Great design solutions come from LISTENING. JLG’s best course of action is to actively listen to the vision and
thought that the key users and stakeholders in the RCC have. Through a series of listening sessions and workshops, JLG will invite the RCC stakeholders to participate in the planning process. JLG will guide the community
through the discovery of the RCC’s programmatic needs as well as collaboratively develop a concept for the RCC
expansion that embodies those needs.
As the programmatic needs assessment is occurring, JLG will also be reviewing and assessing the physical condition of the RCC. The engineers of DesignTree Engineering led by Dan Folsom will be working alongside JLG’s team
members to fully assess the mechanical, electrical and site conditions. Scott Ward of Steven Engineering will
review and document his intimate knowledge of the ice systems at the RCC and add this to the growing understanding of the facility. The facility assessment, combined with the programmatic needs assessment, will provide
the City with a full understanding of the direction that the expansion should take.
JLG believes that the right design solution for the RCC will come from the ideas and vision of those that use and
believe in the future of the RCC. During the second workshop, we will facilitate exercises that will allow the stakeholders and users of the RCC to actively engage in the design process. Having community members come along
side JLG designers and share the pen and paper is a powerful way to inform the design team of the community’s
vision for the RCC. This shared experience will form the basis for JLG to generate a design concept that truly is the
culmination of the LISTENING, VISIONING and THOUGHT of the RCC community.
WORKPLAN
PHASE 1 – NEEDS ASSESSMENT
GETTING ORGANIZED
Kick Off Meeting:
• Bring City and RCC representatives together
• Discuss project background and the integration of
the goals identified for the Runestone Community
Center that have so far led to this stage of the planning process
• Discuss successful project strategies and how to
apply them to our project
The following proposed schedule for phase 1
and phase 2 is only an example of the possible
duration. JLG will consult with the City of Alexandria as to whether a quicker or more extended
timeline is appropriate for the process.
• Establish goals for the design process and final
facility
o Determine key use groups and representatives
o Establish Committee representatives and availability
o Others that are identified
• Interview the user groups with representation
from the RCC Expansion Committee to verify their
programmatic requirements
• Assess shortcomings and successes of existing conditions for user groups
• Identify programming goals and prioritize implementation for user’s needs
• JLG and engineers to review existing condition of
facility and site
• JLG to compile preliminary programming information and share with RCC Expansion Committee

o JLG will lead an interactive ranking and prioritization exercise that will enable all groups and individuals to quantify all the goals and needs for the

key users groups.
• Following Workshop #1, JLG will compile the findings from the review of the facility and site conditions as well as the prioritized programmatic goals
and needs from the workshop

these ideas into a single design concept

issues, building layout, and massing

THE STATE OF HOCKEY’S GREATEST RIVALRY
The State of Hockey is home to one of the oldest high
school hockey rivalries in the United States. While
Warroad and Roseau, Minnesota don’t boast large
populations (1,722 for Warroad; 2,879 for Roseau) or
dozens of hockey rinks (2 for Warroad; 3 for Roseau),
they have won a combined 12 State titles and produced
generations of Stanley Cup Winners and Olympic Gold
Medalists. According to NBC Sports, if New York City
generated pros at the same level, the City would have
produced 27,693 NHL players, which is the equivalent
of 41 National Hockey Leagues.
Even though this competition has gone on for over 100
years, Warroad and Roseau can agree on one thing who they want working on their championship rinks.
JLG Architects has renovated and expanded Roseau’s
Memorial Arena not once, but twice, and is currently
working with the City of Warroad to update one of
their facilities. Now that’s a reason to come together.

All photographic images and graphic illustrations provided for project entitled
“Runestone Community Center Expansion“or similar are owned and protected as
property of JLG Architects.
Any use of these images, including but not limited to:
• Printing for any commercial or noncommercial use;
• Distributing, hosting, emailing, or redistributing electronically;
• Remote linking;
• Use in artistic recreations or any collage-based art;
is permitted by the Owner for the sole purpose of promoting the project. Credit must
be given to the Architect via placement of the JLG Logo or the name “JLG Architects” in
any printed, online, or other use. Distribution of these images to other architecture,
construction, engineering, or related firms is expressly prohibited. Other uses of these
image are not permitted without express consent by a Principal of JLG Architects.
A Royalty in the amount of 1% of the total Architectural Fee, or $5,000, based on
which is more, will be charged for each image use that does not meet the above
specifications. Payment of this royalty does not limit any other rights JLG Architects
has regarding use of their intellectual property.
