MAYOR MARIANO Malones
of Maasin, Iloilo said he will
file a motion of reconsideration with the Sandiganbayan
after the latter’s ordered his
suspension relative to the alleged anomalous purchase of a
garbage truck in 2001.
The Sandiganbayan’s Third
Division issued a resolution
granting the motion of the
Office of the Ombudsman to
suspend Malones for 90 days
for charges of graft and falsification of public documents.
“I have already referred it to
my lawyer. Whatever the decision of the Sandiganbayan is,
we will follow that. We can do
nothing about it,” he said.
Malones said he has yet to
receive a copy of the Sandiganbayan order.
The case stemmed from a
P380,000 garbage compactor
truck the town acquired from
Tomitzu Corp.
The Ombudsman found
out that the acquisition of the
truck did not undergo public
bidding.
Malones was also accused of
falsifying the deed of donation
to make it appear that the truck
was a donation.
But the mayor denied the
allegations saying the truck
was indeed acquired through
donation.

dead morning of June 20, 2016
inside her rented room in Jaro,
Iloilo City.
The body of Maritess Santillana, 38, a native of Bago
City, was already in advanced
state of decomposition when
discovered.
Santillana, a NIA principal
engineer, was in-charge of the
right of way and environmental
section.
“Because her body was
bloated, we could not initially
determine the cause of death,”

ILOILO City Councilor Joshua Alim said he opposes
the plan of the City government to provide livelihood
to rehabilitated drug users.
Citing the recommendation of the Iloilo City AntiDrug Abuse Council (ICADAC), Mayor Jed Patrick
Mabilog said last week that the City government can
provide budget to rehabilitate drug users, provide them
livelihood, or give them scholarship at the Technical
Institute of Iloilo City.
But Alim said the move to provide the users with
livelihood would only encourage others, especially the
urban poor, to get involved in illegal drugs to enjoy
similar benefits.
“The idea is noble but, certainly I will object on

the compound where the incident happened when
responding officers arrived.
Shortly before the stabbing episode, both
Acuña and dela Vega went drinking with several
neighbors.
The two suddenly argued until dela Vega
punched Acuña.
The suspect retaliated by stabbing the victim
on the left side of his chest.
Dela Vega was rushed to Iloilo Doctors’ Hospital but died while undergoing treatment.
Flora said the victim’s wife intimated
that they will not pursue charges against her

ICPO aims to put down 150 ‘druggies’ by yearend

said it is bent on neutralizing 150 suspected
drug personalities on or before Dec. 31.
2016.

the 150 individuals are included in the
validated watch list of alleged illegal drug
personalities in the city.

negative for drug use

(PRO-6) headquarters personnel who underwent drug testing
recently are considered clean.

Gorero, PRO-6 spokesperson,
said the 177 personnel tested
negative for drug use, based on
the chemistry report submitted
by Senior Inspector Hernard
Donado, a forensic chemist.
Gorero said the 177 personnel were subjected to surprise
drug examination June 14,
2016 as “part of the internal
cleansing program of PRO-6.”
But the good result is no reason for the PRO-6 hierarchy not
to hunt police officers hooked
on illegal drugs use.
“There would be other
surprise drug tests to come.
We should live by example,”
Gorero said.
He stressed that policemen should have the moral
ascendancy if they want to
pursue a relentless campaign
against crime, particularly illegal drugs.
Last June 13, the Iloilo City
Police Office (ICPO) also conducted its own random drug
testing.

Confused
ACOLOD CITY Councilor Alex Paglumotan who ran for
reelection but failed, said a mouthful when he lamented
that he is “confused” with the result of the May 9 elections. He is not alone. Other losing candidates for reelection or
for election were also confounded by the outcome.
Indeed rarely is the candidate who
thinks he will lose. Nobody in his
right mind would throw his hat into
the political ring, spend hundreds
of thousands or millions of pesos,
shake unclean hands and kiss babies
in dire need of a bath unless there is
a firm belief or an even possibility of
victory. Every candidate knows the

gains that power brings.
Paglumotan is not alone in this bewilderment but also his own
team, especially his mayor who cannot believe that over 22,000
voters of Bacolod rejected him against his arch enemy, Cong.

and his fellow candidates of the MKK filed a case for a recount.
They cannot understand it seems how this voting machine works
that they want the old, primitive manual count be conducted and
its result the only one credible. Just to prove they are confused
about how this machine works, they want the court to make an
independent counting. They want to show that the machine was
wrong.
Indeed, we are often baffled by the new technology. How for
instance can 100 million people send and receive messages in a
twinkle of an eye? Remember the time when getting a telephone
connection takes as long as ten years? Now we can get connected
if we just have a peso for a text message and it takes a millisecond
to send the message.
But why should Paglumotan get confused? He surely believed
he would win. After all he had been a number one councilor and
as such served briefly as vice mayor and had won handily for
several elections. His choice of words is significant. If he said he
could not believe, we can ascribe his defeat to the rejection by
the voters, but he used the word “confused” which tells us that
he believes the voters did not reject him but the machine did, the
machine erred in the appreciation and counting. Isn’t that just
face saving or more?
In truth we cannot blame the machine. As we say of computers,
it is “trash in, trash out”. What we fed it is what we get.
If only MKK wake up to the reality that it was not the machine
that erred but the people that voted them out of office, they will
find answers and then move on. As it stands by sticking out to the
belief that the machine was wrong, they cannot find answers and
thus will be forever tied down to this state of confusion.
The issues in the last election in Bacolod were apparent. Those
against Monico Puentevella were clear and numerous – from graft
and corruption to abuse of authority to incompetence to villainy.
These issues were raised not so much by the local media but by
the findings of higher, independent authorities. The decisions of
the Sandigan, the Ombudsman, the Civil Service Commission and
the Commission on Audit were not his opponents’ making but his
own. His opponents however, expertly presented the issues that
the public understood them.

News quoted lawyer Augusto Isidoro,
former assistant director of the National
Bureau of Investigation in Central Visayas
(NBI-7), as saying that he believes that
Jaguar was “silenced” to prevent him from
yielding and revealing the names of his
connections.
“In my personal opinion, without questioning the legitimacy of the police operation, Jaguar was killed maybe because he
is about to divulge the identities of his
bosses and protectors,” Isidoro told Cebu
Daily News.

that they can always buy their way out of

Studying under the Holy Spirit
I
T’S traditional in Catholic schools and
other schools inspired by Christian faith
to start the school year with a Mass of
the Holy Spirit. I suppose the idea is to
entrust the whole educational effort to the
Holy Spirit who will guide us to the whole
truth.
T h e
Holy Spirit is the
third person of the
Blessed
Tr i n i t y,

Son, and
whose mission it is to be with us always,
since man, according to Christian faith,
lives a shared life with God always.
The Holy Spirit therefore is the ultimate
principle of life and love and everything
else—knowledge, wisdom, understanding,
counsel, piety, fortitude, fear of the Lord—
proper to human and Christian life.
We just cannot live by bread alone, nor
by some brilliant ideas alone, things that
derive from us or from something else,
but not from God. We have to live in the
Holy Spirit.
This is a truth that needs to be spread
around quite vigorously. There is a steady
trend to remove religion from life, from
one’s work, business and politics, and even
from education.
In its place, some ideology is used to
inspire these human activities. If not that,
then some crude but generalized attitude of

practical atheism, agnosticism, relativism,
naturalism, rationalism, etc. This phenomenon, I’m afraid, is heading to disaster.
So, I had my share of saying these
Masses in some schools. In each of them, I
tried to encourage everyone to be aware of
the Holy Spirit not only in their studies, but
in fact in their whole life, in every aspect,
situation, circumstance, state of life, etc.
The Holy Spirit is actually everywhere.
In the Gospel, we are told that the “Spirit
breaths where he will, and you hear his
voice but you know not where he comes,
and where he goes.” (Jn 3,8) He is everywhere—in one’s conscience, in the Church,
sacraments, doctrine of Christian faith,
signs of the times, etc.
Of course, in the school setting, this
awareness and ability to deal with the Holy
Spirit would have its basic foundation in
the study and mastery of the doctrine of
the Christian faith. And so, everyone in
the school, staff, teachers and students,
should try his best to take his doctrinal
studies seriously.
We need to understand that the Christian faith is always relevant in all aspects
of life. If we still do not see the connection and the relation between our faith
and our concerns, for example, then we
have a problem to solve. The Christian
faith is not just a written word. It is the
living word of God as well as a life-giving
word.
The task, of course, is not easy. It will
involve a continuing effort, ever deepening
and extending in depth and scope. It will
ask for an increasingly concerted effort as
well, since this thing just cannot be done
alone or by a few. Indeed, the faith is not
just a personal, private affair. It needs to

example, we have groups like Catholics for
RH, Catholics for Free Choice.
It would not be farfetched to expect
groups like Catholics for divorce, or for
abortion, same-sex marriage, euthanasia,
etc. These are clear indications that the
Christian faith was not properly taught,
studied and assimilated in the schools.
It’s not that the schools should manufacture Christian robots. Nothing can be
further than what Christian faith demands.
But things should be done in such a way
that Christian faith is learned and lived
freely and lovingly.
The challenge, problems and difficulties will be enormous. But if we humble
ourselves and beg our Lord for help, we
know nothing is impossible. We need to
work on our humility to keep our learning
and living of our faith going. The Holy
Spirit comes to us to the extent that we
humble ourselves.

“Kune” Salinas, former Iloilo Provincial Police Office in an
interview with The Daily Guardian on Air over Aksyon Radyo
Iloilo last June 18, 2016.
Salinas uttered these words after the Court of Appeals cleared
his name along with 19 police officials dismissed by the office of
the Ombudsman over the anomalous procurement of rubber boats
worth P4.54 million in 2009.
Salinas and company were charged for
grave misconduct as the rubber boats were
allegedly purchased without the benefit of
a public bidding.
But the CA agreed with the police officials’ justification to resort to negotiated
purchase on the basis of the pressing need
to properly and sufficiently equip the PNP
for search and rescue operations during
Ranie Z. Jangayo typhoons.
In this regard, the CA ruled that the
petitioners, who have been in the police
service for more or less 30 years and most
of whom are decorated officers like, “in
their bid to provide swift, adequate and reliable services to the
people during a state of calamity and thereafter, could not be said
to have committed grave misconduct imputed against them.”
How many innocent people were wrongly judged and punished
for crimes they never committed?

JUSTICE IS SERVED
I talked to Col. Salinas, or “Kune” as his media friends fondly call
him, for almost three hours over cups of coffee at Y2K Talabahan
in Mandurriao, Iloilo City where we accidentally met last week.
Prior to his exoneration from the wrong judgment meted by the
Ombudsman, we also had several talks about his dismissal from police
service that nearly made him disappointed with our justice system.
But as always, many of his friends who believed his innocence
when he was down were there to support him in his quest for
truth and justice.
Kune told TDG on Air that many friends helped, but he particularly acknowledged Iloilo Gov. Art Defensor Sr.
I noticed that Kune nearly lost his patience and faith during his
ordeal but he remained hopeful. And hope came his way when
newspapers and radio and television outlets bannered the story
on the favorable CA decision.
In a 22-page decision penned by Associate Justice Rodil
Zalameda, the CA’s 11th Division reversed and set aside the Ombudsman resolution issued on June 2, 2015.
The CA ordered the Ombudsman to reinstate Salinas and other policemen and restore their salaries and benefits withheld from them.
But what kind Salinas shall we see when he returns to the PNP
now that he has redeemed his integrity and reputation?
Will he remain as he was during his stint in IPPO or mas
bagsik na nga Salinas?
Salinas will now serve under the baton of incoming PNP
director-general, Chief Supt. Ronald “Bato” Dela Rosa, the chosen
one of President-elect Rodrigo Duterte.
Duterte and Bato intend to crush crimes and illegal drugs in
three to six months.
Salinas’ “unfinished business” in Iloilo must be revisited upon his
return.

WV police doubles
anti-drug operations

POLICE UNITS in Western Visayas nearly
doubled their anti-illegal drug operations
in the first five months of 2016.
Police Regional Office (PRO-6) records
showed that from January 1 to May 31,
ICPO conducted 384 successful anti-drug
operations compared to 196 in the same
period last year, a 95.92 percent increase.
These operations also led to the arrest of
546 persons compared to last year’s 269, or
a 102.97 percent increase. Also, 382 cases
were filed in court.
But despite the uptick in operations
and arrests, ICPO seized 1438.92 grams
of shabu, lesser than 1542.8 grams confiscated in 2015.

increase in operations to their firm commitment to eliminate illegal drugs in Western
Visayas.
Just like in the campaign against other
forms of criminalities, Gorero said the
increase in anti-drug operations could be
ascribed to the active implementation of
Oplan Lambat Sibat.
Aside from said police strategies, the
increase in the anti-illegal drug operations
came in the heels of reports that Region
6 is one of the four regions perceived
to have the most alarming illegal drugs
situation.
“It was hyped following the Senate inquiry conducted by Senator Grace Poe,” a

The Senate inquiry was conducted after
a failed incursion on a radio station by an
alleged drug lord in Iloilo City on Nov.
19, 2015.
But the same source cited Philippine
Drug Enforcement Agency (PDEA) records indicating that Western Visayas is
the third least drug affected region in the
country.

persons were arrested in
separate drug buy-bust operations by police on June
18, 2016.
Police in Ivisan town first arrested ice cream vendor Romel
Calvo of Sibaguan village,
Roxas City in a sting operation at Agustin Navarra village,
Ivisan.
Five sachets of suspected
shabu, a motorcycle, and P500
marked money were recovered
from Calvo.
The Provincial Anti Illegal Drugs Special Operations
Task Group (PAIDSOTG) and
Ivisan PNP confirmed that
Calvo is suspected of selling
drugs.
He is presently detained
at the Ivisan Municipal Police Station while charges
for violation of Republic
Act 9165 (Comprehensive
Dangerous Drugs Act of
2002) were filed against
him.
The same charges are set to
be filed against Raul Diocson
of Sitio Bagucan, Candual village in Panay town after five
sachets of suspected shabu, cellular phone, and P200 marked
money were recovered from his
possession.
But Diocson said he did not
own the suspected shabu.

Muyco is an assistant pro-
fessor at the Composition and
Theory Department of the
College of Music of UP Diliman, where she teaches music
composition, musicology, performance studies, and ethnomusicological methodology.
A renowned mid-career
composer in the Philippines,
she was tapped by the Cultural
Center of the Philippines to represent the country in the KoreaASEAN exchange program.

over volcanic quakes
BACOLOD City – A Philippine
Institute of Volcanology and
Seismology (Phivolcs) specialist said residents of Negros
Island should not be alarmed
by the “explosion-type” earthquakes that happened a day
after Mt. Kanlaon’s phreatic
(steam and ash) eruption morning of June 18, 2016.
Jay Jamello, science research specialist of Phivolcs
in Negros Occidental, said the
volcanic quakes were caused
by the eruption followed by
slight increases in seismic activities followed.
“Every time there was pressure, seismic activities were
recorded,” Jamello said.
A “slight force of pressure”
was observed from whitish
steam, which means it does
not contain “materials or ash,”
he added.
According to the Canlaon
City Disaster Risk Reduction and Management Office (CDRRMO), a series of
“explosion-type” earthquakes
lasting 30, 42, and 29 seconds,
respectively, were detected by
seismic monitoring network.
As of late evening of June
19, eight volcanic earthquakes,
including the explosion-type
earthquakes, were recorded
since Mt. Kanlaon’s eruption
past 9 a.m. Saturday.
The series of steam and ash
eruptions from the crater began
at 9:19 a.m. and lasted for 27
minutes, the CDRRMO said
in its report.
Initially, a steam and ash
explosion produced a light gray
to white steam plume rising to
about 1,500 meters, and later
lofted to some three kilometers
above the summit.
Ash eruption (which produced thick, black, ash plume
that rose to about 500 meters)
followed, after which, grayish ash plume rising to about
500 meters was observed.

Before Canieso’s stint, the
ICPO already conducted 99
anti-drug operations in the first
quarter of 2016.
It was apparently higher
considering that ICPO just conducted 188 operations for the
whole 2014 and 261 in 2015.
The 99 operations resulted
in the arrests of 145 persons and
239 cases filed in court.
But unlike other urban areas
in the country, ICPO confiscated a negligible volume of shabu
at 999.75 grams and a mere
4.2646 grams of marijuana.

The provincial government
of Guimaras estimates that
25,000 to 27,000 passengers
use the two wharves daily.
Another problem is the habagat or southwest monsoon
during rainy season, Peñaredondo said.
“When it’s habagat (sic), the
pump boats bob up and down,
so many passengers fall. In fact,
others fell with their luggage,”
he said.
Peñaredondo said facilities for passengers, especially
during rainy season, are wanting, contrary to the drawings
presented to them when the
executive department asked
for authority to sign the joint
venture.
“No facility was constructed
to protect the riding public.
Wala. Bantay ka bala mag-abot
tigululan. Gaamo-amo pumpboat gakahulog ka. We were
first delighted that this is the
pier side – with pier, with roof,
etc. Ay kanami, sa drawing lang
eh. Waay pigado, drawing ang

With only four councilors
present, Monday’s hearing was
in response to the resolutions
filed by Councilor Armand
Parcon seeking to resolve all
issues affecting the P135-million project before it starts its
operation.
The issues include the P11
terminal fee, the closure of
Ortiz and Parola wharves and
what will happen to the vendors
who will be displaced, and traffic in the area.
Also present were Councilors Ely Estante and Love

Parcon said he might ask
the Council to revisit the Joint
Venture Agreement, and look
into the provisions that would

While reports are rife that
CityMall inside GIFT complex
will open soon, the Iloilo City

operate unless it has secured
all necessary permits.

still waiting for the Zoning
Board Resolution which the
property developer must secure
before the certificate of occupancy is issued.
“The certificate of occupancy
is required to secure business
permits. It is also needed to open
the GIFT complex,” he said.
Baclagon said CityMall tenants need separate permits for
the renovation of their stalls.
“It they will operate without
certificate of occupancy, we’ll
issue them notice of violation,”
he stressed.
The mayor added that 11
other towns also availed of
similar trucks.
“During that time, instead
of correcting the mistake, the
accountant used it to file a case
against me,” he said.
He decried that politics is
behind the charges.

regular season with a record 73
wins from 82 games, the Warriors penned another unwanted
mark in the NBA record books
on Sunday when they became
the first team to squander a 3-1
Finals lead.
Until the Cavaliers no team
in 32 tries had ever come all the
way back from 1-3 down to win
the NBA Finals.
To make it sting just a little
bit more, the Cavs capped the
greatest comeback ever in the
NBA postseason at Oracle
Arena, a virtual fortress where
the Warriors had lost just four
times all season.
Sharp-shooting Stephen
Curry, the NBA’s first unanimous most valuable player,
struggled all series and in Game
Seven again failed to deliver
the type of scoring that had
become his trademark, when
a “Curry flurry” would put so

“At home in the fourth quarter, I felt like we could go for
that dagger punch and didn’t

P84-M Mambukal
overhaul in late 2016

THE construction and renovation of P84
million worth of additional accommodation and convention facility at Mambukal
Resort in Murcia, Negros Occidental will
take place in the latter part of 2016.
Mambukal Resort is one of the four
provincial government-owned properties
to be funded by the P500-million loan
from a state-owned bank.
The other projects are the Sweet City
Captel, Negros First Food Terminal, and
the Provincial Administration Building.
Mambukal Resort manager Ellen Jalandoni said construction and renovation
of the convention center and additional
accommodation facilities will take place
in September 2016.
Under the plan, the convention center
will be expanded to accommodate 500
persons, up from the current 300.
“Also, 48 additional rooms will be
constructed,” Jalandoni added.
Jalandoni said they have stopped accepting bookings for the convention center that fall in the latter part of the year in
anticipation of the construction and renovation works.
She stressed the need for the development of a heritage resort like Mambukal
for maintenance, livelihood, and its preservation.
The physical improvements were
made to dispel notions of mediocrity in
government-owned and -run businesses.
“We run our resort like that of any
other private-owned businesses with
strong support from the provincial government,” Jalandoni added.
Mambukal posted a 25 percent growth
in tourist arrival and 19 percent in revenues in the first five months of 2016.
Tourist arrival in the first five months
of 2015 last year was only 186,000 compared to 231,000 in the same period this
year.
“We generated P54 million in 2015 and
as for May of 2016, we have already made
some P30 million and we expect to double
the number by yearend,” Jalandoni said.
As to the return of investment, Jalandoni said they have a target period of
five years to finish their obligations.
“With the mushrooming of the watering holes which include the famous
mountain and beach resorts in Negros
Occidental, Mambukal should be more
competitive to give value and excellent
facilities to every customer’s money,” Jalandoni said.
But she however dismissed talks of
competition between Mambukal and
other resorts saying that these establishments complement each other as tourists
will not visit the province for just one resort or attraction.
“The more resorts, the more tourist
will come,” Jalandoni added.

Manny V. Pangilinan, PLDT-Smart chairman, said they have already fired up several
LTE (Long-Term Evolution) cell sites using
the new frequency and will be expanding their
coverage throughout the country in the next
three years.
During the speed test of its 700 MHz cell
site in Tanay, Rizal, Pangilinan reported that
a download speed of 222 megabits per second
(Mbps) was achieved using the LTE carrier aggregation on the 700 and 1800 MHZ frequency
bands.
Smart and PLDT are also talking to handset
manufacturers so that more LTE smart phones
compatible with 700 MHz spectrum will soon
be available in the country at a cheaper price.
“On the 700 MHz only few devices can
access. We are now talking to handset manufacturers to put up those chips that will enable
more handsets to access the new frequency.
But it will take a few months and they have
to bring the price points down. Adoption will
hit the A-B sector then moves down to C, approaching D. Once there are more handsets
built, then price points will come down,” Pangilinan told the media after the PLDT Stockholders’ Meeting in Manila on June 14, 2016.

New admin must focus
on more jobs in agri sector
PHILIPPINE employment can be improved by more investments in industries
such as the agriculture sector, Labor Secretary Rosalinda Dimapilis-Baldoz said
over the weekend
According to Baldoz, the country must
focus its efforts to address employment gaps
especially in the agriculture sector where
more “decent” jobs need to be created.
“(M)ore decent jobs, less poverty.
More investments, more jobs. These are
what the country needs,” she said in a text
message to GMA News Online.
This comes after the World Bank (WB)
Philippines Country Director Mara Warwick said that the main challenge for the
country is sustaining efforts to generate
more good jobs that can lift people out of
poverty.
Citing results of the WB Labor Mar-
ket Review, Warwick said that the country has a great window of opportunity to
strengthen reforms which will direct the
country to inclusive growth with more
quality jobs.
“If the Philippines could sustain reforms that would improve property rights;
enhance competition; put more resources
in health, education, and infrastructure;
and simplify business regulations, the
country make growth even more inclusive,” the official said.
This was mirrored by Baldoz, who said
that the country is currently on track meet
this.
“(I)f the government will continue to
build on the gains achieved by the current
administration and even strengthen and
improve upon them (we will be able to
generate more quality jobs),” she said.
The latest data released by the Philippine Statistics Authority (PSA) last week
showed that the ranks of jobless Filipinos
dipped in April to 2.954 million with an
unemployment rate of 6.1 percent, compared with the 6.4 percent in April 2015.
The same data revealed, however, that
the national underemployment rate grew
to 18.4 percent equivalent to 7.351 million
workers, from the 17.8 percent in 2015.
The PSA defines the underemployed as
those with the desire to have more working
hours, to have an additional job, or to have
a new job with longer working hours.
Out of the total Philippine labor force,
the most were employed in the services
sector with 56.7 percent, followed by the
agriculture sector with 25.0 percent, and
the industry sector with 18.3 percent.

Price adjustments are effective 12:01 a.m., Tuesday.
Shell Philippines, meanwhile, will cut prices of gasoline by P0.65 per liter; kerosene by P0.45 per liter; and

THE PHILIPPINES has officially been declared
free of the African Horse Sickness (AHS) by the
World Organization for Animal Health (OIE),
the agriculture department announced over the
weekend.
“The said disease-free certification was based
on the documentation submitted to the OIE by
by the Department of Agriculture-Bureau of
Animal Industry (DA-BAI),” the agency said
in an emailed statement.
The DA said that the AHS is a serious and
often fatal disease of horses, mules, and donkeys. Usually spread by infected insects, the
virus causes fever, heart and respiratory problems, and death of the affected animals.
The new certification comes after the country was declared free of the Foot and Mouth
Disease (FMD) without vaccination, and Peste
de Petits Ruminants (PPR), which were awarded last year.
“These recognitions are expected to enhance
the delivery of the overall veterinary services,
to strengthen public-private partnerships, and to
improve opportunities for exports of livestock
and livestock products of the country,” it said.
The recognition also obligates the country
to immediately notify the OIE if there is any
change in the situation relating to the AHS in
the country, which has to be confirmed on an

Philippines may lower 2016 growth target, officials say
DAVAO CITY - President-elect Rodrigo Duterte’s economic managers said June 20, 2016 that full-year
economic growth target of 6.8 to 7.8
percent may be lowered, adopting a
conservative outlook ahead of his assumption into office next week.
Incoming budget secretary Benjamin Diokno told ABS-CBN News this
year’s target would “most likely” be
lowered with the impact of the rainy
season expected to bring gross domestic product expansion slower than
the 6.9 posted in the first quarter.
Incoming economic planning secretary Ernesto Pernia said growth
could reach 6.5 percent this year and
an expansion of 6.8 to 7.8 percent was
possible next year.
“We are just being conservative
because when a new administration
comes in there will be some start up
pains, but after the adjustment, things
can go more smoothly and faster,”
Pernia told ABS-CBN News.
“For this year, we are not going to
be too aggressive about growth tar-
gets. The Duterte team is quite varied
and there will be some adjustment issues,” he said.
Referring to Duterte’s longer term
outlook, Pernia said: “We are going to
have our targets and it’s not going to
be inferior, it’s probably even better

SAN JOSE, Antique – The importance
of proper infant and young child feeding
practices will be the focus of the 3rd Baby
Expo: “The Power of the First 1000 Days
in Life” set to be held on July 1, 2016 in
a mall, here.
Provincial Health Officer Ric Noel Naciongayo said the activity is an initiative
of the Department of Health (DOH-6) in
celebration of Nutrition Month in July
2016 themed “First 1000 Days ni Baby
Pahalagahan para sa Magandang Kinabu-
kasan.”
Naciongayo said that the activity is
envisioned to help attain the sustainable
development goal of reducing infant mortality in the province.
According to the National Nutrition
Council (NNC), the first 1000 days refer
to the start of life from conception up to
the period before the second birthday of
the child.
Many studies have established links
between undernutrition, especially stunting, in the first years of life and overnutrition in the later years.
Thus, the First 1000 Days has been
called the “golden window of opportunity” for a comprehensive package of nutrition and related interventions to achieve
significant changes that will contribute
to complete child development, the NNC
said.
The Nutrition Month celebration this
year will promote collaboration among
various stakeholders both at the national
and local levels in order to strengthen the
implementation of programs needed to
improve the nutritional status of pregnant

Neophyte execs to undergo
basic orientation seminar

A TOTAL OF 28 NewlyElected Officials (NEOs) in
Western Visayas will undergo
a Basic Orientation Seminar
in Manila on June 23 to 24,
2016.
Roselyn Quintana, chief of
the Local Government Capability Development Division
of the Department of the Interior and Local Government
6 (DILG 6), said the two-day
training will be conducted by
the Local Government Academy, the training arm of the
department.
“Through this activity, first
time or newly elected Governor and city and municipal
Mayors in the region will understand their responsibilities
and functions and also, familiarize themselves with the
prevailing operations of their
respective offices before they
assume their roles, noontime
of June 30,” said Quintana.
She said the focus of the
basic orientation will be on
Decentralization and Governance; Duties and Functions
of elected officials; Issues,
challenges and solutions in
governance; and dialogue
with peers and select government agencies.
The orientation seminar
will be implemented in dif-
ferent learning modes such as
face-to-face, lectures, peer-topeer dialogues and actual site
visits.
Quintana said participants
are expected to come up with
documents such as their First
100 Days Agenda and their
Social Contract after the orientation seminar which is
included in the Jumpstarting
Local Governance component
of the NEO program, a “term
based” capacity development
program of DILG.
This year’s NEO program
intends to build strategic
leaders who would lead their
local governments in becoming competitive, efficient and
responsive institutions for development.
It was designed to prepare
local officials for the ASEAN
Community, create harmonization and complementation
of national and local priorities, address the continuing
challenge of climate change
and disaster, launching of sustainable development goals,
scale up CSO involvement in
governance and rapid urbanization.

program are Ensuring Smooth
Transition; Looking Forward
to Better Governance; Sharpening Saw; and Enhancing

WV posts high 4Ps compliance

BENEFICIARIES of the Pantawid Pamilyang
Pilipino Program (4Ps) in Western Visayas
posted high compliance rate to the program’s
conditions.
Based on the February to March 2016
data of the Department of Social Welfare
and Development (DSWD-6) regional office,
4Ps beneficiaries posted compliance rates of
90.91 percent for education; 96.86 percent for
health; and 95.09 percent for family development sessions.
The 4Ps is a human development measure
of the national government that provides conditional cash grants to the poorest of the poor,
to improve the health, nutrition, and the education of children aged 0-18.
Patterned after CCT schemes in other developing countries, the 4Ps provides cash
grants to beneficiaries provided that they comply with a set of conditions, which they agreed
to undertake for an improved well-being.
In order to receive the subsidies, all the suc-
ceeding conditions must be met by the household-beneficiaries:
-pregnant women must avail pre- and postnatal care, and be attended during childbirth
by a trained professional;
-parents or guardians must attend the family
development sessions, which include topics on
responsible parenting, health, and nutrition;
-children aged 0-5 must receive regular
preventive health check-ups and vaccines;
-children aged 6-14 must receive deworming pills twice a year; and
-children-beneficiaries aged 3-18 must enroll in school, and maintain an attendance of at
least 85 percent of class days every month.
Meanwhile, DSWD-6 reported that a total
of 194,317 are active household beneficiaries
in Western Visayas as of May 23, 2016.
Aklan has 27,286 beneficiaries; Antique
with 28,533; Capiz, 38,326; Guimaras, 8,167;
and Iloilo with 92,005.
DSWD-6 said a total of P452,721,400 in
grants have been released in the five provinces
in Region 6 for 2016. (PIA)

MANILA – Dingdong Dantes has hinted that he wants to have
three more children with wife Marian Rivera.
Dantes, 35, said this in a post on his Instagram page as their
family celebrated his first Father’s Day on Sunday.
Sharing a picture of their family, Dantes said he could
definitely afford to have three more little ones.
Many of his fans agreed and told the actor that he and Rivera
should have more babies to spread their “beautiful genes.”
In another post, Dantes shared that he is still in cloud nine
after all the surprises prepared for him by Rivera and baby Zia.
“I still have a hangover from yesterday’s surprises. These two,
who happen to be my employers, serve as a constant reminder
that i have the best job in the world,” he wrote.
Dantes and Rivera, in their past interviews, have said that

MANILA – Contrary to the statement
released by the husband of Sunshine Dizon, the actress is not giving the father of
her children the annulment that they supposedly have agreed upon.

on her cancer checkup
MANILA – Denise Laurel took to social media to update her
fans about her health condition after getting a cancer scare.
Posting a video message on Instagram, Laurel announced that
she does not have cancer although there were cysts found in her
breast, lymph nodes and ovaries.
“I know some of you have been wondering what I’ve been up
to. I’ve been on a break, just getting healthy. Today is a beautiful
day because I just found out that I do not have cancer,” she said.
Laurel said it just so happened that she is a
very “cyst-y” person.
She then advised her followers to have
themselves checked and to always stay
healthy.
“You’re never too young to get sick.
For yourself and for your loved ones,
be in the know of what’s going on in
your body. Take care of yourself, enjoy life,” she said.
Last month, Laurel was launched
as one of the hosts of the new
magazine show “Modern Girls,”
which started airing on the cable
channel Lifestyle.
At that time, Laurel revealed
that she was supposed to do a
project with Jericho Rosales but
is not sure if this will still push
through.
Aside from her prospective
