Yes there's a building on fire here in Adickesallee, I can see an
awful lot of smoke, I can't tell you anything more, I’ve gone past.
Between 17:05 and 17:15, there were around 60 emergency calls in
total in relation to this incident.

Prevailing conditions
Why wasn't the outcome worse?
Only property damage was incurred for the following reasons:

Nobody was in the proximity of the fire.
Building was not yet in use.
Only construction workers in the building.
No fire load in the rooms.
Time of the day, the fire was reported very quickly.
Location of the site of operation. The first units arrived after just 3
mins. Extensive fire-fighting efforts were possible from the street.
• Weather conditions. Smoke from the fire was able to rise up directly.

from the point of view of the fire service
• These kinds of fires are becoming more common.
• The integrated fire breaks were ineffective in this operation.
• With an operation like this, there could have been dramatic
developments if the prevailing conditions had been different.

Next steps/results
• Coordination task of the German Fire Services Association (DFV)
and German Association of Fire Chiefs (AGBF) with the involvement
of the Works Fire Service Association of Germany (WFVD).
• Collection of operations with exterior insulation and finishing
systems
• Discussion with the various technical bodies - particularly in the
construction sector
• Results
• The Conference of Building Ministers discussed the issue
• Working Group V of the Conference of Ministers of the Interior
looked into the topic.
• The VdS is drafting a guideline on this.

There will be more comprehensive testing of the fire risk of polystyrenebased facade insulation systems. This decision was taken on Friday by
the State Construction Ministers,….
….Following analysis of the fires, the experts have confirmed that
exterior insulation and finishing systems with polystyrene insulation are
sufficiently safe in typical scenarios based on room fires. However, they
called for additional tests under conditions which might arise if a
rubbish container was to go on fire, for example...
