Village Proposed TIF District Moves Forward
In 2011, the Industrial/Commercial Revitalization
Commission (ICRC) finalized the update to the Master
Plan for the Business Park. The Master Plan report
included an analysis of existing physical conditions
and infrastructure, and provides recommendations
to move forward with various development and
redevelopment opportunities. The Master Plan also
provides a comprehensive, rather than piecemeal,
approach towards land use, landscape/streetscape,
transportation, infrastructure, parking, employment,
and Business Park sustainability initiatives. The plan
approved by the ICRC recommended a series of
financing tools to pay for this modernization, one of
which was Tax Increment Financing.
Tax Increment Financing is simple in concept. TIF calls for local taxing bodies to make a joint
investment in the development or redevelopment of an area, with the intent that any short
term gains be reinvested and leveraged so that all taxing bodies will receive larger financial
gains in the future. The funds for this investment do not come from current revenues but
from future tax revenues not otherwise expected to occur. These new revenues are generated
by increased public and private investment in identified, underperforming areas.
When a TIF redevelopment project area (often called a TIF district) is created, the value of
the property in the area is established as the “base” amount. The property taxes paid on this
base amount continue to go to the various taxing bodies as they always have, with the amount
of this revenue declining only if the base declines (something that the TIF is expected to
keep from happening) or the tax rate goes down. It is the growth of the value of the property
over the base that generates the tax increment. This increment is collected into a special fund
(the Special Tax Increment Allocation Fund) for use by the municipality to make additional
investments in the TIF project area.
In this way, the TIF redevelopment project creates a vital cycle, increasing development and
redevelopment in the area, such that when the TIF project ends after 23 years, all of the
taxing bodies benefit from the redevelopment.
Just as the Village has seen changes over the past six decades, so has the Business Park. While
many areas are thriving, some areas of the Business Park are in need of redevelopment. Over
the past six decades, the infrastructure serving the Business Park has aged in place. Storm
water concerns, roads, sidewalks, street lights, aesthetics, and water/sewer lines continually
need to be addressed to ensure the Business Park remains competitive.

Message from the Board
The mild winter of 2012/2013 is a distant memory after the
frigid temperatures and constant snow of January and February.
Despite the record number of snow events, Public Works
continues to work diligently to ensure safe driving conditions for
Elk Grove residents and commuters to our Business Park. The Village closed the 2013 Fiscal Year with a $1.28 million surplus.
This was due in large part to a decrease in the Village’s Industrial
Vacancy Rate which fell to 8.58%. In 2013, a total of 146 new
businesses relocated to Elk Grove bringing an additional 1,853
new employees to the Village. This remarkable job growth is a
testament to the work of Village staff and the “Beyond Business
Friendly” campaign that has led to a series of innovations, awards,
and accolades by business and economic development council.
The November ribbon cutting of the Higgins Road bike bridge
brought the Busse Woods Forest Preserve a valuable asset that
will provide safe access to the Busse Woods trail system for riders
and runners alike. The Village is proud of the work that was
completed and thankful for the assistance by our Federal and
State representatives who helped bring this project to fruition.
While 2013 has certainly been a busy and productive year (see
pages 4 and 6 for a list of accomplishments), 2014 will look to
build on these successes while providing the continual reliable
service Elk Grove residents and businesses have come to expect.
Last year saw the resurfacing of Arlington Heights Road,
Higgins Road, Busse Road and Biesterfield Road. This year,
construction on the Elgin O’Hare Western Access Project
will result in a full interchange at Elmhurst Road and I-90, as
well as the reconstruction of the Devon Avenue bridge over
I-290. These construction projects are multi-year in scope.

The new year brings about several important changes in State
laws that will impact the Village. Beginning on January 1,
motorists will be prohibited from utilizing handheld cell phones
while operating a motor vehicle. Previously, motorists were only
prohibited from utilizing phones in school and construction
zones. The new legislation now makes it illegal to do so on any
roadway unless the phone is being operated from a handsfree
device. The Village asks all residents to utilize safety when driving.
Another piece of legislation passed is the one involving conceal
and carry. This new law allows individuals to receive a permit to
carry a concealed weapon. However, residents should be aware
that concealed weapons are prohibited in schools, parks and

Park District facilities, hospitals, Cook County Forest
Preserves, libraries, and all municipal buildings. Private
businesses may also post signage banning weapons. The
Village is also reviewing medical marijuana legislation
to determine the appropriate zoning requirements
for any proposed use within the Village limits.
The Parade Committee recently announced the 2014
Grand Marshal of the annual Hometown Parade to
be Fred Geinosky. Mr. Geinosky has shown a tireless
commitment to the Village through his various volunteer
work around the community. This year’s theme is “Under
the Big Top.” The Hometown Parade will take place on
Saturday, June 14 at the new scheduled time of 2:00 p.m.
Elk Grove residents have plenty to look forward
to in the coming year. In December 2013, the
Village Board announced the 2014 Mid Summer
Classics Concert Series. This year’s concert line up
promises to be better than ever and includes 5 bands!
America, Survivor, Pat Benatar & Neil Giraldo, John
Michael Montgomery, and Kenny Loggins will all
play at the Village Green Tuesday nights during the
month of July. This free event offers food at family
friendly pricing and fun for adults and children alike.
The Village is excited for 2014 and looks
forward to another year of providing exceptional
service in this Exceptional Community.

Elk Grove Wins Economic Development Awards
The Elk Grove Village Business Resource Guide won a Bronze Award for best Special Purpose Brochure by the International
Economic Development Council (IEDC). IEDC's Excellence in Economic Development Awards recognizes the world's
best economic development programs and partnerships, marketing materials, and the year's most influential leaders. Winners
are recognized at the IEDC's Annual Conference. The Village was also recently designated a 2014 honoree in the Daily
Herald’s Business Ledger’s 24th Annual Award for Business Excellence recognition program.
The Elk Grove Book also won two 2nd Place awards from the Mid-America Economic Development Council (MAEDC).
One award was for best Promotional and Marketing Piece and the other was for best Economic Development Website.
MAEDC is a multi-state association dedicated to being the leading resource for education, and sharing best practices for
economic development professionals. These awards are a testament to the Village’s ongoing efforts to becoming “Beyond
Business Friendly. ”
Elk Grove Village Welcomes Joe Caputo & Sons!
On Saturday, January 25, Joe Caputo & Sons announced on their Facebook page the acquisition
of the former Dominick’s location at 980 Elk Grove Town Center (Biesterfield Road & Arlington
Heights Road). Work has already begun to retrofit the building and the Village expects occupancy
by Summer.
Business Emergency Contact Information
The Police Department would like to remind businesses to update their after hours emergency contact information, including
an email address. This information is kept confidential and utilized in the event of an emergency.
The emergency contact person should be someone affiliated with the business or property that can make important decisions
and respond to the property if necessary.
Emergency contact forms were sent to your business address during the summer. However, emergency contact information
should always be kept up to date to ensure appropriate personnel are notified if an event occurs. If you have any questions,

ComEd Incentives to Lower Energy Costs
In business it is all about the bottom line. Cutting costs on items such as energy allows you to reinvest
funds into new machinery, inventory, and your workforce. Savvy business owners already know this.
Did you know that ComEd has programs that can help you identify cost saving measures and provide
incentives to implement those changes? These programs go beyond simple aggregation programs.
ComEd offers free online tools such as their Energy Insights website. The site allows you to monitor
energy consumption via special recording meters and converts the data into simple to understand
graphs and reports that can be sent to you via email. The data allows you to compare energy usage between facilities,

With the data gained from Energy Insights Online, ComEd can also assist with incentives to implement measures that can
drive down your energy costs. The “Smart Ideas for Your Business” program offers incentives to implement installation of
high efficiency bulbs and fixtures, installation of modern control units, variable speed drives, and variable frequency drives.

Elk Grove Village HUBZone Offers Benefits to Small Businesses
The Historically Underutilized Business Zone (HUBZone) program was enacted into law as part of the Federal
Small Business Reauthorization Act and falls under the auspices of the U.S. Small Business Administration.
The program helps small businesses in urban communities gain preferential access to federal procurement opportunities.
Portions of the Elk Grove Village Business Park fall within a HUBZone. To determine if your business is eligible visit the
HUBZone website at www.sba.gov and type HUBZone into the search function. The HUBZone page of the SBA website
contains a searchable map by address that you can use to determine if your business address qualifies.
Benefits of the HUBZone program include:

• 10% price evaluation preference in full/open contract competitions, as well as subcontracting opportunities, and
• The federal government has a goal of awarding 3% of all dollars for federal prime contracts to HUBZone

Pace Offers Van Share Program
Pace offers a convenient way for coworkers to carpool to and from work. The Pace
Vanpool service is designed to transport a group of 5-13 people to work in a Pace Van.
Employees that live and work near one another and share similar schedules can form
a group that conveniently gets them between home and work. Each rider pays a low
monthly fare based on distance and number of participants. This covers all costs of the
vanpool including fuel, maintenance, insurance, tolls, roadside assistance, and van washes.
The program requires one of the participants to volunteer to be the primary driver. He or she does not pay a fare and also
receives 300 personal miles a month! Backup drivers receive a $10 per month discount. For more information please call

Cook County Class 6B Tax Abatement Program
Cook County offers tax abatement programs to encourage private enterprise to develop in the county and to maintain and
increase job opportunities. Taxes for industrial properties are currently assessed by Cook County at 25% of the fair market
value of the property. Property approved under a Class 6B and 6C abatement provides for a recalculation of the taxes at an
assessment level of 10% instead of 25%, for a period of 10 years. While Class 6B’s will not be allowed in the proposed TIF,
over 75% of the Business Park will allow Class 6B’s under certain design criteria.
In order to be eligible for a Class 6B tax abatement, the property must be used for an industrial purpose. Additionally, one
of the following criteria must be met:

The Community Development Department offers an online permitting website as
option for residents and business owners to apply for a construction permit for their next project.

pools, sheds, sump pump burial/connection to the storm sewer, as well as mechanical, electrical and plumbing
installations and alterations, roof replacements, fence repairs and replacements, sign permits, zoning and
occupancy permits, driveway and apron permits, exterior loading dock permits, parking lot repairs and resurfacing,
including striping and signage, sidewalk repairs and replacements, and storm sewer repairs.
In addition to permit applications, property owners can track the status of their permit or inspections and
even schedule an inspection 24 hours a day, seven days a week. Property owners may also upload information
such as a plat of survey or site plan depicting the proposed work.

Devon Avenue Bridge Construction Project
One of the first major components
of the Elgin O’Hare Western Access,
taking place in Elk Grove Village, will
be the reconstruction of the Devon
Avenue bridge at I-290.
In late February, the Tollway’s
contractor began the installation of
temporary traffic signals at both the
Nerge Road and Park Boulevard intersections. This work is anticipated to take one to two
weeks. Once the temporary traffic signals have been installed, the contractor will close the
inside lane in each direction in order to remove the median east and west of the Devon
Avenue bridge and fill in the gap with temporary pavement. The duration of this work will
be approximately one week. The lane closures will be in place until the work is completed
and are not removed at the end of each day.
After the temporary pavement is complete and the weather cooperates for construction to
proceed (possibly mid-March), all traffic will be shifted to the westbound lanes, with one
thru lane of traffic in each direction along with turn lanes at the intersections. This staging
will be in place until the south half of the bridge and roadway is completed. Once the
southern portion of the bridge deck is completed, traffic will be shifted so that the northern
portion of the bridge deck can be reconstructed.
It is anticipated that all of this work will be completed by December 2014.
Elk Grove Village 2013 Year in Review
The Village had quite the busy year in 2013. Economic Development and road construction
dominated the Elk Grove landscape. The following are several highlights of the past year.
Other achievements are highlighted throughout the newsletter. The Village looks forward
to another successful year in 2014!
• Reduced the Village’s overall budget by 12% and the General Fund by 0.4%;
• This year was the seventh year for a status quo general Property Tax Levy;
• Fiscal year 2013 sales and use tax receipts were $15.5 million, exceeding the previous
year by $1.1 million or 7.6%;
• Elk Grove Village closed the 2013 fiscal year with a $1.28 million surplus in the general
operating fund;
• A total of 6.0 miles of Village streets were resurfaced with
asphalt and 39,490 yards of pavement patching were completed;

I-90 (Jane Addams Memorial Tollway) construction update
In 2014, the tollway will begin construction of one additional lane in each direction of I-90 from
east of Elgin to Chicago. Major delays and disruptions will occur throughout 2015 and into 2016.
Bridge work will continue on I-90 for up to 3 years. The tollway will perform some work at night
to limit the impact on commuter traffic.
The tollway is investing $240 million for mass transit. This investment entails widening the inside
shoulder of the Jane Addams tollway to create a dedicated PACE bus lane from Rockford to
Rosemont Blue line CTA station. "Park and Ride" stations will be located at interchanges.
Construction on the Jane Addams Memorial Tollway will start at the Elgin toll plaza and head east in 2014. Higgins
Road bridge work will begin this spring and run until fall 2015. The Barrington Road, Roselle Road, and Meacham Road
full interchange installation will start this spring and end in 2016. The Joint Action Water Agency (JAWA) pipe, a large
watermain distributing water throughout the northwest suburbs will be required to be relocated. The relocation work will
be done in the fall/winter/spring of 2014 and 2015 when water demand is less.
The bridge over Arlington Heights Road will have minimal work, as well as the Arlington Heights Road Toll Plazas. The
Elmhurst Road full interchange work has started and is anticipated to be completed by spring of 2016. While the Des
Plaines oasis connection (restaurants over the tollway) will be removed this spring, the fuel station/convenient store will
remain open through 2020 but be removed for the Elgin-O'Hare Western Access Project.
Once the work is completed, the Tollway anticipates that the Jane Addams Tollway will be "congestion free" for a period
of 10 years. Congestion pricing is not initially anticipated, but could be implemented in the future to mitigate congestion.

• On November 21, the Village hosted a ribbon cutting to announce the opening of the Busse Woods Trail Pedestrian/
Bicycle Overpass over Higgins Road near I-290/IL-53;
• Launched www.egvbizhub.com, a business-to-business portal as a component of its “Beyond Business Friendly”
marketing campaign;
• The Elk Grove Book was published and distributed to over three thousand businesses;
• The inaugural “Made in Elk Grove” Manufacturing Expo was held in October with eighty-eight companies exhibiting
their products and services to over 900 attendees;
• Received over 318 “Likes” on the Elk Grove Village Facebook page: www.facebook.com/elkgrovevillage, an increase of
over 200;
• Hosted the 8th Annual Tour of Elk Grove; the Village’s most successfully attended event yet. This marked the final year
of the Tour of Elk Grove due to USA Cycling; and
• Hosted four (4) concerts as part of the 6th Annual Mid Summer Classics Concert Series on the Village Green. Acts
included Fran Cosmo, former lead singer of Boston, Blood Sweat and Tears, Daryl Stuermer of Genesis, and Three
Dog Night.

Central Dispatch System Emergency Alert Program. This emergency notification system enables
the Village to provide you with critical information regarding severe weather, unexpected road
closures, missing persons, and evacuation of buildings or neighborhoods. There is no cost to sign up!

RotaryFest & Rock N Run Rotary 5K
RotaryFest will once again kick off the summer season on Father’s Day weekend, Wednesday, June 11 through Sunday, June
15. RotaryFest will once again have a large carnival, entertainment, and a great selection of food. In addition to great live
music, rides and games can also be found at the carnival!. New to this year’s RotaryFest is the inaugural Rock N Run Rotary

Elk Grove Farmers Market
The Elk Grove Farmers Market continues! The Farmers Market will continue to be held every Saturday
from June 7 through October 18 from 7:30 a.m. to 1:00 p.m. The Market is located at the Charles J. Zettek
Municipal Complex parking lot, adjacent to the Park District Pavilion, and the Elk Grove Public Library.

Emerald Ash Borer Update
In 2007, Elk Grove Village implemented a first of its kind tree nursery program to ensure we have an adequate supply
of replacement trees. The nursery stock allows us to plant sizeable replacement trees which range from 12 to 16 feet in
height. These replacement trees will provide an immediate positive impact to restore the tree-lined character of our streets.
The Village has planted nearly 1,250 parkway trees since spring of 2012 as part of the Village’s Emerald Ash
Borer Program. Tree watering is essential to establish newly planted trees, especially those on our parkways,
and we need your help. New parkway trees require 1 to 2 inches of rainfall per week. Supplemental watering
will likely be required by the Village to reach this amount when rainfall totals are lower.
The Village will maintain the tree during its first growing season. Two tree bags will be placed on trees during this period
and filled as needed by Public Works crews. You do NOT need to water the tree during the first year. Please note that
overwatering a tree can severely damage the root structure and kill the tree.
Public Works is offering a program for second year trees that provides residents a $25 credit
on their water bill for watering their tree. Residents must receive a tree bag from Public Works
and register to the program at [email protected]. Throughout the coming year, approximately 1,800 of the Village’s parkway Ash trees will be removed and 750
trees will be replanted. At no extra cost to residents, Elk Grove will eventually replace the removed parkway trees;
however, a nursery stock can provide only a limited quantity of mature trees each year. Therefore, it may take several
years for our nursery to catch up with our need to replace the large number of trees lost to the EAB. For questions

Elk Grove Youth Committee Scholarships
The Elk Grove Youth Committee, in partnership with the Village of Elk Grove and the Elk
Grove Parks Foundation, will be issuing three (3) $1,000 scholarship awards; two (2) by Elk
Grove Village and one (1) by the Elk Grove Parks Foundation to recognize High School Seniors
for their outstanding leadership, community participation, and service in the community.

Take Advantage of the Village’s Private Participation Concrete
Replacement Program!
The Village’s Private Participation Concrete Replacement Program (PPCRP) is open to property owners in the
Village who wish to replace their driveway apron, sidewalk and/or curb. Concrete work for a large volume of
Village-owned curbs and sidewalks is competitively bid each spring and these bid prices are offered to local property
owners. The Village administers the contract and inspects the work to make sure that it is in compliance with
Village codes and standards. There are no warranties or guarantees with this program. Only concrete work
adjacent to your driveway, within the public right-of-way, is eligible for this program. Additional work may be
privately negotiated between the property owner and the PPCRP contractor, and will require a separate permit.
How to Participate:
•
Complete an application and return it to the Community Development Department. Applications are available at the Municipal Complex, or on the Community Development webpage accessed through www.elkgrove.org.
•
The application deadline is Friday, April 11, 2014.
•
The Village will measure your driveway apron, sidewalk and/or curb work and provide you with a cost estimate and a permit application.
•
If you wish to proceed with the work proposed, you may then submit your payment and the permit application to the Finance Department.
•
Payments must be received no later than Friday, May 2, 2014.
The payment is non-refundable.
The driveway apron work will take place beginning in April and will be completed by the middle of July. You will be
notified 48 hours in advance of the contractor removing your apron. Your driveway apron cannot be driven on for 5-7

Elk Grove Recycles!
Homeowners are reminded that the Waste Management yard waste program includes the removal of
bagged yard waste as well as small branch pickup. Bundled branches up to 3 ½ inches in diameter,
and no more than four (4) feet in length will be picked up by Waste Management from April 1
through December 15. Yard waste bags require the purchase of a yard waste sticker; however, small
branch pickup is free of charge.
Contact Waste Management at 800-796-9696 for pickup guidelines on items such as logs, lumber,
paneling, bushes, stumps and evergreens. Refuse sent to a landfill costs residents approximately $60 per
ton. Remember, recycling saves money! The Village receives a rebate of $9.80 per ton for recyclables.
Tossing recyclables into the trash costs the Village, and you, approximately $60 a ton in disposal costs and lost revenue.
The Village also collects a number of materials for recycling. For example, the Village accepts household compact fluorescent
bulbs from residents. Unfortunately, the Village is unable to collect two or four foot fluorescent lights. The Village also
recycles mercury thermometers, old cell phones, and even household batteries!

SPRING 2014 ISSUE
2014 Street Maintenance Program
The Village’s 2014 Street Maintenance Program consists of curb and sidewalk rehabilitation, pavement patching, and
resurfacing along 5 miles of residential and business park streets as noted below. Construction on the roadways listed below
should begin in May and will be completed by early July.
The initial phase of the project is the removal and replacement of deteriorated curb and sidewalk, as well as the repair of
storm sewer structures. The next phase will be milling the pavement surface and patching any pavement that is severely
deteriorated. The final phase will be the placement of a new asphalt surface layer. Just prior to the placement of this final
asphalt layer, the street will be sprayed with a tack coat. Fresh oil signs will be posted during this phase so residents are
reminded to travel slowly on the tack-coated surface.
We recognize that these projects may cause you a temporary inconvenience. The Village will work closely with you and
our contractors to avoid any significant problems caused by these construction operations. Thank you in advance for your

Important Information to Know If Thinking of Buying a Furnace
Winter is nearly over, but have you been debating on whether to buy a new furnace? A
new law began in May 2013 that may sway your decision. While the law is undergoing a
legal challenge; residents should know that the law requires all newly installed residential
gas furnaces in 30 northern states (including Illinois) to be rated at least 90 percent AFUE
(annual fuel utilization efficiency) beginning May 1, 2013.
High efficiency furnaces are vented with plastic PVC pipe through either the sidewall of
your house or the roof based upon manufacturer installation instructions. PVC piping
material is permitted for the exhaust vent due to the low flue gas temperatures produced
by the high efficiency furnaces.
The retrofit from a standard efficiency furnace to a high efficiency furnace can have a major impact on interior venting
requirements. If your furnace is currently located within an unfinished basement or along an exterior wall, venting the
appliance horizontally to the exterior may not be very difficult. However, if the furnace is within a finished basement or
the interior of the home installing a horizontal vent pipe to discharge out the side of your home may cause significant

Community Respite Program
"A Caring Place" is a community founded respite program, held at Christus Victor Lutheran Church, that provides
temporary relief for caregivers and families who are caring for adults with mild cognitive or physical impairments. A caring
place allows you to bring your loved one to the program while the caregiver runs errands, shops, has appointments etc.
The program offers fun, structured activity where participants enjoy the company of others while participating in games,
exercise, crafts etc. The program is staffed with trained and caring team members. A Caring Place is available Monday,
Wednesday and Friday's from 9:30 to 3:00 and the cost is $20.00 per day. Call 847-890-5334 for information.
National Take Back Initiative On Saturday, April 26, 2014 the Elk Grove Village Police Department will be participating in the National Take-Back
initiative. On this date the Elk Grove Village Police Department will coordinate their efforts with other law enforcement
agencies across the country in an effort to remove potentially dangerous controlled substances from homes. The National
Take-Back initiative will provide the public an opportunity to surrender expired, unwanted, or unused pharmaceutical
controlled substances and other medications. Rates of prescription drug abuse in the U.S. are alarmingly high—more
Americans currently abuse prescription drugs than the number of those using cocaine, hallucinogens, and heroin combined.
Studies show that a majority of abused prescription drugs are obtained from family and friends, including from the home
medicine cabinet.
Online Payment Now Available
The Finance Department implemented a virtual “Finance Counter” to facilitate water/sewer payments,
as well as business license renewals, and Police P&C tickets. Customers can now pay their Village water/
sewer bill online at their convenience. Residents and businesses can visit the Elk Grove Village website home
page at www.elkgrove.org and click on the “Pay My Bill” tab on the right side of the screen. Following the
prompts will direct you to a payment screen where you will be required to enter the following information:
• Name & Address
• Account Number
• Amount to pay
• Credit Card Information
This online payment method is run by the State Treasury Office. No personal information or credit card information will
