Putting the Memorial
Back in Memorial Day
Three years after the Civil War ended, on May 5, 1868,
the head of an organization of Union veterans — the
Grand Army of the Republic — established Decoration
Day as a time for the nation to decorate the graves of
the war dead with flowers. Maj. Gen. John A. Logan declared that Decoration Day should be observed on May
30. It is believed that date was chosen because flowers would be in bloom
all over the country.
It was not until after World War I, however, that the day was expanded to
honor those who have died in all American wars. In 1971, Memorial Day
was declared a national holiday by an act of Congress, though it is still often
called Decoration Day.
To ensure the sacrifices of America ’s fallen heroes are never forgotten, in
December 2000 the U.S. Congress passed and the president signed into law
“The National Moment of Remembrance Act,” P.L. 106-579, creating the
White House Commission on the National Moment of Remembrance. The
commission’s charter is to “encourage the people of the United States to
give something back to their country, which provides them so much freedom and opportunity” by encouraging and coordinating commemorations
in the United States of Memorial Day and the National Moment of Remembrance.
The National Moment of Remembrance encourages all Americans to pause
wherever they are at 3 p.m. local time on Memorial Day for a minute of
silence to remember and honor those who have died in service to the nation. As Moment of Remembrance founder Carmella LaSpada states: “It’s a
way we can all help put the memorial back in Memorial Day.”

Czerniak and her team were named the number one
affiliate in Missouri in 2014 and received a national
Outstanding Community Achievement Award for
their dedication in going above and beyond the call of
duty to serve veterans in their community.

was honored with a racing-themed farewell dinner at
Whiteman Air Force Base.
Robin Crouch, Chair of the Chamber’s Military Affairs Committee, presented Gen. VanHerck with a gift of appreciation
from the Chamber for his service to our community.
On hand were members of Team Whiteman, the Military Affairs committee, and the Base Community Council.
Gen. VanHerck began his time at WAFB in 2013. We wish
him well in his new assignment as director of operations for

Do These 7 Things and People
Will Love Working with You
“It all depends on who you’re working with.”
That was the feedback from team members to a recent survey about the state of collaboration within our department. The feedback was consistent that collaboration was…well…inconsistent. It all depends on who you’re
working with.
In all organizations you’ll hear people complain about the difficulty of working with certain colleagues. The common refrain is, “If only they
would____” communicate better, be more responsive, give me all the information I need…fill in the blank with whatever fits your particular
situation.
Instead of being frustrated with other people not being easy to work with, shift the focus to yourself. Are YOU easy to work with? If you are
easy to do business with, odds are you’ll find others much more willing to cooperate and collaborate with you. Here are seven ways to make it
easy for people to work with you:
1. Build rapport – People want to work with people they like. Are you likable? Do you build rapport with your colleagues? Get to know them
personally, engage in small talk (even if it’s not your “thing”), learn about their lives outside of work, and take a genuine interest in them as
people, not just a co-worker who’s there to do a job.
2. Be a good communicator – Poor communication is at the root of many workplace conflicts. People who are easy to work with share information openly and timely, keep others informed as projects evolve, talk through out of the box situations rather than make assumptions, and
they ask questions if they aren’t sure of the answer. As a general rule, it’s better to over-communicate than under-communicate.
3. Make their job easier – If you want to gain people’s cooperation, make their job easier and they’ll love you for it. But how do you know what
makes their job easier? Ask them! If handing off information in a form rather than a chain of emails makes their job easier, then do it. If it helps
your colleague to talk over questions on the phone rather than through email, then give them a call. Identify the WIIFM (what’s in it for me)
from your colleague’s perspective and it will help you tailor your interactions so both your and their needs are met.
4. Provide the “why” behind your requests – Very few people like being told what to do. They want to understand why something needs to be
done so they can make intelligent decisions about the best way to proceed. Simply passing off information and asking someone to “just do it
like I said” is rude and condescending. Make sure your colleagues understand the context of your request, why it’s important, and how critical
they are to the success of the task/project. Doing so will have them working with you, not against you.
5. Be trustworthy – Above all, be trustworthy. Follow through on your commitments, keep your word, act with integrity, demonstrate competence in your own work, be honest, admit mistakes, and apologize when necessary. Trust is the foundation of any healthy relationship, and if
you want to work well with others, it’s imperative you focus on building trust in the relationship. Trust starts with you being trustworthy.
6. Don’t hide behind electronic communication – Email and Instant Message have their place in organizations, but they don’t replace more
personal means of communication like speaking on the phone or face to face. I’ve seen it time and time again – minor problems escalate into
major blowouts because people refuse to get out from behind their desks, walk to their colleague’s office, and discuss a situation face to face.
It’s much easier to hide behind the computer and fire off nasty-grams than it is to talk to someone about a problem. Just step away from the
computer, please!
7. Consistently follow the process – Process…for some people that’s a dirty word and anathema to how they work. However, processes exist
for a reason. Usually they are in place to ensure consistency, quality, efficiency, and productivity. When you follow the process, you show your
colleagues you respect the norms and boundaries for how you’ve agreed to work together. If you visited a friend’s home and were asked to
remove your shoes at the door, you would do so out of respect, right? You wouldn’t make excuses about it being inconvenient or it not being
the way you do things in your house. Why should it be different at work? If you need to fill out a form, then fill it out. If you need to use a certain software system to get your information, then use it. Quit making excuses and do work the way it was designed to be done. Besides, if you
consistently follow the process, you’ll experience much more grace from your colleagues for those times you legitimately need to deviate from
it.
No one likes to think of him/herself as being difficult to work with, yet from time to time we all make life difficult for our colleagues. Focus on
what you can do to be easy to do business with and you’ll find that over time others become easier to work with as well.

UCM Dedicates Donn G. Forbes Center
for Financial Services
The Harmon College of Business and Professional Studies at the University of Central Missouri formally dedicated the Donn G. Forbes Center for Financial Services in the Harmon College of Business and Professional Studies with a ribbon-cutting ceremony Friday, May 15.
University and Harmon College administrators, faculty and staff joined UCM alumnus Donn G. Forbes in cutting
the ribbon that marked the opening of the new facility that will serve students who participate for credit in the
Student Managed Investment Fund, a fund managed by a student investment team.
The renovation of the area on the first floor of the Ward Edwards Building on the UCM campus and installation
of state-of-the-art digital technology were made possible through a gift by Forbes to the UCM Foundation.
Forbes graduated from UCM in 1952 with a Bachelor of Science degree in Business Administration. After a career in the U.S. Coast Guard, he completed a career spanning 30 years with International Paper Company. He
currently is a resident of Vancouver, Wash.
Forbes told those gathered that he made the gift to UCM because “I wanted to put my money into a facility
that thousands of students can use for years to come.” He added that be believed in providing students with
the opportunity to learn about making decisions with integrity.
“I made decisions when I was in the manufacturing business. I based my decisions on the truth and what I
thought was the right thing to do, and I admitted my mistakes and took care of the problem,” he said. “UCM is
headed in the right direction by providing students with opportunities like this. UCM is about learning, doing
things the right way, being true to yourself, and giving
back to the university that gave you your start.”
UCM President Charles Ambrose praised Forbes’ generosity in giving back to UCM. He also noted that it
was the foresight of the Jason Drummond, vice president for alumni relations and development and executive director of the UCM Foundation and the UCM
Foundation Board of Directors in working with Roger
Best, dean of the Harmon College, and the faculty of
the Department of Economics, Finance and Marketing
that resulted in the development of the Student Managed Investment Fund.
Formed in the fall of 2013, the team of undergraduate
and graduate students enrolled for course credit gain
realistic experience by performing detailed investment analyses under the direction and advice of faculty from the Department of Economics, Finance and
Marketing. They then present recommendations
on individual stock holdings of the fund, which was
established by the UCM Foundation. Funds generated
through investment generate additional dollars for
UCM Foundation scholarships.

Let me begin this final Capitol Report of the session by saying how grateful I am to the people of the 54th District for the opportunity to
serve you in the House of Representatives. I am pleased with the progress that was made this year on behalf of the people and I look
forward to serving next year. If I can be a help to you with regard to state functions, please know that my office will continue to operate in
Jefferson City while I return home after session. The 1st Regular Session of the 98th General Assembly of the State of Missouri concluded
on Friday, May 15th. A Technical Session later in the month and a Veto Session in September remain on the agenda.
Productive Session Comes to a Close
Fiscal Year 2016 State Operating Budget (HBs 1-13) – The legislature approved a $26.1 billion state operating budget increasing funds
for K-12 education by $84 million to take total funding for public schools to the highest level in state history. The spending plan also increases higher education funding by $12 million and reins in the unsustainable growth of the state’s public assistance programs, including
expanding use of managed care in the state Medicaid system. The budget bills have been signed by the Governor.
Medical Malpractice Reform (SB 239) – Legislation to help keep doctors in Missouri and keep health care costs under control by restoring reasonable limits on medical malpractice non-economic damages. The legislation caps most noneconomic awards at $400,000. For
catastrophic injuries such as paralysis or even death, the bill would cap noneconomic damages at $700,000. The medical malpractice legislation has been signed into law by the Governor.
Welfare Reform (SB 24) - This legislation will add new eligibility and work requirements for recipients of federal welfare benefits to help
move them back to work so they can become self-supporting and independent. The Heartland Institute had previously rated Missouri last
in the nation in regard to its welfare program moving people back into the work force. The legislation was vetoed by the Governor and then
put into effect as law when both the House and Senate overrode the veto.
Unemployment Reform (HB 150) – Legislation to strike a balance to ensure Missourians have access to unemployment benefits when
they are out of work while also protecting Missouri’s job creators from excessive taxes and fees. The bill ties unemployment benefits to the
unemployment rate and requires the unemployment fund to have more cash on hand. The bill was vetoed by the Governor and the House
overrode the veto. The Senate has yet to take action on the override motion but may do so during veto session in September.
Data Center Incentives (SB 149) – Legislation designed to attract the booming industry of data storage to our state. The new law creates
a powerful tool to help bring data center sites and the jobs they create to Missouri. The bill has been signed into law by the Governor.
Dairy Revitalization Act (HB 259) - Legislation designed to revitalize Missouri’s struggling dairy industry that has seen more than 2,500
dairy farms close their doors in the past decade. The bill includes a dairy producer margin insurance premium assistance program to provide financial protection to dairy farmers when times get tough, and a scholarship program to encourage young people to pursue careers
in agriculture. The bill has been signed into law by the Governor.
Municipal Court Reform (SB 5) – Legislation that will crack down on the predatory practices some municipalities have used to raise revenue through excessive traffic tickets. Limits the amount of revenue municipalities can generate from traffic tickets to 20 percent, which is
down from the current limit of 30 percent. The bill further limits municipalities in St. Louis County to a 12.5 percent cap. The bill currently
awaits the Governor’s signature.
Education Reform (HB 42) – Legislation designed to address the school transfer issue to give the 62,000 children in failing schools the
opportunity to receive a world class education. It would allow students in failing schools to move to better performing schools in their current district, or possibly attend a charter school or take advantage of a virtual school option. The bill currently awaits the Governor’s signature.
Worker Freedom Legislation (HB 116) - For the first time in Missouri’s history the General Assembly passed a Right-to-Work bill to give
workers the freedom to choose whether to join a union. The bill is meant to make Missouri a more attractive location for new and existing
job creators. The bill has been sent to the Governor for his consideration.
House Elects a New Speaker
Immediately upon convening on Friday, Speaker of the House John Diehl resigned his position and the body unanimously elected Representative Todd Richardson Speaker of the House. Following a front-page story, the House GOP caucus determined that we would accept
the choice of Speaker Diehl to resign his leadership position and his seat. Speaker Richardson will be a wonderful leader and I look forward to serving with him.
