AAEOY 2009 (Feb 21, 2009 - San Jose, California)
On February 21, 2009, CIE/USA hosted the 2009 Asian American Engineer of the Year
award (AAEOY) banquet. CIE/USA presented two special awards in 2009: Dr. Roger Tsien, the
2008 Nobel Prize winner in Chemistry and a professor at the University of California, San Diego
received the Distinguished Science and Technology Award, and Dr. Jeong Kim, President of
Alcatel-Lucent Bell Labs was awarded with the Distinguished Lifetime Achievement Award.
CIE/USA also recognized 13 other visionaries for research and development projects in areas
such as RF photonics, wireless communications, naval architecture, biochemical engineering and
the environment.

METS 2008 (November 17-19 Taipei, Taiwan)
22th Modern Engineering and Technology Seminars (METS) was held in NTUH International
Conference Center, Taipei from 11/17 to 11/19/2008. This bi-annual international conference was
co-sponsored by CIE/USA and CIE/ROC and has gone through its 42 years history. In the past
four decades, it played a major role in the transformation of Taiwan from an agriculture society
to a highly industrialized society.
To meet Taiwan’s future challenge of perpetual growth, how to create a humanized society in a
digital era and development of energy and communication technologies in a high oil price era are
two main topics in Taiwan. To address these challenges, the theme of this year’s METS is
defined as “2015 Taiwan Innovation Outlook”. Five sessions with forward looking subtopics are
proposed. They are:

After three days’ fruitful discussions, a final report was generated to be presented to the
government for reference. In the closing ceremony, Dr. S. C. Shieh (Executive Yuan Secretary
General) received the report in representing the Premier Chao-shiuan Liu. He also thanked all
participants’ contributions. On 11/19, all committee members and speakers visited the
Presidential Office and presented the final report to the Vice President, Vincent Siew in
representing the President Ying-jeou Ma.
As said by the President Ma in his congratulatory message, “The 22nd METS gathers experts
from the US and Taiwan to discuss and exchange knowledge on key advance technologies and
global issues. This marks a major milestone.”

2008 Year Activities
As the founding organization of CIE-USA before the National Council was established, the
primary objectives of Chinese Institute of Engineers-USA Greater New York Chapter (CIEUSA/
GNYC) are to promote the well being of the Chinese engineering community in the United
States and abroad, and to enhance networking and communications among engineers and
scientists. The 2008 Chapter activities are highlighted below:
Annual Convention
The Annual Convention was held on November 8, 2008 at Newark Airport Marriott Hotel. The
theme was “Achieving Sustainable Prosperity Despite All Odds”. The convention included a
plenary session, 7 technical sessions, a forum, and a dinner banquet. In the plenary session, Dr.
Ralph T. Yang, University of Michigan Chemical Engineering, gave speech on “Hydrogen
Storage Materials Research”, Dr. Jay Lee, University of Cincinnati, presented “Innovating the
Invisibles: Dominant Innovation in a Changing World”. The technical sessions were divided into
Virtualization, Wireless Networks, Medicinal Chemistry in Drug Discovery, Wounded
Capitalism - Challenges of the Financial Crisis and Their Impact to Financial Engineering,
Emerging Computing Technologies, Media-Centric Network Design -- A Unified View, and
Career Tracks and Leadership in Finance and Financial Engineering. Ms. Anna Wang gave the
luncheon keynote speech on “The Everlasting Pearl Buck”. The topic of the forum is WiMAX
and LTE Developments and Applications. In the dinner banquet, Ms. Mary Chan, President of
Wireless Networks, Alcatel-Lucent Inc., gave keynote speech on “Innovation at the Heart of the
Wireless Industry”. In the award ceremony, Ms. Mary Chan, President of Wireless Networks,
Alcatel-Lucent, Dr. Jay Lee, Chair Professor in Advanced Manufacturing at the University of
Cincinnati, and Dr. Bao-Shuh P. Lin, General Director, Information and Communications
Research Labs received Distinguished Service Award. Dr. Ralph T. Yang, Dwight F. Benton
Professor of Chemical Engineering University of Michigan Chemical Engineering received
Distinguished Achievement Award. Dr. Chein-Chi Chang, CIE-USA/GNYC President (2007),
received Institute Service Award.
Student Awards

10 high school scholarship and 7 high school excellent awards were given to outstanding students.

1 first prize, 2 second prizes and 4 third prizes were awarded to winners of the 2008 CIE-USA/GNYC

2008 Year Activities
The theme of the 28th CIE/USA-SF chapter Annual Conference on February 23, 2008 is “CIE 90
Years” celebrating the foundation of the Chinese Institute of Engineers / USA 90 years ago.
There were three parallel sessions in the afternoon program:
ƒ Emerging Technologies chaired by Dr. Tony Liu,
ƒ Investment Perspectives chaired by Ms. Dora Dong
ƒ Humanities chaired by Dr. Wen Wang.
In the banquet of the 28th conference, Prof. Chenming Hu from UC Berkeley gave the keynote
speech of “Creat that has never been”.
The CIE/USA-SF Technology and Humanity Award winner is Prof. Peter Cheng-fang Wang.
And a slide show was given reviewing the 90 years history of CIE./USA.
In 2008, CIE/USA – SF chapter had several major events after the annual conference.
CIE-SF held an internal spring retreat at Biltmore hotel. Advisor Dr. Gerry Liu and CBA
president Kelly Liu also attended the meeting. The key achievement is the planning of 13 events
in the coming year.
CIE-SF worked with World Journal in April hosting an Asian American Student Speech Contest
on April 20th at World Journal Activity Center in Milbrae.
CIE-SF also conducted a youth program seminar during the 2009 National Engineers Week.

In April 2008, CIE-SF continued the short course series with San Jose State University. This series

On August 17th, CIE worked with NATEA, CASPA, CBA, Monte Jade, CINA, and TAITA to support TAITRA
in organizing the 2008 HiRecruite event in Santa Clara Hyatt Regency Hotel. Hi tech companies,
research labs, universities from Taiwan came for recruiting talents in circuit design, software, system,
semiconductor processing, opto-electronics, communications, bio-technology, etc. Several hundred
talents showed up on the event day.
On May 17, 2008 US-Taiwan Biomedical Engineering Forum was held at Clark Center Auditorium,
Stanford University with the Forum Theme of “Bench to Bedside; The Impact of Engineering in Medicine”.
It was organized by five organizations in SF Bay Area: CIE/USA-SF, Science & Technology Division,
TECO, Chinese Bioscience Association, CASPA, and NATEA; and was sponsored by National Science
Council, Taiwan, ROC.

2008 Fiscal Year Activities
Focused on the mission of promoting professional and academic excellence in the Asian
American community, in 2008 the Chinese Institute of Engineers/USA – Seattle deepened
and expanded its investments in projects and activities across three core areas: community
partnership, educational excellence and professional development.
Community Partnership: Throughout 2008, CIE/USA – Seattle worked with an array of
organizations to build lasting partnerships furthering initiatives benefiting the local
community and our general membership.
Social Organization Partners included the Seattle Chinese Women Association, the
National Taiwan University Alumni Association and National Cheng-Kung University
Alumni association and activities ranged from summer picnic events, to the fall CIE-USA
Seattle banquet and magic show, to winter holiday party and dance events.
Educational event partners included local school organizations including the Bellevue
School District, Northwestern Association of Chinese Language School, The Greater Seattle
Chinese Chamber of Commerce, Bel-Red Bilingual Academy, Washington International
School, Northwest Chinese School, Evergreen Chinese School, Tzu-Chi Academy School,
South Puget Sound Chinese School, Episcopal Chinese School, Chong Wa Chinese School,
Washington Chinese School, Yat Sen Chinese School, Sea-Tac Chinese School, United
Bellevue Korean School, and Seattle Gujarati Cultural Society-Balvikas.
Governmental partners supporting our 2008 initiatives included the Bellevue City Council,
the Office of Congressman Dave Reichert, and the Washington State Commission on Asian
Pacific American Affairs as well as the Taiwan Economic and Cultural Office of Seattle.
Industry partners this year included professional organizations, such as the Greater Seattle
Chinese Chamber of Commerce, as well as commercial sponsors including Microsoft,
Nintendo and Eva Airlines.
Educational Excellence: The second pillar of this year’s activities was in promoting
academic excellence in the Asian American community through our annual programs
including:
Asian Pacific American Youth Math and Science Contest: In partnership with the Bellevue
School District, the Office of the Superintendent, Bellevue City Council and with generous
support from the CIE/USA IBM Fund as well as Microsoft and the Taiwan Economic and
Cultural Office in Seattle, CIE/USA Seattle held its annual Youth Math and Science
program in fall of 2008 at Sammamish High School in Bellevue with calls for entry across
over a dozen Seattle Area school districts. The event, chaired by Dr. Peter Huang, featured a
brand new curriculum and competition framework and was a strong overall success for
attendees, parents and our partner organizations.
Chinese Institute of Engineers/USA - Seattle Scholarship Program: To promote and advance
academic excellence in the local community CIE/USA Seattle organizes an annual
scholarship program recognizing the achievements of outstanding students. The program is
made possible each year through the generous donations of local sponsors and awards to
spring applications are presented each year at our fall banquet to winners in element, junior
high, high school and college level categories.
Professional Development: An array of seminars on professional development
entrepreneurship and technical innovation were held throughout 2008 for the local
community, often in conjunction with local partners.
2008 Seminar Series: Via partnership with the Greater Seattle Chinese Chamber of
Commerce, CIE/USA Seattle made available to its membership and array of talks and
events featuring notable speakers including: Mohit Srivastava, CTO of Faves.com, James
Sun, CEO and Founder of Zoodango, Erica Chung, Partner of General Biodiesel, Stanley
Tsang, Managing Director of Global Sustaining Equity Management, Omar Lee, real estate
developer and owner of the Great Wall Mall in Renton, Washington, and John Chen, CEO
of Playtime Inc.
2008 Annual Convention: This year’s annual convention consisted of two seminar track
sessions, “Women in Technology”, a panel discussion with accomplished women speakers
across an array of industries, and “Crossroads to the Future”, with presentations and
discussions from diverse experts in technology, design, and academics reflecting on
different approaches to making decisions that make the most difference in our careers and
personal lives. The event concluded with our annual banquet keynoted by Microsoft
Corporate Vice President Roz Ho, the company’s first East Asian senior executive.

Association of American Chinese Engineers and Scientists – New Mexico (ACES-NM)
At the end of 2007 ACES-NM sponsored a special winter seminar which was held on Dec. 8,
2007, with guest speaker Bruce Held, Chief of Counterintelligence at Sandia National
Laboratories, speaking on “Espionage in New Mexico.”
ACES NM chapter held its annual general spring meeting on April 19, 2008, special guest
speakers were Mr. Sidney Lu, Officer of the Science & Technology Division of the Taipei
Economic & Cultural Office (TECO) and Mr. Ivan Chen, the Director of TECO in Los Angeles,
CA, who spoke about the programs on scholarship, internship, and research opportunities in
Taiwan. The Young Student Scholarship Awards committee selected and awarded three high
school students (Tony Huang, David Liou and Kevin Liou) each with $250 certificate and one
middle school student (Jason Liou) with $50 certificate for their outstanding academic
achievement. The awards were presented to them by 2007-2007 presidents George Wang.
New board members and officers were elected at the end of the meeting; I_Ming Chen is the
elected president for 2007-2008 terms, Vice President Ken Chen, Secretary Jin Wu and Treasurer
Ruining Kang. Also elected new board members in the meeting include Leo Jaw, Hang Min
Chang and Ting Shan Luk.

On Sept. 13, 2008 ACES-NM held the annual Fall BBQ at Rotary Park and enjoyed beautiful

1. Board of Directors Meeting
An OCEESA Board of Directors Meeting was held on October 8, 2008 at Los Angeles (Figure 2). The
meeting reviewed the state of the association and formulated the following development strategy and
action plans:
A. Development Strategy
a) To further enhance our reputation by perform volunteering work using our expertise and
professional experience.
b) To make connections with government agencies and other professional organizations and
work with them in the areas of public education and outreach activities.
c) To use our unique strengths (mandarin language and our wide spectrum of environmental
knowledge and practical experience) for active participating environmental related projects
and activities, either in China or Taiwan.
B. Action plans
a) OCEESA will work closely with West Virginia University in an on-going air and water
pollution control project in Mainland China. These projects are supported by USAID. And
OCEESA Director Wei-Ping Pan is a co-principal investigator.
b) OCEESA will contact Southern California Chinese American Environmental Protection
Association regarding sharing of members contact information for the purpose of creating a
wider notification network

2. 12th Mainland–Taiwan Environmental Protection Conference (MTEPC)
The 12th Mainland Taiwan Environmental Protection Conference (MTEPC) was successfully held during
the week of October 20-26, 2008 in Kaohiung, Taiwan, ROC. The conference was organized jointly by
National Kaohsiung First University of Science and Technology (NKFUST), Harbin Institute of
Technology (HIT), and Overseas Chinese Environmental Engineers and Scientists Association
(OCEESA). The 12th MTEPC was attended by 246 environmental protection scientists and
professionals – 65 were from Mainland China, 170 from Taiwan, and 11 from OCEESA. A total of 338
papers were presented at the conference – 171 Taiwan, 155 by Mainland China, and 12 by OCEESA. Dr.
Wei-Yin Cheng, Vice President of OCEESA delivered a keynote speech at the opening ceremony, entitled
Climate Change – Causes, Effects and Solutions. Dr. David Shaw and Pao-Chinag Yuan of OCEESA
served as moderators at two round table panels. Other OCEESA participants served as technical session
chairs and other duties.

OCEES was instrumental in organizing the first MTEPC in 1992 which was held at Tongji University in
Shanghai. The second MTEPC was held in 1994 at National Taiwan University in Taipei. Since then,
MTEPC has been held alternately in Mainland and Taiwan and is recognized as the first and the most
successful across-the-strait conferences. As the relation between Mainland and Taiwan is improving,
many across-the-strait conferences were organized without the help of overseas Chinese. However, all
three parties of MTEPC are making efforts to make OCEESA an integral and mutually-beneficial
component of the future of MTEPC.
3. Publications
Two issues of OCEESA Journals and a 2008 OCEESA membership Directory were published in 2008.
They are available on the Association’s web site: www.oceesa.org.
