Youngtown proudly graduates Class Three of Citizens’ Academy
On May 10th, Mayor Mike LeVault handed out
the certificates to our third class of graduates for our
Youngtown Citizens’ Academy.
Graduates attended several sessions and learned
about the day to day operations of the Town, along with
presentations by APS, EPCOR, Maricopa County Sheriff’s
Office and Sun City Fire and Medical.
The graduation kicked off with Maricopa County
Supervisor, Clint Hickman, sharing his thoughts on
leadership and community engagement! Congratulations
to all of our graduates!
Keep an eye out for details on the next class, which will
begin in January 2017!

The Town of Youngtown, in collaboration with United
Car Care, will again fly a HUGE American Flag (15’ x
25’) over Youngtown in a special unveiling ceremony on
Flag Day, Tuesday June 14th. The ceremony will begin at
8 a.m. at United Car Care, located at the corner of Alabama
and 111th Avenues, and all are welcome to attend.
Councilmember June Miller brought the idea forward,
to have the flag fly proudly over our Town again, and she
has donated the first flag in honor of her late husband,
Elmer Miller, a World War II veteran.
Our own Youngtown Public Works Technician, Charlie
Janson, will sing the national anthem!
We are looking forward to waving the Stars and Strips
and hope you will join us!

Youngtown, Bucolic But Well-Run

The mission of
government should be
the enhancement of
quality of life through
the adoption of well
thought out, cogent
policies designed
and implemented to
facilitate a robust
economy and provide
what I call ‘bread and
butter’ services like
public safety, streets,
parks and libraries.
Youngtown is debt
free with a healthy
rainy-day fund and
has managed to
create a structural
surplus in its budget
for the foreseeable
future. Youngtown’s
infrastructure is
modern and well
maintained and it
is one of the safest
communities in the
valley — secured
and protected
by the Maricopa
County Sheriff’s
Office (MCSO) and
Sun City Fire and
Medical Department
(SCFMD). Most
importantly, all this
has been accomplished
without increasing
the tax burden on the
Town’s residents. In
Youngtown, at every
level of governance,
Council and staff
routinely inject a
healthy dose of
common sense into the
process of adopting
and discharging
policy.
When I first took
office as your Mayor
several years ago, I
quickly realized that

be highly productive
and innovative in the
accomplishment of our
mission to enhance
quality of life. You
don’t have to look far,
beyond the borders
of Youngtown, to
appreciate how rare
this is.
Youngtown
consistently ‘punches
above its weight class’
through its leadership
involvement in
regional organizations
like the Maricopa
Association of
Governments
(MAG), Greater
Phoenix Economic
Council (GPEC),
WESTMARC,
Leadership West
and the Community
Development Advisory
Committee (CDAC).
This regional
involvement is critical
to the future of the
Town and the West
Valley. Youngtown
is very well located
to take advantage of
the wave of economic
development coming
our way. We sit
halfway between Loop
101 and the 303; a
rejuvenated Grand
Avenue borders us on
the north and Olive
Avenue traverses us
on the south. Our
residents can be
virtually anywhere
in the Valley in 45
minutes or less.
Our location, in the
North West Valley,
allows us to enjoy
the bucolic lifestyle
of living in a wellrun small town while
having easy access to
all the amenities of a
world-class city.

Maintenance: This
month, we will perform
street asphalt resurfacing
in Town. A properly
prepared street asphalt
maintenance program is
based on assessment of
various criteria specific to
asphalt. If your street is
scheduled for resurfacing
and you normally have
a vehicle parked on the
street, please make sure
it is removed before the
day of the scheduled
asphalt resurfacing on
your street. It is very
important to follow the
directions on the notice
letters. Do not drive
through the barricades.
Please read the notice
instructions very
carefully and comply
with the instructions. If
you have any questions or
concerns, please contact
the phone number on the
bottom of the notice. The
inconvenience is greatly
worth the end result as
asphalt resurfacing will
extend the life of the
streets, negating the need
for extensive and often
cost prohibitive milling/
overlay or removal/
replacement. Aesthetic
value is an additional
benefit as the pavement
receives a new wearing
surface of uniform color
and texture, increasing
property values. On
May 31st the alleys
from Alabama Avenue,
proceeding south to
Peoria Avenue, were
resurfaced. During the

person who hoards, focus
on safety rather than the
clutter. Be empathetic.

hoarding, then you can call
it hoarding.
• Help the residents make
a home safety and escape
plan. Stress the importance
of clear pathways and exits.
Practice the plan often.
Exit routes may change as
new items are brought into
the home.
• Install working smoke
alarms in the home. Test
them at least once a
month.
• Reach out to
community resources. Talk
to members of the fire
department to alert them of
your concerns. They may
be able to connect you with
members of a hoarding
task force for additional
help.

to investigate a fire in Sun
City, which was difficult
to determine the cause and
origin of the fire because
of the amount of material
that was in the home. In
addition, there were many
cats in the home, which
had not been constantly
cared for. There is a term
for individuals who have
a condition that makes it
difficult for them to discard
items that are no longer
of use. The term is called
Hoarding.
Hoarding is a condition
where a person has
p e r s i s t e n t d i ff i c u l t y
discarding personal
possessions. The large
amount of possessions
fills the home and prevents
the normal use of the space.
Living space becomes
cluttered and it may be
unusable. Hoarding brings
distress and emotional
health concerns and can
also cause infestation of
unwanted guests such as
bugs and vermin.

Imagine a home filled with
smoke, so the firefighter
tries to stay low, but cannot
get through because of the
clutter. With the Turn-out
gear and air supply, the
firefighter needs room to
move around.
• Firefighters cannot
move swiftly through a
home filled with clutter.
• Responders can be
trapped in a home when
exits are blocked. They
can be injured by objects
falling from piles.
• The weight of the
stored items, especially if
water is added to put out
a fire, can lead to building
collapse.
• Fighting fires is very
risky in a hoarding home.
• The condition makes it
more difficult to enter the
home to provide medical
care or to remove the patient
for medical transport.
• The clutter impedes
the search and rescue of
people and pets.
• The condition
complicates the job of
the Fire Investigator to
determine the cause of the
fire.
