Incorporation decision postponed until next year

After several months of
town hall meetings and
a vigorous exchange of
information and opinions
about incorporation, the
members of Pelican Bay
have made it clear that
they want additional information before any preference poll on incorporation
is conducted.
The most important information mentioned by
many has been the possibility of resolving the issue
of whether incorporation
could result in Pelican Bay
residents losing the right to
receive non-potable water
from Collier County. Many
others have wanted the
information that could only
be obtained by conducting
a feasibility study.
In the midst of these
discussions, the Foundation
was granted a June 2008
hearing before an Administrative law Judge on our
request that the South
Florida Water Management
District condition a permit
allowing the County to
take more water from the
Pelican Bay wells on the
County being obligated to
continue to supply nonpotable water to Pelican
Bay (see non-potable water
section on our web site
for details). In light of
these developments, the
Foundation Board concluded that consideration
of a feasibility study should
be deferred until we
know more about how the
permitting process will
and our community can
consider the incorporation
issue free from this threat
of the County.

a feasibility study and
play out before the South
Florida Water Management District.
The Foundation has filed
a very persuasive brief on
the merits of our being
entitled to the continued
supply of non-potable
water. If the SFWMD grants
our requested relief to condition any further permit to
the County upon recognition of the County’s legal
duty to continue to supply
Pelican Bay with this water,
this issue will be resolved
gathering community input
for the other required
documents (charter, zoning
laws, etc.), which would
answer the many questions
as to the form and cost of
self governance, can be
considered after we know
more about the non-potable
water issue. Assuming that
the Board decides to take
this step, then, armed with
the facts, the community
can express its preference
whether to go forward.
Obtaining these facts
would be inexpensive —
$5-6 per person.
We know from the outset that we will save
approximatly $4.6 million
in taxes which will not be
paid to the County and for
which we now receive no
services. How much will it
cost to provide the services
to control redevelopment
in our community and
the issuance of building
permits, pass our own
zoning ordinances, obtain
any additional police
protection we desire, etc.?
Any excess left over could
be saved or spent for
additional services we
want but cannot get from
the County. If a feasibility
study shows that there
are significant excesses,
and if our community
does decide to incorporate, it would be our decision as to how to spend
that excess.
We should also determine
whether there are other
risks of incorporation that
need to be considered.
We can only come to a
rational conclusion on this
important decision by
knowing all the facts. The
first fact we need clarity
on is our ability to stop
the County’s illegal threats
on non-potable water.

bring into the Commons
office their invoices dated
April, 2007 through March,
2008. Those invoices are
tallied, a 10% discount is
calculated based on the
month(s) of service(s) and a
check is cut at that time. If
a resident puts their service
on “vacation hold” only
the month(s) of full service
are eligible for rebate.
If a resident will not
be in Naples during this
timeframe, they may mail
in their invoice(s) for rebate
to my attention. A check
will be cut and forwarded
via U.S. Post.

After delays, Pelican Bay Boulevard
will not be resurfaced

Plans to resurface Pelican
Bay Boulevard have hit
a snag.
Last May, Collier County’s
Transportation and Maintenance Department advised the Pelican Bay
Services Division (PBSD)
that although Pelican Bay
Boulevard had been microsurfaced in 2006, the contractor would be doing the
work again because the job
did not meet specifications.
Micro surfacing involves
adding a sealer-like substance to the roadway
to increase its longevity.
It costs substantially less
than resurfacing.
According to Collier
County road Maintenance
Superintendent, John Vliet,
and community liaison
Connie Deane, several of
the contractor ’s microsurfacing jobs throughout
the county did not hold up
as anticipated.
“When it was originally
micro-surfaced, some other
areas had issues,” says
Deane. “We assumed that
Pelican (Bay Boulevard)
would also need (to be
corrected).”
Transportation officials
concluded that the microsurfacing would take place
in May or June, depending
on the contractor’s schedule.
Members of the PBSD
and the Pelican Bay Foundation agreed that if the
county planned to microsurface and re-stripe the
boulevard, it would be an
opportune time to add
a bike path if residents
approved. However, since
the Foundation had just
hired transportation consultants Kimley-Horn one

would be difficult. The
Foundation and PBSD
asked the county for a sixweek extension before
roadwork would begin,
which the county granted.
Originally, Kimley-Horn
planned to conduct an eight
month survey to suggest
possible bike path solutions.
“The bike survey was
accelerated because of the
county’s resurfacing plan,”
says Foundation President
Jim Hoppensteadt, adding
that because of the steppedup time table, the transportation consultant completed the study in just
two months.

information about three
recommendations by
Kimley-Horn was distributed to residents through
a mass mailing, an email
blast, and postings on the
Pelican Bay website and
the community television

preference for creating bikes
lanes by changing Pelican
Bay Boulevard to one lane
each way, with six-foot
wide bike lanes and buffers.
Project planners and the
Foundation Board supported the latter option.
According to Hoppensteadt,
more than 2,700 residents
responded to the survey.
The majority did not
support the recommendation, and, in fact, did not
want any action taken.
“I think a lot of people envisioned that there would
be some other option
for the bike path,” adds
Hoppensteadt. “Many people
wanted better bike paths,
but not at the expense of
giving up a lane of traffic.”
Hoppensteadt concedes
that some residents have
been upset that the bike
survey was done so quickly
and during the summer
months, when part-time
residents could not participate fully in the decision making process. He
adds that a lot of people
were not aware of the
county’s micro-surfacing
plans, which directly impacted the timetable for
the survey results.
Plans fall through
Coleman Connell, PBSD
chairman, says his committee remained in contact
with the County Transportation Department. Members were told the resurfacing project would
be delayed until October,
then December. Ultimately,
the county decided that
there was no need for
the resurfacing.
According to Deane, the
community liaison for the
Collier County Transportation Services Division, it
took several months for
the contractor to finish
other scheduled jobs and
return to Collier County,
which is the reason for the
delays. During those seven
months, county transportation workers re-inspected
Pelican Bay Boulevard,
determining that the overall
micro-surfacing was adequate. There were only
a few places on the roadway that would need to
be fixed because of unusual wear and tear. Deane
says those corrections
have already been made
by the contractor, who
has been cooperative with
the County.
“It was a set of circumstances that didn’t
turn out as one had thought
it would,” says Coleman,
adding that county officials
did nothing wrong.
At the moment, the
county does not have a
timetable for when Pelican
Bay Boulevard will be
resurfaced or micro-surfaced again.

Chickee hut update
The chickee hut at the South Tennis Center
was recently removed due to structural
concerns. Last year, the Tennis Advisory
Group formally requested to replace the hut with a restroom and equipment
storage facility. Therefore, the area will be on hold and shade umbrellas will be
placed around the tables until approval of that request.

resolution (albeit late in the year!), and that is to make sure that
your mailing information is current with our office. Keeping your address for mailings
current is very important as we send out vital information regarding the goings-on
in the community. If we don’t have the proper mailing address when you are not in
residence in Pelican Bay, we can’t keep you informed!
Another crucial piece of information that we need is your email address. Often times,
when we need to provide information quickly, this is the most effective means.

Summer is coming and
your Restaurant Committee
has been busy planning
some fun events for you.
We’ll bring back some old
favorites, and add some
new events to spice it up a
bit. And we are in the
process of planning events
for the whole up coming
year, hoping this will better
assist you with your
planning, as well.
Before we move on,
we’d like to take a minute
and share some really
astounding numbers with
you. Last February (2007),
we served 25,250 meals
during the month. This
year, our preliminary numbers indicate we served
a tad over 33,000 meals.
That’s a whopping 33%
increase in the number of
meals served during the
month of February. And
we are seeing that across
the board! We do not
have all the final tallies
yet for the February and
March numbers, which are
traditionally our busiest
months, but we expect
them to be in line with the
preliminary estimates of
33% growth. These are
really incredible numbers!
And we hope they reflect
the new menus, upgraded
wine selections and better
service we’ve worked
so hard to provide to
you. As always, your feedback is appreciated. Please
keep filling out your
comment cards. We read
each card received.

Editor’s note — Incorporation process
In 2007, the consideration of incorporation was initiated by the Pelican Bay Property
Owners’ Association (PBPOA) which engaged consultants, conducted a Town
Hall meeting, and initiated two surveys — a ballot poll distributed through the Pelican
Bay Post, and a contracted third party phone survey. They reported that 55-60% of
respondents to the two surveys supported getting more information about cityhood
and self-rule.
Based on their findings, the PBPOA, requested the Pelican Bay Foundation become
involved in the process. The Foundation Board agreed to participate in a meeting of the
boards of the three primary organizations within Pelican Bay. At that meeting, the
combined boards of the PBPOA, the Foundation, and the Pelican Bay Services Division
(PBSD) approved creating an independent Joint Steering Committee on Incorporation.
This committee consisted of two members from the Pelican Bay Foundation board, three
from the Pelican Bay Property Owners Association board, and one from the Pelican Bay
Services Division board. The express purpose of the committee was to collect, analyze
and communicate information to the community. The PBPOA and the Foundation
agreed to jointly fund the activities of the steering committee. The PBSD could not
participate in the funding of activities due to governmental restrictions.
The Joint Incorporation Steering Committee conducted a series of fact-finding meetings
and interviews, and engaged Florida Gulf Coast University (FGCU), in conjunction with
LaRue Planning & Management Services, Inc. to compile a report “Understanding
Incorporation”. A series of Town Hall meetings were scheduled, and a special mailing
was created to distribute the FGCU study to the entire community, and respond to
corresponding community questions.
As the function that the Joint Incorporation Steering Committee was established to
accomplish is coming to an end; the PBPOA has voted not to fund further incorporation
activities until the non-potable water issue is resolved; and the Foundation Board has
committed to resolving the non-potable water issue before giving further consideration
to incorporation.
The Foundation has repeatedly announced that control of our beaches has been
established when the Foundation secured a complete assembly of title information to
show that the title in the berm is in the Foundation, thus preventing any public access.
Incorporation is suggested only as one additional layer of protection against any attempt
by the County to use Eminent Domain to acquire access. One Town Hall meeting held
on February 4th was devoted to the need for incorporation with presentations by Henry
Price and Ted Raia and questions from the audience. The tax savings presented at that
meeting has not been refuted by any information presented since that time. A Town Hall
meeting on March 18 th featured presentations of the negative aspects of the Marco
experience and the former Mayor of Fort Myers Beach.

To begin with, we ask the
question — what’s the
rush? We are told that if
we were to incorporate,
the process requires state
legislative action and approvals and that the
Florida legislative calendar
requires that we move
quickly to meet their yearend legislative deadlines.
In our opinion, these self
imposed so called deadlines
are unrealistic. To rush this
process because Incorporation advocates want to
meet State legislature deadlines, is a rush to judgment,
and a formula for disaster.
Concerned Citizens joins
many in the community,
including those CCPB
candidates running for
election to the Foundation
Board, as well as the
Property Owners Association
Board, who are questioning
the fiduciary wisdom of
proceeding with expensive
incorporation consultants
and studies until the nonpotable water issues are
both understood and resolved.
We join with those that
believe that in the interim,
no monies should be spent
on Incorporation pursuit.
In addition, we believe
that even if a favorable
water supply decision were
to be obtained, the justification for the pursuit of
incorporation by those
promoting this change has
not been addressed. We are
being buried in information on
the “how” of incorporation,
and nothing on the “why” of
incorporation. The simple
question as to “the why” or
the need for change remains
unanswered. What services
are we lacking? Are our
fire and police protection
services inadequate? What
infrastructure problems are
we not able to address
within the frame work of
our Pelican Bay Services
Division and our MSTBU
governance capability?
Assuming we have a Foundation Board in tune with
the needs of the community
and a Board responsive
to it’s electorate, what
Foundation community
needs are we not able to
provide if the community
so desires?
The bugaboo of “the big
bad county” — is constantly
being used to unnerve those
of us who are concerned
with controlling our beach
access and is being used to
promote incorporation.
Rumors abound and half
truths are used as scare
tactics. It’s time for the
Foundation to clarify the
subject of the control of the
beaches in a professional
and legal way, for once and
for all time. A task force on
this subject should be
formed to separate fact from
fiction. If there is good news,
let’s hear it. If there is bad
news, a plan of action
should be developed to
protect our interests, if in
fact they are in jeopardy. To
suggest that incorporation is
a solution lacks creditability
and needs to be validated.
Unfortunately, the incorporation information
flow to the community
from the first Town Hall
sessions appear to be
blatantly one sided in favor
of incorporation. For
example, how can the
Foundation hired consultant suggest that tax
savings will accrue to our
citizens when most professional incorporation
experts recommend that a
community not use tax
savings as a rational for
incorporation? Considering
the complexity and scope
of the financial issues
involved, comments regarding financial projections as
pertains to Pelican Bay as an
incorporated community
have not been adequately
studied. Any financial commentary at this stage of the
process is lacking in validity.
In addition, we question
why the Foundation’s
Incorporation Committee
operates behind “closed”
doors and does not allow
interested community citizens to attend and observe
their deliberations.
There are obviously many,
many more questions to be
answered on this subject.
Concerened Citizens is
committed to challenging
the data and asking the
hard questions. We believe
that given the true facts,
the citizens of Pelican Bay
will determine what is best
for our community.
We close this perspective
with an additional observation to contemplate.
It is somewhat ironic
that when the Annexation
advocates were beating
their drum for becoming a
part of the city of Naples,
that the size of the political
governing unit was touted
as being “all important.”
Much was made of the
premise that Pelican Bay
would be a part of a larger
municipal entity and that
being “larger in size” was
the key to our interface with
the county. Big was better!
Why is it that those who
were then promoting annexation and are now on
the incorporation band
wagon are now suggesting
that a smaller Incorporated
Pelican Bay — is better.
What dramatic turn of
events has brought on this
new revelation and change
in philosophy?
Yes — one does have
to wonder, what is the
motivation behind all this
activity?

Thank you for taking my
call last week and suggesting I write regarding
correcting an issue raised in
the article by Irving Kahn.
First, as I indicated, the
“Pelican Bay Annual
Member Guide 2008” was
really a pleasure to read,
and I would endorse it to
be continued. Secondly,
I thought Mr. Kahn’s
recollection of the history
of Pelican Bay was, for the
most part, very informative.
I must take exception to
his description of the facts
as related to Bay Colony
on page 56.
Westinghouse Communities was attempting to
establish in their Pelican
Marsh Development, a highend community of eighty
(80) homes, surrounding
a new golf course, to be
called “Bay Colony.”
At the outset, five (5) Bay
Colony homeowners, I was
one of them, objected to the
name and instituted a legal
action to prevent the nonPelican Bay community to
be called “Bay Colony.”
After numerous negotiations, a settlement was
reached. The Pelican Marsh
Community of eighty (80)
home sites was to be named
“The Golf Estates at Bay
Colony.” The eighty (80)
homeowners would have
access to Bay Colony, as
club members, without
the benefit of entry gate
“clickers.” They would
have to identify themselves at the gate for entry.
They could then use the
club and use the beach.
They would not be Foundation members.
As a further concession to
the plaintiffs, Westinghouse
agreed to cancel plans to
build a high-rise residence
where the tennis courts
are presently located. They
also agreed to enlarge
the Bay Colony Beach
Club by 50 percent, at
their expense.
The key point necessitating correction is our legal
expenses were approximately $40,000, of which
only $10,000 was paid by
the PBPOA.
Let me quickly add, we
were most grateful for
PBPOA’s support. The
remaining $30,000 in legal
costs were borne primarily
by the plaintiffs and a
number of Bay Colony
homeowners.
Thank you for the opportunity to correct the facts
in what was a most important issue at the time.

It’s a shame that a minority of residents are trying to de-rail the incorporation study. It
is especially disturbing since they are doing so before the citizens of Pelican
Bay have the opportunity to evaluate each and every advantage and disadvantage of
becoming a town or village. While it’s only one person’s opinion, I get the impression
that in the eyes of this vocal minority, not just the incorporation process, but just about
everything the Pelican Bay Foundation Board does, or wants to do, is wrong, the facts
be dammed. Maybe I’m wrong. I hope so.
By way of analogy, picture a judge telling a jury that a person is worthless and must
be found guilty, all before that jury has had an opportunity to listen to and evaluate all
of the evidence. It makes no sense.
With this in mind, let’s move ahead with the incorporation feasibility study. (The cost
will be only about seven dollars per person). Once the evidence has been collected and
published, we can vote “yea” or “nay”. Following this route, whatever the result,
at least each of us can look back with the confidence, that we not only had the
opportunity to vote, but that vote was based upon a complete, solid, foundation
of evidence.

To the Editor:
Incorporation will disenfranchise about 50% of the homeowners of Pelican Bay, as I
am, since we are not domiciled in Florida. These non-official residents thus will be unable
to vote in municipal elections and harkens back to the phrase “taxation without
representation”. This leads me to believe that incorporation has the potential to damage
the sense of community that currently exists.
I also believe that the Foundation Board did not pick truly independent consultants to study
the pros and cons of incorporation. It now seems clear that a majority of the Board wants us
to become a municipality. The first consultant, John Canada and Ass. performed a feasibility
study. A feasibility should be a study of whether or not it is possible to do something rather
than to show pros and cons. In fact, Canada’s report did not show any negatives.
The next consultants were the Florida Institute of Government at FGCU and Jim Larue.
I can’t imagine a government institute thinking that a new government entity is a bad
idea. And googling Jim Larue indicates that he has served in various...capacities for
municipalities in Florida so he seems rather wedded to municipal government. Neither
of these consultants indicated one negative point about incorporation.
Finally, I understand it has been difficult to get residents to run for the Foundation (except
this year with nine candidates probably because of the controversies). If this is true, how
can we expect to get other residents to run for municipal office? I suspect that our dreams
of lower taxes will be offset by having to hire administrators who probably will not be
Pelican Bay residents.

Our beach restaurants have been thriving this
winter, because the food operation has found a
terrific formula for creating a super menu, great
food and a very enjoyable wait-staff. We’ve got
wonderful young people from far off places like
Brazil, Durbin South Africa, several Eastern European
countries and from the U.S., adding a freshness to our
service at the beaches.
Chas, our food and beverage director, has pulled
together a highly experienced team to make the beach
a enjoyable and worthwhile experience for all three
meals daily.
Since Easter is very early this year, March 23, the
beach restaurants ask that you keep our operations
in mind following Easter, for lunch or dinner. The
spring weather, the longer sunlight, and the terrific
food, will be perfect for gathering with your friends,
family or guests. We need your focus on the beach
restaurants for the coming slow season, but let’s face it,
with this new approach to food and service, there is
no better place in town than the beach restaurants.
The atmosphere is the best, the food excels and the
prices are reasonable.

The most valuable Pelican
Bay assets are our private
access rights to our berm and
boardwalks to the beach.
If our rights are impaired by allowing berm/
boardwalk access to nonresidents, our property
values will suffer significantly more than any
possible potential tax or
other savings.
A senior Foundation
board member stated that
public access is not a
problem because our association owns the berm and
boardwalks. I discussed this
with an attorney involved
with an analogous Greenwich CT beach privacy issue
(see below). As Pelican Bay
owners, our concern should
be that a Florida court
might rule that exclusion of
our berm/boardwalk from
our new municipality is
just a façade and involves
a sham designed to exclude outsiders.
Before we proceed further, we should get reputable independent counsel
(acceptable to the pros and
cons) to opine on whether
our berm/boardwalk assets
are legally separable and
defensible. This unfortunately entails Florida/
federal constitutional law,
municipal law, and land use
law. It is not analogous to
joining Naples.
Unless we are able to
safely separate the legal
ownership of our berm/
boardwalk assets from a
newly formed municipality
so as to be “bullet proof”
from lawsuits, incorporation
becomes a dangerous move.
(Greenwich CT owns and
operates Greenwich Point,
a 144-acre park and beach.
Greenwich lost a lawsuit
brought by a non-resident seeking to void the
Greenwich ordinance that
restricted access to its
park/beach to Greenwich
residents only. The legal
arguments were complicated but eventually
the Connecticut Supreme
Court decided that the
Greenwich ordinance violated the state constitution
on the ground that the park
and beach constituted
a public forum site to
which a municipality could
not restrict access based
on residence.)
We should not proceed
with incorporation until we
are satisfied that our berm/
boardwalk access is fully
protected from potential
access-seeking lawsuits.

old U.S.A., I would be
remiss if I missed out
mentioning the good old
south in any accent discussion. The land of Dixie.
Where Gone With The
Wind and Tara had its toots
long before Hollywood.
Where the Swanee River
slowly wends its way
along every byway. Where
the folks along the
way speak in a pattern that
the rest of the country
would call a southern
accent. Not to a southerner,
I dare say. They gracefully,
slowly, and in a flowery
manner express a simple
“Yo’ All” magnificently.
Have I made my case?
Who knows? I’ll leave it
to the Accent Mavens.
I do know, however,
that coming from South
Brooklyn, and now living
in retirement in South
Florida, I can honestly be
a self-proclaimed son of
the south and speak from
the south side of my mouth.

“packing the cat”. Is that
an accent? No way. Just a
broadening of the letter
“A”. Stretching the vocal
chords if you will.

seems to be any number of
accents in the air: Cockney
Jordie, Liverpudlian, stiff
upper lip, British British.
Each one is only an accent
to the other one. And
especially not to a Cockney,
where home is ‘ome and
guv does not mean one is a
real governor. Oh, you
know what I mean.
And what about those
Yanks who plan to travel to
enchanted St. Patrickland
(Ireland) or beautiful
Scotland. Will you hear an
accent from anyone there?
Or just a delightful singsong way of speaking that
sounds lyrical. The lyrics
have a lilt, but I’m not
sure you’ll have a clue as
to what is being said. (Hard
to understand is what I
mean). Not to an Irishman
or Scotsman.

are eligible for the rebate program.
Procedure:
April 1 st -15 th , 2008 residents bring into the Commons office their
invoices dated April, 2007 through March, 2008. Those invoices are
tallied, a 10% discount is calculated based on the month(s) of service(s)
and a check is cut at that time. If a resident puts their service on
“vacation hold” only the month(s) of full service are eligible for rebate.
If a resident will not be in Naples during this timeframe, they may
mail in their invoice(s) for rebate to my attention. A check will be cut
and forwarded via U.S. Post.
The Commons office will be open for processing of rebates as follows:

The Sixth Annual Art Show was held at the Community Center with an opening
cocktail party on Friday evening, March 7th.
The show was open from 9am-5pm on Saturday and Sunday, featuring the outstanding
talents of 130 artists, sculptors and photographers from Pelican Bay.
At least 300 people attended the opening and both of the days following saw a record
number of visitors.
This was a wonderful show of talent that exists in our community. Those attending
were amazed to see such variety. They also had an opportunity to discuss the art on
display with each other as well as the show participants.

“A place to learn, a place to remember”
Ah-Tah-Ti-Ki

On February 25, forty Pelican Bay Women’s League
members and guests traveled deep into the Seminole
Indian Reservation east of Naples. Aptly titled, the Ah-TahTi-Ki Museum provided an appropriate setting for the
PBWL Lunch and Learn program, which on this occasion
became a cultural and historic experience with and about
our neighboring Seminole Tribes. At the state-of-the-art
Museum, a five-screen movie theater and a variety of
exhibits and life-sized dioramas told of the Seminole Indian
lifestyle, their economic bases, and their wars.
On the 1.2-mile-long Nature Trail behind the Museum,
we saw natives demonstrating traditional crafts, including
beading and woodcarving. A Seminole youth showed how
he made the implements and played their game of
“stickball”, a game somewhat like tennis, but no net, and
a very small racket with only two leather thongs as strings.
We observed many plants and learned of their medicinal
and other uses.
Our lunch was a picnic in a wooded area behind the
museum, and at the end of the day some in the group
purchased native crafts and jewelry. Upon returning,
many participants commented that the day was both
interesting and worthwhile, “a valuable experience,” just
a short ride from Naples.

safely return to Naples

How to cram a fabulous,
fun-filled, awe-inspiring
trip to the KSC (that’s
Kennedy Space Center for
the uninitiated) and St.
Augustine into a few paragraphs is almost impossible,
but this author is going to try.
Forty-eight Pelican Bay
Women’s League members
and guests returned safely
after their 3-day, 2-night
journey to Florida’s east
coast. The KSC was enjoyed
in two half-day segments.
There were two 3-D IMAX
movies which were absolutely wonderful — Walking on the Moon and Space
Station. In both of these, you
felt like you were really
participating with the astronauts. The rockin’ n’ rollin’
of a space shuttle launch
was undertaken by more
than a few brave people in
our group, including this
“chicken hearted soul”.
Many of us took the bus
tour which took us to the
LC-39 Observation Gantry
where we saw the next
shuttle being prepared for
launch! On the front side of
Vehicle Assembly Building,
you see an American flag the
size of two football fields,
with stars six feet across and
stripes eight feet wide. It was
another spectacular sight!
The tour then took us to the
Apollo/Saturn V center,
where we viewed and
walked around the 363-foot
rocket used to propel astronauts to the moon, went to
the firing room theater which

and then on to the lunar
theater which depicts the
first moon landing. The
Saturn V was truly an engineering masterpiece and its
size is staggering!
The last stop on the tour
was The International
Space Station Center where
we got a closer look at the
Space Station components
as they are prepared for flight.
This space station
truly demonstrates
how 16 nations
working together
can build something for all
humanity, crossing international
borders and ideologies. I think there are
at least a few of us who
secretly wished we had
become astronauts! Visiting the KSC and touring
all it has to offer makes
you proud to be an
American, bringing a tear
to your eyes, a chill up your
spine and goose bumps
on your arms.
We traveled to charming
St. Augustine, the oldest city
in America. After checking
into the Hilton Hotel, the
smallest in its chain, we
enjoyed a wonderful meal
together. We awoke to a
bright, sunny, but somewhat chilly day and took a
one-hour trolley ride which
showed the highlights of
the city, to which many of us
later returned for further
exploration. Flagler College,
the former hotel built by
Henry Flagler, was spectacular. The old fort, the
Castillo de San Marcos, was
a reminder of Spanish days
gone by. Of course, there
was the Fountain of Youth,
Spain’s landmark claim to
all of North America (no,
I don’t look or feel any
younger). Other attractions
were the Lightner Museum, Zorayda Castle, and
Hypolita and St. Georges
Street, the historic walking
mall. I think the governor
was probably delighted
that many of us were able

to jump start the Florida
economy. Matter of fact, I
thought I overheard someone say the mayor of St.
Augustine was going to
lower the city flag to half
mast when we were leaving (I’m joking of course).
Along the way, we encountered more than a
few of the 500,000 bikers
(motorcyclists) who were
heading to “Bikers’ Week”
in Daytona and environs.
This League trip embodied the wonderful
juxtaposition of the new,
scientific, and futuristic
components of the KSC
with the old, historical city
of St. Augustine which had
many of us truly valuing
this journey. We realized in
a whole new way that this
“torch shall pass to the next
generation of Americans”

grandchildren, great grandchildren and more.

7, saw the PBWL annual
bus trip to City of Palms
Park to watch the Red Sox
lose (sigh) to the Twins 7-2.
That was the only part
of the day that wasn’t
perfect (and then only if
you were a Red Sox fan).
Our group dined under a
tented pavilion on ball
game fare of hamburgers,
hot dogs, and sausage with
salads and cole slaw.
Peanuts and cracker jacks
were available to take
to our seats. Former Red
Sox pitcher, Louis Tiant,
was spotted in our vicinity
graciously giving photo
ops and autographs. Blue
sky and a delightful breeze
kept us comfortable in the
bleachers. A good time was
had by all.

morning with a rainy front
having just passed through,
but I was joined by four

Pelican Bay. As luck would
have it, several were right
across from the Butterfly
Garden in the Wart Ferns.
Unfortunately, they were a
little small to see clearly,
but we were to run
across a whole lot
more of them along
the boardwalk (see
photo). By the way,
we also saw lots
of Basilica Spider
egg sacs along
the
boardwalk.
They look like little
broken strands of
pearls
hanging

Continuing on, one
of the first plants
we discussed was
the Saw Palmetto,
Serenoa repens. This
very slow growing
native plant has
what I will call somewhat edible fruit.
When
Jonathan
Dickinson and his
party were shipwrecked on the
East
Coast
of
Florida in 1696,
the Indians spared
Basilica Spider Egg Sacs
their lives, took their clothes
and gave them little to eat.
That little included the Saw
Palmetto berries. Jonathan
Dickinson writing in his
diary said that they tasted
like rotten cheese soaked in
tobacco. His party survived
and eventually made it
to their destination in
New England. We now
have a very large state
park named for Jonathan
Dickinson very close to
where his party landed.

Shortly after we arrived
at a Cabbage Palm, Sabal
palmetto, our Florida State
Tree. Everyone seemed interested in how the cowboys, Indians and Florida
pioneers used various parts

we saw that woodpeckers
have been using a couple of
dead Cabbage
Palms and that
bees were using
one too. Even
dead trees play
must have been a Tricolored
Heron, Egretta tricolor. The
gray-ish-yellow legs and
beak, sort of grayish on top
and yellow-ish on the
bottom, give it away (see
photo). Had it turned
around, we would have
seen a white chest and that
would have made it easy.
Also along the way we
found Sea Hibiscus aka
Mahoe, Talipariti tiliaceum,
with its blooms that change
color. We saw red and
yellow ones (see photos).
On we went to see
Coontie plants, Zamia
pulila, and talked about
how the Indians and

dinner dance at the elegant
St. Raphael in Pelican Bay
— complete with look-alike
Hollywood stars, a red
carpet and Oscar statuettes.
The famous red carpet
led the arriving guests,
champagne glass in hand,
to the Grande Salon where
the festivities unfolded,
highlighted by the stunning
gold and black decorations. The Salon, with its
