President’s Message

It is about time that we get some good news. In case you haven’t heard, after years of
hard work by a lot of TLA members we are finally getting some help from AT&T regarding
advertising. I got a call from my AT&T representative on May 5 regarding a new directive
that they had just received. The directive says that effective immediately any advertisements in the locksmith section of the yellow pages must have within their ad their state
issued license number. This affects all AT&T advertising whether in print or on the web.
She told me that if a representative does try to send an ad to be printed the art department will automatically reject it, tell the representative to get the license number, if no
number is given there will be no ad placed. Of course, those phone books which have
already gone out for printing will not see the change for a year. Unfortunately I fall in that
category. If I am correct this will stop scammers, unlicensed locksmiths and tow truck
companies from advertising in our section of the yellow pages. Thank you and well done
to all our members who fought to get this accomplished.
On April 30 the Legislative Action Committee met with Keith Oakley in Houston and discussed many ideas of what they would like to bring to the upcoming Texas Legislature for
consideration regarding locksmith issues. The members of the LAC Committee are to
be applauded for all the hours of hard work that they have and will continue to put in to
help see that our interests are not forgotten in Austin. Continue to give the committee
your ideas of how you would like to see the rules updated. It may be too late to add it to
the upcoming agenda, but it will give us ample time to work on it for the next legislative
session.
The upcoming 2011 TLA Convention will be in January next year. Your Board of Directors has already begun working on preparing what we hope will be one the best we have
ever had. In case you didn’t know, it will be at the Houston Westchase Marriott. The
board had a chance to tour the facilities again on May 1. Ideas were flowing as we were
already getting excited about the possibilities of classes we could present as well as
thinking of all the vendors we could see at our trade show. Not everything has been set
in stone yet, so get your ideas in on what type of education you would to see at next
year’s convention. Not only education, but if there is a lock company you would like to
see, we need to know that as well. This is not just your TLA, not just my TLA. This is
OUR TLA. Let’s all get involved.

2009-2010 Membership Meeting Minutes
Plano, TX
March 19, 2010
7:40PM Meeting called to order by John Arnold followed by the pledge of allegiance.
Invocation presented by Billy Garrett. Past Presidents of TLA in attendance were recognized.
Officers Present: John Arnold, President- Troy Maynard, 1st VP- Rick Milliorn, 2ndVPMark Dawson, Secretary- Laura Milliorn, Treasurer- Tom Richards, Sgt at Arms- Jason
Stewart, Parliamentarian- Nick Heath, Membership Director & Acting Editor.
82 Voting members were in attendance at the opening of the meeting establishing the
more than needed amount for a quorum.
The minutes of the 2009 membership meeting in San Antonio were read by Secretary
Mark Dawson. There were no additions or changes and the minutes were accepted by
the board and membership.
The meeting was placed in the care of Professional Parliamentarian Richard D. Hayes
and a quorum of members was confirmed.
By Laws election commenced with Jason Stewart reading each proposed amendment to
the membership.
AMENDMENT 1: Article IV Dues and Assessment: Read, Discussed, Voted and passed
by a 2/3 majority.
New Yearly Membership Dues set at $95.00
AMENDMENT 2: Article VII Meetings: Read, Discussed, Voted and adopted.
TLA Convention could be held in months outside of the first quarter if needed.
AMENDMENT 3: Article IV Dues and Assessment: Read, No Discussion, Voted and
adopted with one member present in opposition.
AMENDMENT 4: Article IV Dues and Assessment: Read, Discussed, Voted and rejected
by the membership. TLA Board will not have the authority to increase dues with a 2/3
vote not to exceed 20% in any yearly period.
Election of TLA Officers:
Nominations by the committee were read by Chairperson Scott Cook. Discussion and
Voting on each individual commenced.
President: Billy Garrett - elected.
1st VP: Troy Maynard – elected
2nd VP: Position open to nominations from floor.
Nominees: Rick Milliorn, Tom Richards & Jake Hall Nominees addressed membership

with brief introductions. Point of Order was raised by Member #768 asking if Rick Milliorn
could serve in the same office again. Mr. Hayes clarified that the by-laws state that the
officer would hold the office until a successor was elected. Also due to the collapse of the
2009 meeting, no election was performed which extended all elected officers terms to two
years. Ballot vote was taken and counted. A majority vote of delegates present and voting went to Rick Milliorn.
Rick Milliorn was reelected as 2nd VP.
Treasurer: Laura Milliorn- elected.
Secretary: Mark Dawson – elected.
Parliamentarian: Don Hiser – Nominated and elected.
Sgt. at Arms: Jason Stewart – Nominated and elected.
Editor: John Helweg – Nominated and Elected
Membership Director: Nick Heath – Elected.
Elections of TLA 2010 Officers Completed
Motion to accept officers reports was made and seconded. Vote approved.
Committee Chairperson Jennifer Williams presented to the membership the findings and
recommendations of the Audit committee. Report was submitted in writing to the board
and signed by all committee members.
The membership voted to accept the recommendations made by the committee.
Webmaster Glenn Koons gave an update to the membership.
LAC Chairman Tom Richards updated the membership.
Mark Dawson announced the 2011 Convention site in Houston.

New Business – None
Guest Speaker David Lowell with ALOA gave an update of some of the activities of our
national association. Scholarships, Advertising, Certified Automotive Locksmith program,
Community College Testing Centers for the PRP, Online Training and the need for Fire
Door Inspectors.
The Longhorn Award was presented to Glenn Koons
The George Robbins Memorial Award was presented to Harry Shear
Good of the Order Recognized Jim Hetchler’s comments.
New TLA Officers Sworn-In for the 2010 Board Term.
Meeting adjourned at approximately 10:20 pm.

believe that half of the year is almost gone and the 2011 Convention is only seven months away. The convention is going to be
HUGE this year with many vendors and great classes!! Your BOD
is working hard to make next year’s show awesome with new
classes as well as new and different vendors showing off their
products at the Expo so make your plans to attend….we can’t wait
to see you there.
Things have been rocking along with many new member coming
on board, your association is growing with new memberships! At
the beginning of this month we had a board meeting at next year’s
Convention site in Houston to start getting things going and setup
for the 2011 Convention & Expo we also voted on and approved

TLA Board Meeting
The TLA BoD meeting was long. We had it at the Westchase
Marriot, which is where the TLA Convention will be held in 2011.
The meeting started promptly at 9:00 A.M. and continued until
sundown. Unfortunately I had to leave early (4:00 P.M.) but the
other board members forged on. We talked about the TLA Lobbyist Keith Oakley and his contract with us. We went over this
years budget, discussed some potential bylaw changes, the TLA
newsletter (Advisor) and a number of other topics.
We took a tour of the exhibit hall where the convention vender
booths will be located. I had a flashback to 1992 because one of
the High School Senior Proms I attended was in the very same
location. It is huge. There is even an overhead door that is large
enough for a semi-truck to pull in. Hopefully our vendors will
make use of the large space and show off some really cool products.
We have some challenges to overcome, but I’m looking forward
to a great year.
Private Security Board Meeting
The PSB meeting was pretty typical. Not too much was discussed that pertained to locksmiths, but there was one agenda
item that we should be interested in. Cothron’s Safe and Lock is
requesting consideration for their locksmith training course completion to substitute for the licensing experience requirements.
Billy Garrett, TLA President, addressed the board and requested
that this issue be referred to a committee comprised of seasoned
locksmiths to discuss the ramifications of allowing their request.
He also stated that he felt there just is no replacement for hands
on experience and that there should still be some field work required.
