AND THE LENAWEE COUNTY LIBRARY
The City of Adrian has developed a plan to consolidate library services with Lenawee County.
At present, both entities have a main library branch within the City limits, thus offering many
duplicative services. Attached is a proposed consolidation plan that has been submitted to
Lenawee County for consideration. Significant savings for both the City and the County could
be realized, with estimated cost savings of $200,000 annually.
In addition to this proposal, the City has previously cooperated with other entities in a number of
areas. A listing follows of many of these previous consolidations along with their respective
financial savings where estimates have been made.

FIRE DEPARTMENT
1. Lenawee County Mutual Aid Box Alarm System.
2. Michigan emergency Management Assistance Compact.

5. Assist Lenawee Community Ambulance with call screening, call
prioritization, medical first response, lift-assist and supplement
manpower.
6. Radio Interoperability Grant – Collaborated with the Lenawee
Office of Emergency Management to replace all the department’s
mobile and handheld radios in order to comply with future FCC
regulations. By participating in the grant, the Adrian Fire
Department was able to purchase the entire radio system for half
of the actual purchase price.
7. Safety City – Program to teach 4&5 year olds student fire safety.
Taught by certified teachers under the supervision of a fire
department member. Program open to students in Lenawee
County.
8. Group purchasing for Lenawee County Fire Chief’s Association.
FINANCE DEPARTMENT
1. Assessing contract with Lenawee County.
2. Cooperative purchasing with State of Michigan and Oakland
County.
3. Procurement of printing and office supply items through Lenawee
County.
4. Cooperative fuel purchasing with Adrian Public Schools and
Lenawee Intermediate School District.

ENGINEERING DEPARTMENT
1. Joint street reconstruction project (Beecher Street with the County
Road Commission.
2. Discussion with City of Tecumseh on assisting them with
modifying their sidewalk rehab program.
3. Discussion with City of Tecumseh to make and supply signs.
4. Initiating program to loan idle equipment to surrounding
municipalities to save them rental costs and earn revenue on
equipment that is currently not in use.

PARKS & RECREATION DEPARTMENT
The Parks and Recreation Department collaborate with the following facilities/agencies on
various recreational events/programs:
1. Adrian Public Schools - Use of school and city facilities for
recreational programs, as well as occasional sharing of maintenance
equipment with Adrian.
2. Lenawee Intermediate School District – Use/Activities at Stubnitz
Environmental Education Center, as well as a social soccer program
(Adaptive Program).
3. Lenawee County Department on Aging – Use of Piotter Center
and various senior programs held at the Center.
4. YMCA – Soccer programs and Splash N’ Dash Triathlon.
5. The Christian Family Centre – Community Day, soccer programs,
Spring Break Camp, Holiday Break Camp, Winter Break Camp,

ADRIAN POLICE DEPARTMENT
1. Member, Southern Michigan Criminal Justice Training
Consortium
•
Share trainers, training resources and training space with law
enforcement agencies in Lenawee and Jackson Counties.
Allows larger agencies (APD, JPD, JSO) to provide quality
instruction to smaller agencies who could not otherwise
afford training.
2. Member, Lenawee Emergency Response Team - Provides
extraordinary police services for hostage rescue, barricaded subjects,
high-risk warrant service, dignitary protection and crisis negation.
Because of the local cooperative nature of the team it can be
assembled and on-scene in under an hour.
3. Member, Lenawee crash Investigation Team – Conducts in-depth
crash reconstruction and analysis of major injury and fatality crashes
in Lenawee County. Team made up of officers from Lenawee
County Sheriff’s Department, Adrian Police Department and
Tecumseh Police Department. Because of the local, cooperative
nature of the team, it can be assemble and on-scene in under an hour.
4. Member, Lenawee Detective Major Case Collaborative –
Outgrowth of monthly detective information sharing meeting. The
Collaborative works together to solve major crimes, share
information, and assist each other with crime scene investigation and
evidence collection. A large cargo vehicle has been outfitted by
team members to bring crime-scene technology and evidence
gathering apparatus to scenes anywhere in Lenawee County. The
Major Case Team is open to all Lenawee County law enforcement
agencies.
5. State of Michigan Competitive Bid Process – Purchase vehicles
through the State at a much lower cost.

6. Radio Interoperability Grant – Collaborated with the Lenawee
Office of Emergency Management to replace all the department’s

regulations. By participating in the grant, the Adrian Police
Department was able to purchase the entire radio system for half of
the actual purchase price.
7. Central dispatch – The Adrian Police Department phased out its
own dispatch center in 1999 and is now dispatched through the
Lenawee Central Dispatch. Significant savings resulted, with
personnel reductions of 3 full-time and three part-time dispatchers.
8. LiveScan Cooperative – Joined with other agencies to maintain a
LiveScan machine. It is housed at the Adrian Police Department
(APD) and APD personnel take fingerprints for member agencies in
southern Lenawee County and available to any agency in Lenawee
County.
9. Shared Firing Range – The APD partnered with the Michigan
Department of Corrections and the Michigan State Police to use the
firing range located at the Gus Harrison Prison in Madison
Township.
10. Central Jail & Lock-Up for Pre-Arraignment Prisoners – Rather
than holding pre-arraignment prisoners in local lock-up facilities,
prisoners are booked into the Lenawee County Jail and a magistrate
comes to them to set bond. Resulted in huge savings to agencies,
including the APD, which is able to forego the employment of a
corrections officer.
11. Computer Forensic Services for Other County Agencies and
Michigan State Police – The APD has two forensic examiners and
provides computer forensic services free of charge to other agencies
in Lenawee County, including the Michigan State Police. This is a
significant aid to these agencies, as a backlog of cases at the MSP

crime lab can leave agencies waiting up to one-year for forensic
services.
12. Trade Computer Forensic Services to Wauseon, OH Police
Department for Polygraphs – Wauseon, OH Police Department
provides polygraph services to the Adrian Police Department in
exchange for APD providing computer forensic services to Wauseon
Police Department.
13. School Resource Officer – APD partnered with Adrian Public
Schools to provide a School Resource Officer to reduce delinquency
and raise State-mandated test scores. Position is 70% funded by the
schools, with balance coming from the APD budget.
14. Drug/Search Dog – The Adrian Police Department trains a fullservice search and drug K-9 unit. K-9 Unit is provided at no cost to
other agencies for tracking and item or drug location.
15. OMNI – The Adrian Police Department is the founding member of
the Lenawee branch of the Office of Monroe Narcotics
Investigations, Team III, or OMNI III. Works drug conspiracy cases
in Lenawee and Hillsdale Counties.
16. Mutual Aid – The APD has joined other local agencies in a Mutual
Aid Agreement, allowing APD officers the legal right to provide
backup for officers in other jurisdictions, and for them to do the
same for officers of the City of Adrian.
17. OWI Court – Collaborative effort to closely supervise OWI
offenders in an attempt to reduce drunken driving recidivism. By
partnering with courts and probation officers, Adrian Police officers
conduct random aond comprehensive checks on participants to
insure that they are not using alcohol.
18. Safety City – Program to teach 4&5 year olds student safety.

trained police officer. Program open to students in Lenawee County.

19. Lenawee County Chief’s Association Equipment Sharing – The
Lenawee County Chief’s Association, in conjunction with the Adrian
Fraternal Order of Police, provides grant funding to agencies to
provide equipment that is not affordable through federal grant or
other municipal funding. Equipment is then available to all county
law enforcement agencies.
20. MPRI – Adrian Police administrators participate in the Michigan
Prisoner RE-Entry Initiative to try to ease the re-entry of State
prisoners into the local population. Goal is to reduce parole
violations and other recidivist acts that would lead to reincarceration.
21. Community Corrections Advisory Council – Group consists of
law enforcement, judiciary, probation, counseling and other
community resources, aimed at seeking alternatives to incarceration
in local jails. The Adrian Police Department fills a seat on the
Council.
ADRIAN UTILITIES DEPARTMENT
The City of Adrian Utilities Department provides the following services to neighboring
municipalities:
Adrian Township and Madison Township
1. Provides sewer service to Adrian Township and Madison
Township Residents and businesses.
2. Provides water service to 48 residential and commercial
properties within Adrian Township and 13 commercial/industrial
properties within Madison Township.
3. Provides commercial/industrial meter readings in Adrian
Township and Madison Township sewer billing.
4. Provides oversight for the Industrial Pretreatment Program for
industries within Madison Township.

5. Performs all bacteriological testing at our Water Plant for the
Village of Onsted.
Lenawee County
6. Performs bacteriological testing at our Water Plant on an average
of 15 samples each month for the Lenawee County Drain
Commission.
ADRIAN PUBLIC LIBRARY
The Adrian Public Library’s collaboration practices fall within nine different categories: Small
Business and Entrepreneurship, Statewide/Regional Library, Technology, Youth Services, Teen
Services, Services for Adults, Purchasing, Art and Culture and Spanish Speaking support.
Highlighted below are Small Business, Entrepreneurship and Joint Purchasing Collaborations.
1. Small Biz Center – Partnered with the Michigan Small Business
& Technology Development Center to provide businesses and
entrepreneurs (from Lenawee County and our border counties)
with access to print & electronic resources, market research
expertise and training and provide a location for businesses and
business counselors to meet with clients in the library’s “Board
Room”. We provide support to small businesses and our local
economic development partners, who also promote our Small Biz
Center and resources.
2. Tri-County Entrepreneurial Library Collaborative – Adrian
Public Library Director initiated and facilitated the Tri-County
(Lenawee, Hillsdale and Jackson) Entrepreneurial Library
Collaborative with funding and support from South Central
Cooperation/Collaboration/Consolidation Plan

Michigan Regional Entrepreneurial Collaborative (SCM-REC).
The library collaborative is expected to receive a $50,000 grant
to duplicate the Adrian Public Library’s business support best
practices at libraries throughout these three counties. Other
organizations participating and expected to benefit include
Lenawee Economic Development Corporation, Economic
Development Partnership of Hillsdale County, The Enterprise
Group, Michigan Small Business & Technology Development
Center, South Central Michigan Works, etc.

3. Lenawee Economic Development Corporation – Adrian
Public Library partnered with numerous Lenawee County
Organizations to create a directory, under the guidance of LEDC,
which highlights the services available in our country for
entrepreneurs and businesses. These organizations have come
together to learn about the resources each provides, provide
referrals and works to support entrepreneurs without duplication
of services.
4. SCORE Counselors to America’s Small Businesses – Formed
partnership with SCORE to recruit counselors in Lenawee
County and provide free one-on-one long-term counseling to
local businesses and training.
5. Michigan Small Business and Technology Development
Center (MI-SBTDC) – Adrian Public Library works closely
with MI-SBTDC to provide entrepreneurs and existing
businesses with market research and training and provides these
MI-SBTDC staff with access to our print and electronic
resources. Library’s Board Room is used weekly by these
organizations to meet with clients who are seeking to stabilize,
expand or start businesses in Lenawee County.
6. Food System Economic Partnership (FSEP) – Helped expand
FSEP presence in Lenawee County by holding one-on-one

counseling for agri-businesses in Lenawee County. FSEP and
the Adrian Public Library worked with Hispanics of Lenawee
Alliance, MI-SBTDC and South Central Michigan Works on this
project.
7. Biz Connect – Joined the Washtenaw area library organization,
which educates librarians on how to provide business support
and provides access to resources to assist existing businesses and
support entrepreneurship.
8. Wacker Chemical – Adrian Public Library provides local
businesses with access to Dunn & Bradstreet’s Business Select
electronic resource (database) through our partnership with
Wacker Chemical.

9. Michigan Center for the Book – APL joined this organization
in the fall of 2010, which functions to stimulate public interest in
the educational and cultural role of the book; authorship and
writing, literacy and promotion of reading and libraries. The
Center serves as the Michigan affiliate of the Center for the Book
at the Library of Congress and is coordinated by the Library of
Michigan.
10. Lenawee County Library – The Lenawee County Library and
Adrian Public Library share Polaris, our online library catalog
and collaborate as part of the Lenawee Librarians’ Group.
11. Woodland Library Cooperative – Member of the Woodland
Library Cooperative which facilities our Inter-Library loan
service MelCat, facilitates joint purchasing, training, and
advocacy on the state level.

12. Midwest Cooperative for Library Services – The Adrian
Public Library is a member of this organization, which provides
group pricing on purchases, support and training.
