen a $350
per-student increase, according to Families
for Excellent Schools (FES), another charter
advocacy group.
The state legislature placed a freeze on

Discover the art of tea-based art at Bronx
Museum of the Arts now through May 29th.
Artist Michele Brody has been serving tea to
the public through the interactive communitybased project Reflections in Tea, in which
the ritual performance of preparing looseleaf tea within special paper filters is shared
with individuals and groups. Participant
conversations are then preserved by being
transcribed onto the stained tea bags that have
been dried and flattened, culminating in the
creation of an ever-growing set of fluttering
paper quilts. Through the experience of

vote by March 25 in order to cast ballots
in the upcoming presidential primaries on
April 19.
And New Yorkers looking
to register to vote, or to
change their enrollment
information, can do so
by using the state’s
online voter registration
service on the New
York State Department
of Motor Vehicles’
(DMV’s) website. Since
the system was launched
in 2012, more than 256,600
New Yorkers – 80,500 of
which were registering for the
first time – have registered to vote
using the automated online system, found at
on.ny.gov/1u6OsZF.
New Yorkers can easily sign up for a
secure MyDMV account and register to
vote or access a variety of other services
like updating party enrollment or a home
address. To create an account, individuals
must use their New York State driver
license, permit or non-driver ID, last four
digits of their Social Security Number,
and the ZIP code currently listed on their
driver license, permit or non-driver ID
record. Upon completion, DMV sends
the voter registration applications to the
County Board of Elections for action. New
Yorkers can use the New York State Board
of Elections’ website at bit.ly/1hs6kZ8 to
check their voter registration status.

log onto our website from a computer,
tablet, or even a smartphone to register
to vote in just minutes,” said New York
State Department of Motor Vehicles

To register to vote, a
New Yorker must:
• Be a United States
citizen.

Bilingual support group helps
families cope with grief
A
ngela Baltimore was feeling
lost.
When her husband passed away in 2011,
the Bronx mother was faced with helping her
two young children deal with the loss of their
father, while simultaneously coping with her
own grief.
“Sometimes you can feel so alone, and
don’t know how to help yourself or your
kids,” remarked Baltimore.
But things began to change when she
connected with a support group offering
bereavement assistance to both parents and
young people.
Run by the nonprofit A Caring Hand since
2008, the program helps adults and children
ages five to 17 cope with the death of a
significant person in their life.
Children learn skills to manage their grief,
while parents and caregivers
receive support to guide the
children.
“We know that coping
strategies can make a
difference,” said Dr.
Robin
Goodman,
The organization was founded by Susan
Esposito-Lombardo in memory of her father,
who was killed on September 11, 2001.

kids can talk to each other, it really helps. And
when families do the program together, it
helps even more.”
Baltimore credited the support group with
getting her family through a difficult time.
“I felt comfortable in the group and like
I wasn’t being judged,” Baltimore said. “It
really helped my kids as well, and they looked
forward to coming.”
In addition to participating in group sessions
led by a moderator, children make art and play
games while adults take part in their own
discussion.

A Caring Hand has announced that it
will launch a new bilingual grief program
for families, beginning on March 23 at the
Harlem Children’s Zone.
It is the only bereavement group in
New York City for bilingual families, said
Goodman.
The group will meet once a week for 11
weeks, with optional monthly meetings
thereafter.
All services are provided free of charge or
on a sliding scale.
“Parents are also given advice on how to
help children younger than five to deal with
loss,” Goodman said.
The bilingual grief program was announced
on March 1 during a media event at City
College.
“Each year, more than 4,000 children
in New York City experience the loss of a
parent or sibling,” said Manhattan Borough
President Gale Brewer, who served on the

Building Service Workers Act.

gathered near City Hall on Wed, Mar.
2, asking the City Council to update
an existing law to increase their job
security, and help them fight back
against property owners who attempt to
drive down wages.
The rally, which featured a large stage
erected on Broadway outside of City
Hall Park, was sponsored by service
worker union 32BJ SEIU.
Union
members
are
seeking
amendments to the Displaced Building
Service Workers Act, passed by the
City Council in 2002. The current
law features a salary cap that, due to
inflation and other contract negotiations,
excludes many building workers, said
union officials.
“This is a very important piece of
legislation,” stated 32BJ President
Héctor Figueroa. “We are talking about
protecting our jobs.”
Loopholes in the law have left
some workers vulnerable to predatory
building owners who want to pay cleaners,
doormen, security officers and others
substandard wages with little or no benefits,
explained 32BJ Vice President Shirley
Aldebol.
“Now, owners can switch contractors and
get rid of service workers when they want to
cut costs,” Aldebol said.
“We need amendments to this law to
protect us all,” added 32BJ member Eunice
Mercedes, who said she knows workers who
have lost their jobs in recent months due to
gaps in the law.
“We work hard,” Mercedes said. “We
don’t want to see a new contractor come in
and get rid of us so they can replace us with
lower-paid workers.”
The rally was attended by numerous elected
officials, including Manhattan Borough
President Gale Brewer and Councilmembers
Robert Cornegy, Daneek Miller, Ben Kallos,
Carlos Menchaca, Corey Johnson, Jimmy
Van Bramer, Antonio Reynoso, Andy Cohen,
Brad Lander and Barry Grodenchik.
“We support expanding the Displaced
Building Service Workers Act, and I know
we’ll get it done because this is a Council
that cares about working men and women,”
said Van Bramer, the son of a 32BJ member
who worked as a cleaner in the city’s school
system.

hey say cutbacks? We say,
‘Fight back!’”
Students lent their voices in a robust chant
as they joined with faculty from the City
University of New York (CUNY) and elected
officials for a rally at City Hall on March 2,
to protest recent tuition hikes and implore
Governor Andrew Cuomo not to reduce state
funding for the school.
Tuition at CUNY has increased by $1,500
over the past five years, with those funds
going to pay for basic operating expenses
rather than enhancing student educations,
advocates said.
They also took issue with Cuomo’s proposal
to unload one-third of CUNY’s budget, nearly
$500 million, from the state’s balance sheet
and transfer it to the city’s.
“If you look behind me, you see the faces
of the future and what CUNY is supposed to
provide,” said Brooklyn Borough President
Eric Adams, gesturing to the students gathered
on the City Hall steps.
Adams, a graduate of CUNY’s John
Jay College of Criminal Justice, said that
without affordable CUNY tuition, he would
not have been able to attend college himself.
He pointed out that many leaders in New
York State government, including Assembly

$672.9 million in state grant awards have
been announced for 73 projects designed to
improve the delivery of healthcare in the five
boroughs of New York City.
The New York City grants are part of $1.5
billion in overall funding that Governor
Andrew Cuomo is allocating to healthcare
providers across the state to fund capital and
infrastructure improvements, as well as to help
integrate health systems into communities.

The city’s Department of Design and
Construction (DDC) is another city agency
that seeks to work with small businesses, said
its Commissioner, Feniosky Peña-Mora.
“In one year, we increased by 29 percent
the number of prime MWBE contractors and
the number of sub-contractors by 67 percent,”
said Peña-Mora. “We have really increased
our efforts to put money in hands of MWBEs.”

Peña-Mora said that his agency also has

H

City Comptroller Scott Stringer
is renewing his earlier calls to shut down
Rikers Island, amid damning new statistics
on a surge in violence at correctional facilities
across the city.
Violence at the detention centers and
facilities is “getting more and more out of
control,” according to Comptroller Scott
Stringer, leading to a rise in personal injury
lawsuits that are putting the city on the hook
for large sums of money.
Stringer released data demonstrating that
personal injury claims against the Department
of Correction (DOC) have risen 27 percent
in the past fiscal year, costing the city $13.1
million.
The amount the city has been forced to pay
out in personal lawsuits has risen a staggering
172 percent since fiscal year 2009, the
Comptroller said.
Of the ten DOC facilities with the highest
number of claims, eight are located on Rikers
Island, which Stringer referred to as “the Wild
West of corrections.”
“We need full-on reform of Rikers,” stated
Stringer, reiterating his desire to eventually
close the facility altogether.
Stringer released the data during a March 2
press conference at his office.
Three of the DOC settlements in the past
fiscal year were for $1 million or more, all
of them involving inmates who died while in
custody on Rikers.
For seven consecutive years, Rikers’ Anna
M. Kross Center, which houses a methadone
detoxification unit and mental health center,
had the highest number of claims, with 593
reported in fiscal year 2015.
“The data I’m presenting today should be a
clarion call,” said Stringer, who stressed that
his office was focused on collaborating with
all parties involved.
“I extend a hand to the Department of
Corrections,” he remarked. “We want to work
with them.”
Stringer also released statistics indicating
that the cost-per-inmate is increasing,
although the city’s inmate population has
declined.
The average daily number of inmates held
in the city’s jails has fallen to a 31-year low of
10,240, while the annual cost per inmate rose
17 percent in the past fiscal year.
In response to the Comptroller’s report, the
Mayor’s office cited a 23 percent reduction
in serious use of force and 11 percent drop in
serious assaults on staff as evidence of “clear
reforms in place to address violence and
improve inmate outcomes on Rikers.”
The Rikers claims statistics were released
through ClaimStat, a data tool implemented
by the Comptroller’s office in 2014 to help
identify trends and reduce future lawsuits
against the city.
“There’s a huge cost to
not closing Rikers,” said
Comptroller Scott Stringer.
ClaimStat has previously focused on claims
against the Police Department. Stringer said
that claims against that agency had fallen
since it began collaborating with his office on
the ClaimStat program.
Since taking office, Stringer has published
several reports about issues on Rikers Island,
and last November first called for the closure
of the jail complex.
City Council Speaker Melissa MarkViverito, in her State of the City address,
announced that she was forming a commission
to study the feasibility of shuttering the
complex.

“There are those who say charter schools
are such a small part of the equation,” said
Crespo. “But if we didn’t need them, there
wouldn’t be parents on waiting lists trying for
an opportunity to get in.”
Assemblymember Michael Blake also
visited with students and parents later in the
day.
Harriet Tubman Charter School, founded
in 2001, has 675 students across two
Bronx locations. The school consistently
outperforms other schools in the district.
Principal Cleveland Person said the costs
of rent and maintenance are a huge financial
concern for his school, and prevent him from
adding services and supplies for students.
“If we could channel that money into
technology, books, staffing, that would
provide a greater opportunity for our kids to
learn,” said Person.
Sánchez questioned why older charter
schools that have served their community the
longest would be placed at a disadvantage.
“It doesn’t make sense that to penalize one
of the first charters in the state like Harriet

Enrique Jorrin, Johnny Rodriquez, Julio Gutiérrez
and many others that helped create and influence
the music of this time.
The series is hosted by Joe Conzo Sr., noted music historian,
producer and author of Mambo Diablo: My Journey with Tito Puente.
These seminars will broaden your knowledge of the genres and
enlighten you as you hear and learn about the music and how it
evolved from the 1930’s to now.
The seminar will focus on latin music, the jazz era and the
diverse artists who were influential in creating it, including the
great Tito Puente. Special guests will periodically attend
throughout the seminars series.

by Cornegy, who said that the labor of service
workers makes it possible for all other
industries in the city to function.
“A lot of folks might not see how highstakes these jobs really are,” he remarked.
The proposed amendments would raise
the law’s original salary cap for protected
workers from $25 an hour to $35, and include
employees who work for an office building
tenant with at least 30,000 square foot of
space.
The amendments would also better protect
workers whose building owners attempt to
contract out their jobs, and extend assistance
to employees whose work becomes insourced from a contractor to property owner.
“There would be better remedies available
to service workers when a building owner
tries to cut their pay or their job,” Aldebol
said.
Brewer, who was a member of the City
Council when the Displaced Service Workers
Act was passed, said the salary cap of $25
might have made sense in 2002 but doesn’t
any longer.
“The world changed since then,” said
Brewer. “We have to change the law along
with it.”
The proposed legislation already has 35
Councilmembers backing it, said Aldebol, but
has not yet been brought to the floor of the
City Council for discussion and a vote.
“We need a vote as soon as possible so that
workers do not continue to fall through the
cracks,” Aldebol stated.

“There’s a lot going on there right now,”
remarked García.
Abreu bluntly stated that Latino business
owners are not being aggressive enough in
seeking contracts with the city.
“[Other] business owners are at City Hall
advocating for themselves,” remarked Abreu.
“We don’t see our Latino businesses fighting
for contracts. That needs to change. If they
don’t see you, you won’t get the business.”
Juan Guillen, Founder and Chief Executive
Officer of LatinTrends magazine, agreed
that small business entrepreneurs need to be
forceful to expand their business and not be
afraid to fail.
“The entrepreneur jumps right into the
water, takes more risks,” Guillen said. “What
doesn’t kill you makes you stronger.”

que aún quedan muchas oportunidades.

aprender a navegar por el proceso y posicionarse
para hacer negocios con la ciudad”, dijo Camilo.
El Departamento de Diseño y Construcción
de la ciudad (DDC) es otra agencia que busca
trabajar con las pequeñas empresas, dijo su
comisionado, Feniosky Peña-Mora.
“En un año, hemos aumentado en un 29
por ciento el número de contratistas MWBE
principales y el número de subcontratistas en
un 67 por ciento”, dijo Peña-Mora. “Hemos
aumentado realmente nuestro esfuerzo para
poner dinero en manos de MWBE”.

A Caring Hand was founded by Susan
Esposito-Lombardo in memory of her father,
who was killed on September 11, 2001.
Initially, the group’s mission was to
provide financial assistance for educational
opportunities to children who experienced the
loss of a parent. “We soon learned we needed
to do more in our own community and began
serving families directly,” said EspositoLombardo.
The new bilingual program is designed to
help mental health advocacy in multicultural
communities and reach disadvantaged youth.
It is sponsored by grants from the New
York Life Foundation and A Little Hope, a
national nonprofit that offers bereavement
assistance for young people.
A Caring Hand’s Harlem program was
one of four in the United States to receive
financial support from A Little Hope, said
that organization’s Vice President, Tanhya
Schimel.
Since 2008, A Caring Hand has assisted
more than 900 people in its family
bereavement programs.
After participation in a support group,
both children and parents report that they
experience less depression, and have better
coping skills, said Goodman.
“Following loss of a loved one, parents
have the burden of managing their own grief,
and it can be really hard to connect with a
child during that difficult time,” Goodman

The CUNY Dominican Studies Institute (CUNY DSI) is pleased to announce the 2016 National Supermarket Association (NSA)
Dominican Studies Fellowship for doctoral students and faculty. Applications are due on Tuesday, March 1, 2016 by 5pm.
The NSA Dominican Studies Fellowship seeks to encourage doctoral students and faculty researchers from colleges and universities
to make innovative strides in Dominican Studies and to take advantage of the unique resources of the CUNY Dominican Studies
Institute Archives and Library collections by conducting research at CUNY DSI's premises. The CUNY DSI will award two fellowships
of $5,000 each to two applicants.

would cost the city “billions and billions” of
dollars.
In March of last year, the mayor rolled out
a 14-point proposal to combat violence at the
facility; among the directives were limiting
the amount of physical contact between
visitors and those detained.
But change, he cautioned then, could take
years.
“If you’re serious and consistent about
ending violence against our inmates and our
officers, then you’re going to understand why
we need common sense measures to stop
weapons and drugs from getting into this
facility,” said de Blasio then.
Stringer insisted that it was past time to
consider such reforms.
The NSA Dominican Studies Fellowship is interdisciplinary and applicants from all disciplines are encouraged to apply.
International applicants are also eligible, provided they are authorized to travel to the U.S. Applications will be selected on the
basis of the research's originality and scholarly justification. Applicants should include a timetable with the following:
Approximate length of stay and dates;
Approximate date for organizing event at home institution;
Expected date of completion of dissertation or monograph ready for publication.
“I think the mayor is right — to close
Rikers, there would be a huge cost to doing
that,” Stringer remarked. “But there’s also a
huge cost to not closing Rikers.”
All NSA Dominican Studies Fellows are required to stay a minimum of eight weeks at the CUNY DSI Archives and Library
anytime between June 1, 2016 and May 30, 2017. Fellows will work closely with Dr. Ramona Hernández, Director; Anthony
Stevens-Acevedo, Assistant Director; Sarah Aponte, Chief Librarian; and Idilio Gracia Peña, Chief Archivist. Fellows will also
attend regular meetings with one or more of the staff members to discuss ideas and progress. Following their stay, all fellows are
required to submit a brief report (2-3pp) within the subsequent sixty (60) days after their research stay on how their work at CUNY
DSI Archives and Library enriched their research project and offer suggestions for improvements on the Archives' and Library's
collections. Fellows are expected to explicitly acknowledge their reception of this fellowship in all resulting publications related
to this grant.
