2013-2014
Director’s Review
2013 was a good year for Comprehensive
Systems. Most of the annual licensing Inspections
were determined to be error free by the Department of
Inspections and Appeals. These Findings are further
supported by the satisfaction data that was collected
as part of the Outcome Management Report. Staff
turnover continues to be high which is a state trend for
most private providers of human services.
The conversion from pre-voc services to day
habilitation services continues to be an area of
concern. Sheltered workshops are having a difficult
time getting approval of subminimum wage rates from
the Department of Labor. As a result, wages for
disabled workers cannot be determined which is
basically another step toward eliminating sheltered
employment. Several advocacy groups are supporting
this action. However, they refuse to recognize that
several levels of consumers are losing their chance at being productive. Staff members will continue
to work with legislators and members of congress in an attempt to help them to understand that the
concepts that they are supporting also hurt many consumers who have a very difficult time functioning outside of a sheltered environment.
There is much discussion on the horizon about all services being provided in integrated
community settings. Our organization will stay abreast of changes in program rules and regulations,
while keeping in mind the desires of the consumers, guardians, and other stakeholders.

Expense Summary For Fiscal Year 2013-2014
EXPENSE SUMMARY:
Caring for people requires the service of many
staff. Staff salaries and benefits accounted for
78% of all expenses. Expenses for utilities,
food, depreciation and interest have continued
to remain consistent during the past several
years.
