Why is the City Reconstructing Dracup
Avenue?
 The road surface and underground infrastructure along Dracup is at
the end of its life cycle (much of this dates back to 1910)
 Dracup Avenue is the main collection
point forAvenue….before

 New Dracup Avenue infrastructure will
prepare the City to move forward with the
future reconstruction of Broadway
 Enhance the ability to accommodate future
City growth
 The project provides an opportunity to improve
infrastructure to current design standards, thus
improving overall safety and performance
Traffic Plan – Dracup North Roadways
 Dracup North reconstruction started in 2014 with upgrades made to widen
storm channels. This also included the installation of larger water and sanitary
lines
 In 2015, City of Yorkton crews completed a total reconstruction of all existing
underground infrastructure including the replacement of all house services, fire
hydrants and gate valves. This also included a 300 meter section of sanitary
sewer that was tied into the new sewer main in 2014
 Scope of work for 2016 will include a concrete paved roadway from Darlington
to York Road. As part of this, City crews will be doing minor installations
including adding more catch basins and installing new water and sewer services
on the north end of Dracup
 During construction on Dracup North there will be five different phases of
traffic plans to ensure proper access to Parkland College and to residents
adjacent to, and affected by the construction

Dracup Avenue South – Broadway Street East
to Darlington Street East
Design Considerations
 Look at long-term life cycle cost for all infrastructure
→How long will it last?
→How much will it cost to operate over its life expectancy
 New energy efficient street lighting with lower maintenance costs will
be installed
 New lighting will reduce light pollution and concentrate more light to
reflect on the street and pathways
 A paved pathway for walking, running or cycling will be installed
based on the Yorkton Active Transportation Collaborative study
 Roadways will be built for todays needs, but provide for future growth
Dracup Ave South Traffic Plan – West Side
 During the temporary closure of Dracup Avenue South, customer
access to all businesses on the west side of Dracup will be detoured via
8th Avenue
 Detour signs and digital signs will be set up on Broadway Street East
and Smith Street to direct traffic to affected businesses
 The entrance/exit to KFC will be through the Comfort Inn parking lot.
Special PVC mats will be installed on the Comfort Inn parking lot to
ensure there will not be any damage to the existing pavement structure
 The median on Smith Street will be removed to improve traffic flow

Dracup Ave South Traffic Plan – East Side
 During the temporary closure of Dracup Avenue South, customer
access for businesses on the east side of Dracup South will be detoured
from Highway 9
 Detour signs and digital signs will be set up at various locations to
direct traffic to the entrance and exit from Highway 9
 Due to the projected increase in traffic flow on Highway 9, the City will
be lowering the speed limit to 40 km/hour in the affected area
 South bound traffic on Highway 9 will be able to access Dracup Avenue
East businesses via Smith Street
 North bound traffic on Highway 9 will also have access to businesses
via Smith Street as part of the median on Highway 9 will be removed

 Start date: July 1, 2016
 Projected completion date: September 15, 2016

 Project Cost: $4,225,000
Dracup Avenue and Darlington Street
Roundabout
Dracup and Darlington Roundabout
 A roundabout will be installed at Dracup Avenue and Darlington Street
for improved traffic flow
 Due to traffic lane alignments and turning radius, the roundabout is
still in the conceptual design.
 All 2016 Capital projects will be completed on a priority basis
 As a result, the roundabout will be the last project to be started in the
2016 construction season. Completion may be in 2017

 Start date: To be determined
 Projected completion date: 2016 (weather permitting)
 Project Cost: $966,000
Mayhew Reconstruction - Phase One
 Phase one of Mayhew reconstruction will include all roadways and
entrance/exits from Highway 10 to Morrison Drive
 This will include installation of new curbs and gutters. Catch basins
will be installed at various locations to minimize water pooling on the
roadway
 Concrete roadway will be installed on the entire length of this project
 Traffic plan signs will be posted to ensure customer access to all
businesses in the construction area
 Phase one of Mayhew will coincide with the Dracup North Project.
Project scheduling will ensure that Mayhew Phase One and Dracup
North projects are completed concurrently

Highway 10 East to Morrison Drive
Mayhew Reconstruction – Phase Two
 Upon completion of Mayhew Phase One, a new traffic plan will be in
place to accommodate Phase Two
 This traffic plan will close Darlington Street at Mayhew Avenue with a
detour on Franko Drive (as per map)
 The south leg of Morrison Drive will be accessible via Mayhew as
shown on the traffic plan
 Phase two will also include removal and new installation of all curb and
gutter. New concrete roadway will also be installed

 Projected completion date:
Phase One – July 1, 2016
Phase Two – September 15, 2016

Note: Since this presentation there have been discussions with
Linden Square tenants to improve access to their businesses
during the construction period. As a result, a direct temporary
access point from Broadway Street East across from the mall will
be provided during Phase One of construction. The proposed
temporary north access to Linden Square Mall via green space
from Morrison Drive will no longer be necessary.

Questions
Will my business be affected by traffic disruptions?
 Due to the nature and scope of the project, some disruption may occur
 Special detour and directional signage will direct customers to affected
businesses
 The City will make every effort to minimize traffic disruption over the
term of the project
Questions
Will the City be compensating businesses for losses in
revenue during the construction period?
The Provincial Cities Act states that Municipalities are not responsible for lost
business revenue during necessary infrastructure improvements
Questions
Will there be any interruption in Utility Services?
 Potable water: some discoloration may be experienced during hookups
 Sewer: no interruptions
 Gas: no interruptions
 Power: no interruptions
Questions
How will the City provide regular construction
updates?
 There will be regular construction updates via radio ads, print media
and on the City website at yorkton.ca throughout the construction
season
 All affected businesses and residents are invited to call Public Works at
306-786-1760 at any time during construction to voice concerns
