It is perfect timing for John DeGregory to take over as
the new Chairman for the 2015 calendar year. 2015 is
the 25th year of the Pittsburgh Tri-State Chapter of
NCRS and I must point out that John is one of the original-founding members of the Chapter. It seems appropriate and quite fitting that the Chairman for the Chapters 25th year is one of the original so called “Founding
Fathers”.
I thank each of the current Board Members for their
contribution over the last two years and their commitment to continue to serve for the next two-year period. It
clearly takes a cooperative team effort to plan, implement, and manage the ongoing monthly activities of the
Chapter. The individual Board Members sacrifice their
personal time, energy, and in many cases, personal resources so that the Chapter can continue to operate and
continue to be recognized as a “Top Flight” Chapter.
My two years as your Chairman went by way too fast. In
fact, the last four years went by like a blur. I will leave
you all with the following thought:
Being a member of a club and participating in its activities has enormous rewards. We get to share our passion
with others who have the same passion. We learn new
things all the time and make new and lasting friendships. We get to do good deeds and “In about the same
degree that you are helpful, you will be happy”.

Rough Idle and Carburetor Idle Adjustment

One of the most frequently asked questions is how to treat rough idle issues.
Here's some handy advice: Be sure to check all vacuum lines to ensure they
are not cracked or dry rotted. That goes for vacuum caps as well. If all vacuum lines are in good condition and fitted properly, then check your mixture
screws. On most carburetors turning the mixture screw clockwise will lean
out the mixture, and counter clockwise will enrich the mixture.
To check the mixture screws, set the curb idle speed to between 750 and 850
RPM, then check ignition timing and adjust if necessary. Now you're ready
to set the mixture screws. Your carburetor may have two or four mixture
screws.
For those with two screws: Turn the first mixture screw in until you notice a
drop in RPM, then back it out until you get the highest RPM you can. Stop
and do the same to the other mixture screw. Do this to achieve the highest
rpm for the motor at idle. It may be necessary to lower your idle speed once
you have completed the mixture process. You can substitute a vacuum gage
for a tachometer connected to the carb base (below the throttle plates) or to
manifold vacuum. In this case adjust screws to read max. vacuum.
For those carburetors with four mixture screws, other wise known as four
corner idle, make smaller adjustments to all four screws. After timing and
base idle is set, turn the first screw in to notice a drop in RPM. Then, in ¼
turn increments, adjust each mixture screw until you no longer get a positive
(meaning RPM rise) result from turning the screw. After this you may need
to lower your base idle speed.

Barry Holmes called the meeting to order at 10:00am. It was held at the home of Treasurer, Rich Kssum. In
the absence of Secretary, Maurice Wel, Barry appointed Janet Greenberg as Secretary Pro-tempore.
Barry Holmes opened discussion concerning chapter memberships. It was decided by the Board to hold charter memberships open until the chapter is accepted by the State of Pennsylvania as incorporated. It was estimated that this would occur approximately 06/30/91.
It was also decided not to hold a judging school until we are incorporated. In the interim, the club may conduct a seminar on restoration.
The board had a lengthy discussion concerning the confidentiality of publishing members names, addresses
and phone numbers. It was pointed out that our membership application asks if their name and phone number
can be published on a membership roster. It was decided to include members names only in the edition of our
first newsletter.
Several items were reviewed which should be included in the chapter newsletter.

The Board decided the Chapter’s fiscal year would be the calendar year. The payment of $20.00 annual chapter dues will run from June 1st to May 31st of the following year.

Barry reported that the Events Chairman, John DeGregory, is working on obtaining a park for the chapter to
hold a picnic. Places discussed were White Oak Park, Linden Hall, and Seven Springs. It was discussed that
Seven Springs would be a nice place to hold our judging meets. Non-members and memberes and members
alike would be attracted to the area as a recognizable location with activities for the family. It also would be
very suitable if the chapter would ever hold a Regional Event.
The Board discussed that the annual date for the chapter judging meet should be decided as soon as possible.
It should be held at the same time every year. The months of September and October were considered. The
Chapter does not want to conflict with Carlisle.
Chairman, Barry Holmes, stated that his main objective in calling this special meeting was for the board members to write the chapter by-laws. Barry distributed copies of the Michigan Chapter by-laws, which were used
as a guideline for discussion. Preliminary by-laws were reviewed and discussed in detail.
By-laws: Main issues decided
-Elected officers include Chairman, Vice-Chairman, and Judging Chairman and serve for a term of two years
with a maximum of two terms in any one office.
- The elected officers shall appoint the committee chairmen.
- The annual meeting of the members shall be held the second Saturday of November each year and include
the installation of officers.
- The by-laws shall include description of the duties of the three elected officers only.
The by-laws should be submitted to Ed Augustine, national chapter chairman, by July 3, 1990.
It was decided that the chapter secretary, Maurice Wel, should send a letter to National President, Dan Gale
before the national meet in July 1990. Tony and Maurice will compose the letter. It should bring Dan up-todate on the status of our chapter and include the number of members and other pertinent information about the
chapter. Copies should be sent to Mike McCagh and Ed Augustine.
The meeting was adjourned by Barry Holmes at 2:15 pm.

the by-laws was prepared by Janet Greenberg and faxed to by-laws chairman Jim Henderson on 07/02/90.
Copies were mailed to Chairman Barry Holmes and Vice-Chairman, Tony Cotti.
BLAST FROM THE PAST
The above meeting minuets from June 30, 1990, was the beginning of the
Pittsburgh Tri State Chapter of the NCRS. As you can see, many of the founding members are still active in the Club.
Twenty five years later, we are looking for members to step up and become
more active. This is our 25th year, and hoping to be the best yet.

Chairman Mike Bucheit opened the meeting at 6:30 PM.
Motion to approve the minutes from last meeting: Bob Cirilli,
second John DeGregory: approved.
Treasurer’s Report: Norm presented both Aug and Sept
reports, and detailed the Sept report. The chapter just
about broke even on the picnic. Norm discussed a
new fee policy by the bank and the chapter has to
maintain a larger amount in the checking to avoid fees.
MOTION by Norm Neffield to move the amount in
our money market account into the checking to avoid
the fees, since the money market account is paying a
very low rate: Second by Bob Cirilli: approved. Motion to accept treasurer’s report by Don Geary, second
by Bob Cirilli: approved.
Membership –Don Geary provided the report for Judy.
We currently have 121 members and there were 8
members dropped for non-payment of dues. We had
one new member this month, Jim Patitucci. Don confirmed that our printer will produce the annual rosters
this year for the same price as last year. We will wait
to distribute the rosters until after this year’s officer
election at the annual banquet.
Outside Coordinator: Chapter charities have been approved by the national.
Inside Coordinator: No report.
Newsletter Editor: Mike gave a quick update for John
Maher.
Newsletters will be sent this week, there was a
delay by the printer on the publication and
distribution.
Judging Chair: No report.
OLD BUSINESS:
Chapter Picnic on 9/21: 26 people attended the picnic and a
great time was had by all. The board thanked Paul
DiSanto and John DeGregory for the excellent caterer
and food. We will use the same caterer next year.
Fall road tour 10/18: Don Geary is coordinating this year’s
tour since John Jeffries can’t attend. We currently
have 6 families attending and the deadline is in several
days. Weather looks ok and the tree leaves should be
outstanding.
Annual Banquet at Rizzo’s on 12/7. Don Geary and John
Degregory will meet with Rizzi to finalize the menu
sometime in Nov. We need to also confirm the sound
system and bar tenders for the event with Rizzo’s.
Nomination committee: Bob Cirilli reported that he has
sent notifications to all members and has discussed
options with several members. He will provide more
progress to the board at the Nov meeting and we will
work on ballots at that time.
NEW BUSINESS
Upcoming events planning: 2015
There is a new date for our chapter meet and it is now
May 2. There was a scheduling mix-up with the
B&D owner for the 2015 event. Don Geary noted
that this change means we will have to submit our
registration forms to the Driveline by Dec 1 instead of Feb 1 to have our form in two publications. We will discuss the registration form at our
next meeting along with food and pricing for the
event.
Summary of 2015 schedule:
Feb 21: Membership meeting: The board agreed on
scheduling a general membership meeting in the
Monroeville area, with two suggested agenda topics: Auto Insurance money saving program and
premium grade oils. More planning is needed and
will be discussed at next meeting.
March 22: Judging seminar at John Kuhns’ garage.
This will be a mini-judging event for 3 cars. Coordinators are Bill Bryan and John Kuhns.
May 2: Chapter judged meet at B&D: Event chair is
John DeGregory, Judging chair is Bill Bryan.
Registration is Don Geary.
May 17: Spring road tour to Blairs Corvettes: Coordinator is Mike Bucheit.
June ??: Gateway Riverboat tour. Coordinator is Paul
DiSanto.
July 23-25: Road tour to the Corvette museum and
factory tour. We will participate with the Altoona
Corvette club and utilize their planning for the
event. Jim Wainwright will work with the Altoona club and provide updates.

We currently have 122 members. We had one new
member this month, Anthony DiGirolano. Reminder
the membership rosters will be distributed after the
first of the year so that our new officer list is included.
Outside Coordinator: Fl Regional is moved to a new
location as published in the Driveline.
Inside Coordinator: No report.
Newsletter Editor: Mike gave a quick update for John
Maher.
Deadline for next newsletter is 12/15/14 and it
should be distributed after the New Year in
early January.
John requests any entries in Word.
It will include minutes, picnic and Olgebay pictures as well as flyers for upcoming events in
Feb and March.
Technical articles are encouraged.
Judging Chair: No report, details of upcoming events
will be discussed later.
OLD BUSINESS:
Fall road tour 10/18: Don Geary said the event was great and
we had good attendance this year. A total of 18 people
attended and toured the Mansion and the Glass museum
and then had lunch in the grill at the lodge. Thanks to D
Kitch and John Jeffries for the research and Norm Neffield for leading the pack for the road course.
Annual Banquet at Rizzo’s on 12/7. Reminder for all attendees to bring an unwrapped present for the Toys for Tots
program. They will be collected after the party and
taken to Dave’s son’s garage which is an official pickup
point for the program. A flyer will be mailed this week
to all members.
Nomination committee: Bob Cirilli he has gotten three candidates for offices in 2015 and will include them with any
nominations from the floor at the banquet and then we
will conduct elections. Note only 3 positions are voted
upon: Vice-Chairman, Secretary and Treasurer. All
others are appointed by the board from member volunteers. The board currently has volunteers for all positions except Outside Coordinator and Newsletter Editor.

John DeGregory, Judging chair is Bill Bryan. Registration is Don Geary. Registration form must be
submitted to the Driveline by 12/1 and the board
discussed the draft from and made changes. Don

will submit the form. John and Mike will work
out the food for the meet with B&D.

Chairman Mike Bucheit opened the meeting at 4:00 PM.
Mike opened the meeting by introducing all members attending the banquet including the two new members,
the Patticci’s and DiGirolamo’s. He then provided
some history of the chapter and read some minutes of
one of the first meetings in 1990. Next year will actually be the 25th annual banquet.
Treasurer’s Report: Norm presented the Nov report, and
discussed the income and expenses. Norm then presented the annual report for 2014. Motion to approve
report: Bill Bryan, second Mary Lou Colussy: Approved.
Charities: Dave Kitch talked about our chapter charities
for this year: Toys for Tots, Westmoreland Food Bank
and Wounded warriors. The collection this evening for
Toys for Tots included over 40 toys. Dave mentioned
that checks would be accepted as well. George Whipkey will take the toys directly to headquarters for distribution. George also mentioned how the program grew
from one city to nationwide and our local area was responsible for over 17,000 gifts last year.
Election of Officers: Mike called for nominations for 20152016 elected officers, secretary, treasurer and vicechairman. Nominated for the positions were secretary:

Don Geary. Motion to accept slate of elected officers
by John Maher second by Ron Horak, vote was unanimous.

Mike stressed the importance of participating in our organization to make stronger and bring fresh ideas into the
club.
Mike passed the gavel to John DeGregory as the new chairman.
John reviewed the 2015 calendar of events:
Our first event is a Mid-Winter Social at Fortune
Star. Don Geary, Frank Gavron and John
Jeffries are coordinating the event. Don asked
for ideas from the ladies on what would interest them as the guys had presentations on oil
and maybe insurance. One suggestion was a

presentation of bags by 31. Don asked for
more ideas to be emailed to him.
Jim Wainwright noted that our July trip to the
corvette museum was posted on the Altoona
Corvette club’s website since we are partnering with them to attend the event.
John noted we have an open location for the 2015
banquet. Paul DiSanto noted we discussed
the Willow club. Several locations were discussed. MOTION: to have the 2015 banquet
at the Willow Club by Paul DiSanto, second:
George Whipkey: Approved.
Newsletter distribution: There was further discussion
about the need to vote on the newsletter distribution
and alternatives. MOTION: to distribute the newsletter by email only to the membership quarterly and not
mail any copies by Bill Bryan, second John Maher:
Approved.
Charities: MOTION to pay two charities, Westmoreland
Food Bank and the local Wounded Warriors an
amount of $250 each by John Maher, second Dave
Kitch: Approved.

If traveling East or West on Route 30 from Ligonier or Greensburg, merge onto PA--982 North towards Bradenville. Turn

If traveling East from Monroeville on RT 22, take 981 South into Latrobe and turn left onto Lincoln Ave. Turn left onto PA-982 Hillview Ave., turn right onto Raymond Ave.
If traveling West from Ebensburg on RT 22, take the PA--217 ramp toward Blairsville. Follow 217 into Latrobe, turn left onto
