Michigan Colt Stakes Conditions
1. Eligibility: All Michigan sired foals, that are the first foal
per year with the exception of twins carried to term by the
natural mother are eligible. Michigan sired is defined as a
foal sired by a Standardbred stallion that was leased or
owned by a resident or residents of this state: transportation of semen from a registered stallion to a location outside of this state does not affect the eligibility of a Michigan
sired Standardbred foal.
2. Unless otherwise noted in the conditions, the Michigan
Early Closing Colt Stakes conducted at a county fair track
are raced under the rules of the Michigan Department of
Agriculture and the United States Trotting Association. The
Michigan Early Closing Colt Stakes conducted at a parimutuel track are raced under the rules of the Michigan
Gaming Control Board.
3. Prior to declaration to race, each colt must be named,
registered and tattooed or freeze branded and such registration number shall be on file with the MHHA.
4. Each owner, shareholder, or lessee of each colt nominated shall remit with nomination, a program service fee of
$50.00 to cover administrative, insurance and processing
costs. This fee is waived for current members of the Michigan Harness Horsemen’s Association. Declarations to start
will not be accepted until this fee is paid for each owner or
part owner. Further, all owners, shareholders or lessees of
each colt must provide the MHHA with a Social Security
number or Taxpayer Identification Number (TIN) for purposes of reporting race earnings.
5. Refunds: All requests for refunds must be made in
writing to the Michigan Harness Horsemen’s Association by
June 1, 2016. Requests will be considered for: a.) Horse
declared ineligible b.) Duplication of payment c.) Clerical
error.
6. Any eligible colt changing gait after April 15, 2016, will be
eligible to race at the gait adopted upon notifying MHHA of
the change.
7. All races one mile. If the event is to be contested at a
county fair track and more than 8 starters declare into race
in any one of the eight divisions, that race will be divided
and raced in divisions and each division shall race one heat
for an equal share of the purse. If the event is to be contested at a half-mile pari-mutuel track, and more than 9 starters declare in to race in any one of the eight divisions, that
race will be divided and raced in divisions and each division
shall race one heat for an equal share of the purse.
8. All colts entering to race at a pari-mutuel track must
have a current charted line within 45 days at the time of
entry. Races scheduled at a pari-mutuel track may be raced
as betting or non-betting races at the discretion of the host
track.
9. Purse Distribution: Five or more starters – 50%-25%-12%
-8%-5%. If less than five starters, all non-contested monies
will be paid to the winner.
10. Colt Stake Entry Fees are $200.
11. The starting fee must be paid on a scratched colt, and
that colt may not enter any other Michigan Early Closing
Colt Stake race in that Race Week. There is no penalty for a
withdrawal before the entry box closes. Entry will not be
accepted for a horse whose owner or trainer is indebted
for a previous starting fee to any event administered by
MHHA.
12. Phenylbutazone (Bute) and/or Lasix are not permitted
medications for any race that takes place a county fair.
Penylbutazone (Bute) and/or Lasix are permitted medications for 3-year-old Michigan Early Closing Colt Stake races
that are held at a pari-mutuel track.
13. Horses racing in Michigan must have negative Coggins
results posted on electronic eligibilities in current year.
Proof of EHV vaccination within six months is required prior
to entering horses to race at a Michigan pari-mutuel track.
14. If a race is called off due to unavoidable causes,
entry fees paid shall be returned.
15. Monies will be deducted for administrative and program expenses.
16. All of the events and the advertised purses herein are
contingent upon approval and funding by the Michigan
Department of Agriculture. If it becomes necessary to cancel any event (or part thereof) or if funds are not available
for the full advertised purse because the Michigan Department of Agriculture is unable to provide the necessary
funds MHHA shall not be held responsible.
HORSES RACING AT MICHIGAN FAIRS
MUST HAVE NEGATIVE
COGGINS TEST
All equines entered in exhibitions, expositions, or fairs
must have had an official equine infectious anemia test
with a negative result within the previous 12 months
which is documented on the equine infectious anemia
laboratory test form. A fair, exhibition, exposition, or
show authority is responsible for assuring that all participating equine are test-negative for equine infectious
anemia. Results of a negative Coggins Test must be documented on the horse's electronic eligibilities. These
changes can be made at a pari-mutuel track or a county
fair.
HORSES RACING AT MICHIGAN
PARI-MUTUEL TRACKS MUST HAVE
EHV-1 VACCINATIONS
Prior to entering a horse to race with the Race Secretary at one of the state’s pari-mutuel racetracks, all
persons are required to provide proof of vaccination
from a licensed veterinarian indicating that the horse
has been vaccinated for EHV-1 within the past six (6)
months. Proof must be provided to the Michigan Gaming Control Board veterinarian. You can fax a copy of
your EHV-1 vaccinations to the judges at Northville
Downs at 248-348-8955.
Good luck
for a
successful season!

1. To be raced at:
A Michigan pari-mutuel track or tracks designated by the Director of Agriculture.
2. Nominations:
All 2014 Michigan sired foals that are the first foal per year, with the exception of twins carried to term by the natural
mother are eligible for nomination by May 15, 2015. Michigan sired is defined as a foal sired by a Standardbred
stallion that was leased or owned by a resident or residents of this state and registered with the Michigan Department
of Agriculture for the year of conception. Michigan sired foals conceived inside the state or outside the state by means
of transported semen are eligible.
NOMINATING FEE: $25
3. LATE NOMINATION FEE:
If May 15, 2015 deadline is missed and foal has not been nominated to the Michigan Sire Stake, a supplemental
payment of $100 may be made by December 15, 2015 for eligibility to Michigan Sire Stake.
4. Sustaining Payments:
2 yr. old payment - $200 due April 1, 2016; 3 yr. old payment - $200 due April 1, 2017.
Note: All sustaining payments must be made when due to maintain eligibility.
5. Supplemental Payments:
A supplemental sustaining payment of $500 can be made for two year olds by May 1, 2016 to make horses, which
were previously nominated, eligible to the Michigan Sire Stake. All sustaining payments must be made when due to
maintain eligibility.
6. Starting Fees:
$1,000 or 1% of the advertised purse (whichever is higher). Due no less than 7 days before the racing of the finals at
the designated track. Check with host track for entry box deadline. Entry will not be allowed for any horse whose
owner, trainer, or driver is indebted for a previous starting fee to any event administered by MHHA.
7. Payment Distribution:
Nomination fees will be divided equally among the eight divisions. Sustaining payments and starting fees shall be
added to their respective divisions. All funds allocated by the Director of Agriculture will be credited to the respective
divisions. Monies will be deducted for administrative and promotional expenses.
8. Purse Distribution:
Five or more starters 50% 25% 12% 8% 5%. If less than five starters, all non-contested monies will be paid to the
winner. If there is a premium or premiums for which a horse started but was unable to finish, due to an accident, all
unoffending horses that did not finish will share equally in the premiums. However, if there are fewer unoffending
horses failing to finish than there are premiums for which horses have started, but have not finished, then the number
of premiums in excess of the number of unoffending horses not finishing shall go to the winner.
9. Racing Conditions:
Should elimination races be necessary, eighty percent of the total money available for each division shall constitute
the purse for the final event of each division and twenty percent will be for the eliminations. If there are more horses
declared into any race than can be accommodated by the number of positions in the front tier of the starting gate,
elimination races shall be held no less than 7 calendar days prior to the final race. There will be no more than 2
trailers in any elimination race. Elimination races may be raced as betting races or as pre-programmed races at the
discretion of the host track. The number of horses that qualify for the final heat shall not exceed the number of horses
that can be accommodated by the number of positions in the front tier of the starting gate and there will be no second
tier in the final heat. Preference to qualify for the final will be given to the horses in their official order of finish in the
eliminations. Should two or more horses tie for the final position(s) by virtue of their finish in the elimination heat or
heats above, such tied horses shall be eliminated by giving preference to the horses with the highest earnings in that
year as compiled by the USTA and including the elimination heat earnings. In addition, two horses will be selected
from those in the eliminations that do not qualify for the final to be designated as “Also Eligible (“AE”) for the final. The
preference to determine which horse is the first “Also Eligible” (AE1) shall be determined by taking the horse that
placed highest in the official order of finish of all eliminations, but did not qualify for the final. In the event horses are
equal in the finish position, tied horses shall be eliminated by giving preference to the horse(s) with the highest
earnings in that year, as compiled by the USTA and including the elimination heat earnings. Undeclared or scratched
horses in the final will be replaced in the following manner. If post positions have not been drawn, the horse will take
its place in the normal draw. If post positions have already been drawn, the horse will assume the position of the
scratched horse. No horse will be moved into the final as a replacement after the official “scratch time” deadline for
publication in the program. If the number of horses declared into any race can be accommodated by the number of
positions in the front tier of the starting gate, they shall race the final without elimination heats, for the total money
available for that division. If the number of horses declared into any race is more than can be accommodated by the
number of positions in the front tier of the starting gate, but not enough to split the race under these conditions, that
race will be held with a single elimination heat to “qualify” only enough horses that can be accommodated by the
number of positions in the front tier of the starting gate. All horses qualifying and desiring to enter the finals shall reenter for the finals and the post positions shall be drawn by lot.
10. Refunds:
All requests for refunds must be made to the Michigan Harness Horsemen’s Association at least 30 days prior to the
scheduled race date. Requests will be considered only for (1) horse declared ineligible, (2) duplication of payment, or
(3) clerical error. NO SUBSTITUTIONS.
11. Rules:
Racing of the Michigan Sire Stakes where not specifically covered by the Department of Agriculture, Regulation 814,
shall be raced pursuant to the rules of the Michigan Gaming Control Board.
12. Emergency Clause:
If because of unfavorable weather or other unavoidable circumstances, the Michigan Sire Stakes are postponed, then
they may be rescheduled at the discretion of the Michigan Gaming Control Board.
13. Ineligibility:
A person or entity willfully falsifying any documents required by these rules or willfully accepting and retaining any
purse monies contrary to these rules, shall be ineligible to participate in any future sire stakes program under the
provision of these rules.
