It’s a brand new year and I am excited for new opportunities and challenges. What will your
resolution be for the new year? Will you challenge yourself for something new? Or perhaps
attempt something that you have never done before? Well whatever it is, I wish you all the
best in your challenges.
To start off, check out PressPlay (Pages 8–11) offering a variety of genres such as dance,
music, theatre, design, literature and the visual arts. Brought to you by the Arts and Culture
team and collaboration with arts institutions, professionals and independent artists, it aims to
make arts more accessible to the public.
And speaking of public, the recent formation of the DNC (Do Not Call) Registry has got people
talking and signing up for this service. What is this service all about? When does it start and
the provisions it cover? Come to this talk and listen to the experts as they explain more about
the DNC Registry (Do Not Call). At the same time, get useful security tips on Personal Data
Protection Act (PDPA). This Act was set up to govern the collection, use, disclosure and care
of personal data.
Take control where you can. This is an important issue especially in the fair distribution of
assets and yes, we are talking about writing a will. This January, join Mr Roger Lee as he gives
a hands–on experience on writing a will.

With news of local artist Tan Swee Hien’s
painting going under the hammer for a
record $3.7 million dollars in a Beijing
auction a year ago (source: Straits Times
Communities, 2012), art collecting seems
to belong to the domain of the elite,
certainly not something for the average Joe.
Perhaps you have not heard of Herbert and
Dorothy Vogel. Once famously described
as “proletarian art collectors”, the Vogels
lived in a one-bedroom apartment in New
York City filled with over 4,000 artworks by
the likes of famous artists such as Picasso,
Lichtenstein and Christo, worth possibly
hundreds of millions. The collection is
accumulated just on Herbert’s $23,000
annual income solely dedicated to buying
artworks! The Vogels have donated their
entire collection to the National Gallery of
Art in Washington D.C. in 1992 because
they wanted their collection to belong to
the public.
With the Art Stage Singapore 2014 just
around the corner, perhaps you can be the
next Herbert and Dorothy Vogel.

are structured are often determined by the cultures we come

Khoo Seok Wan: Master Poet
南侨诗宗邱菽园

Khoo Seok Wan is recognised as one of
Singapore’s literary pioneers. Born in 1874, he
was son of a rich rice merchant, Khoo Cheng
Tiong. Educated in the classical Chinese tradition,
he composed his first poem at age 15. Khoo
Seok Wan then went on to compose more than
1,000 poems in his lifetime. This exhibition Khoo
Seok Wan: Master Poet provides visitors with an
introduction to the poetry written by Khoo and
the range of themes that he covered with the help
of audiovisual elements. Find out what this early
20th century poet has to say about planet Mars!
This roving exhibition is organised in conjunction
with Khoo Seok Wan: Poet and Reformist
exhibition held at the National Library, Singapore.
Pick up a copy of the chapbook at the exhibition
to read Khoo Seok Wan’s poems at home.

Chinese calligraphy is a visual art form which is much prized. Traditional Chinese calligraphy
cannot exist without words. It is a medium where poetry and other literary forms can be
expressed. In this exhibition, selected poems by Khoo Seok Wan, a poet of the late 19th and
early 20th century Singapore have been rendered into beautiful calligraphies by members of
the Shicheng Calligraphy & Seal-Carving Society (Singapore). Khoo’s poetry writtenin classical
Chinese covers a variety of themes including personal poems about his life and friends, on
science and technology and on the everyday life scenes of Singapore. A selection of his poems
have been rendered into the different script-forms by veteran calligraphers. This exhibition is
jointly organised by the National Library Board & Shicheng Calligraphy and Seal Carving Society .

A Skeptic Guide to the Mind: what neuroscience
can and cannot tell us about ourselves

There has been tremendous advancement in
the study of the neural and cognitive sciences
and that, in turn, has inspired much writing in
these fields and consequently, some wild claims
are made. Claims that certain behaviour can be
pinpointed to a particular site in the brain, and
that bad genes are entirely to blame for others are
just some of these claims. All these posturing are
carried out as part of the jockeying for position
in the race to discover how the brain creates the
mind - what Burton describes as ‘the Holy Grail
of Science’. Burton’s aim in this book is to explain
the functions of the brain and how the mind works,
and more importantly, what we can and cannot
say about the mind and the limits of the power of
science in this field.
Burton reminds us that our brain, like
the rest of humanity, evolved gradually,
creating and building contradiction,
inconsistency, and paradox into that
singular box of cognitive machinery.
What exactly are we doing when we are
thinking? What do we mean when we
say, for instance, ‘Something just popped
up in my mind’? How does a thought
just ‘pop out’, and why are those kinds
of thoughts distinct from a ‘carefully
thought through decision’? These are
some of the questions examined in this
book. Burton explains that the brain is a
successful thinking machine because like
‘any successful oddsmaker, the brain is a
predictor of probabilities, not a stickler for
perfection’.
One of the fundamental issues examined is the
idea of causation and how one can determine
that that the agent has the power to cause an
outcome. In this context, how can we attribute a
non-material entity such as the mind with causal
powers in a material (physical) world? To be sure,
the Cartesian dualism has long been discredited
without any meta-theory to replace it. This is such
a vital connection which we have no answer to,
yet we behave as if we do. When a judge makes
a finding of fact that a defendant is guilty of
robbery, he (the judge) makes certain assumptions
of fact, for example, that the defendant was
acting ‘out of character’, or that he acted ‘wilfully
and intentionally’, or that he lost his self-control
because an fMRI (functional Magnetic Resonance
Imaging) showed a decreased prefrontal motor
cortex, and so on. But how does a judge know
all or any of that? Implicit in the judge’s findings
is the assumption that the judge was able to read

the mind of the defendant. How does the judge do
that? Burton writes, ‘In the end, you are forced to
rely upon your own sense of what was going on in
the defendant’s mind at the time of the robbery’.
In the same vein, how do we understand what
goes on inside an unresponsive patient’s mind?
How, in other words, do we connect to the
consciousness of another person? As Burton
explains, we are unable even to understand
our own consciousness. It is crucial that we
distinguish between conscious and unconscious
cognition if we are to understand our conscious
mind. This task is made difficult because,
as Burton explains, contrary to the popular
assumption, a wilful mind does not necessarily
mean that that mind has a self-awareness of what
it was doing. In short, ‘a sense of self was not an
invariable accompaniment of consciousness and
instead must represent a separate physiologic
process from “being conscious” – such as
dementia patients who cannot recognize their
family but have normal motor skills such as
singing Christmas carols.
Burton draws connections between some neural,
physiological, and psychological states (such as
free will and moral character) to the concept of
consciousness, explaining that ‘all philosophical
positions about free will emanate from an inbuilt
desire to explain an involuntary sensation’. We
are, he writes, ‘saddled with the built-in paradox
of automatic and “hardwired” mental states telling
us that we are free to choose and act on every
whim while science tells us that all actions have
antecedent physical causes’. When it comes to
moral character, vital studies into the behaviour of
hardened criminals have resulted in diametrically
opposed conclusions – one interpreted the
results as indicating that the subjects cannot help
themselves, the other concluded that psychopaths
‘know what is right and wrong, but simply don’t
care’. The social and legal ramifications of such
diverse interpretations are clearly, as Burton noted,
enormous. He leads from that to another problem
in the biology of morality – how does the mind
recognize fairness? A judge who has the ‘quality
of empathy, of understanding and identifying with
people’s hopes and struggles’ may be received as
having the essential ingredients for arriving at fair
and just judgments by some. To others, he will be
criticized for ‘feeling bad for [a litigant] because of
[his] life circumstances’ and thereby shortchanging
the litigant’s opponent and his opportunity to get

The Last Days

Laurent Seksik, 2013 Pushkin Press
Laurent Seksik’s book is a novel based on the
last six months of Stefan Zweig’s life. Although
it was intended to be a fictionalized account,
the author made use of the data available about
Zweig to present a novel of great power in its
simplicity, almost mimicking the style and tone of
Zweig’s own voice. Zweig who had written such
wonderful short stories as ‘Fantastic Night’ and
a novel that first mesmerized Britain, and then
the world (‘Beware of Pity’) was a prolific writer.
He published his first book of poems in 1901 and
harboured the ambition of writing about Honore
Balzac, a writer he had the most admiration for,
but that dream vanished together with any others
that he might have when he committed suicide
together with his second wife Lotte Altmann, on
22 February 1942 in Brazil.
When the Nazis took over Germany, Zweig fled
to London. He had already divorced his first wife
Friderike with whom he had spent 30 years. Their
time together saw Zweig rise to become ‘the
greatest writer of his time’. They were based in
Vienna – the Vienna of old, of palaces and kings,
of culture – before the Nazification of that city.
Lotte whom he married shortly after, in Bath,
shared the last decade of Zweig’s life, alternating
between hope and despair.
When Zweig fled Austria in 1933 many of
his friends laughed at his pessimism, but he
was proved right when the Nazis started their
campaign to first remove Jews from Germany,
and later to exterminate them. London did not
seem safe enough for Zweig, and with his British
passport that George Bernard Shaw and H G
Wells helped him secure, Zweig and Lotte moved
to New York, and when even America seemed
vulnerable, the Zweigs fled to Petropolis in Brazil.
One by one, his friends and
contemporaries, men like Erwin Rieger,
Joseph Roth (who wrote ‘The Radetsky
Waltz’), Walter Benjamin and many others
committed suicide. News of those deaths
would send Zweig into a deep bout of
depression. The Vienna he knew and the
world he knew were gone. The world’s
greatest writer of the time whose books
sold more than 60 million copies now
see only the spectre of self-destruction
as the inevitable fate of human beings.
He continued to write but was no longer
inspired. Abrahao Koogan was ecstatic
when he held up Zweig’s manuscript,
‘The World of Yesterday’, proclaiming it
Zweig’s autobiography, a claim that Zweig
scoffed in silence. He wondered who
would be interested in the story of his life.
He was not writing his autobiography.
He did not want to write about his life;
his life would interest no one. He said
that he could sum up his life in a few
words: ‘He was born. He had written, he
never stopped writing. He had fled, he
would never stop fleeing.’ The book was
merely intended to give an account of the
exceptional people he had met, including
Albert Einstein, Thomas Mann, and
Hermann Hesse, Rainer Rilke, Sigmund
Freud, and Romain Rolland, the pacifist
who won the Nobel Prize in Literature.
His books were not meant to carry any
message. They were merely accounts of
life from which the reader must read his
own messages into them.
When the Japanese attacked Pearl Harbour on 7
December 1941, Stefan and Lotte’s spirits were
momentarily lifted. They believed that America
would then join the war and eradicate the world
of fascism. However, news of greater atrocities by
the Germans against the Jews in Europe swiftly
brought the Zweigs back into the kingdom of
despair. A visit to Georges Bernanos, a French
activist living in Barbecena did not help. Bernanos
was ebullient and optimistic. He encouraged
Stefan Zweig to rise in arms, to write and inspire
freedom fighters against the Germans. The flattery
and encouragement of Bernanos had the opposite
effect. Zweig left convinced that the end was near.
On Sunday, 22 February 1942, Stefan Zweig
dismissed his housekeeper, and with the gardener
having taken the day off, Zweig prepared two vials
of quick acting poison that many Jews of the time
carried around with them in case they needed a
quick exit from the torment of hell on earth. Lotte,
who had vowed to follow Stefan wherever he
goes, joined him. ‘Day turned to night. The earth
was shapeless and empty. She joined him in the
abyss, and a gust of wind that came through the
open windows shook the curtains and hovered
over the abyss.’

Oscar is a nursing assistant at a nursing home. A chance meeting with Iris,
a beautiful, young student sparks a romance between them and also a
friendship with her brother Eden.
However, Eden possesses a strange gift which has greatly troubled his sister
since they were children. Iris persuades Oscar to help gather evidence to
prove that Eden’s gift warrants medical attention.
The part which will capture the reader’s imagination is the relationship Iris has with her brother
and how poor Oscar is drawn into Eden’s manipulation. The characters are wonderfully
developed so that the reader can delve into their various issues. For example, Oscar is a
competent student, and yet at 20 years old, he chooses to work in a nursing home instead of
pursuing his studies. The writing is clear and descriptive especially the beautiful descriptions
of buildings and gardens.
A unique story with many developments that will keep the reader on edge.

ICCR Public Lecture on “Inequality, Secularization, and
Democratization of Religion: Recast(e)ing the Secularism Debate
in India”

The substantial and substantive academic and political debate on secularism in India has
thrown little light on processes of secularization. Going with emerging perspectives that stress
the need to comprehend processes and ideologies of secularism and secularization conjointly,
this talk will first critically engage with western enlightenment debates on religion, secular
imperatives, inequality, and democratization (especially Kant, Marx, and Weber). It will then
attempt to theorize the ironic and simultaneous processes of secularization and increased
religiosity that is observed in India today, by deploying MN Srinivas’s concept of secularization;
an argument will be advanced that both secularism and secularization in India must be
critiqued by contextualizing historical caste and gender based segregation and discrimination
in matters of religion. Using illustrations from field work in south India, the talk will elucidate the
secularization of religious orthodoxies in the “Visa Balaji’ temple in Hyderabad, and the Kanchi
and Ahobilam religious institutions (saivite and vaishnavite mathams respectively).
The Singapore Biennale 2013 is the country’s premier contemporary art exhibition. It returns
this year with the title If the World Changed, and invites everyone to re-consider or re-imagine
the world we live in. Expect a diverse range of works from over 80 artists primarily with links
to Southeast Asia, of which more than half are new commissions. The fourth edition of the
Biennale draws on the expertise of 27 curators from across the region, presenting a diversity
of artistic responses with a distinctive Southeast Asian voice.

Biennale 2013 is organised by the Singapore Art Museum and supported by the Ministry
of Culture, Community and Youth, National Arts Council and National Heritage Board in

D.Parthasarathy is Professor of Sociology at the Department of Humanities and Social
Sciences, Indian Institute of Technology, Bombay, and ICCR Chair Professor in India
Studies, South Asian Studies Programme, National University of Singapore. He has earlier
worked at the International Crops Research Institute for the Semi-arid Tropics, and has
held visiting positions at the Australian National University, Asia Research Institute (NUS),
and Zentrum Moderner Orient, Berlin.

Khoo Seok Wan: Poet & Reformist
Kreta Ayer Stamp Society: Year of the Horse Zodiac Stamp Exhibition
Khoo Seok Wan (born 1874) is one of Singapore’s literary pioneers. He is not only remembered
as a prolific literary giant, having penned over 1,000 poems, but also as the main player of
the reformist movement in early Singapore. Khoo is also believed to be the person who first
popularised the name ‘Sin Chew’ (literally meaning ‘Starry Island’) to refer to Singapore. In
this exhibition, Khoo Seok Wan: Poet and Reformist, visitors will be able to explore these two
elements of Khoo’s colourful life and through that a vignette of Singapore’s early history. On
display are rare documents like handwritten manuscripts of poems by Khoo, couplet with
the seal of the Guangxu emperor (reign 1875-1908) and letters from Kang Youwei, leader of
the reform movement of 1898 in China. To appreciate Khoo’s literary output, visitors will be
able, with the help of audio-visual displays, to listen to his poems recited in Mandarin and in
Hokkien, with English translations. Come and discover in this exhibition, why Khoo Seok Wan
has earned the esteemed title of ‘Master Poet of the South’.
The Year of the Horse Zodiac Stamp Exhibition continues an annual tradition by Kreta Ayer
Stamp Society (KASS), and the forthcoming exhibition is an especially auspicious one with
the club celebrating its 35th anniversary in 2014. Stamp collectors eagerly look forward
to this perennial event that brings in local as well as overseas dealers, and kick starts the
Philatelic calendar of the year in celebratory festive mood. It is also the time of the year
for KASS members to showcase their collections of stamps and red packets, and to learn
from one another. To commemorate this milestone exhibition, KASS has prepared specially
designed souvenir covers, special datestamps, customized flag stamps and the first ever
programmed-machine stamp. A special stamp publication as well as 35th Anniversary book
will also be launched at this exhibition.

Roots: Tracing Family Histories

The family is an important way in which societies structure themselves. This exhibition explores
the quest of four Singaporean families to discover their histories. Digging through documents
at home, in the library and various archives, they have drawn up their family’s genealogies. The
stories uncovered by the families, while unique, resonate with many Singapore families. Aside
from family stories, the exhibition will also feature photographs, recipes, heirlooms and personal
objects passed down from through the generations. The exhibition showcases the many resources
available worldwide in researching family roots, including the now-popular DNA testing.
