ATTENTION BIDDERS
The following, as additions to and modifications in the Contract Documents, will be included in,
and become part of the WALWORTH RUN OUTFALL REPAIR (WROR). Proposers are,
therefore, instructed to take the following into account in rendering any Proposal for this work.
This Addendum shall be fastened to the Contract Documents and submitted with the Work
included under this Contract.

PRE-PROPOSAL CONFERENCE

A pre-proposal conference was held on September 2, 2010 at the Environmental
and Maintenance Services Center of the Northeast Ohio Regional Sewer District
(NEORSD) located at 4747 East 49th St., Cuyahoga Heights, OH. A list of
attendees who signed in at the meeting is included as Attachment 1. The
meeting convened at 9:30 AM, with Mr. Ericsson, Project Manager, introducing
himself and the following individuals:

NEORSD began the meeting with Mr. Ericsson introducing the project and the
schedule of events for the proposal and interview process. Some of the key dates
discussed were as follows;
a. Deadline for Questions September 14
b. Proposals Due September 21
c. Interviews on or around October 12

e. Board Authorization to Award November 18

SBE Participation
Mr. Terry Bolden explained the Small Business Enterprise Policy is now on the
NEORSD web page as well as the certified list of SBE companies. Please note
that new counties are now included in the policy and the SBE goal for this
contract has been set at 20% with 60% local participation.
If you have any questions or concerns, please call Mr. Terry Bolden, Contract
Compliance Officer at (216) 881-6600.

Mr. Ericsson stated that verbal questions would be accepted at the pre-proposal
meeting. After the pre-proposal meeting, all questions must be submitted to Bob
Ericsson in writing by the close of business, 5:00 PM, on September 14, 2010 .

(216) 432-7395; or by email (preferred) to [email protected]. Answers to
questions will be issued via Addendum to the list of attendees from the
conference.

The meeting was opened to questions from the attendees. The following are the
questions asked at the meeting and answers to those questions:
Q1.
Are there any impacts (Overflow frequency or volumes) that should be
considered for this project related to the NEORSD long term control plan?
A1.
Yes, the CSO Control Plan shall be considered.
Q2.
Shall it be assumed that this CSO outfall will remain in service for 10 or 15
years?
A2.
Yes, the proposal/design shall assume that the outfall will remain forever, and the
hydraulics shall be capable of conveying the same flows.
Q3.
It was mentioned that the Design duration was anticipated for 14 months, but
what is the assumed construction duration?
A3.
The RFP assumes a 12 month duration for construction. Also note that these
durations include the ACOE permit process and regulations on spawning fish
dates that may restrict construction.
Q4.
Are there any other record drawings, documents, or inspection history on this
sewer system?
A4.
Record documents, that are on file, will be available.

Can site visits be made to view the existing conditions?

Q6.
Are there any existing easements in this area for access or construction activities?
A6.
This will be investigated, and if areas are needed they will be obtained under this
project with the legal department’s assistance.
Q7.
A floatables issue was mentioned at the weir wall downstream of the DWO pipe,
can any more details be provided?
A7.
This is really an accumulation issue over longer durations, but the selected
consultant will consult with SSMO on the current cleaning frequency and any
other follow up comments.

Hydraulics
• Largest CSO outfall in the Westerly District
• WRO collects wet weather flows from six CSO
regulators.
• CSO W-27 regulates flows into the Westerly Lower
Level Interceptor (WLLI)
• CSO W-27 overflows into the CSO 080
Structural
• 16.5 ft Concrete tunnel, brick lined from spring line.
• Concrete transition channel, approximately 75 ft long,
which transitions from a 16.5 ft to a 50 ft wide channel.
• Concrete arch, which bridges the transition channel.
• 50 ft wide rectangular channel designed as railroad bridge
abutment.
• In 2009 southern half of channel was repaired
