HS Boundary Study Takes a Surprise Turn

By the time this newsletter is delivered to our homes,
the School Board will likely
have already voted on the West
County Boundary Study on
February 28th. I think it is safe
to say that nothing could have
prepared us for this version of
“Mr. Toad’s Wild Ride.”

Before going any further with this article, I want to
publicly thank Maryann Ceh for taking this “bull by the
horns” and continuing to ride it to the end. Maryann has
devoted countless hours...days...weeks of her life, not
only for her children’s benefit, but for that of all our children, our community, and our high school, Chantilly HS.
There have also been a core group of residents working
along with Maryann throughout the process, some with
children who would be affected next year, some with
young children who would be affected in future years, and
also those residents who would not be affected at all because their children are older. Thanks to those of you
who have continued to stay involved, as was suggested, or
perhaps warned, by our School Board representative,
Kathy Smith.
On February 11th the School Board met for Work Session #61 to discuss the Boundary Study after the third

Minutes are tentative and will be reviewed and approved at the
upcoming Board of Directors meeting.
Board Attendees: Paul Thurneysen, Jon Roe, Larry Miller,
Darin Welt, and David Howlett
Absent Board Members: Wendy Hunt, Chris Tacinelli, Imrana

Four residents were in attendance.

The meeting was called to order at 8:05 pm.
The meeting was called to order at 7:48 p.m.
New Business: Two residents, Greg Zilberfarb and Michelle
Doucette, were unanimously approved to fill two of the four
vacant Board positions. Michelle expressed an interest to
help with the ACC and Neighborhood Watch while Greg
volunteered to help coordinate the Newsletter and Database
activities. Officer nominations for 2008 will be voted on
during the February Board meeting on February 7, 2008.
The board publicly wishes to thank Chris Tacinelli,
Darin Welt, and Jon Roe for their support for the past few
years on the CHHA Board.
Meeting minutes were approved
January Board Meeting Individual Committee Reports
Treasurer’s Report: Darin Welt presented the final budget
results for 2007. As had been previously forecast, the final
budget resulted in a slight surplus.
Community Facilities: As the CHHA Pool Management company has closed for business, CHHA is actively seeking a new
Pool Management company for the 2008 Pool Season. Ideally,
bids will be presented at the next Board meeting.
Land Management: The board continued discussion related to
the recently approved landscaping improvements at the South
Kinross Entrance to the neighborhood.
Architectural Control Committee: No new discussion.
Community Activities: No new discussion.
Civic Affairs: Paul Thurneysen will speak at the February 9,
2008, School Board meeting on behalf of the neighborhood
position related to the Western County High School redistricting efforts.
Neighborhood Watch: Continued discussion related to the two
major incidents at Franklin Farm Shopping Center in December.
Communications – Database, Newsletter, and Website: Jon
Roe will be transitioning his activities to Greg Zilberfarb, a new
Board member.
Long Range Planning: No new discussion.
Old Business: None.
Meeting Adjournment: The annual meeting adjourned at approximately 9:15 PM.
Absent Board Members: Imrana Umar
New Business: Resident Brian Keagy was voted as a board
member. There is still one vacant position.

There was a discussion of the possibility of new neighborhood
signs in the pipeline easement. This is not allowed by the
gas company.
Treasurer’s Report: We are pursuing payment of annual dues
from five homeowners.
Community Facilities: We have received one bid on the pool
contract. The previous contractor, Splash Aquatics, went out
of business. We will get details on the contract and vote on
it when finalized.
Land Management: We accidentally planted trees on a homeowner’s property; two trees had to be moved. With the recent ice storm, two accidents resulted in loss to landscaping
elements.
Architectural Control Committee: There was discussion of a
home that had a minor problem with the potential to hold up
a sale.
Community Activities: The community egg hunt will be March
22, 2008.
Civic Affairs: We voted to join the Sully District Council Citizens Association, at $10 per year.
School Board: President Paul Thurneysen will speak at the Feb
9th hearing on school boundaries. He discussed the points he
will make in favor of remaining with Chantilly High School.
Communications – Database, Newsletter, and Website: Greg
Zilberfarb discussed the possibility of a new open air architecture for the web site.
Old Business: There were no responses to the handyman RFP.
We will publish the request for proposals more widely.
Meeting Adjournment: The meeting was adjourned at 8:30
pm.

HS BOUNDARY STUDY from page 1
Public Hearing. Along with other comments, Mr. Tistadt
stated that staff still stands by their Option #1, but acknowledges that the Navy shift is not optimal. After
FCPS staff was given the opportunity to address certain
concerns and questions raised during the process by both
the public and Board members, two School Board members, Kathy Smith and Stu Gibson, presented their own
options for the Board to consider, now labeled Option #2
and Option #3 respectively.
Under both new options students residing in Chantilly
Highlands would be sent to Westfield HS, with the exception of students on Stone Heather Drive, Ladybank Lane,
and Ben Nevis Court. The students on those streets
would be allowed to stay at Chantilly HS. Neighboring
Franklin Farm residents would also stay at Chantilly HS.
Changes were also made to other communities.
On Feb 16, At-Large School Board members Tina
Hone and Jim Raney met with our community at Oak Hill
ES. They were very understanding and supportive of our
position to keep our community together and to stay at
Chantilly High School.
A fourth Public Hearing was scheduled for February
19th. This hearing was limited to 125 speakers, of which
we believe CH residents acquired a decent percentage of
the speaker spots. The last Work Session scheduled for
the boundary study was February 21, with a final vote on
February 28th. While other groups have threatened lawsuits, I’m not certain we’ll know when this matter is done.

Chantilly Highlands Poet Laureate
The Chantilly Highlands Homes Association is
sponsoring a contest to select our Poet Laureate.
The winner will be announced in the April
edition of the Highlander.
Entrants must be residents of Chantilly
Highlands and can be
of any age. If an entrant is under age 18, we will ask a parent's or
guardian's permission before awarding the laurels.
It is very easy to enter! Send up to three poems to
Poet Laureate Selection, c/o David Howlett, 13153
Ladybank Lane, Oak Hill, VA 20171 by March 31,
2008.

Spring Forward!
On August 8, 2005, President George W.
Bush signed the Energy Policy Act of 2005.
This Act changed the time change dates for
Daylight Saving Time in the U.S.
Beginning in 2007, DST will begin on the second Sunday
in March and end the first Sunday in November. In 2008
DST will begin on March 9th. The Secretary of Energy
will report the impact of this change to Congress. Congress retains the right to resume the 2005 Daylight Saving
Time schedule once the Department of Energy study is
complete.

Oak Hill ES Run for FUNds
Oak Hill ES will have their 2nd annual “Run for FUNds” 5K race on
Saturday, April 26 at 8:00 a.m. Runners will begin a measured course
in front of the Chantilly Highlands
Pool and run up Stone Heather
Drive, around Ladybank Lane, around Kinross Circle, through Kirkwell and Glendundee, and back
down Kinross Circle to Oak Hill school. After the
race, there will be plenty of refreshments, lots of raffle prizes, entertainment for the kids, and even a
massage therapist. Prizes will be awarded for 1st,
2nd, and 3rd place winners in multiple age groups. All
runners are welcome! Entry fees are $25 for nonOak Hill families, $20 for Oak Hill families, and $12
for the 1K Fun Run. All entry fees include a tee-shirt. For more information

Sign up for Swim
Team in April!
Make sure to keep checking the
Chantilly Highlands Dolphins’ website at www.chdolphins.net to sign up
for the swim team in April. Details
are not yet available, so keep checking.
Children learn to swim, and improve their current skills,
while having a great time. Boys and girls 5-18 years of
age are able to join. The season runs from the end of
May to the end of July.

2008 Seedling Sale - Butterfly Buffet
The Northern Virginia Soil and Water Conservation District (NVSWCD) is holding its annual seedling sale for
2008. All seedlings in the package are native to Northern
Virginia, and the varieties were specially picked to be
butterfly friendly. Each package is $17.95 and includes
two of each of the following: tulip poplar, white dogwood, button bush, red bud, hackberry and loblolly pine.
Also included are two packets of butterfly friendly flower
seeds - Butterfly Weed and Black-eyed Susans. These

COMMITTEE INFO
Board of Directors meets on the first Thursday of every month at
7:30 PM at the Community Center. Meetings are open, and all residents are welcome and encouraged to participate. To include a specific item on the agenda, please contact the Board President.
Architectural Control Committee (ACC) meets monthly at the
Community Center. Contact any ACC member or appropriate Board
member if you have ACC questions or concerns.
Chantilly Highlander newsletter team welcomes your articles and
community photos of specific events, or just whatever is going on in
your neighborhood! We would also love your suggestions and ideas
for new features as well as feedback on current content. Advertising
questions and other information may be emailed to [email protected], or mailed to the Editor at P.O. Box 710238, Oak Hill,
VA, 20171.
Community Activities Committee identifies and schedules events for
the participation of Chantilly Highlands families. The committee
meets as events are scheduled, and chairpersons vary throughout the
year. If you are interested in leading an event or have ideas for a
community activity, please contact a Board member.
Community Facilities Committee (ComFac) meets the first Wednesday of every month at 7:30 PM at the Community Center. Issues
pertaining to our swimming pool, tennis courts, playground, Community Center and its grounds are managed by the Community Facilities Committee. If you would like to become involved in this
committee, contact Jeff Boehlert at 703-435-2836.
Land Management Committee handles all issues that involve the
common areas of our community: primarily lawn care and snow
removal. Meetings are held as needed. You may contact Paul Thurneysen at 703-318-1468 with questions and if you are able to help
on the Land Management Committee.
The Chantilly Highlander is a monthly publication
which informs the community of our accomplishments, upcoming
events, committee meeting highlights and decisions, and provides a
forum for you and your family to communicate items of interest to
your neighbors! Articles are reviewed and published at the discretion of the Board of Directors. Published advertisement is accepted, however it is not considered an endorsement by the Board.

also provide a “camera ready” printed copy for comparison if
there are graphics or fonts (print styles) that must be maintained.
