OXNARD POLICE TO COMBAT ROADWAY DEATHS
AND INJURIES WITH DUI CHECKPOINTS
Drunk and drugged driving are among America’s deadliest crimes.
The Oxnard Police Department
has been awarded a new traffic
safety grant for an anti-DUI program aimed at preventing deaths
and injuries on our roadways.
Additional enforcement measures to combat impaired driving
are coming as a result of a recent
grant awarded by the California Office of Traffic Safety to
Oxnard. The Oxnard Police
Department is dedicated to
Do Hispanic Teachers + Hispanic
Students = Success?
The teacher to pupil racial composition in school on minority
students’ performance in reading
and mathematics might be a factor. Based on date gathered from
over 100 school districts in southern California, results do vary
across different ethnic groups.
While Asian students perform
better in an environment with a
large number of Asians, Hispanics tend to do worse in the set-
ting with students of the same
race. Also, the more Hispanic
teachers there are in schools, the
better Hispanic students do.
Further analysis suggests that
the cultural affinity between
teacher and student is critical to
the success of Hispanic students.
In California, the sharp increase
in the number of Hispanic teachers also tends to coincide with the
number of teachers who have
emergency credentials and thus
lower the overall quality of teachers, which in turn decreases test
scores of Hispanic students. This
finding points to the importance
of Hispanic teachers with adequate training and experience to
the success of Hispanic students,
and has implications for teacher
education policy.*

Poverty and the Educational
System for Latinos
Over 60 percent of all Latino children live in low-income households
Although some Latinos, especially Latinas, are successfully
navigating the American educational system, the majority are
struggling academically and leaving schools without acquiring the
skills necessary to function in the
new unforgiving global economy.
The majority of Latinos face disadvantage and poverty. Child
Trends reports that at the dawn of
the 21st century, Latino children
were more likely than other
groups of children to live in very
poor neighborhoods: "Sixty-one
percent of poor Hispanic children
lived in neighborhoods with a
high concentration of poor residents (a neighborhood where at
least 40 percent of the residents
are poor), compared to 56 percent
of white children and 53 percent
of black children."
While there was some improvement in Latino poverty rates in
the last decade, the recent economic collapse is reversing most
of those modest gains. The most
recent data show that almost 30
percent of all Latino children are
growing up in poverty. And according to the National Center for
Children, 9.5 million children (or
over 60 percent of all Latino children) live in low-income households.

keeping our streets safe through
both enforcement and education.
“DUI affects everyone and it is
our responsibility to make our
roadways safe for our citizens,”
said Andrew Salinas, Oxnard Police Department Commander.
The special DUI Checkpoint
grant is to assist in efforts to reduce the number of persons
killed and injured in alcohol and
other drug related collisions in
the community. The grant activities will specifically target impaired driving offenders as well
as educating the public on the
dangers of impaired driving
through the use of DUI/driver’s
license checkpoints. When possible, specially trained officers
will be available to evaluate
those suspected of drug-impaired
driving.
Drunk and drugged driving are
among America’s deadliest
crimes. In 2010, 791 people were
killed and over 24,000 injured in
alcohol and drug-impaired
crashes in California. Last year,
Oxnard did not experience any
DUI-related traffic deaths, however, 93 persons were injured in
these tragic crashes. Crashes involving alcohol drop by an average of 20 percent when well-publicized checkpoints are conducted often enough. Checkpoints have proven to be the most
effective of any of the DUI enforcement strategies, while yielding considerable cost savings of
$6 for every $1 spent.
“DUI checkpoints have been an
essential part of the phenomenal
reduction in DUI deaths that we
witnessed from 2006 to 2010 in
California,” said Christopher J.
Murphy, Director of the Office
of Traffic Safety. “But since the
tragedy of DUI accounts for
nearly one third of traffic fatalities, Oxnard needs the high visibility enforcement and public
awareness that this grant will
provide.”
Funding for this program is
from the California Office of
Traffic Safety through the National Highway Traffic Safety
Administration.

Animal rights activists protest
bullfighting in Mexico City
About 9,000 bulls are slaughtered every year at rings in Mexico.
About 300 animal rights activists
were removed by Mexico City police when they blocked ticket
booths at the Plaza Mexico in an
effort to prevent people from
watching bullfights at the arena.
Activists from several different
animal rights groups gathered at
the Plaza Mexico and got into a
shoving match with police, who
pulled them away from the ticket
booths so fans could enter the facility, media reports said.
At least four protesters were arrested and the rest continued their
demonstration in the streets.
The Derechos sin Fronteras animal rights group, which opposes
bullfighting, asked supporters to
gather at the Plaza Mexico so they
could form a human chain.
Animal rights groups have been
calling for some time for an end to
bullfights in Mexico City.
The Anima Naturalis group has
staged a number of protests in
Mexico City, with some demonstrations drawing more than 1,000
people.
About 9,000 bulls are slaughtered
every year at rings in Mexico,
where bullfighting dates back to
the 16th century, animal rights
groups say.
Mexico, Colombia, Peru and Ecuador are the Latin American countries where bullfighting is most
deeply rooted.
Chile, however, banned bullfighting shortly after it gained its independence from Spain in 1818, but
rodeos, another target of animal
rights activists, are popular in the
South American country.
Spain to lose a tenth of its
population in 40 years
Continued from page A1
Spaniards’ life expectancy will
continue to increase and by the
year 2051, the average will be 86.9
years for men and 90.7 years for
women, which means almost eight
and six years longer, respectively,
than at present.
Net migration will be negative
again this year by 181,479 people
as a result of the 17.7-percent drop
in immigrant arrivals and a 9.9percent increase in the number of
those leaving Spain, some
558,175 people.
INE notes that the current trend
of Spaniards to emigrate abroad
will continue so that over the next
10 years, approximately 5.2 million people will leave Spain.

‘The Godfather’.
quién mató a quién. Me matarían
si lo hiciera. No soy supermán y
tampoco era lo que pretendía. No
que he hecho”, manifestó.
Schwarz no espera represalias

a EE.UU.

premios Grammy y siete Grammy
