c) Financial Statement and Treasurer’s Report from February 2014. 97% of tax revenue has been
received, balance mainly due to late payments by residents. State aid and penal fines has not
been received yet. Library taxes come in the winter.

a) Press coverage – Lake Orion Review visited and reported on the renovations and audit.
b) FaceBoock coverage was reviewed.
c) ONTV includes the Library often.
d) Open meetings act – still discussing at state level
7) Director’s report
a) James Ingram Fund is paying for a part-time employee to work extra hours (beyond her regular
library schedule) to continue work on historical project.
b) Youth Area renovation progressing well.

Committee meeting set to discuss use of receipts from advertising, general planning and set
goals. Monday 5/4/15 at 5 p.m. at OTPL
d) Board Development –
i)
Michigan Public Library Trustee Manual, Appendix B: Libraries and the Law was reviewed by
the Trustees. Various items were discussed and follow-up is deemed necessary.
ii)
Next month discussion of FOIA, Privacy Act and Patriot Act.

h) Advocacy – None.
10) Discussion Items
a) 2014 Annual Report – discussed and reviewed.
b) VEBA discussion – An employee and spouse can join the plan at the time of the employee’s
retirement. Question about whether or not retiree can elect at any time to enroll spouse after
retirement. Need to determine whether or not to allow a spouse or dependent to join the plan at a
later time. Assume spouse was married at time of retirement.
i)
Director requested to investigate/inquire the potential future risks of moving forward on
decisions made in the near term.
11) Action Items
Motion by Pergeau – Board requests of the Director to formulate an administrative procedure that
allows for an eligible spouse of a retiree to join the VEBA at any time if the spouse was eligible to join
at the time of former employee’s retirement. The spouse of the retiree must pay 100% of their Plan
cost. Phillips seconded.
12) New meetings scheduled
a) Fund Development Committee – May 4th, 2015 at 5 p.m. at OTPL.

During the summer of 2012, educators James and Lauren Dake rode their bicycles from Michigan to
California in a 3,000 journey across America! Come hear the stories, experiences, and encounters
as they share a slideshow of their two-wheeled adventure across the country at the Orion
Township Public Library on Saturday, April 18 at 10:30a. After surviving their bike trip, Lauren
and James were married in Oxford and now live in Elk Rapids, MI. All ages welcome!

Stop-Motion Animation Workshop for Teens

Alex Thomas will be at the Orion Township Public Library on Saturday, April 25
at 2:30p to show teens how to build their very own custom, stop-motion puppet and
bring it to life using the art and the magic of stop-motion animation. All participants
will receive a free DVD copy of all animation produced during the workshop with
their name on it. Registration required at orionlibrary.org/calendar/. This program is

Mexican Fiesta at the Orion Township Public Library
An Evening of Colors, Flavors and Traditions

It’s Mexico Fiesta time at the Orion Township Public Library! The Friends of the Library, in
collaboration with the group Mexicans en Michigan, invite you to the Passport to Spring: Mexico, an
evening of colors, flavors and traditions, from 7:00p-10:00p on Saturday, May 16 at the Orion
Township Public Library. Experience a festive and magical evening as the library is transformed into
five of the most traditional and colorful states of Mexico. Tickets are $35 each or $40 at the door and
can be purchased at the library’s Customer Service desk or online at orionlibrary.org/friends. Enjoy
an evening out while helping to support the library!

Due to slow ticket sales, the Kim Santini event at the White Horse Inn is
being canceled by the artist. Any purchased tickets will be refunded. In
addition, the Orion Art Center will soon announce a future event with the
White Horse Inn, whose relationship we value.
In the meantime, we have hired a new Art & Gallery manager (WIlliam
LeTourneau), re-launched the OAC web site (Thanks Dymond Web
Solutions!), we have just purchased 3 new pottery wheels thanks to a
new partnership with Foresters Car Wash, we have a new wheelchair
ramp being installed on the building (thanks Frank & Home Depot!), we
will be at the Flower Fair and the Chamber of Commerce event SHOP
LOCAL EXPO 2015 with Mike Hendrix colorizing the chambers montage
posters, we are placing the Joan Brace Scholarship Show in the Orion
Township Public Library in partnership with Chadwick Accounting and
Oxford Bank where we will announce the winners of $2,000 in scholarship
funds, we had a very successful opening with the Recycled Art Show
powered by Waste Management, we are working with Jon Witz and his
team to take a group of chalk artists down to the Detroit Riverdays
Festival in June and to represent the Orion Art Center and some of the
great chalk art we do at Dragon on the Lake, and of course we are now in
full swing on Dragon on the Lake and look forward to working with the
Daisy Project, the Knights of Columbus, the Lake Orion Lakes Association,
the Lapeer Civil Air Patrol, the Village of Lake Orion, Orion Township,
Common Ground, Tattoo Noveau, FOX2 Detroit, the Lake Orion Review,
Community Lifestyles and many more.

The Library now has a new collection for you to enjoy! Board gaming, also called tabletop gaming, is on the rise
across the country and the library is sitting down at the table. We have chosen a selection of modern board games
that inspire creativity, creative thinking, interaction, and are just plain fun to play. Board games are limited to 1 per
library card and may be checked out for 2 weeks. They cannot be returned in a drop box, please return them in
person to the circulation desk.


If you are having issues with the rain water today or this spring come to the Wet Basement Workshop on Thursday, April 23 at
7:00p. Ronald K. Gay, licensed builder and author of 5 Steps to a Dry Basement or Crawl Space, will present ways to manage
surface water so that it remains outside the basement and home. Copies of the book will be for sale after the program.

Kids will love the Recycled Art program at the Orion Township Public Library on Saturday, April 18 from 2:00p-4:00p! Cub
Scout Pack 59 will supply the materials and help children make recycled art as part of their community service project. Once the
projects are completed the children will have the chance to enter the Recycled Art Competition at the Orion Art Center. Feel

Dear Karen,
On May 5 Michigan voters are being asked to vote on Proposal 15-1 as a way to fund
road repair. The measure's approval would cause one constitutional amendment and
10 statutes to go into effect. The proposal is a complicated solution to a difficult and
expensive problem. Read on for an explanation of MLA's stand on Proposal 1.
Michigan Library Association Supports Proposal 1
The MLA Board of Directors has voted to support the MLA Legislative Committee's
recommendation that MLA support passage of Proposal 1. While we recognize that
this proposal has any number of issues that could cause confusion, questions and
differences of opinion, there are three arguments for support which would impact
libraries directly.
1. Predictions for Fiscal Year 2017 show a serious budget deficit for the state of
Michigan due to the cashing in of tax credits by big business. This means
without additional sources of revenue, we would expect to see a cut in all
budgets across the board including aid to libraries.
2. Penal fines: Originally a bill moving some penal fines from libraries to roads
was included in the 10-bill package to accompany Proposal 1. We worked hard
to mitigate that threat. If Proposal 1 fails we can expect further and expanded
assaults on penal fines. Legislators will argue that those are road fines and
they should go to roads-constitutionally guaranteed to libraries or not.
3. The governor has provided an additional $1.6 million in support to libraries for
early literacy and other programs in his budget recommendation this year.
Supporting the administration's efforts to adequately finance education and
local governments is consistent with good policy.
In essence, Proposal 1 would amend the State Constitution to increase the sales/use
tax from 6% to 7% and eliminate sales/use taxes on gasoline and diesel fuel. Simply
put, motorists now pay both gas and sales taxes at the pump, so that the cost of each
fill-up is split among roads, schools and local governments. The plan for Proposal 1
means taxes paid at the pump are going to roads and sales tax is going to schools
and local governments.
Language directly from the ballot proposal states that the proposed constitutional
amendment would:







Eliminate sales/use taxes on gasoline/diesel fuel for vehicles on public roads.
Increase portion of use tax dedicated to School Aid Fund (SAF).
Expand use of SAF to community colleges and career/technical education and
prohibit use for 4-year colleges/universities.
Give effect to laws, including those that: Increase sales/use tax to 7% as
authorized by constitutional amendment.
Increase gasoline/diesel fuel tax and adjust annually for inflation, increase
vehicle registration fees and dedicate revenue for roads and other
transportation purposes.
Expand competitive bidding and warranties for road projects.
Increase earned income tax credit.

Virtual Library Legislation Day
Virtual Library Legislative Day is part of the American Library Association's (ALA)
National Library Legislative Day, held each spring in Washington, D.C. This year,
National Library Legislative Day will be May 4-5, 2015. Virtual Library Legislative Day
activities will be held throughout the week of May 4-5, 2015 and will be an opportunity
for all library advocates to make their voices heard on a national level. Library
advocates who cannot make it to Capitol Hill for the event can be a part of the effort
by calling and/or emailing their elected officials on May 5, or any time the week of May
4-8.

Michigan Center of the Book Grant Extension
The Michigan Center for the Book has extended its grant
application deadline. The Michigan Center for the Book will
partially fund events or projects in Michigan that enhance or
complement our mission to promote an awareness of books,
reading, literacy, authors and Michigan's rich literary heritage. Please review the
procedures and return an application by May 15th. Grant Procedures
ARSL Scholarships Available
The Association for Rural and Small Libraries (ARSL) is offering three
conference scholarships for first time attendees to attend the 2015
conference in Little Rock, Arkansas October 1st-3rd. The scholarships
vary, but provide for conference membership, a travel stipend and
hotel accommodations. All are welcome to apply including students,
paraprofessionals and MLS holders. Applications must be received by 5:00 pm
CST on June 19, 2015 to be considered. More Information

The Consumer Financial Protection Bureau (CFPB) has a number of
resources available for free that libraries can use to provide financial

2015 MeL Databases RFP Vendor Demos

President's Update
One of the most challenging tasks in communicating with others is
how to effectively give negative and positive feedback. When giving
feedback, feelings of embarrassment, not wanting to be
confrontational and the vulnerability required to share your feelings
can all be uncomfortable and roadblocks to this specific type of
communication. However, giving feedback is an excellent way to
motivate others to begin, continue or stop behaviors. But what is

Executive Director's Desk
We had a robust turnout with nearly one-fourth of our membership
voting in this year's election for MLA officers and directors. First I
would like to thank the outgoing directors for their service on the
board. MLA Past President Cathy Wolford, ALA Counselor Trish
Burns and director Kate Pohjala Andrede have proven to be effective
leaders and have given generously of their time and expertise to help

2015-16 Board of Directors Election Results
Congratulations to MLA's new 2015-16 board members as elected by
the membership. Kathleen Zaenger, Howell Carnegie District Library,
was voted in as president-elect. Richard Schneider, Muskegon Area District Library
was elected Treasurer. Steven Bowers, Detroit Area Library Network, was voted in as
ALA Councilor. Cathy Lancaster, Traverse Area District Library and James Pletz, The
Library Network, were each elected as member-at-large. Molly Freier, Northern
Michigan University, was appointed by the board as ACRL Representative. Their

Thumbs Up! Teen Vote Remains Open Through May 31
Through May 31, teens aged 13 to 18 can vote online for their favorite
book from the 2015 Thumbs Up! Award top ten titles (PDF). Distribute
the top ten list to your teen patrons and encourage them to vote.
Voting can be done online from home or from the library through May
31, 2015. The winner of the Thumbs Up! Award and honor books will
be announced at the MLA 2015 Annual Conference in Novi this

Spotlight on Success: Ypsilanti District Library
Last summer all Ypsilanti District Library locations were part of the
Summer Food Service program for the first time. We called the
program Lunch and Listen, provided lunches and read books to the
kids. We got involved by calling the MDE and were told that they were
looking for more sites to serve summer lunches and that Food
Gatherers was already working with them to provide lunches to more
sites in Washtenaw County, YDL could just become one of their sites.
Food Gatherers managed all the federal and state administrative paperwork and
money handling, made lunches that met the required nutritional criteria AND delivered
bagged complete lunches to us five days a week. Full Story
UMSI Receives Two Grants
The Institute of Museum and Library Services announced the current
round of Laura Bush 21st Century and National Leadership grant
recipients. Congrats to the two Michigan recipients, both programs at
the University of Michigan.

KDL Lab Program Recognized by Huffington Post
Congratulations to Kent District Library for having their KDL Lab
programs be recognized by the Huffington Post as one of eight awesome ways
libraries are making learning fun. Full Story
East Lansing Public Library Receives $1.5M Donation
East Lansing Public Library Director Kristin Shelley announced in April
that an anonymous donor had given $1.5 million to the library for
capital improvements. She hopes to raise an additional $1.6 to $2
million in matching community funds by May 2016 in order to renovate
the entire building. The plans also include redesigning the floor plan, adding a
dynamic children's area and group area, and expanding the maker studios. Full Story

OTPL celebrated National Library Week from April 13-18. A staff committee
planned something special for each day that week, including free giveaways to
thank our patrons for using the library. We had a lot of fun, and we think our
patrons did too! In addition, Lori McGeary planned our annual Volunteer
Luncheon for Friday, April 17 to thank all of our volunteers for everything they do
for the library. It was a wonderful celebration for everyone!
The library continued to offer many great programs throughout the month of
April. On Saturday, April 11, we celebrated International TableTop Day, and 40
patrons of all ages came to play games at the library throughout the day. ONTV
was here as well and filmed the event. We partnered with the Orion Center and
offered a gardening program at their facility, attracting 49 attendees. 32 teens
attended our After-Hours Movie and Pizza Party, and 26 attended our StopMotion Workshop.
In the youth department, we held a Book Bingo program on Friday, April 10,
which was during Spring Break, and 25 kids came to play. We also partnered
with the Scouts and the Orion Art Center for a Recycled Art program, which was
enjoyed by 33 attendees on April 18. We started a new session of 1, 2, 3 Play
with Me, which is our Family Place Parent/Child workshop. The registration was
full again for this session, and we are keeping track of the waiting list for our next
session in the fall.
The library participated at the Parent Resource Fair at CERC, and Linda Pannuto
and Gina Crowther shared information with about 132 parents. Debra hosted a
meeting for the School Media Specialists and gave them a tour of the
renovated youth area, with which they were very impressed.
Kristen Remenar and Halli Zalesin traveled to New York City for Family Place
Training, so now they are even better prepared to implement more aspects of
the program at our library.
Kate Kloor began working 2 days/week as an Ingram Estate funded librarian
working on several Local History projects involving Ingram Estate donated
materials. Kate also attended a History Skills Workshop - Fading Photos: How to
Identify, Scan, Restore, and Archive Historic Photographs at the Michigan
Historical Society.
Judi Rudisill led a learning lunch for staff on Windows profiles, which was wellattended by staff and provided a number of great tips to improve their
computer login experience.

Director’s Report

Karen Knox
We cleared the youth staff office area for about a week, enabling contractors
to come in and paint and replace the carpeting. The staff are getting situated
back in their space again and reorganizing supplies for easier access.
Marge Keenan announced her retirement, and her last day will be May 28. We
conducted interviews to hire a new part-time librarian in the youth department.
The library received a very generous gift from Katherine and Craig Thornton, in
memory of Joyce Edson, Katherine’s mother. This gift is designated to help with
the renovation of the James Ingram Room, as Joyce spent a lot of time and
energy with genealogy resources for our library.
The library held a Red Cross Blood Drive on April 27, and we collected 58 pints of
blood. The Red Cross was very pleased with these results, as this was our first
drive with longer open hours.
The Friends held their Annual Meeting on April 23 at 7p. They elected new
officers, which are listed here: Diane Griffiths, President; Pat Belanger, VicePresident; Rob Zielinski, Secretary; Christine Martinico, Treasurer; Bob Bambach,
Deputy Treasurer.
They have also worked diligently planning their 2015 Passport to Spring “Fiesta,”
and it will be held tomorrow, May 16. This year the theme is Mexico: an evening
of colors, flavors, and traditions. They are working with a local group, Mexicanas
en Michigan, who will be helping ensure our event is authentic, educational,
colorful, and fun! We are all excited!
The Friends’ attention will turn after the Fiesta, as they have their next Used Book
Sale coming up on June 1 – 6. They also have a Basket Silent Auction running
from June 1 – 20.

Minutes
Attendees: Maryanne Thorndycraft, Mary Pergeau, Mike Luna, Karen Knox
Called to order 5:11 p.m.
Advertising initiative update:
One business, School for the Mind & Body daycare/pre-school paid $200. 4 other companies expressed
an interest.
Efforts by Becky, Gina and staff have been through word of mouth, Flower Fair, Newsletter column
discussing the opportunity, included in the monthly email blast, 2 email blasts, slides, Monday motivator
from the Chamber. Gina and Karen will attend the Lake Orion Business Expo and talk to the vendors to
generate interest and opportunities.
Reflection of the Committee:
We briefly reflected on the progress and sustainability of the Committee over the last 5 years. An
Endowment has been created and the distinction and more defined role of the Library and Friends has
been fostered.
We have not been successful at clearly defining “The Need” that is necessary to garner support for
increased fundraising efforts. A way to describe our mission as a Committee is “For longevity of the
Library”. This encompasses a long term objective to fund the future needs of the Library, thus further
solidifying efforts to grow the Endowment.
Moving Forward:
The Committee proposes we split the calendar into 3 time periods and develop major campaigns to
coincide with Library activities. Each of these sections of the calendar will have a fundraising goal of
$10,000 each. The goal may be achieved through patron donations, promotional support and a variety
of sponsorship support, include major or Platinum Sponsorship support for each major event.
We discussed library staff (Mike Morris) to build an attractive, well secured donation box to place at
events where we anticipate more than 50 – 100 attendees. It would be worth our time and effort to
continue to increase the Endowment, even if the donations garner $50 - $100 ($1 per person).
