A MESSAGE FROM NORM BROWNELL, AFPA PRESIDENT
On behalf of the Alberta Foster Parent Association (AFPA), I invite you to attend our 43rd Annual “It’s
All About Kids” Training Conference, Awards Banquet and AGM.
As a collective of foster parents, kinship parents, Alberta Human Services staff, and Agency staff, we have
the power and ability to help provide safe and nurturing homes that provide children with the tools they
need to grow as individuals and to bring their hopes and dreams to fruition.
We all try so very hard to do the very best we can for children and youth in care. While at times it can feel
exhausting and even leave you feeling helpless, the paths we have chosen are also rewarding and fulfilling.
It makes everything we do worthwhile as we watch the many children who cross our paths succeed and discover what has been,
at times, an unrealized potential. We are all a sounding voice for children and youth in care; therefore we must all grow individually, as well as collaboratively to be the best we can be.
The 2016 “It’s All About Kids” conference is an amazing opportunity to take in training and information sessions which are
second to none in the serene setting of Jasper, Alberta. Our main goal is to have all conference delegates go home feeling
rejuvenated, refreshed and self-assured in the skills and knowledge they came with, in addition to the new ones they will learn.
If you haven’t had the chance to attend one of our past conferences, what better time than now to see what all the buzz is
about? If you’ve been a regular AFPA conference go-er, this year’s line up is sure to impress!

Lorraine was born and raised in Alberta
and began painting at a very young age. She
studied fine art at both Grant MacEwan
University and the University of Alberta.

101/201 – FIRST AID (Part 2 of 2) 6hrs
Presenter: Shay Ford, Health Education
This course is a comprehensive program that prepares
an individual to think, react and improvise when dealing
with time priorities in life threatening emergencies. It
includes treatment for airway obstruction, breathing
difficulties and CPR for infants, children and adults
as well as treatment for bleeding and shock. Skills in
bandaging and secondary assessment will be provided. The
theory component covers heart attack and stroke, signs
and symptoms, and risk factors associated with the above
conditions, as well as diabetes and seizures. The course
is taught using interactive teaching methods (learning by
doing) which promotes greater skill retention and builds
the individuals confidence in their ability to perform first
aid in a real emergency.

STORY OF BRAIN DEVELOPMENT 3hrs (4-part series)

Understanding the core story enables caregivers to
develop a deeper appreciation of their importance
in mitigating the impact of child maltreatment
on brain development and in supporting healthy
development and well-being in children in care.
202 – INFANT MENTAL HEALTH 3hrs
Presenter: Dr. Chaya Kulkarni, BAA, M.Ed, Ed.D
Supporting the unique needs of infants, toddlers and
preschoolers within the foster care system can be
challenging and overwhelming. Often these young children
are placed in care and the new care providers have very
limited information. Developmentally, they are not in a
position to verbalize their past experiences and how these
have impacted them. They also experience just about
everything differently from how an adult or older child
may experience an event. Yet, we know that these early
experiences have a profound impact on short and long
term development. We also know, that when placed in a
foster care situation, the likelihood that a little one has
experienced adversity is high and that such experiences
will impact development and overall health is now a known
fact. This presentation will provide an introduction to
how early mental health is formed and how it sets the
stage for later physical and mental health outcomes. The
presentation will conclude with an overview of how and why
developmental screening is essential for young children
in care and how such screening should be influencing
the daily interactions and supports a child receives.
Participants will be provided with access to resources that
will give them concrete strategies to support those in
their care.
203 – FOUNDATIONS OF CAREGIVER SUPPORT: CHILD
DEVELOPMENT AND WELL-BEING 3hrs (4-part series)

This course will provide you with a solid understanding
of child development and the factors that contribute to
well-being. These factors are critical when planning how
to best understand infants, children and youth. Knowledge
of “typical” development is useful in building on strengths
and identifying gaps; with the overall goal of building skills
and promoting resilience. You will learn what you can do to
foster and promote healthy child development and wellbeing.
204 – WORLD CAFÉ 3hrs
You may be asking yourself what is a world café? The
“World Café” is a structured conversation intended to
facilitate open and intimate discussion. This will help to
link ideas within a larger group to access the “collective
intelligence” in the room. This was found to be an
invaluable tool for learning and growth at last year’s
conference and so we are including it in the lineup again!
During the World Café the room will be set up with a
number of tables, each of which will have a Ministry staff
and a recorder. We know that good work comes from
collaboration, so come and be part of shaping the future
of our world!

205/305 MYER’S BRIGGS 6hrs (Part 1 of 2)
Presenter: Wayne Macfarlane
Myers­Briggs Type Indicator (MBTI): a proven instrument
for building teams through personal awareness. MBTI
uses scientific methods to reveal each person’s life
preferences, allowing to understand how they interact
with others.
• Improve communications by demonstrating the different
ways in which we receive and process information.
• Improve group effectiveness by revealing team
dynamics ­the way your group prefers to interact and
reach consensus, and build teamwork by increasing team
awareness of diverse working, communication, and decision
making styles.
• Decrease conflict by helping team members understand
natural differences that lead to misunderstanding.
Participants will complete and return the Myers Briggs
indicator which then reveals their type. There are a
number of exercises that will be utilized to enhance the
participants understanding of their type. This is a fun and
eye opening workshop, it could even be a “life altering”
moment, it’s up to you, sign up and enjoy!!!!

206 – PHARMACIST: THE SWISS ARMY KNIFE FOR
PHARMACEUTICAL CARE 3hrs (Also offered as 306)
Presenter: Carey Lai, BSc. Pharm
Like the popular brand of pocket knife, the role of
pharmacists has evolved throughout the past century to a
more versatile and adaptable role to meet the healthcare
needs of the public. Contrary to the traditional role of
pharmacists – solely involving dispensing medications –
the modern-day pharmacist has expanded to roles as
immunizers, disease management counsellors and even
prescribers for self-limiting ailments.
In this interactive workshop, Carey will discuss some
commonly encountered problems experienced by foster
parents and how pharmacists can be utilized to enhance
health outcomes. (i.e. Improve Medication Compliance,
Street Drugs and Medication of Abuse Education, meeting
Residential Licensing Requirements).

301/401 – TRAUMA & ATTACHMENT ISSUES
(Part 1 of 2) 6hrs
Presenter: Dr. J. Louise Mackay, PhD, Registered
Psychologist
Being a foster parent is definitely one of the biggest and
most generous commitments that one can make. As you
take on the role of raising these children as your own,
you are often faced with unforeseen challenges; these
challenges will often present as behavioral issues and can
often seem insurmountable. With that said, experts have
recognized that the majority of these behaviors stem
from disrupted attachment combined with early childhood
traumas. Please join Dr. J. Louise MacKay as she
passionately outlines how we can help secure attachment
and fully nderstand how trauma impacts these children’s
lives. Intervention strategies will also be discussed to aid
families in this critical process.
302/402 – BUILDING ATTACHMENT (Part 1 of 2) 6hrs
Presenter: Pamela Thompson, Registered Psychologist
This work shop will emphasize parenting practices that
foster secure attachment in children. Learning the three
“Cs” of healing; connection, consciousness, and calmness,
will provide take home information for approaching
challenging situations with children whose earlier
experiences have affected their ability to form caring
attachments. Participants will learn activities that they
can incorporate into their homes to help children develop
mindfulness skills and social skills that support the brain
development towards healthier attachments.
Learning Objectives;
• To understand our own style of engagement with the
children we care for through a 3 C’s model of healing.
• To enhance a child’s capacity for forming secure
attachment through promoting mindfulness skills in day to
day activities.
• To learn about creating playful environments that
support the brain’s activity necessary for forming secure
attachments.
• To consider strategies for caring for more vulnerable
youth in our care, including LGBTQ youth.

Join Graham and other foster dads in a session where
you will explore topics about fostering that are specific to
men. This session has been successfully held at various

mistrust, rather than an attempt to manipulate or oppose
authority.

This workshop explores how unresolved childhood trauma
affects the development of children, teenagers and
adults. Unresolved trauma ensures that our bodies
and our minds (specifically relating to our brain) are in
an emotionally reactive state thus ensuring that the
relationships we engage in are vulnerable to chronic
stress. Participants will gain understanding of skills that
will help them engage in the process of self- regulation
while also learning to differentiate between relationships
that nurture our brains and our souls as opposed to toxic
relationships that undermine our well-being and make us
vulnerable to depression, anxiety, and addiction. The
session will be structured in the form of a circle to allow
for the traditional drum and Cree indigenous songs to
guide the process of learning together.

understanding of most of the current concerns for
individual users, police services, governments and
businesses:
- Origins of the internet and how its current design can
be a concern for police, governments and individual
users
- Information on “the deep web” and how it is
impacting law enforcement
- The permanency of the internet and the concept of
digital citizenship
- The importance being involved and helping shape your
child’s internet experience
- The importance of having a respectable internet
footprint
- The dangers of having your devices infected by malware
- How online predators target children and other risks
associated with social media
- Offensive material online
- The prevalence of identity theft
- Importance of strong passwords
- The phenomena of cyberbullying
- Gaming pitfalls
- Helpful tips and links for further education, time for
questions

While there are many disorders, this session will focus
on Autism. The presentation will include: what is autism,
understanding the effects, helping us to identify with
feelings (both ours and the child’s) and strategies for
working with Autism.

children will suffer when they come into care and the
unique ways that children best grieve; which is influenced
by their developmental stage, capacity and experience.
You will learn how you can best support your children

405 – A CONVERSATION ABOUT CULTURE 3hrs
Presenter: Derek Chewka, BSW, Regional Manager, Aboriginal
Services and Supports, Human Services
This workshop is developed for those participants who have
asked questions repeatedly only to have a different answer
every time! Derek will share his experiences of being a service
provider to now being in the role of the “Department” and his
learnings along the way. Foster parents are often tasked with
completing a “plan”. There is one for permanency, one to be
successful at school, there is a plan for “when they are at risk”
or a plan when we want to change a behaviour. Then there is the
cultural plan. Perhaps the plan is made with you and the child,
maybe it is already made and handed to you when you enter
the child’s life, then a “Designate” adds some info and tasks, a
relative adds some more and then child says “Do I have to go to
the pow wow? Why do I have to go to the pow wow?” And then
you find yourself on a bus going to the pow wow with your child
who has no desire to be there. And in your mind you wonder,
“Can I take the game boy away or is that breaking one of those
plans?” Or maybe you find yourself in a Case Worker’s office
being questioned because you cut your child’s hair but how were
you to know that broke a custom? The workshop aims to have an
open and frank dialogue about Aboriginal culture and those other
thoughts you had when you find yourself in a circle somewhere
thinking “I just wanted to be a foster parent, how did it get so
complicated so fast?”

in need of long-term or short-term support from
experienced Alberta foster and kinship parents

damages over $10,000.00 caused through malicious
intent by a foster child

Foster/Kinship Home Members: to be eligible for Foster/Kinship Home Membership in this association, any
individual who is licensed by Alberta Human Services or equivalent and who meets the eligibility criteria as
established by the AFPA from time to time may apply for instatement.
Associate Members: Is any individual or agency that is not a licenced Foster Parent but is interested in
becoming a member. *These members may not vote on any matters of the Association.*
Lifetime Member: to be eligible for Lifetime Membership in this association, any individual who has made a
significant contribution to the AFPA and has been recognised by the AFPA, may be awarded this form of
membership.
The membership fee is $50.00 per household per year (one card for each parent will be issued). A fee of $10.00 will be
charged for all NSF cheques. If you would like your membership card laminated, please enclose an additional .75 per
card for a total of $1.50 for a two person membership.
