What is the London & Middlesex
Housing Corporation?
LMHC
LMHCisanon‐pro itcorporationprovidingsubsidizedhousingfortheCityofLondonand
theCountyofMiddlesex.Wearethelargestproviderofrent‐geared‐to‐incomehousingin
theLondonandMiddlesexarea.LMHChasapartmentsinLondon,Strathroy,Dorchester,
Newbury,Parkhill,andGlencoe.WealsooffertownhousesforfamiliesinLondon,
StrathroyandNewbury.
LMHCemploysapproximately57staffinseveraldepartments,includingAssetsand
PropertyServices,FinanceandAdministration,TenantAdministration,andClient
Services.Cleaningofapartmentbuildings,landscapingandsnowremovalaresomeofthe
servicescontractedouttoprivatecompanies.
LMHCoperatesunderseveralacts,includingtheHousingServicesAct(2011),Residential
TenanciesAct(2006),theCityofLondon’sHousingDivisionNotices,thePersonal
InformationProtectionandElectronicDocumentsAct,S.C.2000(PIPEDA),andthe
FreedomofInformationandProtectionofPrivacyAct(FIPPA),pursuanttotheSocial
HousingReformAct(2000),reg.643/00.
WesupportforawiderangeofspecialneedsclientswithintheLondonandMiddlesex
communities.

What is Rent Geared to Income?
RGI
Rent geared to income is:

Rentthatischargedbasedonaperson’sincome,andchangesastheirincomechanges.

30%ofanindividual’sgrossincomefromallsources(suchasemployment,OldAge
Security(OAS),CanadaPensionPlan(CPP),EmploymentInsurance(EI),andinterest
incomeonsavingsorinvestments).

Rentthatisdeterminedaccordingtoapre‐establishedrateschedule,basedonthe
totalnumberofpeopleinahousehold,forindividualsinreceiptofOntarioWorks
(OW)orOntarioDisabilitySupportProgram(ODSP)bene its.
Basic criteria for eligibility for RGI:

Mustbe16yearsofageorolder.

MustbelegallyeligibletoresideinCanada(i.e.Canadiancitizen,landedimmigrant,
refugeeclaimant).

MustnotowemoneytoanyothersocialhousingproviderintheprovinceofOntario,
includingotherhousingcorporations,co‐opsandnon‐pro its.

MustnothavebeenconvictedofanoffenceundertheCriminalCodeofCanadarelated
torent‐geared‐to‐incomeassistancewithinthepasttwoyears.

MustnothavebeenfoundbytheLandlordandTenantBoardtohavemisrepresented
his/herhouseholdincomeinrelationtosubsidizedhousingwithinthepasttwoyears.

Musthavesoldanypropertytheyownwithinsixmonthsofbeinghousedina
subsidizedunit.

Mustbeabletoliveindependentlywithorwithoutsupportservices.Ifsupport
servicesarerequired,theymustbeinplaceatthetimeaunitisoffered.Insomecases,
LMHCmayrequestthatan“IndependentLivingAssessment”becompletedbya
physician,psychiatristorotherhealth‐careprofessionalorserviceprovider.

housingproviders illtheirunitsbasedonthewaitlistprovidedbyHAC.
Applicantscanchoosewhichwaitliststheywishtogoon(e.g.non‐pro it,co‐op,or
LMHC).Whenanapplicantisatornearthetopofthewaitlistandavacancybecomes
available,theywillbecontactedbythehousingprovider.Housingprovidersmayrequest
additionaleligibilityandscreeninginformation.LMHCwillrequestthefollowing:

Rent Supplement:
Thisprogram(onceadministeredbyLMHC,butfoldedintotheCityofLondon’s
operationsin2013)providesRGIunitsintheprivatesectorinLondon.Tenantspaytheir
portionoftherentdirectlytotheprivatelandlord,andtheCityofLondonpaystherest
(thedifferencebetweenmarketrentandwhatthetenantpays).Therearenumerous

buildingsorcomplexesavailabletoapplicants.Applicantsapplyforthisprogramthrough
HAC.

Offering
Thewaitlistissortedbythedateonwhichanapplicantappliesforhousing,thenbyany
prioritystatusthatmaybeassignedbytheHACstaff(specialprioritystatusfordomestic
violence,orurgentstatusforpeoplewithsocial,medical,safety,orhomelessissues).All
otherapplicantsarecategorizedaschronological.High‐needchronologicalapplicantswill
beofferedeverytenthvacancy.
ThewaitlistismanagedbyHAC.Whenanapplicantisatornearthetopofthelistforone
ofthebuildingsorcomplexeswhichtheyhavechosen,thehousingproviderwillcontact
theapplicantwhenavacancyoccursinthatbuildingorcomplex.AtLMHC,theTenant
Placementteamco‐ordinatesthis.

Tenant Groups (Tenant Associations
and Social Clubs)
Groups
TheLondon&MiddlesexHousingCorporationencouragestheestablishmentoftenant
groupsinallapartmentbuildingsandtownhousecomplexes.Tenantgroupscanorganize
anddelivervariousprograms,recreationandsocialactivitiesforthetenantsinthe
buildingsortownhouses.Eachbuildingisequippedwithaloungeandattachedkitchen,
andeachfamilycomplexhasbeenassignedatleastonetownhouseasacommunity
centre.
Tenantgroupsoffersomeofthefollowingactivities:coffeeclubs,pot‐luckdinners,euchre
anddartleagues,movienights,bustrips,reasonablypricedbreakfastsandlunches,and
specialeventssuchasThanksgivingdinner,Christmasdinner,Easterdinner,partieson
Valentine’sDay,St.Patrick’sDayandHalloween,summerbarbeques,birthdayparties,
lawnsalesandbazaars.
Severalofthefamilycommunitieshaveoutsidecommunityagencyworkersplacedonsite.
TheseworkersprovideservicessuchastheOntarioEarlyYears,FamiliesFirst,
counseling,emotionalsupport,andhealthpromotionandeducation.Someofthe
programstheydeliverorfacilitateincludeEnglishasaSecondLanguage(ESL)classes,
literacyclasses,drop‐ins,nutritionandcookingclasses,foodbanks,clothingexchanges,
wellbabyclinics,andwomen’ssupportgroups.Otherprogramsmightincludeparenting
support,afterschoolclubs,jobsearchclubs,andpublichealthprograms.

Support Services for Seniors
Seniors
The Victorian Order of Nurses (VON) providesthefollowingsupportprograms
inLMHCseniorsbuildings.
WellnessLinkisauniqueweeklysupportprogramofferedtoalltenantsindesignated
LMHCbuildings.Thisprogramhelpstenantsremainindependentintheirapartmentsby
providingservicessuchasfoot‐careclinics,safetychecks,exerciseclasses,bloodpressure
clinics,clothingexchanges,etc.WellnessLinkiscurrentlyofferedinallofoursenior
buildings,aswellasourWharncliffe,OxfordandAlbertadultbuildings.
SupportiveHousingisanalternativetonursinghomesorothercarefacilitiesfortenants
whowishtoremaininthecommunity,butneedspecialcareona24‐hourbasis.This
serviceisavailableintwobuildings;oneis24‐hour“on‐call,”andtheotheris24‐hour“on
site.”Thereisawaitinglistforthisprogram,andapplicationsshouldbesenttoHAC.
Flexcareisaprogramthatprovidesamore lexibleandresponsiveapproachtoclient
needs.ItisfacilitatedbytheCommunityCareAccessCentre(CCAC).Onesupportagency
isineachbuilding,
whichprovidesmoreconsistentcare,becausethesamePersonalSupportWorkers
(PSWs)areinthesamebuildingsallthetime.Personsinterestedintheprogrammust irst
beassessedbytheCCAC.Flexcareiscurrentlyprovidedinallourseniorbuildings,aswell
asOxfordandWharncliffe.

LMHCrunsadaytimeSummer Recreation Program forchildren5‐12yearsofage
annuallyateachfamilysiteduringthemonthsofJulyandAugust.Theprogramconsistsof
daytrips,sports,drama,artsandcrafts,etc.
Rookie League isabaseballprogramofferedtochildren9&10yearsoldwholiveon
thefamilysites.ThisprogramisrunbyvolunteersfromLondonPoliceServiceand
LondonMajorsBaseball.
Joe League isabasketballprogramofferedforteensaged12to15wholiveonthe
familysites.ThisprogramisalsorunbyvolunteersfromLondonPoliceService.
Community Clean-Up Days areheldatselectedfamilysitesthroughoutthe
summer.Tenantsandtheirchildrencansignuptovolunteertocleantheircomplex,
participateinraf les,havelunch,andinteractwithtenantsofallages.
