Standard Operating Procedures
General
This document describes the standard operating procedures for controlling at any of the positions within the
New York Center airspace and the airports it serves.
The procedures described herein compliment and/or supercede the Basic New York SOP.
This document is ONLY for use by members and official visitors of the New York ARTCC operating on the
VATSIM network. If you are not a member of VATSIM ZNY ARTCC (verified at VATUSA) or an official visiting
controller of the VATSIM ZNY ARTCC and are using this document for any other network, you are using
copyrighted material in an illegal manner. Action will be taken to remove redirecting websites, accounts, etc. if
this document is being used in a manner other than on the VATSIM network.

Although every effort has been made to ensure these procedures are close to reality, it is realized that the source
used is now dated, and even the FAA moves from time to time with regards to airspace and routings. However,
given the amount of time it takes to train someone in just one area, it is generally understood that any changes
made are relatively small, and therefore what is contained herein is pretty darn close to what is currently being
used.
Airspace delegation is all unconditional except where noted.
The recommended range on maps assumes the radar is centered over the middle of the area covered.
The mode C intruder limits show the airspace filters to be used when working the sector. They are defined as
1,200’ either side of the lowest and highest altitude controlled by the sector, and are in hundreds of feet.
To reduce clutter, airspace maps do not show airways, even though the majority of center airspace is modelled
around airways.
The fixes on the oceanic maps are the compulsory reporting fixes.
A flow map shows the primary flow of traffic within the sector where most altitude changes occur. For the most
part, through traffic, where no altitude changes occur, is not shown.
Dashed lines on the flow maps show the approximate location of adjacent sector borders. The sectors listed are
in altitude order, with the highest being at the top. It is up to the controller to determine which adjacent sector
receives the traffic.
Solid orange lines on the flow maps show the approximate location of adjacent approach control sectors. It is up
to the controller to determine if traffic should be handed off to the listed approach control or a higher center sector.
Due to the number of airways in the New York region, it is impossible to show every possible combination on the
flow map. The controller should use common sense when determining if traffic needs to be at a different altitude
before entering the next sector. If the airway is not listed, then the controller should look for a nearby airway to
see if the destination airport is listed with an altitude adjustment.
Not every TRACON is catered for from every direction, therefore use the following guide to determine altitudes
and sectors that an aircraft will travel.
• Plot 50 miles from the destination airport and plan to have the aircraft at 10,000’ by this point.
• Working back along the aircraft’s route, assume 1,000’ for every 4 miles. This will give you the very latest
point to start a descent.
• Avoid sending aircraft through a sector for less than 20 miles. If necessary, descend the aircraft earlier so that
it flies underneath the short-term sector. If there is no way to avoid this, then plan ahead and co-ordinate with
the controller working the sector.
Descending / climbing altitudes shown on the flow maps are ones issued by the previous controller and the
aircraft should be within 1,500’ of the assigned altitude +/- 5 miles of the sector border (where a border applies).
The altitudes given on the flow maps are the maximum for climbing aircraft. If the aircraft has filed for a lower
cruise altitude, then use the cruise altitude and verify that the specified controller to handoff to has not changed
due to airspace configuration.

General Notes:
While we have more Low and High Centers available, ZNY will now be staffing a mix of Low and High
Centers as primaries with a simplified altitude structure for ease of use as well as for logical traffic
demand.
The eight primary staffed centers are as follows (additional sectorization detailed in the larger Center
SOP):

Staffing Order (see following pages for diagrams):
The first four pages following this one illustrate the system that is to be executed for splitting up
Center with up to four Center controllers. This will be the most common sequence and IS to be
manned as illustrated.
Following the four center split is the illustration of how the 8 centers listed above would be staffed if
required.
Again, the splitting illustrated herein for up to four center controllers is to be followed at ALL times. IF
sectorization beyond four center controllers is REQUIRED, it may be executed with additional center
controllers, but should retain as much likeness to the four center configuration as possible.
As a general order of staffing, Center should be manned “high/low, high/low/low, high/high/low/low”
as follows:
One Center Controller:
As per previous SOP, the primary Center to open when one Center ATC is online is NY_KND_CTR
on 125.32. In this configuration, KND will control all of ZNY Center airspace.
Two Center Controllers:
Center will be split between:

Area A - Summary
1. Sector 9: Westminster
• Is a high altitude sector whose predominant traffic flow is southwest.
• Sequences New York metro and Philadelphia departures with enroute traffic on J48 and J75 and gives them to
ZDC.
• Handles JFK departure traffic traversing westbound on J230 and gives them to sector 10.
2. Sector 10: Harrisburg
• Is a high altitude sector whose predominant traffic flow is west and southwest.
• Sequences New York metro and Philadelphia departures with enroute traffic on J80, J230 and J6 and gives them
to ZOB or ZDC.
• Handles Washington metro departures northbound on J220 traversing this sector and gives them to sector 73.
3. Sector 11: HYPER
• Is a low altitude sector whose predominant traffic flow is southwest.
• Sequences jet and propeller traffic from two directions for IAD and gives them to the Dulles area of Potomac
Approach.
• Climbs traffic departing Harrisburg Approach to the south and southwest and gives them to sector 25.
• Descends propeller traffic to BWI and DCA and gives them to the Baltimore area of Potomac Approach.
4. Sector 25: Modena
• Is a low altitude sector whose predominant traffic flow is west and southwest.
• Climbs Philadelphia departures routes J75, J48, J6 and J80 and gives them to sector 9 or sector 10.
• Sequences jet traffic destined BWI and DCA from two directions and gives them to the Baltimore area of Potomac
Approach.
• Descends ACY arrivals and gives them to ZDC.
• Descends propeller aircraft to BWI and DCA and gives them to the Baltimore area of Potomac Approach.
5. Sector 26: Lancaster
• Is a low altitude sector with no predominant traffic flow.
• Descends aircraft destined Philadelphia and satellites eastbound and gives them to Philadelphia Approach.
• Descends jet and propeller traffic to IAD southwest bound and gives them to sector 11.
• Climbs Baltimore metro traffic northbound and gives them to sector 92.
• Climbs RDG and ABE departures westbound and sequences Philadelphia jet traffic to IAD with enroute traffic.
6. Sector 27: Middletown
• Is a low altitude sector with no predominant traffic flow.
• Sequences aircraft to Philadelphia and satellites from two directions and gives them to sector 26.
• Sequences Harrisburg arrivals from three directions and gives them to Harrisburg Approach.
• Handles traffic enroute to DCA and gives them to sector 25.
• Climbs Harrisburg departures westbound and gives them to ZOB or sector 93.
• Descends IAD arrivals from the north and northwest and gives them to sector 11.
• Descends ACY arrivals and gives them to sector 25.
• Climbs Washington metro departures via J220 northbound through Philadelphia arrivals and gives them to sector
10 or sector 73.

Area B - Summary
1. Sector 39: PARKE
• Is a low altitude sector whose traffic flows mainly in a southwesterly direction via PARKE J6 and via ELIOT
J60/J80 with occasional westbound traffic via RBV J64.
• Departure traffic is climbed to FL280 or requested lower altitude, unless otherwise co-ordinated.
• IAD jet arrivals received from sector 42 and sector 55 must be sequenced with all IAD jet arrivals departing the
New York metro area and given to sector 26 at or below FL200.
2. Sector 42: East Texas
• Is a high altitude sector whose airspace lies directly above sectors 35, 36, 39 and 55 and whose predominant
traffic flow is southwest.
• Ensures proper sequencing of traffic received from ZBW destined for IAD to sector 39 and traffic destined for
DCA and BWI to sector 55.
• Receives numerous point-outs, especially from the sectors that it overlies in order to allow departure traffic from
the New York metro area to continue the transition to the requested altitude.
3. Sector 55: Yardley
• Is a low altitude sector whose predominant traffic flow is southwester and west via LANNA J48, BIGGY J75, and
RBV J64/J230.
• Departures are climbed to FL280 or requested lower altitude, unless otherwise co-ordinated.
• BWI and DCA jet arrivals received from sector 42 and sector 56 must be sequenced with BWI and DCA jet
arrivals departing the New York metro area and given to sector 25 at or below FL220 depending on destination.
4. Sector 56: Kennedy
• Is a high altitude sector whose predominant traffic flow is northeast, usually converging on JFK.
• Traffic landing BOS must be sequenced and given to ZBW descending to FL240.
• Traffic landing ALB must be sequenced and given to ZBW descending to FL240.
• Other northeast bound arrival traffic flying over DPK descends to FL230 or lowest usable flight level depending on
destination.
• Traffic also flows eastbound, southeast bound, northwest bound and southwest bound, usually at requested
altitude, and therefore consists of many crossing “traps” that the controller must be aware of.
5. Sector 68: DIXIE
• Is a low altitude sector whose predominant traffic flow is northeast and southwest.
• Controls New York metro traffic departing EWR, LGA, and their respective satellites.
• N90 climbs the jet departures to 17,000’ or requested lower altitude, and the prop departures to 12,000’ or
requested lower altitude.
• Climbs the departures to FL240 or requested lower altitude.
• Separates these aircraft from traffic departing PHL and from HPN arrivals received from ZDC’s Woodstown
sector.
• Controls aircraft departing PHL destined for airports in the northeastern USA, eastern Canada, and Europe.
• PHL Approach climbs jet departures to 10,000’ and the prop departures to 9,000’.
• Climbs the departures to FL240 or requested lower altitude when routed via JFK/LGA, or FL230 or requested
lower altitude when routed via CYN.

1. Sector 73: Philipsburg
• Is a high altitude sector with no predominant traffic flow and with most of it flying over the PSB VOR.
• New York metro area departures are worked westbound on J60 and J64 after receiving them from sector 39
climbing to FL280. This traffic must be sequenced with :
• Traffic originating in ZBW, via J49, at requested altitude from sector 42 and sector 75.
• ABE, PHL, and PHL satellite departure traffic received from sector 92 climbing to 17,000’.
• HAR and HAR satellite traffic received from sector 93 climbing to 17,000’.
• Handles PHL/DCA/IAD arrival traffic over the PSB VOR from ZOB and sector 75. This traffic must be sequenced
and descended to FL180.
• Traffic originating at DCA/BWI/IAD northbound is worked by this sector on J220/J227 at or climbing to requested
altitude.
• Eastbound traffic through this sector includes ABE and RDG arrivals, via TON..RAV, and ZOB departures enroute
to LGA (TON, PSB, Milton STAR), and to ZBW.
2. Sector 74: Broadway
• Is a low altitude sector whose predominant traffic flow is west to east and is mostly comprised of EWR and LGA
arrivals.
• Handles EWR arrivals via the FQM STAR and the LGA arrivals via the MIP STAR. This traffic must be descended
and sequenced for N90.
3. Sector 75: Milton
• Is a high altitude sector whose predominant traffic flow is west to east and is mostly comprised of EWR and LGA
arrivals.
• Handles EWR traffic via SLT..FQM STAR and the LGA traffic via ETG or PSB to MIP and the MIP STAR. These
arrivals must be descended and sequenced for sector 74.
• Handles northeast traffic enroute to ZBW eg: BOS, BDL, HPN via J49 and southwest bound traffic from ZBW also
on J49 and J59.
4. Sector 91: Williamsport
• Is a low altitude sector with a diverse traffic flow.
• Has a moderate workload involving arrivals and departures in and out of ten airports, most of which are not
served by an approach control or tower, plus a significant number of enroute aircraft.
• The majority of traffic consists of general aviation and small commuters arriving and departing IPT and UNV. They
come from all directions and must be sequenced.
5. Sector 92: Pottstown
• Is a low altitude sector with no predominant traffic flow.
• Handles PHL departures via PTW.PTW320..V276.RAV, ABE and AVP arrivals and departures. These departures
are received at 10,000’ and 8,000’ respectively and climbed to 17,000’ or requested lower altitude..
• Gives ABE arrivals to Allentown Approach at 9,000’ over the FJC VOR and departures received at 8,000’ over the
ETX VOR.
• Southbound traffic includes BWI and DCA turbo-props (V93 and V499 to LRP), and IAD arrivals (ETX.V39.LRP
and ARD.V276..V39.LRP).
• Handles PHL jet arrivals via LVZ.V147.SPUDS.
• Usually has a moderate to heavy workload with most of these arrivals and departures transitioning through each
other.
6. Sector 93: Swissdale
• Is a low altitude sector with no predominant traffic flow.
• Has a large percentage of traffic which must be climbed or descended, including jets in and out of MDT, AVP, and
ABE.
• When sector 91 is closed, IPT and UNV arrivals and departures are handled at this sector.
• Most of the enroute traffic consists of IAD and BWI props via IPT.V31.HAR.

Area E - Summary
1. Sector 66: MANTA
• Is a low altitude sector encompassing airspace south of JFK excluding New York (N90), McGuire (WRI), and
Atlantic City (ACY) Approach Control airspace.
• Handles a multitude of traffic flows on V139, J121, and J174, as well as arrival and departure traffic from JFK,
WRI, ACY, PHL, EWR, ISP, and HPN.
• Controls the JFK jet arrivals, which must be sequenced to cross CAMRN at 11,000’ and given to N90.
• Controls eastbound traffic via CYN and HPN arrivals received from sector 68.
• Due to its complex stratification of airspace, restriction of airspace due to coastal Warning Areas, mix of light
single and twin engine aircraft, turboprops and turbojets, the sector routinely results in moderate to heavy traffic
and complexity.
2. Sector 82: KATHY
• Is a high altitude sector whose traffic travels along R511 and A761 as part of the deep water re-routing around
congested mainland routes.
3. Sector 83: FAIRR
• Is a high altitude sector whose traffic travels along A761 as part of the deep water re-routing around congested
mainland routes.
4. Sector 87: CHAMP
• Is the initial non-radar sector for traffic transitioning from the northeastern USA and eastern South America.
• The principle traffic flows are along A300, A554, and A523. These airways are the primary north-south routes in
WATRS airspace.
• Implements the initial route and altitude assignment for aircraft and co-ordinates these with adjacent sectors.
• Additional traffic flows are A699 and A700; these airways are essentially used for traffic travelling between the
southeastern USA and Europe.
• The sector’s remaining traffic flow centers on aircraft that are departing from or destined to Bermuda or transiting
through Area F sectors 80/81 airspace on R512, R513, or R514. These are east-west airways between sectors
80/81 and points on the western boundary of WATRS airspace. They are used more heavily when the winds aloft
are located further south than usual and the airlines file Minimum Time Tracks (MTT’s) along with these routes.
5. Sector 88: BACUS
• Is located in the western part of the WATRS airspace and is bounded by sectors 87/89 to the east and the
Warning Areas to the west.
• The primary traffic flow is north-south along R763 and A554.
• A554, in addition to A300 and A523, is a primary route for departures and arrivals into and out of JFK. These
routes are also used by aircraft travelling between the eastern USA and Canada, and the eastern Caribbean.
• Additional flows through the sector are along A699, A700, R512 and R513. These airways are used by scheduled
flights but the heaviest demand occurs when the winds aloft dictate Minimum Time Tracks between the
southeastern USA and Europe.
• A699 and A700 are also used regularly for flights transitioning on to the North Atlantic Track (NAT) system.
6. Sector 89: KRAFT
• Is located immediately south of sector 87 and these sectors feed each other north and southbound traffic along
A300 and A523.
• Is bounded to the south by San Juan Center and together these two facilities work traffic flows to and from Puerto
Rico and points north.
• Transitions aircraft into and out of MNPS airspace to destinations in the Caribbean, Europe, and South America.
• Depending on the winds aloft, the airlines frequently file MTT's along the east-west airways that transit through
sector 89. These are B646 and A637. These two airways extend from within radar airspace around Bermuda
through WATRS airspace to the western Caribbean and are used for departure and destination points in the
southeastern USA.
Area E - Summary
7. Sector 90: GRATX
• Is located immediately south of sector 88 and feeds traffic to and from that sector.
• The east-west flow is along R514, B646 and A637, and traffic on these routes is co-ordinated between sectors 90
and 89.
• The airspace also encompasses the southern tip of A699 and this flow is co-ordinated with Miami Center and
sector 88.
