Time flies,
there have
been five
editions of
our magazine
present among
readers.
Various issues
and analysis have been presented to
provide satisfaction for you.
Our style presents different
information compared to any other
telecommunication magazines.
We provide writings with more
indepth alongside with our analysis
which objective is to provide
illustration for business actors
and investor nominees concerning
telecommunication industrial
condition in Indonesia.
Actually there are quite many
requests from our readers to print
this ICT Magazine however we
believe digital technology is the
future, print media will gradually be
replaced by online media that is able
to update news every hour, even
every minute, just like what we do
at www.majalahict.com
Due to the above reason,
temporarily we do not print ICT
Magazine. However, we consider this
matter as an input for our future
plans.
Lastly, we will never get bored to
expect inputs from readers in order
for us to be better and better.
Thank you.

t seems that next year there will be many
changes in telemathic industry, trading
regulation and gadget distribution as a result of
IT and telecommunication convergence.
In Information Technology sector there are many
gigantic corporations in the world, such as HP
and Dell. Previously the kings of IT sector were
troubled in competing in the gadget world with
players such as Apple, Lenovo and others, since
convergence with players such as Nokia, Ericson
which were also troubled in competing with
players such as Samsung, LG and others.
So how is the trouble of market in Indonesia?
The market in our country is very large,
approximately 50 million cellular phones in the
amount of US$4.5 billion were imported...amazing.
For instance, Foxconn high officials recently
revisited to negotiate the development of gadget
manufacture in Indonesia together with the
Minister of Industry. They discussed incentives
and how to obtain facility in fulfilling the very
large Indonesian market for certain.
The expectation is a regulation that causes
import to become more difficult for instance at
preliminary stage it must have point of present
in various provinces and others. The objective is
to fight gadget import parallel products which is
illegal.
It is understandable since Foxconn is the largest
product assembly corporation just like Apple.
Foxconn investment (Hon Hai Group, Taiwan) is
not only in Indonesia (the plan is in the amount
of US$5 billion/IDR48.3 trillion), but also in China,
Brazil, India and Europe.
INFORMATION TECHNOLOGY
”
Our local market

amazing.
Samsung does not stand still. It is reported that
Samsung would develop a gadget manufacture in
Indonesia after succeeding with home electronics
equipment assembling products such as LCD/LED
in Indonesia.
Samsung is also preparing with the presence
of Minister of Internal Affairs Regualtion Number
82.2012 and 83 regarding import license which
is tightened as well as our strategy for ITA
agreement which certainly is closely related
Information Technology products.
Therefore it was not a smart decision when
BlackBerry seemed to miscast manufacture plant in
Penang, Malaysia, as well as not to cooperate with
Ministry of Communication and Information related
to the regulation surrounding ITE Law: lawful
interception article.
Large Risk
Indeed, investing in Indonesia is risky considering
the unstable infrastructure, uncertain legal politics
(IM2 Corruption Criminal Act trial case) and
menpower that are often volatile, despite the very
large and lucrative market.
BlackBerry refuses to be left behind. It is reported
that such Canadian vendor would release BB Money
in Indonesia in cooperation with Permata Bank and
PT Agit.
This application will be first launched in the world
in Indonesia, it is understandable considering
Indonesia has the largest BBM market (economic
of scale), therefore it faciliatates an e-money
application (paperless) to be popularized. The
latest BB model launched is BlackBerry Z10 which
adds the dynamic of gadget market in Indonesia.
The news of the next day: South Korean vendor
prepares amunition, Indonesia is like the candy that
attracts information technology business actors,
including Samsung and LG, two giants from South
Korea.
In such news, Samsung recorded sales (electronic
and cellular phone consumers) in the amount of
US$187 billion and rapid growth in South East Asia,
Oceania and Taiwan by 63%, incredible. Certainly
Indonesian market will become more like a sexy
young lady that will be contested by electronic
champions from various countries.

MVNO, Is It Possible
for Indonesia?
M
Arif Pitoyo
14 Majalah ICT
No.05•March 1-15, 2013
VNO had been
implemented
between
Axis and XL
Axiata, however it
only lasted less than a
year. MVNO was also
implemented between
Esia and Telkom Flexi
in DKI/West Java/
Banten areas.
Actually what is
MVNO? MVNO is
a mutual network
utilization cooperation
between two or more telecommunication operators.
This type of cooperation is usually conducted
between an operator which infrastructure has not
been extensive and an old operator.
With this MVNO model, the service providing
company will cooperate with another operator
through MOU pattern in which payments will be made
based on the period of network usage.
In MVNO, there is responsibility separation between
network provider and service provider.
Network provider only provides network capacity
used for voice communication, Short Text Message
and certain technology data communication, for
instance GPRS, EDGE or CDMA EvDO from network
provider.
Through such type of cooperation, service provider
may package its service with its own brand to be
conveyed to its customers.
In Indonesia, there have not been many operators
that show their intentions in selling parts of their
network capacity to also be utilized by other service
providers other than to their customers.
OUTLOOK
”
MVNO may
control
customers SIM
card, mark,
marketing ,
invoicing and
service handling
activities.
In MVNO, competition
will come in terms of
service, among others
by providing certain
added value, for instance
customer service
handling, distribution
channels, and others.
With this method,
actually network
operators will be more
capable to increase its
infrastructure capacity
usage, which all this
time may have not
been optimized since it
could not cover certain
markets.
In Indonesia this MVNO pattern has not been
developed, since cellular operators still consider
themselves as capable of optimizing their own
revenue through service management.
However, in the future, this MVNO pattern is
predicted to develop, not only since the user of
cellular phones increases, but also there are more
specific needs.
In several cases, like quoted from ebizzasia,
MVNO may control customer SIM cards, mark,
marketing, invoicing and even service.
MVNO Benefit
It is undeniable that the presence of MVNO
will provide two benefits for network operators,
namely to enable network operators to attract
new market segment, therefore it will drive their
network capacity optimizing faster and to enable
operators in developing their marketing, sales,
invoicing, relation as well as business handling
efficiency.
However, there is also a negative side, namely
the ability of MVNO to canibalize the exsiting
customers to further be attracted to obtain
service from MVNO, not the network owner
operators.
MVNO is predicted to be more difficult with the
case of IM2. Inter operator joint network usage
could be considered by The Attorney as jointly
using frequency, and this is nuisance. (majalahICT/ap)

be taken into account. One of which is adopting
Long Term Evolution (LTE).
In adopting LTE, The Global Mobile Supplier
Association (GSA) recorded that on January 8,
2012 there were 145 LTE networks that have been
commercial in 66 countries.
For Indonesia, the most important matter is to first
prepare an ecosystem well. Learning from 3G and
Wimax adoption, in LTE adoption all matters from
spectrum allocation policy, standardization, vendor,
operator as well as the community readiness must
be emphasized.
In frequency determination, to this day there have
not been any policy certainty, in which LTE will be
allocated. Despite in preliminary discussions range
2.3 GHz that is still 60 MHz left would be used for
LTE alongside Wimax.
Meanwhile digital dividend at 700 MHz awaits for
2018, when all of Indonesian areas migrate from
analog to digital television.
Indeed the most used frequency range for LTE at
this time is 1800 MHz.
REGULATION
LTE Device at 1800 MHz
In GSA record, 40% of LTE networks that have
been commercial in 145 operators use 1800
MHz frequency. To utilize this certainly neutral
technological policy needs to be applied, and
particularly for condition in Indonesia in 1800 MHz
there is operator frequency allocation that is not
adjacent and unbalanced among operators. This may
be a homework to be solved, and ideally conducted
simulateneously with 900 MHZ band.
Frequency determination also will imply on
standardization, on order for interoperability issue to
run without any constraints.
The ecosystem also needs to see the readiness
of vendor related to the selected frequency
allocation, from BTS up to gadget from users side,
for data access. Meanwhile for operators, operator
trechnological strategy needs to be elaborated in the
future, including to answer when is the right time to
adopt LTE, since it is related to operators’ abilities in
providing budget to change network to LTE as well
as paying spectrum user fee. For 3G additional block
alone, Telkomsel and XL each is obligated to pay
IDR615.87 billion just for 5 MHz. LTE needs at least
15 even 20 MHz.
The role of users cannot also be ignored in the
ecosystem. Socialization and education are highly
needed. The effort in providing comprehension to
utilize data, voice as well as text service by way of
CETAR is required here. Ir

then it is time to determine

ubsequent to the determinaton of 3G winner
namely Telkomsel in the first place and XLAxiata in the second place, Indonesia entered
the broadband era. Broadband era may also be
the mark of the death of SMS or Short Text Message
service.
Message service using WiFi or data popularity era
will overcast SMS which is considered to be obsolete.
SMS (Short Message Service) technology was first
delevolepd by two IT people from Germany and
France Bernard Ghillebaert in 1984. Both of them
were telecommunication field researchers.
It must be admitted, the role of SMS was important
in the history of telecommunication development,
perticularly in Indonesia, since based on the research
done by Majalah ICT last year, approximately 85% of
telecommunication users preferred cellular phones
for SMS or chatting than telephones. From such 85%
approximately 75% come from middle upper class
comprises corporate employees, professionals and
entrepreneurs.
Viewed from their ages, people who like sending
SMS are those who belong to 15-40 year old group,
meanwhile above 40 year old people usually prefer
telephones.
Analysis that may be taken from this case is
that Indonesian people still have shame, hesitation
and reluctance culture towards their superiors or
business partners or any other partners in conveying
messages. They consider written language as more
polite and acceptable compared to conversations
over the phone.
Such heavy weigh SMS senders prefer text
languange than spoken language. Approximately

messages per day said that they preferred receiving
SMS than telephone calls.
However, SMS booming will fade this year, and
gradually will be left by its users. Why?
SMS feature was the prima donna of the world’s
cellular users before smarphone era began. Now,
such feature service has sharply decreased and
begins to be left by its users.
This matter is caused by smartphone users who
prefer to use services other than SMS such as
Whatsapp, Chaton, MSN, Skype, BBM, Twitter,
iMessage or Facebook with the same tariff.
There have not been any official records that say
the use of SMS has decreased. However there is an
indication that strengthens such opinion.
Smartphone that supports the new way of
messaging becomes a serious threat for SMS.
The more people using smartphones brings about
new habit in message sending. People prefer to send
BBM than SMS. The same is true fro Android users.
They prefer sending messages through Whatsapp.
The features offered by messenger application are
far more various and interesting than conventional
SMS. The speed of messages to reach the
destinations up to the presence of emoticons that
reflect the situation of the users are the reasons
why people leave SMS.
The government policy through Minister of
Communication and Information that removed SKA
based SMS service is also considered as causing
people to prefer other facilities. The fee per SMS
that has been applied which is IDR23/SMS is
considered by many as too expensive.
Compare the same with BBM fee or messengers on
smartphones which are free since they are in one
package within subscribed internet data. Certainly
smartphone users will think twice before they send
SMS.
Then what about users of regular features?
SMS tariff increase may cause them to purchase
smartphones and utilize their messenger services,
since at the present affordable android cellular
phones are on the rise.
We do not mean to exagerate the impact of the
nonexistence of free SMS, however such matter may
accelerate the death of SMS, which is predicted to
take place this year. (majalahICT/ap)
