In a bid to position and reiterate CEC's resolve to address the vital issue of
improving the standards of higher education in India, Prof Rajbir Singh, Director,
CEC, advocated the extensive use of technology in classroom teaching and
distance education. This, he felt, is going to change the contours of learning in the
21st century. He was speaking as Chief Guest at a national seminar on 'Quality of
Education and Role of Teacher', organised by the All India Federation of
University and College Teachers Organizations (AIFUCTU), at Pt. JLN Govt.
College, Faridabad.
Amongst the gathering of over 400 university and college teachers across the
country, Prof Singh reiterated the need and role of technology in quality
education in furthering nation's growth and progress. "To equip our young human
resource to be competitive, competent and comprehensive, technology in
education will play a key role and will ensure the reach and quality aspects
regarding dissemination of education. In that context, I think virtual technologies
would be the future of tomorrow's education," he revealed.
Director, CEC also emphasized on a more evolved role of a teacher in today's
education ecosystem which includes taking up active research and consultancy
pursuits more ardently. "The teaching would be more informed and enriched if
teachers associate themselves with research and consultancy closely. This will
lead to continued self-updating in the field and an opportunity to put the learning
at practical use." He shared.
Prof. Rajbir also felt that the technology use in the education would drastically
improve the quality of education delivery. This, he said, would also solve the
problem of 'Academic in-breeding' which results from the lack of interaction
across a large platform among faculty. He also shared with audience the quality
work being done by CEC in taking technology (ICT) enabled education to
masses and meet the troika of seminal objectives of 'Expansion, Equity and
Excellence' in the domain of higher education.
E-content development gears up
The second phase of the econtent generation of under
graduates subjects under national
Mission for EducationInformation and Communication
technology (NME-ICT) has
commenced. 58 subjects would be
covered under it with an estimated
20590 modules to be prepared.
This follows the near completion
of the phase I which includes
modules for 29 subjects out of
which 8 are already completed and
another 10 are to be completed.
These 10 subjects are –
Commerce, Computer Science,
Geography, Performing Arts,
English Literature, Hindi
Literature, Psychology and
Sociology. This project when
completed would be one of the
major accomplishments towards
creation of e-content as visualized
to achieve the goal of reach and
quality in the country.


Dear friends,
Social media is part of our daily communication practices. It holds a special
place especially for those who grew with it- generation Y and Z. And as the Web
2.0 came with the social networking sites (SNS) and interactive media, its
application in the pedagogical practices were debated. Numerous studies have been undertaken to
understand the nature and effect of SNS in the context of young users who also happen to be its prolific
user. Some studies have suggested that SNS are detrimental to the learning process as its users spend
much time in front of it generating a content which is certainly not a part of academic learning. That
was the reason that educational institutions were banning the accessing of SNS in the educational
campuses everywhere from first world to developing world. But then some recent studies have shown
that SNS could be used in open learning situation. Facebook could be more than a personal recordbook
of relations and friendships. But this has found to be effective in situations open educational settings as
in classroom environments where students team up in groups and work collectively towards a
problem. Banishing SNS would be more like closing our eyes to an awkward situation while we have
the ability to turn it into an opportunity. It has been emerged that a collaborative way of learning , as
may be enhanced by social sites, boosts the productivity of learners. The important qualities like group
work culture, academic leadership is developed through participatory and collaborative mode that can
be made possible through these SNS. It is better to learn how to make the
most out of new and emerging technologies which anyway are imminent Editorial board

Learning 2.0

The history of learning with the help of media has come full circle in the times of web 2.0. From the introduction of TV
transmission for the purpose of education (general) in 1959 to the SITE experiment in Khera in 1975 in India, the
learning through media has become revolutionary and innovative in its approach. In the history of internet, web 2.0 is an
important historic turn. The evolution of internet and subsequently its applications from Web 1.0 where viewers were
mere consumers of the information to the new bold, interactive and collaborative avatar of web 2.0. The term web 2.0
popularized by Reily refers to the interactivity and intelligence added to the internet.
There are following characteristics of Web 2.0 which make it the new avatar of internet 1.

Web 2.0 offers services or possibilities which includes social networking, blogging, micro-blogging, wikis, online
specialized games, online interactive professional groups, tagging and social bookmarking, podcasting, multimedia
content generation and sharing, RSS and syndication, Data-mashups etc. Apart from data generation and distribution
web 2.0 is also helpful in establishing online libraries and repositories making available the knowledge across the world
with relevance to the users. It has empowered the user. Bruns (2008) terms such empowerment as 'produsage', as the
wall between producers and users of content disappears. Because user and producer of the content could be same, there
is no longer a dedicated generator and a dedicated receiver. The role is now interchangeable.
Web 2.0 is liberating for the students as it seeks to replace the teacher centric model to collaborative model of learning. It
was the 'sage on stage' model of traditional education model that was critised during 'flower revolution' and it was
reflected in the songs of Pink Floyd's 'another brick in the wall' song. The monumental work on education in Portuguese
by Paulo Freire in his epic 'Pedagogy of Oppression' points to the 'banking concept of education' which reduces students
to mere collectors of fragments of information and cataloguers. The harbinger of new education system and educational
values as envisaged in the youth rebel folklores came in the form of Web 2.0 where content is all important and teacher is
just a facilitator in the times of extremely self explanatory subject content. Web 2.0 has made the learning process easy,
quick and effective with long retention period. Moreover, it is collaborative and hence groups could be formed at both
local and international level thus raising the standards of education. The digital revolution offers a whole new sky of
opportunities before us. The imagination has never been so good and it is just waiting to be explored with its full
potentials. And definitely learning stakeholders would be the prominent beneficiaries.

Meeting for fast tracking preview
In order to speed up the preview of educational video and e-content a meeting was held on June 26, 2014 at CEC,
New Delhi. The meeting was presided over by Prof RC Kuhad, Professor, Delhi University. Other members who
attended the meeting were-Prof Uma Kanjilal, Director, IGNOU, Prof. Anand Prakash, Prof. English - As special
Invitee , Prof. N. Raghuram, Prof. Biotechnology, I.P. University – As special Invitee, Ms. Rita Dhar, In-charge
Media Tape Library, CEC, Dr. Shatruddha, Research Scientist, CEC, and Mr. Nageshwar Nath, Maintenance
Engineer, CEC. The committee deliberated upon the issues of fast evaluation of the content and several ways were
identified to achieve that including the creation of comprehensive database of the subject experts for each subject,
creating mechanism for more rigorous and comprehensive review of the content at the first level of QC itself i.e.
the production centers so that rejection rate could be lowered without compromising on the quality of the content.
The members also agreed upon creation of more reviewing facilities.

Centres (EMRCs) popularly
called Media Centres across the
country. These are basically
meant for production of in-house
quality education programmes
on electronic media and econtent programmes. The CEC
and media centres have more
than 500-strong trained
manpower and state-of-the-art
equipment for the production
and dissemination of educational
programmes.
EMRC, Osmania
Osmania University was established in 1918, which is the 1st in the then Princely State of Hyderabad, 3rd oldest in South India
and 7th oldest in India. It is located on a sprawling campus of about 1600 acres at the heart of Hyderabad in Telangana State. It
offers Diploma, UG, PG, MPhil and PhD courses through 53 departments (Sciences, Social Sciences, Arts, Law, Commerce,
Business Management, Engineering & Technology, and Physical Education). The University is accredited with 'A' grade by
National Assessment and Accreditation Council (NAAC) and University with Potential for Excellence (UPE) status by the UGC.
It has every facility; Central Library with lakhs of print and digital collection, central facilities with modern equipment,
departmental laboratories with latest equipment, fiber Optic Network, hostels, playgrounds, health centre, swimming pool,
auditorium, etc. The university has 1,000 affiliated colleges and 55,000 students in different courses. The Centre for Distance
Education of the University was established in 1977 that caters to the needs of thousands of students in UG and PG courses
The centre is one of the first batches of five media centres established by the UGC in 1983. Since then it has been active in
educational video production. Initially, it was mandated to produce enrichment video programmes for television now the focus is
shifted to production of syllabus based e-content web-based learning apart from video production for television.

Facilities available with the centre are - A fullfledged air conditioned studio of about 1200fts, with
multi camera online set-up, Sony XD Camcorders,
Non-linear editing suits. Computer graphics and
animation, multimedia production facilities,
EDUSAT connectivity. Major areas of work
contributed substantially for the enrichment
educational video programmes. Almost completed
UGC curriculum based in video and e-content
programmes in Economics, a major with about 300
programmes. A number of enrichment programmes
produced by the centre won National and
International Awards.
The Centre is planning for direct telecast/webcast of
programmes produced. It is also planning to
associate with the Centre for Distance Education of
the University by introducing e-learning systems
there to improve the distance learning systems.

2nd July 2014 : Data Structure
The programme 'DATA STRUCTURES - 1' gives
an important information about using of data
structures in computer and computer
programming. This programme also covered its
characteristics, types & data-handling. Along with
these information this programme mainly
highlight how efficiently the operations can be
performed with the help of data-structures arrays.
4th July 2014 : Ragamala Paintings
Indian artistic tradition is perhaps the oldest in the
world. Ragamala paintings is a confluence of
different artistic strands. Miniature painting and
classical music. Both enrich each other Ragamala
Paintings are the visual interpretation of moods
and modes of Indian classical music to capture and
comprehend divine qualities of music each
melody was considered as sound form. The
paintings are given names of ragas. This
programme attempts to appreciate this unique
tradition of painting.
8th July 2014 : HIV/AIDS
AIDS is spreading rapidly in our society. It could
be prevented if one takes due precaution. The main
objective of this programme is to inform the
viewers regarding what is AIDS & the
precautions one must take to avoid it.
10th July 2014 : Raag Bageshwari
Episode 5 in our Raag sangeet series concentrates
on Raag Bageshwari, Raag meant to be sung in the
night. This Raag is not as serious or concentrated
as some of the earlier Raags like Yaman and

Bhairav and is more generally used for Thumris
and Dadras. The rhythm misconstructions are
fairly swift and it is an extremely melodious Raag.
Kichlu along with some demonstrators concluded
the programme by singing 7 diff. bandishes.
12th July 2014 : Laser Cooling
In this programme, Dr. Eric Cornell of Colarado
State8 University talks about the ways & means to
cool a gas upto temperatures reaching Nanskelvins
i.e. absolute zero. Behaviour of an ideal gas & the
concept of Red shift & Blue Shift is also discussed.
Incidentally the study of this theory of laser
cooling has been awarded the Nobel Prize in
Physics this year.
13th July 2014 : Solid Waste Management
This particular programme talks of
Wormicomposting as a step towards chemical free
agriculture. The programme brings to light the
harm caused due to indiscriminate use of
chemicals in our agriculture. Along with
explaining the process of producing organic
manure, this episode also talks of the application
of Wormicompositing.
14th July 2014 : Prof. Shiv K. Kumar
This episode of Book Fare Profile: well-known
writer Shiv K. Kumar. It was the death of his
mother that led him to seek solace in words. Shiv
K. Kumar has so far published three novels, six
volumes of poetry, translation of Faiz Ahmed Faiz,
a collection of short stories, a play and general
works of criticism. Kumar is perhaps the only
writer in English who has attempted all the major
queries of Literature.

15th July 2014 : Agricultural Microbiology:
Biofertilizers
The use of fertilisers has revolutionized crop
production system but the possible contribution of
nutrients from fertilisers application to
underground and surface water concern among
soil and environment scientists. Use of bio
fertilisers is one of the many measures suggested
to fight pollution. In this programme, the
beneficial effects of bio-fertilizers (Azospirillum,
Azotobactoer, etc.) are discussed.
16th July 2014 : Fisheries Aquarium
This programme is for carrier guidance on
aquarium keeping. There are various species of
fish either found in the river sea etc. or can be
cultivated in fresh water. Marine Biological
Research Center, Ratnagiri has developed
breeding technique, fish food and method for their
maintainance. It can be developed as a hobby. One
can choose it as a profession or do consultancy.
18th July 2014 : Give Me a Chance
Most visually impaired people who have different
vocational skills and talent have faced problems
with finding employment. This is due to the fears
and ignorance of employers. The programme aims
at public awareness of the real feelings of the
visually impaired of this issue.
24th July 2014 : Earthquake : Engineering
for Common Man
The programme deals with the nature, frequency
of occurrence, distribution and effect of
earthquakes on civil structures and how engineers

are now trying to make structures which are more
earthquake resistant.
25th July 2014 : A Talk on Thalassemia
Thalassemia causes a deformity in the
composition of blood. In some cases the disorder
carries over generations through the genes of
parents. It occurs when both the genes of a pair
derived from either parents are defective. For
some reason, this disorder prevails in the
Mediterranean countries. In our country
Thalassemia is found predominantly among
certain communities such as Sindhis, Punjabis,
Marwaris, Lohanas, Kutchis, Gujratis and
Bengalis. In this programme we discuss
"Thalassemia" and its symptoms, Diagnosis,
Treatment and Prevention.
29th July 2014 : Khadi
Khadi industries have been playing a significant
role in the development of rural economy. Any
study of rural industralization would be
incomplete if Khadi & Village industries will
encourage a new class of skilled artisans and
entrepreneurs. This programme will help the
educated unemployed to start their own units.
30th July 2014 : Structural Variability in DNA
This programme explains the three kinds of DNA
(A, B and Z), characteristics of each - about
variation in DNA conformation and possibilities
because of its flexible structure. The programme
ends with introduction of DNA music - how it is
created.
