Unless otherwise noted, all EPHPA Board of Directors meetings are open to
the public and held at The Valley Garden Center - 1809 N. 15th Ave. 85007
Meetings are conducted on the third Monday of each month, scheduled to begin at
7:00 PM and usually last two hours. All residents and guests are welcome to attend

EPHPA PRESIDENT'S LETTER

Now is the time to consider how each of us can participate and contribute to the future of
our community. The next home tour occurs in Spring 2013 and it is time for volunteers to begin
planning the activities. Successful home tours are the most significant source of income for
EPHPA and the income pays for contributions to local charities, our parties, a place for the board
to meet, plants and maintenance for the triangles, and all the things EPHPA does throughout the
year. One of the priorities of the EPHPA is Encanto Park, which is supported through contributions to Friends of Encanto Park. The city has recognized the significance of Encanto Park and is
now starting projects to improve the park's attractiveness. Watch for the commencement of these
projects.
There are vacant positions on the EPHPA board. The objective of the EPHPA is to have twentyone board members. With the recent resignation of two board members who are leaving the
neighborhood, our EPHPA board now has only eleven members. We will miss their contributions
to the organization dearly. We hope that other neighbors will join in our association activities and
fill some of the leadership responsibility voids. One may get involved by showing up at the September meeting and volunteering to join the board. Or, consider a nomination to the November
ballot and participate in the annual election of board members. Though only property owners are
presently eligible, the board is considering revising the EPHPA bylaws to include all residents of
the neighborhood as eligible to serve on the board. Pitch in whenever and wherever you can.
Security is not just about thieves stealing a bicycle or breaking into a car. The Phoenix Police
Mountain View Precinct presented information about online identity theft and how one leaves a
trail online, not just of websites one visits, but also where one works, lives, shops, and travels. One
can leave these tracks as the events happen. Just saying…
The neighborhood needs an organizer of our March 2013 Home Tour. The Home Tour is a vital
fund raising activity for the Encanto Palmcroft Historic Preservation Association. The scope of
work for the organizer is as broad or narrow as the volunteer cares to make it. One may simply
keep track of who and what other volunteers are doing or take responsibility for all the details.
The neighbors have participated in the Home Tour for years, so many know what needs must be
done. Please step in and take on this valuable task to support the neighborhood. If you'd take on
the project, you will find the support of the neighbors heartening.

emails and newsletters, and also appear on the neighborhood web site,

Friends of Encanto Park – UPDATE
Thanks to a massive collaboration and years of steady progress, Encanto Park is about to
have its major renovation. The long delayed Phoenix Parks and Preserve Initiative (PPPI) funding of
$3.9 million will be spent between now and June 2013.
A quick PPPI preview:
Preparation for the new wrought iron fencing has begun. New fencing will wrap around the entire
golf course, significantly improving the original concept and enhancing the full park. We expect this
to be completed by the end of 2012. Ramada’s, new restrooms, outdoor fitness equipment, new tennis court surfaces and conservation / plumbing improvements are planned.
Please join a community social and information meeting on Thursday, September 20 at Encanto
Park Clubhouse from 5:00-7:00 pm to learn all of the details and celebrate the progress at Encanto
Park.
In addition to PPPI plans and decisions, Friends of Encanto Park will be unveiling a new brick fund
raising effort around the Garden of Dreams, and GG George will discuss the Centennial Project and
efforts to expand the historic overlay for the full park.
Special thanks to the Encanto Palmcroft Historic Preservation Association for granting us $750 for
2012.
With this donation we have approximately $3,700 and will be hoping to raise enough money to again
fill the park with flowers and support other beautification efforts. Friends of Encanto Park is hosting
the social hour for this meeting. Please let me know if you’re interested in helping.

Regular Meeting of the Board of Directors
August 20, 2012 - 7pm

Meeting was called to order: at 7:07PM by President Bill Jones
EPHPA mission statement: was read by Vice President Kelly Larabee Morlan
Update from our City of Phoenix Police Department representative:
Our precinct Community Action Officer Benjamin Harris attended our Aug. meeting to report on new info and recent police activity in our area. Officer Ben had been asked about updated crime statistics, at previous E/P meetings. He reported that the Phx PD leadership has now allowed him compile crime stats within our specific neighborhood borders.
He shared E/P criminal activity from the past 30 days, and plans to provide similar reports at each of our monthly meetings. He also agreed to send them - via email - to the security patrol provider that is contracted by our EPSC.
Update from E/P Security Corp:
Former EPSC President Ron Pick reported that Mike March was elected to lead the EPSC at the recent annual meeting.
At the 2011 annual meeting, the EPSC Bylaws had been amended to allow all E/P residents to serve on the volunteer
board. That organizations bylaws may be viewed on the website: http://www.encantosecurity.org/. The daily patrols improve the safety and security for our entire neighborhood, and all residents and property owners are encouraged to contribute. Although our private security officers are still patrolling daily, patrol days and times will need to be cut back, due
to low contribution levels. Times have been adjusted to react to current crime patterns (in surrounding areas) and our
summer vacation season. Many residents have called and emailed with their travel plans, giving our officers valuable
information regarding unoccupied homes. Keeping a close eye on vacant properties has reduced criminal opportunities.
Our Security Corp. is hoping for additional contributions and donations.
Secretary’s Report:
The draft June 2012 Meeting Minutes were submitted by secretary Ron Pick, as published in our August 2012 newsletter
- since there was no July meeting or newsletter, due to summer break. A motion to approve the draft minutes was made
by Kelly and seconded by Jim. The motion was voted and approved.
Treasurer’s Report:
Treasurer Diana Kem submitted a written report to all members. Total of all funds on August 21, 2012 was $28,771.55.
Although our Social Committee’s Annual Encanto Pool Party was on the E/P calendar, the costs had not been budgeted.
A motion to approve the additional expense of $138.11 was made by Kelly and seconded by Steve. The motion was
voted and approved.
A motion to approve the August Treasurer’s Report was made by Jim and seconded by Kelly.The motion was voted and
approved.
President Bill chose to discuss Old Business prior to the Committee Reports.
Old Business:
Bylaw Amendments – Previously, some possible bylaw amendments / suggestions had been made and discussed. The
Board agreed to continue this discussion at following board meetings. A motion was passed at our April 2012 Board
meeting - to publish the proposed amendments in our E/P newsletter and also to distribute via our email list. After the

proposed amendment publication, all public comments would be gathered and discussed at future regular board meetings. Any proposed changes to our bylaws would again be specifically printed in our E/P newsletter. A vote on any bylaw
changes would be scheduled for our next Annual Meeting in November.
The proposed bylaw amendments, that focus on allowing all E/P residents to participate in our board and neighborhood
leadership, were printed in the August 2012 newsletter. There were no comments reported, by any neighborhood E/P
members.
A motion to continue Bylaw amendment discussions was made by Kelly and seconded by Ron. The motion was voted
and passed. Jim distributed copies of the E/P Bylaws with proposed amendments - similar to those that were printed in
our 8/12 newsletter. Ron distributed copies of the E/P Articles of Incorporation. Since the Articles discuss and define
board member indemnity(liabilities) it was decided that a similar clause would not need to be repeated in our Bylaws.
The existing membership requirements were discussed. It was agreed that if the membership requirements were altered
in our Bylaws, they would need similar altering in our Articles.A suggestion was made for further exploration. Jim volunteered to lead the ad hoc Amendment Committee, and report back to the Board.
Group / Association Liability Protection – Jim lead the discussion about group insurance - types, rates, limits. Jim volunteered to contact Chad, and to work with Diana and her event insurance contacts - to continue with researching our options and get bids or quotes.
Newsletter - Retiring Editor Bruce was recognized for his service and a gift certificate was presented. Ron produced the
Aug. edition, and reported that St.Joe’s plans to continue to print our newsletter at no cost to us. A motion was made by
Steve and seconded by Jim, to continue to publish our neighborhood newsletter - the Encanto-Palmcroft News - with
Ron as the paid editor. The motion was voted and approved. After further discussion concerning advertising, it was decided that the Newsletter Committee would review the existing E/P News Guidelines and report back with amendments
and revisions.
Committee Reports:
Outreach:
Committee Chairperson Kelly Larabee Morlan reported that the 3Pi funds have begun flowing into Encanto Park. Fence
construction has started. The City HP Dept. has participated in the window and door repairs at the ClubHouse. A volunteer landscape architect has been working on exterior designs, adding to the flower beds. The Friends of Encanto Park
group is planning a social / info event on 9/20/12.
Kelly stated that additional funds were needed. A motion to donate $750. to the F.O.E.P was made by Martin and seconded by Steve. The motion was voted and approved.
Kelly mentioned that the Encanto Park Club House is tentatively booked for our Dec.16, 2012 Holiday Gala Dinner Party.
Encanto Park Manager Jan Sherwood should be contacted by our social committee at 602 261-8991 to confirm - or release - the venue.
Social:
Social Committee Chairperson - Amanda Felt - did not attend the meeting. Ron reported that the Swim Party at Encanto
Park Pool – on August 12 - was a success. Approx 24 neighbors - ages 1 through 77 - had a great time. Many commented that they had never been to the pool before. (See photos)
Welcome:
Tara Ferguson (705 W. Palm Lane) is our Welcome Committee Chairperson. No report was filed.
Architecture:
Committee Chair Eric Johnstone reported that he is in contact with the new property owner of the former Encanto Parkside site (1300 - 1500 W. Mc Dowell) and is tracking the proposed project. He will report about any proposed use
changes at our next meeting.
New Business:
Home Tour – another call was made for a committee chair and volunteers. No response from meeting attendees.
Board Secretary - Jim Rees volunteered to replace Ron as secretary, for the remainder of the term.
A motion was made to adjourn the board meeting. Pres. Bill accepted the motion at 9:19 pm.

I'm now a persona non grata in Encanto
So are you familiar with the Encanto neighborhood in Phoenix? If not, I can tell you it's a
pleasant, probably historic part of town more or less north of McDowell Road and west of Seventh Avenue.
Lots of beautiful, older homes, most of them with very nice landscaping. Not a place where I
probably could ever afford to live, and maybe neither could you. I don't know. However, I do
happen to have some friends who live there.
I have some personal business that sometimes takes me that way and when I do it has been my
wont to drive idly around Encanto admiring the houses and the landscaping and daydreaming
about who lives in what houses.
Actually, I found a great idea for a birthday gift for a friend of mine by driving around in there
and part of the beautiful landscaping project of my miserable back yard came from there.
So I was doing just that the other day when I got waved down by a rent-a-cop on a golf cart
who wanted to know what was my business there and he'd had a complaint and if I couldn't explain myself I should leave. I was so flabbergasted I just drove away.
Anyway, to the best of my knowledge, no one matching my description or that of any middleaged newspaper columnist or driving a vehicle matching the description of such a person has
ever been suspected or accused in the Encanto neighborhood of committing an act of breaking
-and-entering, burglary, money laundering, child abuse, armed robbery, embezzlement, public
intoxication, stealing sugar packs from diners, rioting in the streets, not keeping tires properly
inflated, vandalism, bootlegging, animal cruelty. voter fraud, arson, defaulting on a student
loan, treason, tax evasion, mass murder, truancy, drug-dealing, cheating at Uno, bribery, malfeasance in office, smuggling undocumented aliens, aiding and abetting, bank fraud, public
indecency, identity theft or gawking at the women Olympic beach volleyball players.
OK, maybe that last one.
So residents of Encanto, you can rest easy. No middle-aged newspaper hack will be ravaging
your neighborhood. I have kicked the dust of Encanto from my sandals.
And if you ever want to send me a question or enter one of my contests, think twice. I'm not
sure I like your looks.

I'm not sure if I spelled "owie" correctly, but who cares. Encanto-Palmcroft is one of
the nicest neighborhoods around. Just ask our Westie and Wirehair Dachshund...Duffy and Otto. It is definitely not an exclusive enclave. It's more like an inclusive one, where most of us know each other. Many of us bought our homes years
ago when no one wanted to live in the "inner city" and homes were cheap. The residents are friendly and generous and our community association has given thousands
of dollars to local public schools, homeless shelters, helping to preserve Encanto
Park, etc. etc. However, we have had a few incidents over the past several months
where people were cruising to scope out empty homes and who stripped a few of anything that could be classified as their weekly income. Methinks you encountered an
over-zealous security person trying to justify their employment and who probably
really needs their job. The toolkit, mask and backpack on your car's right passenger
seat probably had nothing to do with it.

A new or used Piano for the Encanto Park Clubhouse?
The Encanto Park Clubhouse reopened last Fall, after being closed, as a budget saving move. It’s a
unique and gorgeous facility that is regularly booked for weddings and events and is a major part of
the charm of Encanto Park. It’s been cleaned, the floors refinished, and the doors and windows repaired, in a major effort supported by Historic Preservation.
Friends of Encanto Park is hoping to help secure a piano, landscape the north patio, and plant flowers in the beds for the winter. The Club House is already looking better than ever, yet a few major
items will make it exponentially more enchanting. Can you help?

Phoenix Public Works Department Info Request
The city of Phoenix is dedicated to providing residents effective solid waste services. Public Works
Department is evaluating certain business practices that improve efficiencies and decrease the
amount of trash going to the city landfills. The goal is to increase the landfill diversion rate from 17
to 40 percent by 2020.
Possible changes include fees for courtesy returns when residents forget to put their cans out in
time for pick up, a new program to divert green organics like yard clippings from landfills, and fees
for garbage loads self-hauled to the transfer stations. The city is asking residents to provide feedback on these potential changes by taking a short survey:

Plastic bags gum up Phoenix recycling

Phoenix has tried for years to persuade residents to stop throwing plastic grocery bags into the city's blue
recycle bins.
But despite the city's efforts, many residents continue to toss the bags in the containers, costing more
than $1 million a year. And residents who do this may do more harm than good because the city turns
around and dumps the plastic in the landfill.
A city-commissioned survey of 1,201 residents in February indicated 11 percent of respondents still threw
plastic bags into the recycle bin.
"I don't think people are being malicious," said Terry Gellenbeck, Phoenix's solid waste administrative
analyst. "A lot of people get mixed up."
Despite the survey, Albert Alvarez, Phoenix recycling information specialist, said he has seen an improvement since grocery stores started Bag Central Station in 2007. Through the program, residents can toss
plastic bags in bins at the grocery store so the plastic can be recycled into items such as plastic furniture
and decking.
"Plastic bags are recyclable, but not in your blue bin at home," he said.
WHAT CAN BE RECYCLED IN THE BLUE BINS?
Plastic: All hard plastic containers including buckets, plastic jugs and bottles with or without caps.
Paper: Cardboard, food boxes, junk mail, wet strength, paper board, newspapers, magazines,
phone books, juice boxes and shredded paper (placed in clear plastic bags).
Glass: Glass bottles, jars and any food-grade glass containers.
Metal: Aluminum cans, metal cans, small metal appliances and empty aerosol cans (no paint, pesticides, oven cleaners)

Interactive Involvement for General Plan Update and Reinvent PHX
Mayor Greg Stanton, the City Council and community members have recently launched PlanPHX.

Getting Arizona Involved in Neighborhoods
G.A.I.N. is Arizona’s answer to National Night Out, which is held in August throughout the
country. Because of our high temperatures, communities statewide decided to observe National
Night Out in October and call it G.A.I.N. G.A.I.N. is a day of celebration for the success of crime
prevention, through community involvement.
On Saturday, October 20, 2012, Block Watches, apartment complexes, neighborhood
groups, parks, businesses, etc. all across Phoenix participate in block parties to show support for
the efforts of those involved in the fight against crime.

The Y @ ASU - Downtown
ASU's Downtown campus and the Lincoln Family Downtown YMCA have begun
construction of a new $25 million student recreation center in the city's core. The
ground has been ‘broke’ for the 64,000-square-foot facility (also known as the Y @
ASU) at Civic Space Park - 424 N. Central Ave.
The new five-story building will include a large gymnasium, weight room, indoor track,
multi-purpose space, student lounge, bike co-op, locker rooms and a rooftop leisure
pool.
ASU's School of Nutrition and Health Promotion lab facilities - the Exercise, Nutrition
& Wellness Program - will also be housed at the center. The complex will be located
just south of the Lincoln Family Downtown YMCA (350 N. First Avenue) between Fillmore and Van Buren streets.
Speed Enforcement Information

Since the invention of the automobile, it’s surprising how integral it has become in our lives.
This is especially true in the City of Phoenix, where we have urban sprawl and low geographic population density. In our day to day routines, we drive to and from work, to the grocery store, or even a
friend’s house, and then home again. Some of us drive for a living, and
still more of us may have a host of additional responsibilities to carry out with the aid of the automobile. It is important that we carry out our daily lives with care, and with the welfare of our fellow community members in mind.
Within our City, there are three speed limits that are known as absolute speed limits. In these zones
you can be ticketed for 1 mph over the speed limit without regard for mitigating conditions. These
are: school zones, 25 MPH residential zones, and 55 mph highway zones. All other speed limits set
by the city, are based on the reasonable flow of traffc, identified by speed surveys.
A couple of reasons for 25 MPH speed limits are driver response times, and injury dynamics related
to speed. It typically takes a driver 1.6 seconds to initiate braking action, AFTER they have observed a need to stop. At 25 mph this works out to 58 feet which leaves about 25‐30 feet, for an
overall distance to stop of approximately 80 feet. The injuries we would see resulting from a car vs.
pedestrian collision at 25 mph, are almost always not life threatening. In cases where a vehicle is
already breaking, the injuries will be substantially less. While it certainly is no picnic, any injury will
most likely not require hospitalization. This does not mean that we are relieved from paying attention to our environment as we drive.
I hope you all will be mindful of your driving habits and make changes if necessary. Let’s all take a
little more care in our daily routines; slow down, no texting and keep your eyes on the road so we
can all be a little safer on the roadways.
