AnnualReport.Thepurposeoftheannualreportistocommunicatetheprogress
ofourfiredistrict,ourstaff,andservicetoourcommunityandservicerecipients.
It is of the highest priority to ensure our community receives efficient service
withtheallocatedfiscalresources.Allofouradministrativeandoperationsstaff
at the Channahon Fire Protection District work diligently in their roles to
providethebestservicespossibletothecommunity.
2014continuedtochallengeourfiredistrict,personnel,andcapabilities.Thesechallengesdonot
deterourdeploymentofserviceyouhavecometoexpectasourcommunity.
Theservicesandtheexpectationsofthefireserviceorganizationaredynamicallychanging,which
places great demand on fire service personnel. The demands of our modern responsibilities
increasetheexpectationsofourlocalcommunity.Wewillanswerthischallengebyencouraging
our fire district’s personnel to take ownership in the challenges that our fire district faces and
instill leadership values that will prepare them to guide the services of our organization.
Investing our efforts and budgets in our personnel and their training is what will result in the
deliveryofservicesthatweprideourselveson.Ibelieveasourfiredistrictprogressesintothe
future,leadership,dedication,effectivecommunication,creativity,andthewillingnesstotakeon
newideasandprincipleswillallowustoadapttoourcommunity’sneeds.Withthesepractices

SERVICEDELIVERY
TheChannahonFireProtectionDistrictservesabout8,500residentswithin40squaremiles.Fire
suppression and emergency medical services are delivered using one staffed Engine and
Ambulance at Station #1 and jump company (3 firefighter/paramedics staff 2 vehicles based on
incident type) at Station #2. Supplemental call back staffing provides additional staffing to a
squad, water tender, and snorkel on specific incidents. Due to the complex hazards of water
rescueandindustry,specialtyteamssuchasC.A.R.T.(CombinedAreaResponseTeam)andWater
and Dive Rescue are maintained and active within our mutual aid agreements. The fire district
alsohascertifiedfireinvestigatorsthatprovidepostfireinvestigationwithinthefiredistrictand
areactivewiththeMutualAidBoxAlarmSystem(MABAS)FireInvestigationsUnitDivision15.In
addition,thefiredistricthasenteredintoseveralautomaticaidandmutualaidagreementswithin
ourMABAS grouptobroadenthe availableresourcesand establishrapiddeploymenttovarious
emergencies.
The District is comprised of nine (9) paid‐on‐call & part‐time firefighters, nine (9) contract
Firefighter/Paramedics,andtwelve(12)DistrictFirefighter/Paramedics,FireChief,DeputyChief,
Executive Fire Support Manager, part‐time Administrative Assistant, Cooperative Community
Educator (shared with Minooka Fire Protection District), part‐time Fire Inspector, Cooperative
InformationTechnologySpecialist(sharedwithChannahonParkDistrict),andEmergencyVehicle
Technician.
To effectively serve the community, the District has two staffed station. Station #1 is located at
24929S.CenterStreet,andStation#2islocatedat23341W.McClintockRoad.Thesestationsare
staffed24/7withFirefighter/Paramedics.

OPERATIONALANDCAPITALEXPENSES
The Channahon Fire Protection District is described as healthy and capable of sustaining
service without fear of reductions in service or resources to our fire district. The fire
administration and accounting representatives carefully monitor the economic trends and
particularly the equalized assessed value (EAV) of land parcels within the district. The Board
of Trustees continued to review the future financial climate and investments in the 2014 fiscal
year.
The fire district operates on a calendar year budget. The budget is adjusted each fiscal year to
reflect the necessary allocations for that fiscal year. Careful monitoring of the allocations and
their expenditures by the Board of Trustees, Fire Administration, and Program Mangers will
assist the organization to capture responsible spending and data driven budgeting ultimately
influencing where we invest our resources.

Budget planning is an integral part of financial responsibility. Each year the executive
leadership works with the operational component to plan for routine and replacement

SIGNIFICANTINCIDENTS
The fire district is challenged each day with various types and magnitudes of emergency
responses. The following are incidents which immediately overwhelmed internal resources,
requiredlargeincidentmanagement,orpossessedchallengingcircumstances.



February 2, 2014 – Interstate 55 Northbound at Milemarkers 247 & 248; Multi‐
VehicleAccidentswithMultipleExtrications
o A multiple vehicle accident involving 5
passenger vehicles and 3 semi‐trailers at
separate locations a mile apart from each
other resulted in overwhelming challenges.
Twopatientswerecategorizedascritical;one
rapidly transported to Provena St. Joseph’s
Medical Center in Joliet and one airlifted to
Good Samaritan Hospital in Downers Grove.
Extricationtimeswereextendedduetodamageandconfigurationofthevehicles
afterimpact.
April12,2014–BurrRoad;HouseExplosion
o A residential home in the central portion of the
firedistrictreportedtohaveexploded.Uponthe
arrival of firefighters, they noted a residential
home that had appeared to have sustained
significantdamageassociatedwithanexplosion.
Asmallfirewasbroughtundercontrolquicklyby
fire crews. Channahon Fire Protection District’s
technical rescue team was summoned to the
hometoconductastructuralassessment.Twopeoplewereoccupyingthehomeat
thetimeoftheeventandsurvived.
April27,2014–WoodrushLane;BuildingFire
o Fire crews responded to a house fire which
appeared to be fed by a natural gas meter. Fire
travelwasrapidbutfirefighterswereabletostop
further extension into the home after executing
well deployed fire attack. Although the home
sustained fire, smoke, and water damage, the
homeandmanycontentsweresaved.Thecause
ofthefirewaslaterdeterminedtobediscarding
smokingmaterialsinthemulchbedoutsideofthehome.

o Fire crews responded to a building fire
in a local forest preserve district that
wastravelingtheadjacentvoidspacesin
the walls and ceiling spaces around the
fireplace.Accessandwatersupplywere
achallengebutovercomewithgreatskill
of the first arriving firefighters. Over
900 feet of supply hose was deployed
overanarrowdrivepathtoestablishfire
attack. The fire was contained to the
roomoforiginandthebuildingwassalvaged.
December15,2014–Interstate55NorthboundatMilemarker244;MultipleSemi‐
TruckAccidentwithExtrication
o Twosemi‐trailerscollidedresultinginoneofthetrucksjack‐
knifing pushing the rear of the cab forward and pinning the
driveragainstthedashboard. Firecrewshadto construct a
deliberate plan because of the configuration of the cab after
impact.Theextricationtimewasapproximately60minutes
because of the careful tunneling that required planned
cutting.ThedriverwastakentoProvenaSt.Joseph’sMedical
CenterinJolietinstablecondition.
December 17, 2014 – Interstate 55 Northbound at Milemarker 247; Semi‐Truck
RolloverwithExtrication
o A single semi‐trailer rolled over and
cametorestonitsdriver’ssideinthe
ditchontheeastsideoftheinterstate.
Thepositionofthecabwhereitcame
to rest caused the weight of the cab
andtrailercometorestonthedriver’s
pelvis and left leg. Significant force
was place on the driver’s lower
extremities which influenced a very
cautious and laborious extrication.
The extrication time was 90 minutes
inlength.ThedriverwasairliftedtoGoodSamaritanHospitalinDownersGrovein
stablecondition.

COMMUNITYOUTREACH
Our mission to serve extends beyond our call to duty during someone’s worst moment. The
ChannahonFireProtectionDistrictisinvolvedininitiativestogivebacktolocalandsurrounding
area programs. Through our involvement, we strive to promote our organization’s values and
sharethosevaluesbytakingpartinourcommunity.
During2014,theChannahonFireProtectionDistrictwasinvolvedinseveralcommunityoutreach
programs.Thefollowingaredescriptionsofsomeofthehighlights:
GrundyCountyFallenOfficersMemorial
Each year the Channahon Fire Protection District participates
in the Grundy County Fallen Officers Memorial to remember
those local police and firefighters who have paid the ultimate
sacrifice and honor their families. Specifically, our
organizationrecognizesfallenFirefighterKennethFraynewho
diedinthelineofdutyonOctober13,2001.
StateoftheFireDistrict
In2014,weinitiatedthe“StateoftheFireDistrict”eventtocommunicatethe
highlights of our annual report and share the vision and goals of our
organization. The invitation to attend was extended to local administrators,
businessesmanagers,andgovernmentofficials.Inall,wehosted35members
ofthecommunity.ChiefPetrakissharedtheaccomplishments,challenges,and
anticipations with the attendees. The event is another outreach program to
sharethemissionofourorganization.
BacktoSchoolAwareness
Our Community Educator, Cindy Wilson, accompanied by our firefighters posted
“BacktoSchool”Awarenesspostersonfire apparatusateachChannahonSchool
District 17 building during the first week of school to remind motorists that
student and buses were active. The initiative is an ongoing program to raise
situationalawarenessinschoolzones.
BreastCancerAwarenessMonth
Every October, the Channahon Fire Protection Uniform is
altered and duty crews don pink uniform shirts to
commemorate those brave women who are currently battling
thediseaseorrememberthosewholosttheircourageousfight.
Regardless, the firefighters wear the shirts to celebrate the
bravery exhibited by these women and remind all of us that
thereisnogreaterfightthanforourlife.

COMMUNITYOUTREACH‐CONTINUED
GunsandHosesFootballGame–BenefitforChanookaWish
FirefightersandPoliceOfficersfromChannahonparticipated
in the 2nd annual event to benefit the Chanooka Wish
Foundation.ChannahonFireandPolice,inconjunctionwith
the Chanooka Braves Youth Football Program, were able to
raiseover$2,000.00todonatetoChanookaWishFoundation.
Theeventattractedapproximately250spectators.
Channahon,Minooka,andTroyFireProtectionDistricts’ChiliCookOff
The Channahon, Minooka, and Troy Fire Protection Districts held
the 3rd annual Chili Cook Off event hosted at Minooka Fire
ProtectionDistrictStation#1.Eachfiredistrictarmedthemselves
with their “best” cooks and secret chili recipes. The event was
opentothepublicandeachpatrondonatedadollartosampleeach
team’schilirecipe.Onehundredpercentoftheproceedsfromthe
event were donation to the Illinois Fire Sprinkler Association’s
Camp“IamMe”forchildburnvictims.
WreathsAroundAmerica
TheChannahonFireProtectionDistrictraisesmoneyfortheannual“Wreaths
Around America” event at the Abraham Lincoln National Cemetery during
December. Off duty firefighters attend the ceremony and assist in the
placementofthewreathsonfallensoldiersgravesites.

Will County 911 Computer Aided Dispatch (CAD) and Mobile Data Terminal (MDT) Infrastructure
SoftwareUpgrade
 InNovember,acountywideupgradetookplaceto
update the aging CAD and MDT software and
improve the platform to meet modern
requirements. Along with the software upgrade,
several components within the internal network
andinventoryrequiredupgrading.NewPCstations
were purchased for each station as well as new
MDT computers for specified fire and ambulance
apparatus.TheinitiativewasdiligentlyleadbyBill
McCluskey, IT Manager, who monitored the
progress and ensured proper integration into our
operations.Inadditiontothesoftwareupgrade,it
required our organization to update our response
recommendsandprovisioningtoensurecontinued
reliabilityinproperlydispatchedfireandemergencymedicalserviceincidents.
2014Kenworth/USTankerWaterTender
 A 2014 Kenworth/US Tanker water tender was
placeintoservice.Thenewtenderreplacedtwo(2)
agingwatertenderswithacombinedserviceof59
years.Thenewtenderhasawaterhaulingcapacity
of3,000gallonsandwillbeequippedwitha1,250
gallonperminute(GPM)waterpump.Thevehicle’s
primaryuseistodeliverylargequantitiesofwater
in rural or non‐hydranted locations of the fire
district.Theacquisitionofthenewtenderprovided
the ability to revisit our mobile water supply
operations and refine our practice. The improved
operations were influenced by the vehicle’s
increasedwatercapacity,pumpcapacity,andwater
dumpingabilities.Firefightersunderwentextensivetraininginordertolearnhowtooperatethe
tender.ThevehicleisassignedtoFireStation#1onS.CenterStreet.
WaterRescueTeamEquipmentandDeployment
 The Water Rescue Team reviewed their response
efficiencies after completing a general assessment
ofequipmentanddeploymentcapability.Formany
years,thewaterteamhadtodeployseveralpieces
of apparatus including a boat trailer and 14’ box
trailer.Withtheassistanceofthefiredistrictfleet
maintenance manager, members of the water
rescueteamreconfiguredtherescuesquadtostore
all the equipment. In addition, the walk‐in area of
the squad was adapted to house a screen for the
sonarunit,Starcommradioswithchargerbase,and
dressingareafordivers.Ahitchwasalsoinstalled
to pull the new 15’ jon boat and zodiac boat. The
equipmentrelocationandimprovedtowingabilityhasgreatlyenhancedtheresponsetime.

TheChannahonFireProtectionDistrictEMSDivisionrespondedto655callsforservicein
2014,whereapatientwastransportedtoanEmergencyDepartment,orwastreatedand
releasedatthescene.ThisnumberdoesnotaccountforLiftAssistcalls,NoPatientFound
calls,orMutualAidresponsestoneighboringdepartments.
The EMS Division upgraded the fire district’s cardiac
monitorsthisyeartoPhysio‐ControlLifepak15models.
This is a much needed upgrade for our paramedics
whenitcomestodiagnosingourpatient’sconditionand
the quality of their interventions. These units replace
twoLifepak12unitsthatwereapproximately10years
old. The new models offer ETCO2 monitoring to
measure our patients end tidal CO2 levels, which is
importantinmonitoringourpatientswithCOPD,andduringcardiacarrestresuscitation
attempts.Thenewmonitorswillalsomonitorpatient’scarbonmonoxidebloodsaturation
level, which is vital during carbon monoxide poisoning calls, and during firefighter
rehabilitation.

In 2014, the Training Division assisted various members with achieving certifications including
but not limited to BasicOperations Firefighter, Advanced Technician Firefighter, Fire Apparatus

Search and Rescue simulator that provides
versatile fire and rescue training evolutions.
The simulator is also used by Troy Fire
Protection District’s Basic Operations
Firefighter Academy for twelve hours of
firefighter rescue and survival training each
year.

PRE‐INCIDENTFIREPLANNING– LT.ALLENKORANDA
Channahon Fire Protection District continues the Pre‐Incident Planning Program to
review high hazard occupancies within the fire district. Preplans assist the responders
while on the scene of an incident in locating the closest water source, fire alarm panel,
Knoxbox,exposuresorhazardsonthepremises.Theyalsoserveasatrainingtooltobe
used in the event an emergency incident should occur. Existing pre‐plans are updated
annually.

SPECIALOPERATIONS
WaterRescue
The Water Rescue team was dispatched to twenty emergency calls
throughout2014.Thefiredistrictcertifiedthree(3)additionalSCUBA
divers. These individuals increased out total divers to five (5).
Channahon Fire hosted a Swift Water Technician course instructed by
Dive Rescue International. The course completion enabled seven
memberstobeaddedtotheSwiftWaterTeambringingthetotalSwift
WaterTechstonine(9).Six(6)membersalsoattendedacertification
course to operate the underwater sonar unit sponsored by the fire
district.Thefiredistrictalsopurchasedanew15’jonboatandtrailerforuseinshallowrivers
andshorelinesearches/recoveries.
FireInvestigations
Thefireinvestigatorsrespondedtoapproximately21combinedcallsofthe48calloutsreceived
for the MABAS 15 Team. Internally, we responded to two notable incidents. Fire investigators
respondedtoamutualaidrequestbyAlsipFireDepartment.Ourmembersweretaskedwithan
areasurveyforwitnesses.Theireffortsaidedintheidentificationoftheoffenderwhichledtoan
arrestandchargesfiledwithinhoursofthefire.
On April 27, 2014 Channahon Fire Protection District responded to a
residentialstructurefire.Atthetime ofthefirethehomewasoccupied
bytwominors.Aneighboralertedtheoccupantsandgotthemoutofthe
house.FirewaslocatedintheSWcornerofthestructurewiththeNICOR
gas line being compromised. Investigators worked with NICOR and the
insurance company investigators in solving the case determining
carelessdisposalofsmokingmaterials.
CombinedAgencyResponseTeam(CART)
During2014theteamrespondedtoonecallwithinourfiredistrictforthe
house explosion in Channahon. Team members performed a structural
assessment and victim assessment. After determining the structure was
unoccupied at the time of the teams’ arrival and there was significant
structuraldamagetothestructurethescenewassecuredandturnedover
thehomeowners.
Theteamreceivedadonationof“TheGreatWall”bytheWillCountyCorn
GrowersandWomenforFamilyFarmsCommittee.Thedeviceisutilizedto
preventsecondarycollapsesoccurringaroundavictimingrainentrapment
asrescuersworktofreethem.ThankstotheseorganizationsourGrainBin
rescue techniques have been greatly enhanced allowing quicker rescue
efforts.
