CSAT FIVE YEAR PLAN
I have done a great deal of thinking on where to take CSAT in the next and maybe
my last five years. My five year plan may take me into retirement, but I will not
know until we get closer. I want to raise the entire training bar as far as I can before
I leave the community.
I may focus on instructor development and curriculum development in the future.
Classes in particular are Basic/Advanced SWAT and Live Fire Instructor courses. I
am considering using a concept similar to that of my Tactical Rifle and Pistol
Instructor classes. For example, classes will be offered to agencies or regional
training groups that wish to learn how to run a Basic SWAT course. I will also take
a select few into a train the trainer class that will run in conjunction with the class.
The instructor students that come to learn the system will help instruct, survey and
monitor the class. I will teach them my system and the rationale behind it. They will
see the complete package to include equipment that they can now take back to their
area/agency and implement it.
I am not into the “knowledge is power” game and one day will retire. The only way
to ensure that my systems, techniques and drills are carried on is to start passing
them on now. My thought is for instructor students to come in early to be assigned
classes to help teach/monitor. They will stay with assigned teams through their
entire training cycle. I will house the instructors separately and we will conduct
daily after action reviews. This will probably be a six day course. This long course
will be necessary to absorb the information and be able to apply it back at their

.. agency. Also, they will get to see my ranges and understand how to build and

replicate my training area back home should they like it.
The instructor certificate students receive will be just that, instructor level
certificates, such as a Basic SWAT Instructor. To my knowledge, no one is doing
this. These instructors will also be able to use my lesson plans and power point
material
I may use these instructors to help me teach, safety or supervise drills so I can
answer all questions they have and so they see the complete system and how to
implement it. I will also be available in the future for consultations at no charge.
Again, my goal is to raise the training standard in the LE training world.
GENERAL INFORMATION:
Early in May I drove to two tactical officer conferences, one in Ft. Wayne, Indiana
and the other in Lafayette, Louisiana. Both were top notch and hosted by
professionals.
I was able to debrief Somalia for the Indiana conference and run a short selection
and training block of information for Indiana tactical officers. I then drove to
Lafayette and ran a two-day intermediate sniper class for 16 of their students. I had
some exceptional shooters in the class shooting both bolt and gas guns. I have been
impressed with the effort of the Louisiana Tactical Officers over the past few years
as they are grooming a great deal of hard charging, no nonsense performers.
As a side note, the people were great but the trip sucked. In seven days, I stayed in
four different hotels and my biological clock was kicked in the teeth. I will probably
not do that again.
Also, reference attending these conferences, my focus is on teaching and putting on
exceptional classes. I do not get paid to do these, as they are give backs to the states
and their organizations. It is my way of saying thanks.
On a side note, if you see me eating early and having only one drink and then going
to bed, understand where my focus is. I wish to put on exceptional classes. As I get
older, I guard my personal time and want to get some PT in whenever I can and put
my best into my next class. If I do not seem sociable, remember, I have a limited
personality and need my rest. If I don’t get my rest, crankiness will ensue. I hate
trying to teach the next day in the sun, wearing all my gear and trying to remain
motivated and focused on the students, while I deal with little sleep and a pounding
headache. Remember, it is hard to be special with an ordinary body and mine is
getting older by the minute….

MONTHLY INSPIRITATION
May 20th, 2010 was a sad day in law enforcement. Two West Memphis police
officers were killed and another wounded in an interdiction stop. In Chicago,
another police officer and multi-tour combat vet was killed in front of his family
when trying to stop a crime. His father, a retired police officer came to his aid and
killed one of the shitbags who was responsible for his son’s death.
This is not a happy inspiration, but rather a sad and subdued one. It reminds us to
train, get in shape, dry fire and remember there is evil out there. If you don’t do it for
yourself, do it for your partner. If not your partner, do it for your family. The
department will ensure you get minimal training to cover their asses. You will have
to go out and seek out additional training to fill the voids.
When possible, bring your rifle to potential fights. If you don’t bring it, it will not
get there. Further, practice failure drills for determined and multiple opponents and
when shooting through glass.

When you elect a slow learner (SL’s) to the position of president, don’t be surprised
if he surrounds himself with other slow learners. Eric Holder is one such example.
He had not even read the Arizona legislation when questioned, yet makes political
statements about it. Last I checked his job was to support and defend the constitution
and protect all Americans. I don’t know who is more stupid, Holder or the
population that elected his boss.
Now, these SL’s are learning at our expense. Arizona is being invaded and where is
the liberal press to stand up for their rights. California scum is crying foul in
response to Arizona standing up for their security. It was suggested that Arizona cut
the power to California for a night or two to wake up the liberal douche bags.
Where is the federal government when Arizona desperately needs their help to
secure an international border? If one-half of the 1,200 troops are working at any
time, that means that really only 600 additional personnel are gainfully employed.
Knowing the federal government, this is simply a political move.
I don’t know if it is intentional or through neglect that the President is endangering
our nation. U Tube has several news reports reference he immigration problems and
who is coming through our southern border. We are not only talking about
Hispanics, but foreign nationals from many Islamic countries. This is how terrorists
infiltrate our country and set up sleeper cells.

Pilgrim’s Pride chicken plant. None are documented and ICE, Immigrations and
Customs Enforcement cannot go into work places. Nacogdoches is just one small
community in our country. Think of all the other towns that have similar
undocumented foreign nationals living and working there. One of these Somalis has
already been arrested for threatening another worker and threatening to blow up the
plant. It would take only a few of these individuals to create a Beslan type incident
in a rural community school.
The press and government would say, “We didn’t know.” Well now you do.
COURSE UPDATE(S):
URBAN MARKSMAN COURSE
I just finished an “Urban Marksman Course” (Police Sniper) at my range. I have
decided to teach at least two of these a year, but to do them at my home range only.
The reason for this is simple. I have put together 12 critical skills that I want an
Urban Marksman to perform when they leave my course and it is hard to replicate
them on other ranges. They are:
500 Cold Gun Shot
200 Dial In
300 Dial In
200 Hold Off
300 Hold Off
Snaps
Movers
Command Fires
Standards (1-10)
Hasty Bipod Deployment
Hasty Rucksack Deployment
Hasty Window Deployment
Many LE Trainers would argue that the 500 cold gun is not a valid test for police
marksman. The multiple surgical shots I require students to make at 100 are
generally more difficult to make than the 500 yard shot.
The 500 yard shot shows me that a student knows how to “dial in” a first round hit
using the seven-step sequence at any distance for any shot. Further, it builds
enormous confidence in the student. We began the day with a cold gun 500 yard
shot and students had a nice tight group on the steel CSAT IPSC. It was impressive.
From there, students deployed with their rucksack and fired the 12 drills in sequence
living out of their rucksack for a few hours. All equipment had to be carried with
them to each station.

The training ended well and students helped me develop a comprehensive course of
fire and minimum passing requirements.
TRAINING:
Danny’s Halligan is bringing a three-day Combatives program to CSAT in the Fall.
It is an open course and will address several different areas to include knife tactics.
LE personnel will be able to attend a cuffing class at the end of the day.
RANGE UPDATE:
Should an agency or group wish to rent the facility, feel free to contact us for
rates. This includes the ranges, new property, classroom and bunkhouse.
CLASSROOM/ LODGE:
I bit the bullet and put a new air conditioning system in the barracks. Both units
were over 20 years old and they were finally getting ready to expire.
EQUIPMENT:
LARUE INTERMEDIATE RANGE SNIPER/ASSAULT RIFLE AND MOUNTS
The “S” stands for my scope index point and the “I” stands for my iron
reference point. I can keep the Larue BUIS on my vest should I wish to convert
the rifle from a optical platform.

I use a hasty zero at seven yards with the above hold. I know that if I am a little
high on the pasty at 7 using the notch, that the initial zero will be a bit high
using the peep at 100 yards.

.. the BUIS (Back Up Iron Sights), three quick adjustment and my gun is

zeroed. Note group 1, 2 and three. I came one click left after firing group
number three for my final zero using irons.
The quick detach scope mounts come back to zero when taken on and off. I have
two Larue rifles that deliver consistent first round cold gun hits at 500 yards using
Hornady 75 grain Match or TAP rounds. I would take the guns out further, but that
is all the range I have, for now…….
As a side note, I am using a standard mil-spec trigger so I learn one trigger pull on
both my surgical and entry weapons. I am try to keep it simple. I will work on
shrinking my group size. I think I can cut it in half if I get rid of the low flyer.

EOTAC PANTS
I have been testing EOTAC pants for some time and wanted to give them a thorough
workout before endorsing them. They are now my standard and only training pants
at this time. I wear the green for winter wear and the tan for summer wear. They
are the most comfortable pants I have ever worn. I prefer lightweight pants year
round because they will dry quickly when wet whether it be summer or winter. I can
always layer under them in the winter.

Thanks for all your responses reference the “The Tactical Trainer.” I have sent a
notice to Authorhouse not print anymore of this book. I have been contacted by a
book agent who is going to send my book to established publishing houses. I do not
