Godwin vacationed for the first
time in Europe in July. The
focus of their trip was to attend
a wedding in Nice, France.
After sightseeing in Paris, they
made their way to Nice in time
to participate in the pre-wedding festivities. During the day
of July 14, they rented a beach
umbrella with chairs, donning
their freshly purchased rocky
beach shoes, they spent a perfect day at the beach. July 14 is
Bastille Day. Kate describes the
entire day as festive including a
parade, bands and people
everywhere. That night signified the beginning of the wedding festivities. They were on
an apartment balcony watching
the
celebratory
fireworks
which were particularly spectacular as they reflected off the
Baie des Anges. After the fireworks, the Godwin family bade
their farewell and started their
short walk to the apartment
they had rented.
Quickly their feelings of celebration were juxtaposed with
panic as pandemonium catapulted towards them. The
Godwin’s were face to face with
what they had only seen on
news reports; a mob of people
running and shouting in terror.
Kate reports asking people
what was going on, but the language barrier made it impossible for her and her family to
comprehend. Eventually, a man
in the crowd answered her with
a gun hand gesture and the
words, “Shooting! Shooting!”
The Godwin family quickly ran
back to the apartment they had
just left. There were four flights
of stairs they needed to climb to
safety. For the briefest of terrifying seconds, Kate couldn’t see
her two youngest children.
Upon arriving in the apartment,
Grayson and Ella Grace were
safely inside. Kate remarks, “It
is the scariest feeling not knowing what we were running
from.” They recall hearing pops
while they were on the street;
they thought they were hearing
fireworks. Police were in the
streets, with guns drawn, shouting “Run!”

group as well as locals. After
approximately one hour, the
Godwin family chose a different
route to walk with a group back
to their apartment. They still
did not know what had happened, they heard that a truck
had run into a crowd, but they
thought perhaps it was a drunk
driver. Eventually, while in their
rented apartment, her sons
began seeing posts on Twitter
and CNN coverage. (During the
interview, Ella Grace wordlessly showed an image of bodies
lying in the road that her brothers had seen on Twitter.) Kate
remarks that she felt scared and
shocked.
The following day, the
Godwin family went to the sight
of the attack. Kate details, “It
felt like the memorials went on
and on. It (the crime scene) was
closed off, but we could see the
truck. The beach we were on
the day before was closed.
Police and military were everywhere with guns drawn.”
Neither the Godwin’s nor
anyone in the wedding party
knew anyone who died in the
attack. The wedding, which was
a destination wedding, went on
as planned. Everyone tried to
be as happy as possible. The
Godwin family followed their
itinerary and visited Monaco
and Italy. ‘What ifs’ circled their
trip.
Friends and neighbors had
thrown a big welcome home
party for the Godwin family.
They had stocked their refrigerator, hung welcome home banners and decorated with tons of
balloons. Their flight was very
delayed and the party dissolved
to just two neighbors. When
Kate hugged one of the neighbors, she started to cry.
She has had nightmares
since being home. She and her
husband Phil still ponder the
‘what ifs’. Kate’s sister has
asked her to travel to Rome
with her, she is undecided. She
feels that she is more cautious.
This event has made her appreciate her family more and the
life they have here.

City Council Considers Several Agenda Items

At the regular City Council meeting
July 19, 2016, the roll was called and a
quorum certified with Mayor Eric Barna
absent. Mayor Pro Tem Scott Bradley
presided over the meeting. There were no
general public comments.
There was a presentation by Mayor
Pro Tem Scott Bradley to Murphy Fire
Chief Mark Lee who is leaving the City of
Murphy to take a job as Chief of the
Garland Fire Department, a department
about ten times the size of Murphy’s. He
was thanked warmly for his years of service and dedication, his management and
leadership style as well as overall
improvements to every aspect of the
department. Chief Lee was presented
with a Texas flag that was flown over the
Texas Capitol in his honor. Interim
Finance Director Steven Ventura also
gave a presentation of the City’s financial
and investment report as of June 30,
2016.
Next was unanimous approval for the
consent agenda, consisting of the minutes for the July 5, 2016 regular meeting
and the July 14, 2016 special meeting.
On the individual consideration agenda there was a review by staff to the
Council on items under consideration for
repeal, renaming and possible additions
to various sections of Chapter 4, entitled
“Animal Control”, and Appendix A – Fee
Schedule in the Code of Ordinances of
the City of Murphy. These items included
definitions, re-wording and clarifying
addressing such items as number of
domestic animals per residential lot,
invisible fences, reporting of livestock,
number of (loud) fowl per one acre lot, as
well as keeping of bees. No action was
taken at this time to give Council the
opportunity to review the changes and

address staff directly with any questions.
Next on the agenda was a proposed resolution authorizing the City Manager to
execute a contract renewal with Blue
Cross Blue Shield Texas for group medical insurance, Ameritas for group dental
insurance and VSP for vision insurance.
Additionally, authorization is requested
for the City Manager to extend the existing contracts with Cigna for long-term
disability insurance and Dearborn
National for basic life and AD&D insurance all with an effective date of
September 1, 2016. After Mayor Pro Tem
Scott Bradley recused himself because of
a possible conflict of interest and Deputy
Mayor Pro Tem Owais Siddiqui filled in,
there was a review of the contracts outlining the changes and negotiations by
Human Resource Manager Jana Traxler.
This resolution was then approved unanimously.
Also on the agenda was a request of
approval for the replacement of the
kitchen vent-a-hood system and range
including necessary building modifications to accommodate commercial grade
equipment at the Fire Station. Chief Mark
Lee spoke to the Council on the need to
update the outdated and non-functional
equipment to commercial grade. After
outlining the project to the Council, this
item was approved unanimously.
Additionally on the agenda was review of
the recommendations by the Charter
Review Commission as previously presented, with any final changes or considerations to the City Charter. These proposed items can be seen on the City of
Murphy website (www.murphytx.org)
under agendas. These items were
reviewed individually and voted on. The
approved items will now be sent the City
Attorney for the proper proposition language, then back to the Council for final
approval. Once that is complete then
Council will call the election, probably at
the August 15, 2016 meeting. Then all
propositions will be published on the
website for review before being voted on.
The next item brought forth was updating the Appendix A – Fee Schedule, Code
of Ordinances, as it relates to various
fees. It was decided at this time that the
Council would review the recommended
updating and email city staff with any
questions for clarification. This will then
be voted on at a future Council meeting.
Also on the agenda was a discussion
regarding a change in the type and location of the Murphy Community
Development Corporation (MCDC)
approved FY (Fiscal Year) 2016 purchase
of a storage building for the Recreation
and Special Event Division. In the FY16
budget, the MCDC Board approved the
purchase of a storage unit for the
Recreation and Special Event Division.
Staff solicited quotes for the storage unit.
The quotes staff received exceeded the
budget. Staff then researched and
received quotes on repurposing the old
animal shelter located behind the
Murphy Community Center as a storage
unit. Response on the Council was favorable to this repurposing and making use
of this building and since this now falls
within the MCDC budget, no action was
taken.
City Manager and staff reports then
consisted of current project reviews and
considerations including the Radio
Systems Antenna, Food Truck Court,
Sidewalk Rehabilitation, South Maxwell
Creek Sewer Line, Maxwell Creek
Railway Crosswalk, North Murphy Road,
Betsy Lane, the Timbers Nature Reserve
and upcoming proposed agenda items.
With no further business the meeting was
adjourned.

purchases treated drinking water,
the city is required to test for
asbestos, coliform and E. coli bacteria, disinfectant levels, haloacetic
acids, nitrate, nitrite, lead and copper, and trihalomethanes. As of
July 25, 2016, results from the most
recent tests are in compliance with
primary and secondary drinking
water standards and are available
on the Texas Drinking Water website found here: http://dww2.
tceq.texas.gov/DWW/.
The city has a Lead and Copper
Rule monitoring/reporting violation for failure to collect lead and
copper tap samples during the
monitoring period of January 1,
2013 through December 31, 2015.
The system was then placed on a
Lead and Copper Rule annual
schedule from January 1 to
December 31, 2016, and per regulations sampling for this period must
occur between June 1 and
September 30, 2016. The 2013-2015
lead and copper rule monitoring
and reporting violation does not
meet the criteria for formal
enforcement action under the
EPA’s Enforcement Response
Policy and the city did not accrue
fines for this violation at this time.
To resolve this violation and to be
current on the Lead and Copper
Rule compliance sampling, the city
must conduct lead and copper tap
sampling at 30 approved locations
between June 1 and August 31,
2016. As of July 25, 2016, the city
has collected 28 out of their 30
required lead and copper rule compliance samples.”

place to ensure this violation is not
repeated, “Employee training is
taking place to ensure that multiple
team members have knowledge of
timelines pertaining to all water
quality. And, reminders are put in
place to ensure timelines are not
missed.”
City of Murphy Drinking Water Testing Update

A Murphy resident requested an
update on: “Murphy failing to properly test our water supply” which
was based on a letter Murphy residents received from the City of
Murphy in February, 2016. The letter began, “The City of Murphy,
Texas has violated the monitoring
and reporting requirements set by
Commission

Environmental Quality (TCEQ) in
Chapter
30,
Section
290,
Subchapter F. Even though these
were not emergencies, as our customers, you have the right to know
what happened and what we are
going (or did) to correct these situations.”

responders in Murphy and
Parker. James Kahn, owner of
Southfork Texas Steak & Crab,
explains why he wanted to serve
those who serve us, “I appreciate what they do. They sacrifice

he has witnessed Murphy police
officers helping citizens many
times.

homeowner noticed that the Progressive employee
took photos of their house, and then removed the bundles.
When they received their Progressive bill, they were
startled when they saw two charges for brush removal.
One charge was for $150 and the other was $125. The
homeowner contacted Progressive telling them if they
had been told there was an additional fee for over a certain amount, they would have gone another route to
remove the brush. The homeowner questioned why
Progressive personnel would take the time to photograph their home, but not walk up to the door to communicate the fact that they had exceeded the bundle
limit.
The homeowner was told the guidelines for bulky

At no additional cost to residents, we will collect up
to 4 cubic yards of the following with your weekly cart
collection: bundled brush (cut into 4-foot lengths,
tied/bundled, and not to exceed 50 lbs.,) and/or any
acceptable bulky waste items. Any residential construction material (such as fences and remodeling) please call
Customer Service or Progressive Waste for the acceptable guidelines. Please make sure your bulky waste/bundled brush items are stacked neatly by cart before 7 a.m.
on your scheduled pickup day.

were acting erroneously and thus never thought to
check the City of Murphy website for additional information regarding bulky trash removal.
This homeowner has learned this costly lesson and
asked the Murphy Messenger to help get the word out
to the community that residents will automatically be
billed for bulk/brush pickup beyond the allowed four
cubic yards.

in All-Star Dance Convention

attended the ALL STAR DANCERS National
Convention in New York City. They were selected to
participate in the convention when their Trio performed a Musical Theater/Jazz routine at the KAR
(‘Kids Artistic Revue’) competition in Arlington, TX
last spring. Noelle, McCleary and Emily dance on the
Company InspiRED competitive dance team at Red
Door Dance Academy located in Wylie, TX.
The five-day convention included a dance workshop and a “mock-audition” taught by the World
Famous Radio City Rockettes at Radio City Music
Hall. They also attended dance classes at New York's
premier dance studio, The Broadway Dance Center,
and workshops with Broadway Show Performers.
The convention is coordinated by Artistic Adventures
(l to r) Emily Rice, (a Rockette), Noelle and McCleary Porterfield
of California. Noelle and McCleary are 6th grade students at Wylie Preparatory Academy and the daughters of Jay and Amber Porterfield of Murphy. Emily
is a 5th grade student at Boggess Elementary and the

The Eid dinner at the East Plano
Islamic Center (EPIC) was more
than a foodie’s delight. The Islamic
center donated $10,000 to four local
charities to underscore their support for worthy causes. Among the
recipients were the North Texas
Food Bank, the Children’s Advocacy
Center of Collin County, the Metro
Dallas Homeless Alliance, and Faith
in Texas, an interfaith organization
dedicated to social justice.
Since 2006, EPIC has hosted the
yearly Sharing Ramadan dinner, but
this year the organization decided to
host an Eid dinner instead. Eid alFitr, literally the Feast of FastBreaking, comes at the end of the
holy month of Ramadan, in which
Muslims around the world fast daily
from dawn to dusk.

Microchip ID
For Your Pet
A microchip is a tiny
transponder about the size of
a grain of rice, encoded with a
unique identification number
and placed under the skin
with a syringe. It is a permanent method of identification
unique to your pet.
Sadly, one in three family
pets will get lost during its
lifetime, and without identification, around 90 percent will
not return home. Despite
your best efforts, your dog or
cat has slipped out an open
door and disappeared. If he or
she is wearing a collar with an
ID tag, chances are pretty
good that you’ll get them
back. To further protect your
pets in this scenario, many
owners turn to technology in
the form of microchips
implanted in their pets.
At Murphy Road Animal
Hospital, included in the cost
of the microchip, we register
them with a number, pet name
and owner contact information before your pet ever
leaves our hospital. All you
have to do is keep your information with the microchip
company up to date.
One of the common misconceptions about microchips
is that they allow GPS tracking. Although there are collars that can do that, at this
time microchips cannot. They
do however, provide a permanent non-removable form of
identification.

speaking to the Commission.
Carpenter has extensive city
planning background and she
spoke about P&Z in general and
what is expected of commissioners and their responsibilities. Mentioned was the Code
of Ordinances (City Laws) and
that the P&Z is mentioned several times. In reference to the
City Charter, it states that the
P&Z mainly functions as an
advisory board to the City
Council, reviewing ordinances
and amendments pertaining to
Planning and Zoning and recommending any actions to be
taken. The P&Z also makes proposals to the Council to amend
or extend and add to the
Comprehensive Plan for the
physical development and
future land use of the City.
Next for the Commission
was the election of officers.

Thorpe Family Trust - Charles

approval of a Variance Request
for Fence Height, located on
1.9567 acres, having the legal
description of Abstract A0588,
C A McMillan Tract 17. The
code is for a maximum of four
feet and the request is for a
height of four feet, eight inches. Mr. Thorpe spoke to the
Commission mentioning that
with the widening and development of North Murphy Road,

an issue. They feel the additional height per design should
be acceptable under the circumstances. There were residents who spoke in favor of

the Fort Montessori School.
The project will develop a
10,000 square foot activity center building with an indoor
swimming pool. Current proposed swim school is a permitted use within the PD. The
property is zoned PD (Planned
Development).
Robert
Mortonson spoke to the
Commission about the size of
the parking spaces with concerns for large handicapped
vehicles. After some discussion
about screening for an equipment area on the west side of
the building, this was approved
unanimously.
Also on the agenda was an
application of property owner
and applicant, Three Murphy
Retail, requesting approval of a
site plan, landscape plan, building elevations and construction
plat for Murphy Village Phase
3, on property zoned Retail
located adjacent to W. FM544
to build a 36,855 square foot
building to be leased to multiuse tenants. Applicant plans
for the building include professional offices on the second
floor with restaurant and retail
tenants on the first floor. After
some discussion and agreement on the west side elevation
façade changes as well as a
dumpster enclosure, this item
was approved unanimously.
With no further business the
meeting was adjourned.
Adios Greg Goodwin

Murphy resident Greg Goodwin began as the city
reporter and restaurant guide reporter for the Murphy
Messenger in 2014. His responsibilities included covering all City of Murphy meetings in a non-biased fashion and spotlighting restaurant advertisers on our
restaurant guide.
Goodwin has enjoyed this job. He states that he
likes to write and is a people person. “I was able to get
to know great and friendly people, residents and
members of city government, which I wouldn’t have
known otherwise.” He feels that he has learned a lot
about how city government operates.
Goodwin and his wife Pamela are moving to
Ecuador. They have visited most of Central America
and want to locate in South America. ”My wife and I
love to travel. We have been planning this for ten
years. I’ve been waiting for her to retire. We’re looking
forward to immersing ourselves in other cultures and
meeting new and different people.”

Vietnamese restaurant in the
Murphy/Wylie/Sachse area, look no

Manager Thom Trieu encourages people to come
in and try the Vietnamese cuisine offered at Pho Street
Cafe. He is sure that you will not be disappointed. "We
pride ourselves on being fresh, exotic and healthy,"
Trieu said. "We use fresh ingredients every day.
Nothing is ever frozen. It's always fresh and made to
order."
He said it isn't always easy to have fresh ingredients every day, but it's worth it. "Food tastes so much
better when it's fresh," he said. "It's also always a
healthier choice to use fresh ingredients."
For those who have never tried Vietnamese food,
Trieu described the cuisine as similar to Thai food and
less greasy than Chinese food, since most of the food
isn't fried. "Come in and try it," he said. "I know you'll
enjoy it and you'll come back for more."
Currently, Pho Street Cafe offers a weekend special of Spicy Beef Broth Noodle Soup. Trieu said this
special is recurring, due to its popularity. The Spicy
Beef Broth Noodle Soup (Bun Bo Hue) is described as
a dense round rice noodle in spicy beef broth served
with sliced beef shank, beef brisket, pork hocks, pork
roll, blood cakes and fresh vegetables and herbs.

Power Restored to
Murphy Walmart

Electricity was back on at Murphy's Walmart following an 18 hour closure that began at 9pm on
Friday, (July 29) following an accidental power line
cut outside the store. Store employees worked thru
the night to dispose entire sections of potentially
spoiled food.
Walmart's management estimated the value of the
product loss at over $190,000. The store's retail value
of the dairy section includes $80,000 of fully stocked
product at any given time. The $60,000 meat section
and the $50,000 frozen foods section were both completely disposed of for public health concerns as well.
Store management expects shelves to be fully
restocked before the end of Sunday (July 31).

Plano East basketball held 7 boys clinics and 4 girls clinics this summer for ages

Imam Nadim Bashir led the
guests in a short prayer and a
moment of silence for recent antiblack and anti-police violence. “We
pray their sacrifices are not in vain.
We pray for peace, security, and
tranquility in Dallas, our country,
and our world.”
Mindful of racial tensions, Imam
Bashir said, “The Qur’an teaches us
that mankind has descended from
Adam and Eve, and that our differences make us stand out. The most
noble in the sight of God are ones
most noble in character.” He challenged the notion of White, Black,
and Hispanic races. “In God’s definition, there is only one race: the
human race.”
Rabbi Gruber, Development and
Communications Director for the
Metro Dallas Homeless Alliance,
said 20 percent or 435,000 people in
Dallas County lived below the
poverty line and there were more
than 4,000 homeless people in Collin
and Dallas counties. “The richest
country on the face of this earth can
alleviate poverty and end homelessness.”

Charity is central to the Islamic
faith, especially in Ramadan. This
Ramadan, EPIC donated more than
$98,000 as well as food items to the
poor for a total of $234,000 for the
year so far. It conducts a monthly
food drive and assists needy families with rent and other critical
needs. One of its most-appreciated
services is the weekly free medical
clinic for those who are without
health coverage. Over 40 needy
patients receive services each
month.
Jennifer Slingerland Ryan, a psychotherapist and writer, wrote on
her Facebook page: “The food was
amazing (my birthday meal, so
yummy!), the people were more
than gracious, and the entire event
was representative of what we in
the community should be doing regularly, breaking bread and having a
conversation.”

Murphy Animal Shelter
Cleared the Shelter
July 23, 2016 –Murphy Animal
Shelter participated in the nationwide pet adoption initiative, ‘Clear
the Shelter’.
There were 6 dogs, 1 cat and 1
guinea pig in the shelter at the
beginning of the day. By the end of
the day, the shelter was clear!
Residents from Plano, Murphy and
Frisco adopted pets from the
Murphy Animal Shelter. Murphy
Animal Control Officers Tammy
Drake and Terra Rose were very
pleased with the success of this
event and hope that the pets enjoy
their new forever homes.
