NARRATIVE: The Governing Board would like to recognize Shalane Simmons and Kay McLoughlin, Raytheon Community and Government
Relations, Chauteal Rasmussen and Sandy Kukurba, Math Night Coordinators who have organized the sponsorship of the highly successful
math nights held at Sunnyside High School throughout the year. Math nights bring in nearly 100 volunteers for individual math tutoring and
serve 200-300 students. We would like to thank you and recognize all of you for being an outstanding example of the fine collaborative
efforts between the Sunnyside Unified School District and Raytheon as we educate and inspire tomorrow’s leaders.
Raytheon Directorate Coordinators:

NARRATIVE: The Governing Board would like to recognize and thank Al Coit, Jeff Lewellen, Jeff Miller, Dan Rice, Sharon O’Neal and Scott
Tuomey from the following Raytheon Directorates for their sponsorship of the Sunnyside High School math nights.

Each year, the Directorates sponsor a math night by recruiting large numbers of Raytheon employee volunteers and providing refreshments
for the evening. We would like to thank you and recognize all of you for being an outstanding example of the fine collaborative efforts
between the Sunnyside Unified School District and Raytheon as we educate and inspire tomorrow’s leaders.
Raytheon Retiree Volunteers:
RECIPIENTS: Al Vanuga, Cindy Krzemien, Debbie Campbell, Don Vandegriff, Eileen Blanset, Gary Elia, Itzel Ramos, John Abraham, John
Riley, Kevin Grabe, Ray Lytle, Richard Munsterteiger, Rosa Felix, Rosemary Badian, Tate Jones, and Ysette Higgins.
NARRATIVE: The Governing Board would like to recognize our Raytheon retirees and volunteers Al Vanuga, Cindy Krzemien, Debbie
Campbell, Don Vandegriff, Eileen Blanset, Gary Elia, Itzel Ramos, John Abraham, John Riley, Kevin Grabe, Ray Lytle, Richard
Munsterteiger, Rosa Felix, Rosemary Badian, Tate Jones, and Ysette Higgins. You have spent tremendous number of hours working with
students and making STEM programs possible. Their activities include math night tutoring, tutoring at Sunnyside High School during the day
and after school, volunteering in elementary classrooms to help teachers with EIE kits, and assembly of Engineering is Elementary Kits for
grades K through 6. We would like to thank you for your time, the most thoughtful gift of all, and for touching and making a difference in the
lives of so many Sunnyside students.
Sunnyside High School Student Leaders:
RECIPIENTS: Ashley Ramos, Anahi Vazquez, Anthony Maxam and Michael Maxam
NARRATIVE: The Governing Board would like to recognize Sunnyside High School student leaders Ashley Ramos, Anahi Vazquez, Anthony
Maxam and Michael Maxam, who have been instrumental in making math nights a success. These dedicated students gave their evening
hours to set up the rooms, greet and check in students for tutoring, and make sure the rooms are ready for classes the following day. We are
pleased to recognize you for being an outstanding example of the fine students we have here in the Sunnyside Unified School District.

NARRATIVE: The Governing Board would like to recognize these Sunnyside High School staff members who have made great effort to
encourage their students to attend math nights and served as hosts to our volunteer tutors on those evenings. Their support for math nights
have helped create a special opportunity for their students to receive individual math tutoring and make powerful connections with caring
adults from STEM fields.

Sunnyside School District is nearing the end of the second year of a five year contract for Food Service Management Company Services.
Southwest Food Service Excellence (SWFS) was awarded the RFP two years ago with the option to renew each school year not to exceed
five years. We have requested SWFS to provide us with the terms and conditions for renewal for the next school year (FY 2016/2017). The
management fee has remained the same. Their revenue guarantee decreased from $1,001,460.45 to $874,632.86 for the 2016/2017 F.Y.
Student enrollment has decreased 700+ this past year which would cause revenues to decrease also. SWFS has paid us more than the
guaranteed amount for a few years now and even with the 700 student decrease this past year we expect for SWFS to surpass the
guarantee again this year.
We are respectfully requesting Governing Board approval to renew the 3rd year of the contract with SWFS contingent upon approval
afterwards by the Arizona Department of Education (ADE). SWFS has done an outstanding job with their servicing our district for many,
many years now. Their excellent management of the Food Service Program has provided us with good management and guaranteed
revenues far higher than they had originally promised over the years. Once the board approves this request, we will work with ADE to finalize
the contract.

With BAC & Governing Board approval, the baseball field at DVHS has been improved with the installation of new lighting and new
bleachers. In order to complete the improvement of this facility, there is a need to increase the height of the DVHS backstop by 8 feet to

Liberty Fence has provided a proposal from district Bid No. B-14-71-19 with a total price of $10,375.00 which includes fence and installation.

STUDENT ABSENCES AND EXCUSES
The regular school attendance of a child of school age is required by state law. Regular
school attendance is essential for success in school; therefore, absences shall be excused
only for necessary and important reasons. Such reasons include illness, bereavement, other
family emergencies, and observance of major religious holidays of the family's faith.
The SUSD curriculum and classroom instructional practices are designed upon the premise that
students are in class. Good attendance in school is also an important academic behavior with clear
ties to student success. For these reasons, parents are encouraged to minimize the amount of class
time missed due to scheduled appointments. Support will be given for class time missed due to
excused absences (see Make-up Work, Getting Assignments, and Chronic Health).
In the event of a necessary absence known in advance, the parent is expected to inform the
school; if the absence is caused by emergency, such as illness, the parent is expected to
telephone the school office. When a student returns to school following any absence, a note of
explanation from the parent is required.
When Absent from School
State law mandates that the school record reasons for all student absences. Therefore, when
a student is absent, it will be necessary for the parent to call the school on or before the day of
the absence in order to advise the school as to the reason for the absence. When it is
impossible to call on the day of the absence, the school should be notified on the morning the
student returns, in time for the student to obtain an admission slip prior to the student's first
class. All absences not verified by parental or administrative authorization will remain
unexcused.
If a parent does not have access to a phone, either at home or at work, a note will be accepted
for verification purposes.
For absences greater than one (1) day in length, the school should be notified each day of the
absence.
All personnel will solicit cooperation from parents in the matter of school attendance and
punctuality, particularly in regard to the following:
● The scheduling of medical and dental appointments after school hours except in cases
of emergency.
● The scheduling of family vacations during school vacation and recess periods.
The school may require an appointment card or a letter from a hospital or clinic when the
parent has not notified the school of an appointment of a medical or dental nature.
School administrators are authorized to excuse students from school for necessary and
justifiable reasons.

ABSENCE LIMITATIONS
Because class attendance is essential to learning, a student may not miss more than 10 class periods (excused or
unexcused), per class per semester. If a student accumulates ten absences in a class, he will be placed on nocredit status. As a part of due process, parents/guardians will be notified after the fifth absence in any class.
Once notified that loss of credit may occur in one class, no further notification for additional classes will be
made. After ten absences, the student will remain enrolled in the class with an opportunity to appeal the loss of
credit if a passing grade is earned. If the student is unable to make up the time, a final semester grade of NC (No
Credit) will be recorded on their Official Transcript and the class will need to be retaken if it is needed to meet
graduation requirements. While a final grade of NC is not averaged into a student’s cumulative GPA, it will be
counted as an F for purposes of eligibility and averaged into eligibility criteria as an F at the end of each
semester.
APPEAL PROCESS FOR CREDIT:
Parents/Guardians or students may file a written appeal for review by the Appeals Committee at the school. The
written appeal, including all supporting documentation, must be received by the building principal within ten days of
the end of the credit period. The Appeals Committee will consist of one administrator and one guidance counselor. If
the committee has verified that extenuating circumstances are involved, it may recommend that the policy be waived
for a student. The recommendation will also contain an explanation of the unusual circumstances involved. The
committee will use the historical documentation provided within the student’s attendance file to draw reasonable
verdicts for each appeal.
The Appeals Committee will consider granting credit when:
• Absences have been reduced.
• There are no additional unexcused absences.
• Grades reflect that the student has met the requirements of the course.
• There is verification of extenuating circumstances.
• The student has engaged in make-up opportunities to mitigate the loss of class time.
If the parents are dissatisfied with the committee’s decision, they may appeal to the Superintendent or designee
within three (3) school days. Their appeal shall be written in a letter, and the letter shall describe in detail all
objections to the committee’s decision. The Superintendent or designee shall consider this appeal within fifteen (15)
days of receipt of the appeal.
Absences - Excused
If a student is unable to attend school, parents are responsible for calling or writing a note to the Attendance Office
excusing the absence. In order for absences relating to illness, doctor appointment, bereavement, or family
emergencies to be counted as excused absences, the school must be notified of the absence within 24 hours of
when the absence occurs by the parent or legal guardian who has custody of the student. The call or note should be
specific to the student’s name, date and class periods missed, and the reason for the absence. Missing class to
attend school activities with prior teacher and administrative approval is not considered an absence.
Students arriving late to school because of a late bus will be excused by the school.
Absence - Unexcused
A student is considered to have an unexcused absence if any of the following occur:
1. An absence without parent or guardian permission;
2. The reason for the absence does not conform to district rules or standard practices;
3. The student is on or near campus, but not in class without legitimate permission;
4. The student leaves campus and is absent from class without first receiving legitimate permission through
a Pre-arranged Absence Form, the Attendance Office, the School Nurse, or an Administrator.
5. The student arrives to class more than 10 minutes after the tardy bell.
MAKE – UP WORK:
All students, including those with special accommodations, shall be permitted the same amount of time as he/she
was absent to finish make-up work. A request for class assignments must be made for any extended non-school
activities (i.e. funerals, seminars, family emergencies, etc.).
• It is the student’s responsibility to initiate make-up scheduling for work missed.
• Work missed due to excused absences: Full credit will be given for work made up on time as a result of
documented absences.
• Work missed due to unexcused absences: Work must be made up, but full credit may or may not be given at the
teacher’s discretion.
• Work missed due to suspension: Work must be made up and full credit will be given.

Superintendent Holmes and the district leadership team have demonstrated their commitment to improving leadership capacity and instruction in SUSD and
Challenger. The team is also successfully applying lessons learned from supporting Challenger with the transformation model and the UVA turnaround program
in other schools across the district. All strategies of the Transformation Model Program Requirements have been fully implemented in year 2. Although significant
gains in achievement are expected within two to three years, there are early indicators that the SIG and UVA initiative is having positive impact on systems at
Challenger.
Proposed budgets are based on projected costs. Budget will be finalized along with L/SCIP by July 1, 2016.

During this school year, 183 parents signed a petition that requested uniforms for the
coming school year 2016-17. A volunteer parent committee initiated this activity.
Open House/PTC Meeting August 19, 2015. The uniform interest conversation was
initiated at the August meeting which all parents attend at the beginning of the year.
Information was on a Power Point for all parents attending. At that time, parents were
asked to fill out an informal survey in the classrooms regarding their interest in having
uniforms, and parents were also asked to indicate if they would like to form a committee.
The informal survey results from the Open House and PTC meeting in August were
published in the September 2015 school newsletter. The results from the informal
process for parents and students are as follows:

After this initial survey in the Fall, the Parent Committee then voted to move forward
with a more official process.

According to an initial parent survey, 32% wanted uniforms and 27% did not want
uniforms.
In accordance with Board policy, the following steps occurred:
• The committee met to determine what the uniform code would be.
• The committee had to create a voting process for parents that must occur off of school
grounds.
• The school also conducted a vote of teachers and students.

With the feedback from parents, the process needed to be completed in time for
implementation (or not) during the 2016-2017 school year.
The parents who indicated that they would want to be on a committee were contacted to
determine if they want to move forward to determine a school wide response.

Because the parent committee had not obtained signatures of No votes from parents,
during the community canvassing activities, it was recommended that parents be given an
additional opportunity to respond and cast their vote.
A Parent Link was sent out beginning in March and repeated 4 times, so that any parents
who had not voted would be able to call in and indicate their Yes or No vote. Parents
were allowed one vote per family.

Faculty members were asked to indicate their preference on Survey Monkey. The results
are as follows:
A total 86.36% voted yes
A total of 13.64% voted no.
This represented 22 faculty members.

In March 2016, students in grades 1-5 were asked to vote through Survey Monkey during
their library time.
Students with laptops in grades 4 and 5 voted on their laptops.
A total of 465 students participated in the Survey Monkey.

Recommendation
Based on the results from surveys conducted by parents, the school, (which included teachers
and students) Mission Manor Elementary School is recommending that uniforms be approved as
the dress code for the 2016-17 school year.
The uniform will include the following options:

Navy blue or tan khaki pants or shorts (no cargo shorts or pants)
Light blue collared shirt (scalloped collars acceptable) or the Mission Manor Mustang Tshirt
All other dress code policies will be followed, as stated in the district uniform policy.
Extra support
The principal met with parents who had concerns on April 6th to discuss the dress code,
purchasing options and prices, along with information about the Assistance League for
uniforms/vouchers for families in need.
The committee has also indicated that they have parents willing to donate money to help
families with clothing purchases.
Parents experiencing a hardship in purchasing uniforms may also be referred to the
District Clothing Bank for assistance.
The principal contacted any parents who had indicated disagreement with the uniforms,
to address their concerns, provide additional information, and assure them that there
would be some special “dress-down” days.
An additional Frequently Asked Questions (FAQ) letter in English and Spanish was sent
to parents (see attached).

Dear Parents,
As you know, we held a meeting on Wednesday, April 6th to talk to parents about the upcoming uniform
policy that was voted on for Mission Manor in the 2016-17 school year. Twenty parents attended to
share their understandings, ask questions, and help with decision making. Below are listed some of the
Frequently Asked Questions: FAQ
Will students be able to have dress-down days (these are special times when the students will be not
have to wear the required uniforms)?
•
Yes, we will be recognizing students for free dress days at the end of every month for their
attendance, behavior and academic work. We may also have special “no uniform” days during
Wellness or Spirit Weeks.
What choices do students have for uniforms?
•

We discussed that the committee had recommended light blue tops and navy blue bottoms.
This included shorts, pants, skirts, polo shirts, jumpers, and Mission Manor t-shirt. The
committee was open to other color options.
Sweat style skirts and knit dresses would not be uniform attire.
Scalloped collar polos were agreed upon, but no cargo shorts or pants will be allowed.
Upon further discussion it was recommended that there would be some color options. The
parents attending the meeting suggested and agreed upon navy or tan khaki bottoms and light
blue or royal blue tops.
What if colors are slightly different?
•

Most navy blue colors are the same. Khaki may be lighter at some stores than others. Generally
speaking, you should look for a tan color.
We will post photographs of uniform sample colors in the front office and provide flyers with
registration packets.
Are parents able to have further discussion/input about color choices?
•
•
The uniform committee has been open to color changes from their original suggestions. This
was discussed and determined at the meeting held on April 6th.
Color choices will remain as listed above. The final decision had to be made about colors, so
that parents had enough time to prepare for the transition to uniforms for the 2016-2017 school
year.
Will there be any support for families to purchase uniforms?

We will provide families with a list of stores that carry uniforms with the prices listed. Families
may purchase from any store that carries the colors listed above.

The Assistance League of Tucson will provide Mission Manor with 124 vouchers over the school
year to identified families in need of support.
The District clothing bank, located at Los Ranchitos Center (2054 E. Ginter Road), may also offer
assistance in the form of vouchers.

Summary of 2nd Informational Parent Meeting
April 7, 2016 @ Lauffer
• There were 15 families, 30 students, staff from both sites
(approximately 50-60 people)
• Parents and students were presented with the informational power
point, two Lauffer videos (AVID, 21st Century Grant), toured the
school and ended in the school garden.
• Parents and students were impressed and excited for the
opportunities and experiences available to their children.
• Efforts to reach parents included Parent Link calls, Fliers and
classroom visits by Mr. Ridge to discuss the proposed plan.
• Survey were also sent home with students- parents are in favor of
K-8 Lauffer-Craycroft corridor; only 1 survey has been returned
opposing the plan.
Students:
Counselors along with administrators from both sites are
coordinating the transition/communication plans.
4TH and 5th grade students are scheduled to visit Lauffer for
school wide visit and tour.

Site visit will emphasize AVID, STEAM and Music

Sunnyside Unified School District (SUSD) has been faced with many challenges over the past few years. State and local reductions to
education funding have affected all areas of the District including our Maintenance Department.
However, in spite of the cuts and reductions, the demands and expectations for the maintenance and repair of our facilities have not
lessened. SUSD Maintenance Department has had to adapt and address many issues that include:
1. Reduction in staffing (currently at 26 Full Time Equivalent (FTE) - down from 56 FTE in 2010).
2. Changes in Leadership
3. Improving climate and moral
We look forward to meeting these challenges "head-on" and will continue the path towards improvement. Mr. Carlos Valdez, Mr. Fernando
Valencia and departmental staff members will be making a brief presentation to the Governing Board.

Servicing 24 buildings, including 21 schools
and 3 professional buildings.
Responsible for approximately 341.76 gross
acres of District property that includes 249
acres of playground and athletic fields.
Besides normal work load we are periodically
asked to finish projects that may cost to much
to send to an outside vendor.
Work Order system we currently use is “School Dude”.
Work Orders are sent into office and distributed by work order
technician to their appropriate field of work.
Work Order requester has the option to request emergency to low
priority on the work order.
EMERGENCY OR SAFETY WORK Definition: Work requiring
immediate attention to ensure the safety and welfare of students and
staff, to correct or restore services, or to prevent loss or damage to
District property.
On an average we receive 15 to 20 work orders a day.
July 2015 to present 4,751 work orders have been submitted with 24
Maintenance employees.
HIGH PRIORITY WORK Definition: Work that
does not qualify as an emergency, but cannot wait
to be scheduled as routine maintenance and repair.
MEDIUM PRIORITY WORK Definition: Medium
priority work order falls into the routine
maintenance work request. These work orders are
the everyday repairs required to keep the building
in proper working order.
Low priority work orders are issues needed to
be completed within the scheduled period of time.
These items, although routine, can be scheduled
and completed as a technician becomes available.
Implemented the Employee Advisory Group
(E.A.G.), Representatives from the work crews
are given the opportunity to ask questions that
may arise in the work force to management.
We have bi-weekly lead-man meetings to make
sure we are all on the same page.
Department wide meetings are held frequently
so no one feels out of touch with what is
happening.
Contractors tore down existing risers. Maintenance crew of 7 spent over 700 hours,
painting, replacing ceiling, plumbing and replacing new drinking fountain.
District work crew of 4
with over 160 man-hours.
Painting, reconstructing
ramps and fixing outside
of building.
8 person crew put in
over 600 hours on
weekends, before and
after school to ensure
the school was ready
for this event.
Repairing anything that needs to
be taken care of.

The request from the Arizona School Boards Association (ASBA) is to review the current 2016 Political Agenda and reaffirm the top five
priorities. Also, to include two additional priorities that the Sunnyside Governing Board would like to have the Legislative Committee
consider. These will be compiled and circulated, as a draft document, to the Governing Boards and Superintendents. Final approval will be
determined at the official Delegate Assembly on Saturday, September 10, 2016. The Governing Board will need to determine a delegate to
represent SUSD at the this assembly. See attached committee consideration documents and delegate/alternate selection forms.
