Amid sluggish
agri-fisheries

THE ECONOMY of Western Visayas
expanded in 2014 despite sluggish performance in the agriculture sector.
Data from the National Statistical Coordination
Board-Philippine Statistics Authority (NSCB-PSA)
indicated that the region’s Gross Regional Domestic
Product (GRDP) accelerated from 3.4 percent in 2013
to 4.9 percent in 2014.
The latest data on GRDP, which is the sum total
of services and goods produced in the region, was
released in a news forum July 29 at Sarabia Manor
Hotel and Convention Center.
The NSCB data showed that the industry sector
propelled GRDP growth as it accelerated from 9.6

Jason Gonzales will still invite the department
heads to their next hearing even as Mayor Jed
Patrick Mabilog has already ordered them not
to attend it.
“This invitation is important because due
process requires that both sides be heard. If
they then would not come, they could no longer
blame us for not having their side when we
make our conclusions and recommendations,”

Nava said.
“In this next meeting, whose date we will

still decide on Friday, we will tackle the pricing and costings of the traffic lights. We will

Another ‘drug’ inmate
dies inside BJMP facility

ANOTHER inmate accused of an illegal drug
offense died inside the facility of the Bureau of
Jail Management and Penology (BJMP) District
Jail in Barangay Ungka, Jaro, Iloilo City.
But before questions are raised, Jail Chief
Insp. Vicente Papilera, BJMP-Ungka warden,
insisted there was no foul play over the death of
Rizalino Villanueva, 28, of Barangay Fajardo,
Jaro, on July 29.
It was believed that Villanueva died after
suffering from myocardial infarction or heart
attack.
The inmate reportedly complained that he was
not feeling well the night before he died.
The following morning, he even attended a
meeting among inmates but later requested to
be brought to the jail clinic to ask for medicine
for headache.
Villanueva then asked his fellow inmate for a
head massage to relieve the pain. But he suddenly
coughed, vomited, and became stiff.
Villanueva was quickly brought to the clinic
and later on to the Western Visayas Medical
Center but was declared dead on arrival.
Papilera said that Villanueva was suffering
from pneumonia.
Meanwhile, Jail Senior Inspector Jimmy
Britanico, BJMP-6 Investigation and Prosecu-
tion Division chief, said an autopsy was done on
Villanueva to determine the cause of his death.
It was gathered that the inmate’s family is
not convinced that his death was caused by an
illness.
Villanueva was detained at BJMP-Ungka
on 2013 after he was charged for violation of
Republic Act 9165 (Comprehensive Dangerous
Drugs Act).

said that there is a very strong possibility
that the President will endorse today the
secretary of Department of Interior and
Local Government (DILG) as standard
bearer of the Liberal Party in next year’s
polls.
“With the body language of the President during his State of the Nation Address
(SONA) it only shows that he will endorse
Sec. Mar Roxas,” Defensor said.
Defensor is all praises for Roxas saying
he is competent, well experienced, honest
and intelligent.
“Of course he is the most qualified,”
He said.
Defensor said the only problem with
Roxas is his lack of communication to
the people.
“But then my question is ano bala ang
maka bulig sa Republica sang Pilipinas?
Suplado ka or malapit ka sa tawo? Or
eksperyensyado ka, maalam, matinlo kag

Defensor stressed that that this is the
only administration that showed and
performed a true campaign against graft
and corruption.
Asked about local politics, Defensor
said it’s not yet being tackled as they don’t
want to rush things.
“Wala mana na gina dalian. Ang filing
of certificate of candidacy is on October
12 pa,” Defensor said.
Defensor also claimed that they haven’t
decided yet as to who will run for vice
governor of LP. Incumbent Vice Governor Raul “Boboy” Tupas has already
announced his candidacy for 5th district
congressman.
“It’s not over until it’s over, we have to
wait until the last few hours or the last few
days before the party decides if who will
run for vice governor,” Defensor said.
Defensor said Tupas may still change
his mind, that might happen in the last few
days before the filing of the certificate of
candidacy.
“For now, let’s give him space.”
Defensor will attend the LP’s meeting
today at the Cory Aquino Kalayaan Hall
in Club Filipino, Manila.
Divinagracia: I gave what they asked

ILOILO City Engineer Roberto Divinagracia
said he released to the City Council papers on
the relocation of traffic lights to other areas sans
details on additional costs. (See related stories
on front page.)
“I submitted only what was asked from my
office. Councilor (Jason) Gonzales asked only
for the documents on the relocation of these
traffic lights and none on the costing,” Divinagracia said
The City Council has been looking for documents on the purchase and installation of nine
traffic light sets worth P29 million after it was
found out that one of the suppliers, Triune Electronics System, received more than P800,000
in extra payment on top of its P13-million
contract.
The other traffic lights supplier is KIV Marketing.
Executive department officials said change
orders in Triune’s contract, particularly the
relocation of traffic lights, may have jacked up
payments to Triune.
Divinagracia said he submitted the “change
order” letters to Gonzales noontime of July
29.
The first letter signed by Mayor Jed Patrick
Mabilog and dated February 4, 2014, ordered the
city engineer to transfer traffic lights intended
for Valeria-Delgado Streets in City Proper to
Quezon-Delgado Streets.
The second letter dated December 3, 2014
ordered the transfer of two traffic lights supplied and installed by KIV Marketing from El
98-Libertad Streets in Jaro to El 98-CuarteroBurgos Streets; and from the intersection of
Bonifacio-Quezon-Yulo Drive in Arevalo to Gen.
Luna-Mabini Streets
Mabilog also told Divinagracia to install of
traffic lights along Gen. Luna Street-Bonifacio
Drive area near the old Capitol building.
The mayor cited bigger vehicle volume and
high traffic density as the bases for moving the
traffic lights to their present locations.
As to the additional cost incurred in the relocation of traffic lights, Divinagracia said he has
the pertinent documents which he will release if
Gonzales asks for copies.

ONE of the suspected illegal drug pushers in Pavia, Iloilo was
arrested Wednesday afternoon.
Members of the Pavia PNP arrested Pete Anthony Cordero of
Brgy. Purok 4, Pavia in a buy-bust operation around 1pm.
Senior Inspector Dante Dumaguing, Pavia PNP chief, said Cordero was arrested after selling illegal drugs to a police poseur-buyer.
Police recovered from Cordero five sachets of suspected shabu,
P300 marked money and assorted drug paraphernalia.
Dumaguing said Cordero is on their list of most wanted drug
peddlers and has allegedly been running a drug den in the area.
Authorities said they are still investigating if Cordero is connected with other big drug personalities in the metropolis.
Dumaguing said they have yet to identify if the suspect’s main
supplier of shabu is also based here in Iloilo City.
The suspect is now detained at the Pavia police station. He will
be charged for violation of Republic Act 9165 or the Comprehensive Dangerous Drugs Act of 2002.

THE Philippine Military Academy (PMA) will hold entrance exam
for aspiring plebes in Panay, Negros and Cebu Aug. 2, 2015.
Maj. Gen. Rey Leonardo Guerrero, commander of the Army’s
3rd Infantry Division, said the exam is open to natural-born Filipino citizens, must be physically fit and of good moral character,
single and has never been married, not pregnant and has no legal
obligation to support a child or children, at least high school graduate, has no administrative/criminal case, and at least 17 years old,
but not more than 22 years old on April 1, 2015.
The height requirement for both male and female applicants is
5 feet (not to exceed 6 feet 4 inches for both).
The examination centers are in Iloilo National High School in Lapaz, Iloilo City, West Negros University in Bacolod City, Northwestern
Visayas College in Kalibo, Aklan, Negros Oriental State University in
Dumaguete City and Southwestern University in Cebu City.
Walk-in applicants may be entertained as long as they meet the

10% water rate
hike opposed

ROXAS CITY, Capiz—A former manager of the Metro Roxas Water District
(MRWD) strongly opposed the10 percent
water rate increase which will be implemented starting August 1, this year.
In his appeal to the management of
MRWD, Medardo Pestaño said the increase is “inhuman” and will surely burden
poor consumers.
“You recently sent notices that you
will increase your rates by another 10%
effective August 1, 2015 without a public
hearing,” he said claiming that this will
be the 5th or 6th time that the rates have
been increased since the start of MRWD’s
almost P1-billion expansion project.
As a result, he added, the residents of
Roxas City, Pan-ay, Panitan, and Ivisan
are paying the highest rates among the
water districts of similar size in the whole
country.

HE POLITICAL lord of the First District applied (was it
done in jest?) to become the campaign manager of Grace
Poe in Iloilo. The lord made this known to the lady senator
during her most recent visit in Iloilo.
Though many weeks before Poe’s visit
the same lord displayed canine loyalty to
the Liberal Party of Mar Roxas during the
latter’s sortie also in Iloilo.
This is the same lord who told then
gubernatorial Boboy Tupas, “Patiha ko
Boboy, nanigulang na ako sa politika,
gobernador ka na!” The declaration
was sealed with the tinkling of glasses.

THE meaning of the word bastos
achieved yet another level of notoriety
when the Reyna Elena of the Department of Health attempted to sabotage
the recent speaking engagement of Vice President with the
Philippine Public Health Association at the Sarabia Manor
Hotel. The Reyna Elena scolded the president of PPHA for
inviting Binay to the occasion. She herself was invited as
keynote speaker but she failed to come. Mar Roxas, Allan
Cayetano and Digong Duterte were also invited on account
of the public offices they are currently holding but also did
not attend. The Reyna Elena could not countenance Binay’s
presence in Iloilo, advertising Iloilo as her territory. And she
doesn’t want the Liberal Party to think that she is helpless in
preventing Binay “at all cost” from stepping into the Ilonggo
land. Well, she obviously does not respect Nognog. But as an
educated person, she should know how to respect the Office
of the Vice President.

AS OF this writing, there still are no viable challengers to the
thrones of Congressman Jerry Treñas and Mayor Jed Mabilog in
Iloilo City. Not even the rumored candidacy of Gold Gonzales for
mayor can shake people’s belief on the unbeatable strengths of
Jerry and Jed. But what about Vice Mayor Joe Espinosa AyAyAy?
Political pundits are one in saying that outgoing Councilor Lex
Tupas will surely give Joe AyAyAy a good run for his money
when Lex so decides to challenge him next year. Without the
support of Jerry and Jed, Joe AyAyay cannot be so sure of his
political fortune.

THE Senate is once again tackling the Mamasapano committee report of Senator Grace Poe. As President PNoy is
poised to anoint and endorse Mar Roxas as Liberal Party
standard bearer, Poe might be thinking that she has nothing to lose now. But her Mamasapano report, which found
PNoy liable for the tragedy that claimed the lives of 44 Special Action Force elements, might have lost some of its sting
already. Kanugon. Grace could have shown to the world
that she was only loyal to the truth and justice. And she will
champion truth and justice without fear or favor, or whoever
gets hurt.

CONGRESSMAN JUNJUN Tupas of the 5 District of Iloilo
is ready to spend P200 million just to defeat his brother Vice
Governor Boboy Tupas in next year’s congressional polls in the
5th district. Well, it is public knowledge that Junjun is fielding
his wife Gel as his successor. But where did Junjun get that big
amount of money? His name and family have never been attached
to any big time business endeavor. Maski gasoline station wala.
Wala man sari-sari store.
Meanwhile, due to the efforts of Junjun, billions worth of
government infrastructure projects have been poured by the
government in the 5th District. Kudos to the young congressman.

Planting evidence
L
ET’S PURSUE a little bit more my
earlier column on the warning to
police officers. This is not only for
our uniformed personnel, police and army
but also for us ordinary citizens. The police
or any enforcement units or persons can
be tempted to
abuse if they
know we are
ignorant of
our rights and
the processes
by which
laws are to be
implemented. This is the
reason that
Modesto P. Sa-onoy law enforcers
normally are
extra careful
when they
are dealing
with lawyers who can fight and make their
lives miserable. This is not so with ordinary
citizens who usually fear the police or the
army mostly out of ignorance
The case filed by Pulupandan residents
is a timely reminder of the risks that police
officers face daily in the implementation of
the law. On the other hand the discussion
of the issues involved is also part of our
continuing education as citizens.
Focus
In my columns on the attempts of the
Department of Agrarian Reform to forcibly enter private lands is another example
of the kind of risks that policemen and
military personnel who are called to extend
armed assistance must face.
An aggrieved citizen can drag them
to court. The PNP officers and personnel
charged in the Pulupandan case surely felt
they are left to fend for themselves. Their
future and that of their families are likewise
put in danger in the event the enforcement
of what they believe are legal orders is
proven to have been done in disregard of
the law, even unconsciously.
Most often people caught selling or possessing illegal drugs claim that the packets
confiscated in their persons are planted.
This places the apprehending officer in
a bind. The suspect practically turns the
table on the police. This is a ploy to create
a bargaining position.
Law enforcement officers should study
the law on planting of evidence as much we
should also learn. The discussion of State
Prosecutor Mary Jane Sytat on planting of
evidence in the case in Pulupandan gives
us a glimpse of what this crime is all about.
The accused in this case will surely have
their assessments of the facts. But let us
take a look at the prosecutor’s citations.

Planting of Evidence” is contained in RA
8294 and RA 9516 which makes it unlawful to plant evidence with the intention of
incriminating a person. As it applied to
the case in Pulupandan, the law states that
“any person who is found guilty of planting any explosive or incendiary device or
any part, ingredient, machinery, tool or
instrument of any explosive or incendiary
device, whether chemical, mechanical,
electronic, electrical or otherwise, shall
suffer the penalty of reclusion perpetua”
or life imprisonment.
The act of planting the evidence can be
done on or “attached to a person or place
with the intent of implicating, incriminating or imputing the commission” of the
crime that is prohibited by law.
According to the prosecutor that found
prima facie evidence against the accused
police officers in the Pulupandan case,
it is “not essential to prove conspiracy.”
However, the evidence must prove to be
“positive and convincing.”
The findings of the State Prosecutor indicated that the police who raided the Peña
house conspired to plant the evidence (explosives). The explosives were allegedly
ordered to be planted by their top officials
and these were later used as the basis for
the charging of some of the men in the Peña

Fiscal regime for mining
industry urgently needed

awaited reform in the mining sector. Minerals are
continuously being
extracted
despite the
very small
share the
government is
getting
from the
proceeds of
extraction.
A proposed
measure to
increase
government share and simplify the fiscal
regime in the mining industry is pending in
the House of Congress filed by Representative Carlos M. Padilla.
House Bill (HB) 5843, also known
as the “Fiscal Regime for Mineral and
Mineral Products and Quarry Resources”,
aims to impose royalty on all mining operations and revise the current ‘complex and
differentiated fiscal regime’ faced by mining companies and government agencies
tasked to work on tax administration.
The said bill proposes that government

share from mineral extraction be raised,
among others. If the mining industry is
to contribute to sustainable development
like in other countries, the government
should raise its collections from mining
revenues.
‘Complex and differentiated
fiscal regime’
Currently, tax administration is very
burdensome in the large-scale metallic
mining sector. A separate tax collection
system is faced by firms operating under
a mineral production sharing agreement
(MPSA) and another for those firms under
a financial or technical assistance agreement (FTAA).
All firms, regardless of mining agreement, pay: (1) national taxes (i.e., corporate income, local business taxes and
fees, custom duties, and value added tax),
(2) real property taxes and local business
taxes and fees. A 5% royalty payments and
royalty payments for indigenous people are
collected only when applicable. Firms operating under FTAAs pay an additional tax
equal to 50 percent of net mining revenue
on top of the payments mentioned after
recovering the cost of operation.
The industry currently contributes less
than 1% of GDP. This has been the situation
in the past decade despite the high price
of minerals in the international market.
Excise taxes collected from tobacco and
petroleum are higher than that of mining.
Based on the EITI report, total payment of
the industry to government is only around
6 billion pesos. According to the Cong.
Padilla, earnings collected from mining
are “not even enough to rehabilitate and
compensate the destruction mining has
brought to the environment”.
Proposed fiscal regime
HB 5843 creates a uniform tax regime
for all large-scale metallic mines, simplify-
ing tax administration. It also proposes that
LGUs hosting mining operations get 80%
of local business tax collected compared
to status quo’s 70%. On top of this, half of
the national government’s collection from
mining will also be directed to LGUs with
mining operations, compared to the current
rate of 40%.
An additional 5% export tax on raw
ore will be enforced as proposed by the
bill to encourage processing of ores and
downstream operations in the country. A
ten percent (10%) surcharge on cash flow
will be introduced to increase the government’s share, and consequently the LGUs’
share, from extractions especially when
metal prices are high.
When approved, companies with multiple mining operations will also have their
operations treated individually. This is to
avoid companies rationalizing costs across
their mining operations.
New features
The bill proposes that a Natural Resource Trust Fund be created by the national government and local government
units. Proceeds coming from mine extractions will go directly to this Fund. The
government and LGUs can use the Fund
for investment purposes and spread the
benefits of mining to future generations.
To exact transparency and accountability in the mining sector, the bill also
proposes that the Philippine Extractive
Industries and Transparency Initiative
(PH EITI) be institutionalized. This
will in effect separate the current PH
EITI from the Department of Finance
and have its own budget. It also exempts mining firms from confidentiality clauses helping the institutionalized
PH-EITI be more effective in enforcing
its mandate.
The bill was filed on June 04, 2015 and
was forwarded to the Committee on Ways
and Means on June 09, 2015.
Freedom of Information
Bill: in its death throes?

OME say that the president’s not mentioning the Freedom
of Information Bill as a priority during his last State of the
Nation address last Monday was the nail in the coffin of
this piece of legislation. I may not agree 100 per cent with this
assessment (since miracles do happen), but I certainly think that
we were closer to clinching the FOI during the last day of the 14th
Congress, until then Speaker

In the 15th Congress, we did get the bill to second reading in the
last days of that assembly, but the House leadership ensured that
our leader then-Representative Erin Tanada, Representative Teddy
Baguilat, and I spoke to a near empty chamber in a pro forma show
of hearing the bill before assigning it to the archives.
Commentary
A Case of History Repeating Itself?
Today, during the 16th Congress, the House Committee on
Public Information has approved the bill, and the Committee
Chairman, Rep. Jorge Almonte, has come out publicly in strong
support of it. Speaker Sonny Belmonte has periodically stated
that he will make sure FOI passes before the end of the 16th
Congress.
However, action speaks louder than words. The congressional
advocates know that the Speaker and House Majority Leader
Boyet Gonzalez were none too happy that the bill sailed through
committee without their go signal to Almonte. More telling is
the fact that despite the fact that the bill was approved by the
Committee nearly nine months ago, it still has to be scheduled
for second reading.
It’s getting really, really late. There are already a number of
controversial bills competing for passage in August, the main ones
being the Bangsa Moro Basic Law, the Anti-Dynasty Bill, and the
Speaker’s pet project, the Charter Change Resolution to eventually
do away with the nationalist provisions of the 1987 Constitution.
September to early November will be devoted almost exclusively
to the budgetary appropriations process, leaving the extremely
short period from mid-November to the mid-December for priority
legislation. After that the House disbands for the elections.

bid for VP will die

right when he quipped that rumors he would be running
for vice president once DILG chief Mar Roxas was endorsed by President Noynoy Aquino as Liberal Party standard
bearer in the 2016 elections “don’t make any political sense.”
Since they both belong in Western
Visayas, only one of them should be fielded
in the race for the land’s top two highest
positions.
Western Visayas, the third vote rich region in the country, is not the Philippines.
Imperial Manila won’t take it sitting down if
bypassed in the choice of national leaders.
The other candidate must come either
from Luzon or Mindanao.
Not all-Visayas. Not all-Luzon. Not allMindanao.

It won’t hurt the ruling party though if the president will pick
Drilon over Roxas, but it looks like the die has been cast and
Roxas appears to be a cinch away from clinching the official
coronation as LP top bet.
Drilon can deliver the votes for national candidates being the
most senior and influential political leader in Panay and Negros
islands.
Drilon’s only hope though is for the president to raise Poe’s
hand as a Solomonic solution to the impasse.
But his chances for a vice presidential slot remain nil. If Poe
would be blessed by the fountain, Roxas logically could end up
as her runningmate.
Although he lagged behind in the surveys, Roxas’ stock is expected to boost once he is officially endorsed by the president.
Since President Aquino is still enjoying a substantial popularity among members of the hoi polloi, the middle class and the
elite, his endorsement of Roxas can’t be considered yet as a kiss
of death.
Endorsement by a popular leader, however, is very much different from the candidate’s winnability.
APPLAUD
Essentially what we are looking at is, at best, another pro forma
sponsorship of FOI for second reading before its being interred,
just like in the 15th Congress.
Malacanang’s Double Game
The problem, however, lies not with Belmonte but with Malacanang. As everyone in the House knows, Belmonte is a pliant
ally of the president, and whatever may be his public statements,
if Malacanang does not want a bill, it won’t go through. Thus,
Aquino’s silence on FOI last Monday spoke volumes to Belmonte
and other members of Congress.
During both the 15th and 16th Congresses, Malacanang tried
to waylay the advocates by playing a double game. On the one
hand, it would send Undersecretary Manuel L. Quezon III to assure them that Malacanang was willing to assist in framing a law
that it could support. On the other hand, other emissaries would
float the word that the president had major problems with the bill,
giving ammunition to opponents of the bill.
In both Congresses, advocates bent over backwards to accommodate Malacanang’s legitimate national security concerns while
ensuring that there would be no blocks to full transparency. In both
Congresses, Malacanang’s representatives registered no objections
to the versions that finally passed the Committee.
What has prevented people like Belmonte and Aquino from
following through on their promises to pass FOI?
I think their strong hesitation stems from the generalized fear
of many politicians that the legislated transparency of FOI may
work against them in some undefined way at some point. In the
case of the House leadership, it is probably a case of generalized
fear. In the case of President Aquino, however, it is probably more
than generalized fear. It probably stems from his desire to prevent
access to documents and other material that may give him an image
different from that he wants to leave behind, if not make him and
some of his subordinates vulnerable to criminal and civil charges
for felonious deeds committed while in office.
Keeping DAP and Mamasapano in the Shadows?
I have in mind two in particular, the Disbursement Acceleration
Program (DAP) slush fund and the Mamasapano raid.
On the first, there might be the strong concern that documents

People may applaud the president’s endorsement, but it’s another story if they will vote for the endorsed candidate.
Winnability is still a major factor. And Roxas appears to be
deficient in charisma and acceptability needed to bag the highest
office, if we based only the surveys.
But with full support from the administration, the ballgame
might tilt and shake a bit.
The lead in the surveys enjoyed by Poe and Vice President
Jejomar Binay might suffer a major cut once government resources start to roll down the far flung areas in aid of the chosen
candidate from Capiz.
Roxas, however, can’t rely heavily on government wherewithal.
He has a lot of catching up to do and the major roadwork is in
his province in Capiz, his bailiwick with a polarized political
landscape.
As a dark horse, Davao City Mayor Rudy Duterte may continue
to post as a big threat to any candidate chosen by the president
and the opposition.
If no alliances and bandwagon will be formed to reduce the
number of presidentiables, it would still be the administration and
opposition candidates who will slug it out and elbow each other
in the finish line.

State Prosecutor and the accused shall have by now filed
their respective replies. The
prosecutor has to prove her
findings in court against the
defenses of the police officers.
What is important for ordinary
citizens is that this case provides a
view on how to resist any attempt
by police officers who want to
make a score at our expense.
This case is now with our
judicial system and there we
should leave the case. The
legal battles will be fiercely
fought. The police officers are
presumed innocent until the
State proves they are guilty.
Surely they have hired the best
lawyers they could find.
With about three dozen defendants in this case, I wonder
how long the court battle will
last. It can even linger long
after some of the protagonists
have passed away.*

VG: Roxas won’t guarantee
Love Negros-UNA merger

BACOLOD City – Two months before the
filing of candidacy for the 2016 presidential
elections, the proposal to unify Negros
Occidental political parties under a merger
remains uncertain.
Vice-Governor Eugenio Lacson said
even if Gov. Alfredo Marañon Jr. and he
are going to support one presidential bet,
it does not guarantee that Love Negros and
United Negros Alliance will be merged.
Lacson belongs to Love Negros while
Marañon heads UNA.
Love Negros proposed a merger that
seeks a status quo of the existing set up.
However, UNA stalwarts and Marañon
remain non-committal as outgoing 4 th
District Rep. Jeffrey Ferrer is reportedly
being groomed as the governor’s runningmate.
On his part, 3rd District Rep. Alfredo
Benitez said talks at the local level continue. He said he remains hopeful it will
push through.
“It does not follow that DILG Secretary Mar Roxas will pave the way for the
merger,” he said.
Roxas, however, has not yet declared
his intention to run for president.
Lacson agreed. He said his party would
not put the Liberal Party’s rumored standard bearer in a compromising situation.
“I don’t think we would like to give him
that problem,” Lacson said.
Meanwhile, Marañon Jr. will lead a
large delegation of Negros Occidental
officials in today’s LP meeting at Club
Filipino in San Juan City.
In the event, President Benigno Aquino
is reportedly set to anoint his 2013 runningmate as LP’s standard bearer.

clarifies
naming
of NGC
BACOLOD City – Addressing
critics, Bacolod City Councilor
Kalaw Puentevella clarified he
is not seeking the renaming of
the New Government Center
but is proposing to give it an
official name.
He said the name “New
Government Center” was in
pursuant to Section 12 of the
Local Government Code. However, there were no local ordinance or resolution supporting
it, he said.
The son of Mayor Monico
authored the ordinance seeking
the renaming of the building
built during the term of former mayor now Rep. Evelio
Leonardia.
Last Wednesday, the City
Council approved on third
and final reading the proposed
ordinance that will officially
name NGC as “People’s House
of Bacolod City.”
The naming of the building
will instill a sense of ownership, common pride and enduring identity to Bacolodnons as
it is constructed at the expense
of people’s money, the councilor said.
Puentevella said that even
the National Historical Commission of the Philippines,
through their letter dated April
22, 2015, does not object to the
naming of the edifice.

NOCECO gets P2.2B for
electrification project

National Electrification Administration (NEA)
P22.2 billion for the 2011-2014 Sitio Electrification Program (SEP) of Negros Occidental
Electric Cooperative (NOCECO).
Jose Vicente Pioquinto, NOCECO Corporate Communications and Customers Service
Department head, said the fund was taken from
the P36 billion SEP budget allocated for the
whole country.
Pioquinto said the coop has energized 250
sitios in 13 towns and four cities in its franchise
service “but more sitios under NOCECO need
electric connections.”
NOCECO records showed that 900 sitios,
or 30 percent of its franchise area, still lack
electricity.
Pioquinto said these sub-villages are “very
hard to reach and inhabited by indigenous
people.”
“Under the SEP, consumers in far-flung areas
will only pay minimal charges for processing,
membership fee and service lines exceeding 30
meters from main distribution pole. In two to
three years, energized sitios are assured of attaining progress and development. Aside from
business to grow, schools will be lighted and
students can now study at home even at night,”
he added.
Pioquinto said the SEP is akin to a missionary
electrification program as recipients will only
pay minimum or flat rates.
“The government spends P2.5 million to
energize the 60 households, thus the program is
a zero-revenue project,” he added.
As an alternative, NOCECO is now partnering
with the Department of Energy (DOE) for solar
power projects in far-flung areas.

and quarrying improved from

to increased coal production.
Manufacturing, however,
slowed down from 10.8 percent

Buevan was found dead on
April 29 while Salvalosa was found
hanging inside the jail on May 3.
Just like Dizon and Villanueva, both were also charged

a blessing and a curse. The

will mark Floyd Mayweather’s final ring
appearance.
With one more fight left in Mayweather’s lucrative Showtime contract, various

king is in negotiations to have few more
fights with HBO’s rival network- a notion
Espinoza vehemently denied.
“There is not a shred of truth in all of
these reports about an extension being negotiated. Neither Showtime or CBS have

Floyd’s deal and there are no plans to do

Compton unsure how
Abueva will fit with Gilas
ALASKA Aces head coach Alex Compton admitted Wednesday
that he is unsure how Calvin Abueva’s game will translate on the
international basketball stage.
Abueva will reportedly be included in a pool of PBA players
who will represent the Philippines in the 2015 FIBA Asia Championships in China later this year.
“In terms of coming in, I don’t know if he’ll be great or mediocre or not,” Compton said of his energetic forward. “I’m really glad
we have him (in Alaska). You guys have seen what he can do.”
“But to go back, I don’t know much (about the international
game). I’m kind of a bystander, like you guys,” he told reporters
during the sidelines of the opening day of the NBA FIT Week at
the Gatorade Hoops Center in Mandaluyong.
Compton did stress that he was thrilled that Abueva had reportedly received an invite to join Gilas Pilipinas.
“I’m proud of our guys who get invited,” he said. “That’s great,
and hopefully, that will help the team as well.”
Compton himself was reportedly invited to be part of Tab
Baldwin’s coaching staff, although he said that he is still waiting

ARNIS is more than just a
sport to Jayson Banguiran, 20,
a former varsity player of West
Visayas College of Science and
Technology (WVCST).
Banguiran said learned arnis,
a Filipino martial art which uses
fighting sticks, when he was in
1st year high school.
The sport helped him finish
college as an athletic scholar.
Banguiran has won several
awards in arnis but his greatest
achievement was winning gold
medals during the national and
regional State Colleges and
Universities Athletic Association (SCUAA) competitions for
three straight years.
“Because of arnis, I was able
to help my parents because they
didn’t have to spend when I was
in college,” Banguiran said.
While being a varsity player
has its own challenges, Banguiran said he also met a lot of
friends and went places during
tournaments around the region
and the country.
“If you are a varsity player,
you must leave your house early in the morning and go home
late at night. You don’t even
notice time passing by. Amidst
all this, the game is enjoyable
because of the friends we gain
and the places we get to see,”
he added.
“Most of all, studies are
more important than anything
else. It’s just God’s way to ease
our burdens in life,” he said.

Biz sector focuses on
infra, tech connectivity

THE Iloilo Economic Development Foundation
(ILEDF) and business chambers in Panay-Guimaras
Islands are eyeing to narrow the infrastructure and
digital divides between Western Visayas provinces.
Ma. Lea Victoria Lara, ILEDF executive director,
said the project is inspired by the recent completion
of the Iloilo circumferential and radial road projects
in the city and province of Iloilo.
Lara said they are looking to interconnect Panay
and Guimaras via hard infrastructure, such as roads
and ports, and technology.
The Panay-Guimaras Eco Island project will focus
on Iloilo City, Kalibo and Malay (Boracay) in Aklan,
Roxas City in Capiz, San Jose de Buenavista in Antique, and Jordan and Buenavista in Guimaras.
“We will try to connect these areas via roads and
even the internet for the seamless movement of goods
and information. The main hinges of this project are
tourism, agriculture and environment, which is why
we invited business clubs and chambers in PanayGuimaras to join,” Lara said.

‘Yolanda’ survivors
to plant mangroves

MEMBERS of 773 households in Iloilo
and Capiz who survived the wrath of supertyphoon “Yolanda” in 2013 are set to
plant 4,000 mangrove propagules today at
Brgy. Barosbos, Carles, Iloilo.
The initiative is led by Swiss nongovernment organization, HEKS-TFM
in Panay, in cooperation with the local
government of Carles, Municipal Social
Welfare and Development of Carles, fisherfolk’s and women’s groups, PNP, and
farmers of Brgy. Dulangan in Pilar, Capiz,
among others.
The mangrove propagules will be
planted in the two hectares coastal area of
the village.
After the unexpected devastations
caused by “Yolanda,” the government and
the private sector have stepped up greening
efforts to mitigate the impact of climate
change.
Mangroves buffer coastal barangays
against storm surge.
Aside from being breeding areas of
various marine species, mangroves also
stabilize sediments, maintain water quality,
filter pollutants, among others.
The Department of Environment and
Natural Resources through the National
Greening Program is also replenishing the
country’s mangrove covers.

Authority said it alloted
half a million peso for the
skills training of persons
with disabilities in Western
Visayas.

Scholarship program.
The amount, sourced from
the P100,016,000 total allocation for the project, is
expected to benefit 10,528
scholars.
TWSP scholars are entitled
to free skills trainings in information-technology, agribusiness, tourism, business process
outsourcing, electronics, agrifishery, among others.
TESDA data showed that
from 2011 to 2014, a total of
27, 538 scholars benefited from
the program, and landed jobs

awarded the plaque of recognition to the representatives of the
PWD-friendly establishments
last Monday.
The award is part of the
city’s obs ervance of the
2015 National Disability
Prevention and Rehabilitation Week.

through Caritas Philippines, July 29, 2015,
at Brgy. Malayuan.
The group turned over 66 duplex houses
to 132 families, who will now live in the
place called “Caritas Village.”
Archbishop Rolando Tirona, Caritas
Philippines/NASSA national director,
said the project is Caritas’ commitment to
help rehabilitate the lives of the typhoon
survivors.
The family-beneficiaries formerly lived
at the coastal barangays of Bato Badiang
and Malayuan.

conflict-prone areas in Panay.
According to DOLE, the
project dubbed “Panay Mountain Range Development Corridor Project” or “TubongTubong II” is an offshoot of the
“Tubong-Tubong I” project that
benefited residents of remote
areas in Tapaz, Capiz and Tubungan, Iloilo.

To be held in partnership with
the Philippine Army, NGOs,

will cover the towns of Igbaras,

in Iloilo, San Remegio in Antique and Libacao in Aklan.
It will also improve the
existing abaca production in
Tapaz, and the coconut production in Tubungan, which were
implemented under Tubong-
Tubong I.
Tapaz received P950,000
counterpart fund from DOLE
for the livelihood project. The
fund was used to buy equipment
such as stripping machines and
knives. It benefited 321 Indigenous Peoples in Barangays
Maliao and Hilwan.
On the other hand, DOLE
provided P2.8-million counterpart fund for Tubungan’s
P10.9-million Coconut Industry Development Project.

Projects of Tubungan into
a micro-business enterprise;

and Batad.
Gov. Arthur Defensor Sr., Provincial Administrator Raul Banias, Ajuy

the event.
Caritas Village is equipped with
electrical and water system as well as
sanitation facilities. It also has a playground for children and a basketball
court. Hygiene promotion trainings
were also provided to the housing
beneficiaries.
Caritas Internationales spent P30
million for the project in Ajuy. Members
of the recipient families helped in the
construction of the houses.
Roselyn Batalla, one of the recipients, thanked Caritas and all the people who made the project possible.

destroyed our houses but in return we
have realized our dream of having our
own house through your help,” Batalla
said.

sign sisterhood pact
THE Iloilo City government announced it signed a sisterhood
agreement with Anseong-si City of South Korea, July 29.
Mayors Jed Patrick Mabilog and Hwang Eun-Seon signed the
agreement.
The pact is expected to promote cultural, economic, and educational exchange between the two cities.
“I want to learn more from this City,” the South Korean mayor said.
Mabilog said the first of the many collaborations between
the two cities is the participation of Dinagyang Festival in the
Anseong-si Baudeogi Festival on Oct. 6, 2015.
Likewise, the Baudeogi Fest will join in next year’s Dinagyang.

CTOR Polo Ravales admitted he recently
underwent an operation because of a nerve
compression on the lower part of his spine.
Almost a month since the surgery, Ravales told
entertainment site PEP.ph that all is now well with
him.
“Okay naman so far, nagti-therapy ako ngayon.
May umipit kasi na litid dun sa may lumbar bone
ko, so kailangan operahan, kasi sobrang sakit na
niya. Natakot ako, akala ko malulumpo ako,” he
said.
Ravales then thanked his family, friends and
supporters who prayed for his successful operation.
Following his operation, Ravales said he is ready
to go back to work, although refused to disclose
details as to his future projects.
Last June, Ravales said he held talks with
ABS-CBN for possible projects, following

ABS-CBN newscasting tilt: 13 and beyond

ULY marks the start of the
ABS-CBN Newscasting
competition. This year
is another chance given to
those who continue to seek
for excellence and the title as
the competition reach its 13th
anniversary.
It has always been a battle
of charm, brains, and speech
prowess. Each year, kids as
young as 9 clad in business suit
stand proud on stage amidst the
pressure and pulsating nerves.
Mothers and coaches take the
role of a fervent mentor. Kids,
teens and even the adult take
part in the arduous encounter
in front of a camera, with nothing but pure talent and a piece
of paper.
Coaches and teachers who
have been part of the decade
long search for the best newscaster have so much to look forward to. Total registrants have
reached more than 140 for each
category - an even difficult task
for each contestant to stand-out
from the rest.
The college level intraschool competition has started
with the West Visayas State
University and the Iloilo Science and Technology University choosing their representatives recently and with University of the Philippines, John B.
Lacson Foundation Maritime
University - Molo, University
of Iloilo, University of San
Agustin, St. Therese MTC
Colleges, Central Philippine
University, St. Paul University,
Iloilo Doctors College and St.
Vincent Ferrer Seminary eliminations to go.
As the years progress, the
Western Institute of Technology (WIT) and the Asian College of Aeronautics (ACA)
also took the challenge thus
making the list of participating
schools 13 for the 13th year of
the competition.
Schedule for the semi-final
round of the competition for
English category both for Elementary and High School will
begin on Aug. 1, 2015 at SM
City Iloilo Event Center.
Succeeding eliminations will
be on August 8 for the Filipino
Category, August 22 for the
Hiligaynon while Grand Finals
for both the Basic Education
Department and the Collegiate
Level is set on September 12.

FSSI to culminate 20th Year in Manila
T
HE Foundation for a Sustainable Society (FSSI)
is set to culminate its
year-long anniversary event in
Manila from Aug. 9 to 14, 2015
at the Gateway, Araneta Center,
Cubao, Quezon City.
The event will highlight
the creative presentation of the
Philippine Educational Theater Association (PETA), entitled: “Mga Bagong Kwentong
Bayan” which summarizes
FSSI gains in the last 20 years.
The delegates can learn from
the various fora to be hosted by
FSSI member organizations.
Similar to Mindanao and
Visayas events, different products by member networks and
social enterprise organizations
will be displayed at the venue
through a trade fair.
The foundation is expecting
Ivo Sieber, the Swiss Ambassador to the Philippines to deliver
the keynote address.
Founded in 1995, FSSI was
established following a successful debt-for-development agreement between the Government
of the Philippines and the Swiss
Confederation. The agreement
paved the way to Switzerland’s
cancellation of the Philippine’s
outstanding export credit debts
amounting to 42 million Swiss
Francs (approximately USD 34
million).
Through the agreement, a
counterpart fund, equivalent to
fifty percent of debt amount,
was put up and was channeled
to FSSI to finance sustainable
development projects for the
marginalized sectors.
As a social investment organization committed to support
the development of sustainable
communities through social entrepreneurship, FSSI developed
social enterprises with triple
bottom lines in marginalized
communities that are owned,
managed and operated by the
poor, economically sound and
environmentally-friendly.
FSSI promotes the triple bottom line (3BL), a term derived
from the United Nation’s three pillars of sustainability, also known
as the “Three E’s” of sustainability. These are environmental
protection, economic development, and social equity which was
later coined to three P’s or People,
Planets, and Profits.
In a general sense, 3BL means
the integration of economic, social and environment dimensions
in development.
The event will consolidate
the successful holding of anniversary events in Davao City for
Mindanao and Iloilo City for the
Visayas wherein FSSI member
organizations likewise initiated
activities to mark the 20th year
of the foundation.
